		<official-title>To amend the Outer Continental Shelf Lands Act to require
		  that oil and gas drilling and production operations on the outer Continental
		  Shelf must have in place the best available technology for blowout preventers
		  and emergency shutoff equipment, and for other purposes.</official-title>

		<section id="H9E02B02682A448D48705E6D5AD48A110" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Offshore Drilling Safety Improvement
			 Act</short-title></quote>.</text>
		</section><section id="HFAFA7E1A5C2A4C4D97182AD34C0F5C82"><enum>2.</enum><header>Emergency Shutoff
			 Safety Requirements</header>
			<subsection id="HA7EDCEE8B4FD42C1820E543D9DD5DD3C"><enum>(a)</enum><header>Requirements</header><text display-inline="yes-display-inline">Section 21(b) of the Outer Continental
			 Shelf Lands Act (43 U.S.C. 1347(b)) is amended—</text>
				<paragraph id="H1A721F6DE79C4218B00EEC09AD14296E"><enum>(1)</enum><text>by inserting
			 <quote>(1)</quote> after <quote>(b)</quote>; and</text>
				</paragraph><paragraph id="H0CE1B41FA46341368312CEFA770CC56E"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H1E469F85606B4889B7DACB8442F31730" style="OLC">
						<paragraph id="HF95673D267F14C03A1EDF8DAE039F8C8" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HB673F247640146878CE2848D97E4F260"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary shall issue regulations that
				require, notwithstanding paragraph (1)—</text>
								<clause id="H6EE94F18243044619A0866B033F9633B" indent="up1"><enum>(i)</enum><text display-inline="yes-display-inline">that all oil and gas drilling and
				production operations on the outer Continental Shelf have safety and
				environmental management systems in place including blowout preventers and
				additional backup emergency shutoff equipment such as acoustic shut-off
				technology; and</text>
								</clause><clause id="HED18C257FB3B4394B5E91D9AB9297820" indent="up1"><enum>(ii)</enum><text>that such equipment use the best
				available and safest technologies.</text>
								</clause></subparagraph><subparagraph id="HDA8344697EA24C7E80BF03AFD3E0ECD8" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">In issuing regulations under this
				paragraph, the Secretary shall, based upon information provided by the
				Secretary of Energy pursuant to section 203(a)(12) of the Department of Energy
				Organization Act and other information available to the Secretary—</text>
								<clause id="H922BCBEF3D2541DFA744BD269F8EA5EC"><enum>(i)</enum><text display-inline="yes-display-inline">incorporate safety technology information
				from independent scientists and experts, academic institutions, and from
				technology used internationally; and</text>
								</clause><clause id="HFBF977BD79F846608851070B4578F57D"><enum>(ii)</enum><text>consider the need for different
				technology requirements in different environments and depths.</text>
								</clause></subparagraph><subparagraph id="HEC77F1EE487D4889B76447A6B4814803" indent="up1"><enum>(C)</enum><text>Regulations issued under this
				paragraph—</text>
								<clause id="HC2494DF124FD489FBF03DC496A63AAE2"><enum>(i)</enum><text display-inline="yes-display-inline">shall apply to all new oil and gas drilling
				and production operations; and</text>
								</clause><clause id="H91BE7BD770044D4A90D067ABE55DE782"><enum>(ii)</enum><text>shall apply to all existing and gas
				drilling and production operations upon the expiration of the 6-month period
				beginning on the date of the issuance of the regulations.</text>
								</clause></subparagraph><subparagraph id="H7F3A04A2B4BF4C2392054F41BA4C3944" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">Every 5 years after the date of the
				issuance of regulations under this paragraph, the Secretary shall—</text>
								<clause id="H8D58641E474B44F6982D7C76155D5E1E"><enum>(i)</enum><text>review blowout preventer and emergency
				shutoff equipment technology; and</text>
								</clause><clause id="HBA305F504C87443C91FB468DF991346B"><enum>(ii)</enum><text>revise the regulations as necessary
				to require use of the best available technology in accordance with this
				paragraph.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HF29C666B4EE64EF881CBA1EE03D60B05"><enum>(b)</enum><header>Deadline</header><text display-inline="yes-display-inline">The Secretary of the Interior shall issue
			 regulations under the amendment made by subsection (a) by not later than 6
			 months after the date of enactment of this Act.</text>
			</subsection></section><section id="H3B0BA79FF7934AB4925427147AFF32DA"><enum>3.</enum><header>Best available
			 and safest technology</header><text display-inline="no-display-inline">Section
			 203 of the Department of Energy Organization Act (42 U.S.C. 7133) is amended by
			 adding at the end of subsection (a) the following new paragraph:</text>
			<quoted-block id="HE7F84288BC6F4CFEB87DB9B138D37700" style="OLC">
				<paragraph id="H322CF7F1599240D0B3D5BBB5DBEC1C5B"><enum>(12)</enum><text>Offshore oil and
				gas exploration and production best available and safest technology
				identification, including—</text>
					<subparagraph id="H04FADB0F037E4DF2BE2061AF82E91B57"><enum>(A)</enum><text>surveying industry
				practices and regulatory requirements both domestically and
				internationally;</text>
					</subparagraph><subparagraph id="H251DAA5592154344A31FC503F8B666A8"><enum>(B)</enum><text>identifying
				technology currently in use as well as technology that is not in widespread
				use, but could be adopted for widespread use on a near-term basis; and</text>
					</subparagraph><subparagraph id="H56291A6DF54E41D18366429BA5E41799"><enum>(C)</enum><text>providing such
				information regarding the best available and safest technology to the Secretary
				of Interior in a timely fashion for use in the implementation of the Outer
				Continental Shelf Lands
				Act.</text>
