		<section id="H09FE4358708541D09A07AEE926F957F7" section-type="section-one"><enum>1.</enum><header>Transition-to-Success
			 Mentoring Program</header>
			<subsection id="H8CEDDEBF08E24E87B8128FD8298D7F54"><enum>(a)</enum><header>Authorization of
			 Appropriations</header><text display-inline="yes-display-inline">Section 1803
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6553) is
			 amended to read as follows: <quote>There are authorized to be appropriated to
			 carry out this part $50,000,000 for fiscal year 2010 and such sums as may be
			 necessary for each succeeding fiscal year.</quote></text>
			</subsection><subsection id="H5A39E923E21F4108BA8E4CCC2529A8E6"><enum>(b)</enum><header>Transition-to-Success
			 Mentoring Program</header><text display-inline="yes-display-inline">Part H of
			 title I (20 U.S.C. 6551 et seq.) is amended by adding at the end the
			 following:</text>

					<subpart id="H40CC5B2340FE4694BFDDC4F7D1FE93FC"><enum>3</enum><header>Transition-to-Success
				Mentoring Program</header>
						<section id="HC76D4F92260242AEAFC5C247F5034CE3"><enum>1831.</enum><header>Transition-to-Success
				Mentoring Program</header>
							<subsection id="HA6D10990B168491B9BF558574D603B05"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">From the amounts
				appropriated to carry out this section, the Secretary shall award grants to
				eligible entities to establish, expand, or support school-based mentoring
				programs to assist eligible students with the transition from middle school to
				high school.</text>
							</subsection><subsection id="H0091E7D67DC649888E8A4D25FCA599FB"><enum>(b)</enum><header>Application</header><text>To
				receive a grant under this section, an eligible entity shall submit an
				application to the Secretary at such time, in such manner, and containing such
				information as the Secretary may require.</text>
							</subsection><subsection id="H2D8A7FFE5586408B9355E2992A87768D"><enum>(c)</enum><header>Uses of
				funds</header>
								<paragraph id="H0CABDC83E19C420FBB17B5096F739E39"><enum>(1)</enum><header>Required uses of
				funds</header><text display-inline="yes-display-inline">An eligible entity that
				receives a grant under this section shall use the grant funds to establish a
				mentoring program, or expand or support an existing mentoring program, in all
				middle schools served by the entity under which each eligible student enrolled
				in such schools is assigned to a success coach who—</text>
									<subparagraph display-inline="no-display-inline" id="H0033AFE6E76840DCA38BF467F193339A"><enum>(A)</enum><text display-inline="yes-display-inline">creates a plan for success for the student
				that—</text>
										<clause id="H5776B6ED28FD4CCD81427B72A2EE9922"><enum>(i)</enum><text>is
				reviewed with the student and teachers and parents of the student;</text>
										</clause><clause id="H6C0E091F056C436BB4CD05874528B443"><enum>(ii)</enum><text>includes, for
				each academic year, the student’s academic, personal, and career exploration
				goals, and a strategy on how to accomplish such goals; and</text>
										</clause><clause id="H6957357ECB0C470998FA4EB846B2C69D"><enum>(iii)</enum><text>identifies the
				student’s strengths, weaknesses, and academic progress;</text>
										</clause></subparagraph><subparagraph id="H2095CC86F0C74BF98CFD054DE912ED9F"><enum>(B)</enum><text>enters into a
				signed, written agreement with the parents of the student that describes how
				the parents should assist the student in carrying out the plan for
				success;</text>
									</subparagraph><subparagraph id="H266B97AA989E40FD91DE49861CF09CF7"><enum>(C)</enum><text>meets with the
				student at least once per month to—</text>
										<clause id="H0074864C166B41C286D1FFD7C59BC05F"><enum>(i)</enum><text>assist the student
				in achieving the goals under the plan for success;</text>
