		<section id="H7C437DDD809F40BBA4A73C3E636252EF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Surface Transportation Earmark
			 Rescission, Savings, and Accountability Act</short-title></quote>.</text>
		</section><section id="HF05331773DF94632AFAD5E0DA2396907"><enum>2.</enum><header>Rescission of
			 allocated project funds</header>
			<subsection id="H610EB601E4374812BE386A3A3AD08F48"><enum>(a)</enum><header>ISTEA and
			 STURAA</header><text display-inline="yes-display-inline">The unobligated
			 balances available on December 31, 2010, under sections 1103(b), 1104(b),
			 1105(f), 1106(a), 1106(b), 1107(b), and 1108(b) of the Intermodal Surface
			 Transportation Efficiency Act of 1991 (<external-xref legal-doc="public-law" parsable-cite="pl/102/240">Public Law 102–240</external-xref>) and subsections
			 (c) and (d) of section 149 of the Surface Transportation and Uniform Relocation
			 Assistance Act of 1987 (<external-xref legal-doc="public-law" parsable-cite="pl/100/17">Public Law 100–17</external-xref>) are
			 rescinded.</text>
			</subsection><subsection id="HCC6B77962E894FB6B767B777DF4B8E8E"><enum>(b)</enum><header>TEA
			 21</header><text>The unobligated balance available on September 30, 2011, under
			 section 1602 of the Transportation Equity Act for the 21st Century
			 (<external-xref legal-doc="public-law" parsable-cite="pl/105/178">Public Law
			 105–178</external-xref>) for each project for which less than 10 percent of the
			 amount authorized for such project under such section has been obligated is
			 rescinded.</text>
			</subsection></section><section id="H6AAD3EFE38C94D43B2D9E8D3D9EAE91A"><enum>3.</enum><header>Repeal of
			 Appalachian Development Highway System Corridor Designation</header><text display-inline="no-display-inline">Section 1117(d) of the Transportation Equity
			 Act for the 21st Century (112 Stat. 161) is repealed and the designation made
			 by that section shall no longer be effective.</text>
		</section><section id="H36D486C8A7C14313B50F19BD4EF221DA"><enum>4.</enum><header>Rescission of
			 undesignated high priority project funds</header><text display-inline="no-display-inline">Of the amounts authorized for fiscal years
			 2005 through 2009 in section 1101(a)(16) of the Safe, Accountable, Flexible,
			 Efficient Transportation Equity Act: A Legacy for Users (<external-xref legal-doc="public-law" parsable-cite="pl/109/59">Public Law
			 109–59</external-xref>) to carry out the high priority projects program under
			 <external-xref legal-doc="usc" parsable-cite="usc/23/117">section
			 117</external-xref> of title 23, United States Code, that are not allocated for
			 projects described in section 1702 of such Act, $8,190,355 are
			 rescinded.</text>
		</section><section id="H4D66B13313C9468DAD42DC75BF2A7F23"><enum>5.</enum><header>Report</header><text display-inline="no-display-inline">Not later than October 31, 2011, and not
			 later than October 31 of each year thereafter, the Secretary shall submit to
			 the Committee on Transportation and Infrastructure of the House of
			 Representatives and the Committee on Environment and Public Works of the Senate
			 a report identifying each project authorized under section 1602 of the
			 Transportation Equity Act for the 21st Century (<external-xref legal-doc="public-law" parsable-cite="pl/105/178">Public Law
			 105–178</external-xref>), sections 1301, 1302, 1702, and 1934 of the Safe,
			 Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users
			 (<external-xref legal-doc="public-law" parsable-cite="pl/109/59">Public Law
			 109–59</external-xref>), and
			 <external-xref legal-doc="usc" parsable-cite="usc/23/144">section
			 144(f)</external-xref> of title 23, United States Code, that has inactive funds
			 or that has been completed in the previous fiscal year. Such report shall
			 include, for each such project—</text>
			<paragraph id="HC9ADFF977829455D9BC206DBFCB53067"><enum>(1)</enum><text display-inline="yes-display-inline">the amount of funds authorized under such
			 section;</text>
			</paragraph><paragraph id="H321B2E29B7C848BE994C4F66FE217CB3"><enum>(2)</enum><text display-inline="yes-display-inline">the unobligated balance of such funds;
			 and</text>
			</paragraph><paragraph id="HDB207F5160874C9BB9527D55A79E0F96"><enum>(3)</enum><text display-inline="yes-display-inline">a reference to the public law, section
			 number, and project number under which such project was authorized.</text>