										</clause><clause id="H617BA0E2E6EF404CB3606488119D78BC"><enum>(ii)</enum><text>identify the student’s academic areas of weaknesses and work with the parents
				and teachers of the student to provide the student with the tools necessary to
				develop the student’s potential for academic excellence and ensure the
				student’s successful transition from middle school to high school; and</text>
										</clause><clause id="H0C94C13D3D754198B5ED6E92F4B6957A"><enum>(iii)</enum><text>in the case of a
				student with behavioral issues, assist the student in behavior management
				techniques;</text>
										</clause></subparagraph><subparagraph display-inline="no-display-inline" id="HDDAE346566384DD8BBF902F328576E9C"><enum>(D)</enum><text>at least
				quarterly, meets with the student and the parents, teachers, or counselors of
				the student to—</text>
										<clause id="H2A196338AD0F457191772CAB19480010"><enum>(i)</enum><text>evaluate the
				student’s progress in achieving the goals under the plan for the current
				academic year; and</text>
										</clause><clause id="HD62B46CD22ED48EC9BD8B6833CFD4DDC"><enum>(ii)</enum><text>revise or
				establish new goals for the next academic year; and</text>
										</clause></subparagraph><subparagraph display-inline="no-display-inline" id="H02FCFF115F414F53A5AA8FA849B43905"><enum>(E)</enum><text>serves as the
				student’s advocate between the teachers and parents of the student to ensure
				that the teachers and parents understand the student’s plan.</text>
									</subparagraph></paragraph><paragraph id="H1A11D550DEE04C9994DEFC0E791402DD"><enum>(2)</enum><header>Authorized uses
				of funds</header><text>An eligible entity that receives a grant under this
				section may use such funds to—</text>
									<subparagraph id="H95EE1A4017154265B35EECCB5E98BFF6"><enum>(A)</enum><text display-inline="yes-display-inline">develop and carry out a training program
				for success coaches; and</text>
									</subparagraph><subparagraph id="H1E1367FFC7414200A03AB9CD0DE54216"><enum>(B)</enum><text>cover the cost of
				any materials used by success coaches under the mentoring program.</text>
									</subparagraph></paragraph></subsection><subsection id="H20A42071A6FC474696C5331B20813AC1"><enum>(d)</enum><header>Grant
				Duration</header><text>A grant under this section shall be awarded for a period
				of 5 years.</text>
							</subsection><subsection id="H5EBCBC3C43734E72A052B5AEE34A1087"><enum>(e)</enum><header>Reporting
				requirements</header>
								<paragraph id="H078714B67E4D4FB788A5585A127461D6"><enum>(1)</enum><header>Eligible
				entities</header><text>An eligible entity receiving a grant under this section
				shall submit to the Secretary, at the end of each academic year during the
				grant period, a report that includes—</text>
									<subparagraph id="H27FB105267D24A83B9FEA65272680506"><enum>(A)</enum><text>the number of
				students who participated in the school-based mentoring program that was funded
				in whole or in part with the grant funds under this section;</text>
									</subparagraph><subparagraph id="HA0C4997BFA084A08AA4AB9FDEDFEB339"><enum>(B)</enum><text>data on the
				academic achievement of such students;</text>
									</subparagraph><subparagraph id="HD7B5C8D174BA4D53AD2A8EE33099373F"><enum>(C)</enum><text>the number of
				contact hours between such students and their success coaches; and</text>
									</subparagraph><subparagraph id="H5468C968D4E14B63B1E0CC584EA08624"><enum>(D)</enum><text>any other
				information that the Secretary may require to evaluate the success of the
				school-based mentoring program.</text>
									</subparagraph></paragraph><paragraph commented="no" id="H9D83EABD9FCD4B0F805DCD89324C9253"><enum>(2)</enum><header>Secretary</header>
									<subparagraph commented="no" id="HAFBF6C90DAD64997B7C67DBF02BF3A17"><enum>(A)</enum><header>Interim
				report</header><text display-inline="yes-display-inline">At the end of the
				third fiscal year for which funds are made available to carry out this section,
				the Secretary shall submit to Congress an interim report on the success of the
				school-based mentoring programs funded with grant funds received under this
				section that includes the information received under paragraph (1).</text>
									</subparagraph><subparagraph commented="no" id="H884DBA4C12234677800F0CFACB652C02"><enum>(B)</enum><header>Final
				report</header><text display-inline="yes-display-inline">At the end of the
				fifth fiscal year for which funds are made available to carry out this section,
				the Secretary shall submit to Congress a final report on the success of the
				school-based mentoring programs funded with grant funds received under this
				section that includes the information received under paragraph (1).</text>
									</subparagraph></paragraph></subsection><subsection id="HA80190CF7C274FCEAD01A6B0E31CD4E6"><enum>(f)</enum><header>Definitions</header><text>In
				this section:</text>
								<paragraph id="HFC149C0724804BAA9B67B81F807CE2CF"><enum>(1)</enum><header>At-risk
				student</header><text>The term <quote>at-risk student</quote> means a student
				who has been identified as a student that has below a 2.0 grade point average
				or the equivalent and who may—</text>
									<subparagraph id="H57F0ACFDD5BA4D2C8964EE392F8AA977"><enum>(A)</enum><text>be at-risk of
				academic failure;</text>
									</subparagraph><subparagraph id="HA24264ACE41543C3B3F394B03B8B150C"><enum>(B)</enum><text>be dropping out of
				school;</text>
									</subparagraph><subparagraph id="HE543F47074B24755B50E43EF2045E0D9"><enum>(C)</enum><text>have a drug or
				alcohol problem;</text>
									</subparagraph><subparagraph id="H08E22955F87F4758B4AD1B4DDD69F1AB"><enum>(D)</enum><text>be pregnant or a
				parent;</text>
									</subparagraph><subparagraph id="H06D501D5CDEF4835B1FF8D3380A9B61A"><enum>(E)</enum><text>have come into
				contact with the juvenile justice system in the past;</text>
									</subparagraph><subparagraph id="H4E63ABF5B5D7444ABC1F4A620662F74A"><enum>(F)</enum><text>have limited
				English proficiency;</text>
									</subparagraph><subparagraph id="H406D15A8BEA44BCC9F87835370570C79"><enum>(G)</enum><text>be a gang
				member;</text>
									</subparagraph><subparagraph id="H8EFDF44DBA94468C815D6E67E7CA1E36"><enum>(H)</enum><text>have dropped out
				of school in the past; or</text>
									</subparagraph><subparagraph id="H36F54DFE60304E46A6324582F8922D38"><enum>(I)</enum><text>have a high
				absenteeism rate at school.</text>
									</subparagraph></paragraph><paragraph id="H919A76E7641E413899E733595E3EBF27"><enum>(2)</enum><header>Eligible
				entity</header><text>The term <quote>eligible entity</quote> means—</text>
									<subparagraph id="H202E0631DD8744CA865C9A22A623CBCE"><enum>(A)</enum><text display-inline="yes-display-inline">a local educational agency that—</text>
										<clause id="H7B3F8601A9034571B44EBFE3397872C5"><enum>(i)</enum><text>receives, or is
				eligible to receive, funds under part A of title I; or</text>
										</clause><clause id="H6CCF9AECE2044C458052565EF221DDC6"><enum>(ii)</enum><text>is a high-need
				local educational agency; or</text>
										</clause></subparagraph><subparagraph id="H13A70A7BA8184DC880D2CF9264029759"><enum>(B)</enum><text>a partnership
				between a local educational agency described in subparagraph (A) and a
				nonprofit, community-based organization.</text>
									</subparagraph></paragraph><paragraph id="HF6B5D8BC89D14D7394E44DEC8F9E5DC5"><enum>(3)</enum><header>Eligible
				student</header><text>The term <quote>eligible student</quote> means a student
				who—</text>
									<subparagraph id="H45270781B7BB460E83273C71708B8538"><enum>(A)</enum><text>is enrolled in a
				middle school served by an eligible entity; and</text>
									</subparagraph><subparagraph id="H07B6858C9A5D40D6A5F4E916BE7D93FC"><enum>(B)</enum><text>is an at-risk
				student.</text>
									</subparagraph></paragraph><paragraph id="H10095238E680415F992DFA82252C3AEE"><enum>(4)</enum><header>High-need local
				educational agency</header><text>The term <quote>high-need local educational
				agency</quote> has the meaning given to the term in section 2102(3)(A) of the
				Elementary and Secondary Education Act of 1965 (20 U.S.C. 6602(3)(A)).</text>
								</paragraph><paragraph commented="no" id="HB829D8E6D80449F88E56EAAA65BB325D"><enum>(5)</enum><header>Middle
				school</header><text display-inline="yes-display-inline">The term <quote>middle
				school</quote> means a nonprofit institutional day or residential school,
				including a public charter school, that provides middle school education, as
				determined under State law, except that the term does not include any education
				below grade 6 or beyond grade 9.</text>
								</paragraph><paragraph commented="no" id="H8CCD3E2577C343ED92A72B95E11ED7D1"><enum>(6)</enum><header>School-based
				mentoring</header><text display-inline="yes-display-inline">The term
				<quote>school-based mentoring</quote> refers to mentoring activities
				that—</text>
									<subparagraph commented="no" id="HC832D109FDCA486688D81E5DD3747119"><enum>(A)</enum><text>are closely
				coordinated with a school by involving teachers, counselors, and other school
				staff who may identify and refer students for mentoring services; and</text>
									</subparagraph><subparagraph commented="no" id="H78B04E7DD20F4C798E3A73F62B7EA5D4"><enum>(B)</enum><text>assist at-risk
				students in improving academic achievement, reducing disciplinary referrals,
				and increasing positive regard for school.</text>
									</subparagraph></paragraph><paragraph id="HED9581BD996C49B5B4D339E3C3104CB3"><enum>(7)</enum><header>Success
				coach</header><text>The term <quote>success coach</quote> means an individual
				who—</text>
									<subparagraph id="HA4400CF9CFA74DD59873C371D27E858A"><enum>(A)</enum><text>is—</text>
										<clause id="HB15098FA204141E686A4F7F1ABB64AC0"><enum>(i)</enum><text>an
				employee of a local educational agency in which a mentoring program receiving
				support under this section is being carried out; or</text>
										</clause><clause id="H338D1FEE4431491AB6AC16E8226C3429"><enum>(ii)</enum><text>a
				volunteer from a nonprofit, community-based organization that provides
				volunteers for mentoring programs in secondary schools; and</text>
										</clause></subparagraph><subparagraph commented="no" id="HEAA07DE94E8C4BAB94A13423A26D251D"><enum>(B)</enum><text display-inline="yes-display-inline">prior to becoming a success coach—</text>
										<clause commented="no" id="H131284FBE0F04330A2C3730B88446970"><enum>(i)</enum><text>received training
				and support in mentoring from an eligible entity; and</text>
										</clause><clause commented="no" id="H7B8674D9516C41EC979D5E382B4CA1AC"><enum>(ii)</enum><text>underwent a
				screening by an eligible entity that included—</text>
											<subclause commented="no" id="H7F9A54A5658044EEBBAF7DD6F02E07AF"><enum>(I)</enum><text display-inline="yes-display-inline">appropriate job reference checks;</text>
											</subclause><subclause commented="no" id="H7DB9DB058AFB444D9E72B578225CA02F"><enum>(II)</enum><text>child and
				domestic abuse record checks; and</text>
											</subclause><subclause commented="no" id="H3EDBE2E625A342CFBBE4AD3E343A5C0E"><enum>(III)</enum><text>criminal
				background
				checks.</text>
											</subclause></clause></subparagraph></paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section></legis-body>
