		<official-title>To amend the Homeland Security Act of 2002 to require
		  annual risk assessments for purposes of the State Homeland Security Grant
		  Program, and to require that risk assessments conducted for purposes of the
		  Urban Area Security Initiative be conducted jointly with appropriate eligible
		  metropolitan area officials.</official-title>

		<section id="H7B01117417BD4F53BEDD77483E5B2A79" section-type="section-one"><enum>1.</enum><header>Annual risk assessments for
			 purposes of the State Homeland Security Grant Program</header>
			<subsection id="HE8FB3F56B529473FA571FF8F5103060C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 2004 of the
			 Homeland Security Act of 2002 (6 U.S.C. 605) is amended—</text>
				<paragraph id="HBBF65B455BBE4B71B4D4F2181D6E3745"><enum>(1)</enum><text>by redesignating
			 subsections (b) through (f) as subsections (c) through (g); and</text>
				</paragraph><paragraph id="H823FB0766C7D481EA87C76345419FF32"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HF1777FB9BB2644B5910B6B2707D27EEA" style="OLC">
						<subsection id="HAAAA5AA6415E4972AB42838AD26A9BE8"><enum>(b)</enum><header>Risk
				assessment</header>
							<paragraph id="HC1AAC14784564EDBBD735BC7930A0176"><enum>(1)</enum><header>Initial
				assessment</header><text display-inline="yes-display-inline">To better inform
				the allocation of grant awards to each State, the Administrator shall for each
				fiscal year conduct an initial assessment of the relative threat of,
				vulnerability to, and consequences from acts of terrorism for each State,
				including consideration of—</text>
								<subparagraph id="HD7E1E60A1344426F9BF719B4A98BC492"><enum>(A)</enum><text>the factors set
				forth in subparagraphs (A) through (H) and (K) of section 2007(a)(1);
				and</text>
								</subparagraph><subparagraph id="HA9671583E1A349AB83439A88A98BD4D6"><enum>(B)</enum><text>information and
				materials submitted under subsection (c).</text>
								</subparagraph></paragraph><paragraph id="H0928F96AA8EA4D6D90FCA766C5793DE9"><enum>(2)</enum><header>Joint
				assessment</header><text>To the extent practicable, each threat assessment
				under this section for a State shall be conducted jointly with appropriate
				officials from the State.</text>
							</paragraph><paragraph id="H20690336F7D44191A5EF6C16FC0B8F08"><enum>(3)</enum><header>Submission of
				information by eligible State</header><text>Before conducting each initial
				assessment under paragraph (1), the Administrator shall provide each State
				with, and shall notify each State of, the opportunity to submit information
				that the State believes to be relevant to the determination of the threat of,
				vulnerability to, and consequences from acts of terrorism for the
				State.</text>
							</paragraph></subsection><after-quoted-block>.
				</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HC11449A4865046BE8142A39F8B0161DD"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 2004 of
			 such Act (16 U.S.C. 605) is further amended—</text>
				<paragraph id="H532BE686B5F346359AA02D3F73720930"><enum>(1)</enum><text>in subsection
			 (e)(1), as redesignated by subsection (a)(1) of this section, by striking
			 <quote>subsection (b)</quote> and inserting <quote>subsection (c)</quote>;
			 and</text>
				</paragraph><paragraph id="HE3B2729E96584DA1B8BC0671C59FF274"><enum>(2)</enum><text>in subsection
			 (f)(2), as redesignated by subsection (a)(1) of this section, by striking
			 <quote>subsection (d)</quote> and inserting <quote>subsection
			 (e)</quote>.</text>
				</paragraph></subsection></section><section id="H43227C3BEE8E437DBCF7D13DC980A4BC"><enum>2.</enum><header>Joint risk
			 assessments for purposes of the Urban Area Security Grant Program</header>
			<subsection id="HE97A077205CE42158F217AC076B193D3"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Section 2003(b)(2) of the Homeland Security
			 Act of 2002 (6 U.S.C. 604(b)(2)) is amended—</text>
				<paragraph id="H382A9DEF3C404211965A0D945660682B"><enum>(1)</enum><text>by redesignating
			 subparagraph (B) as subparagraph (C); and</text>
				</paragraph><paragraph id="H2DCAC49A8A59480D865BA15139C30351"><enum>(2)</enum><text>by inserting after
			 subparagraph (A) the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H1ACB12FD713A4A0485B8DB00AF9EE80B" style="OLC">
						<subparagraph id="H0B59EFD582024E608E432475B175B4D1"><enum>(B)</enum><header>Joint
				assessment</header><text display-inline="yes-display-inline">To the extent
				practicable, each assessment under this subsection for an eligible metropolitan
				area shall be conducted jointly with appropriate officials from the eligible
				metropolitan
				area.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H89DA91E41D2345DA9FA39E12E1AC73D4"><enum>(b)</enum><header>Conforming
			 amendments</header><text display-inline="yes-display-inline">Section 2003 of
			 the Homeland Security Act of 2002 (6 U.S.C. 604) is further amended—</text>
				<paragraph id="HD3010D345C364B0D9794D1F5E67B7A13"><enum>(1)</enum><text>in subsection
			 (b)(2)(A)(ii), by striking <quote>subparagraph (B)</quote> and inserting
			 <quote>subparagraph (C)</quote>; and</text>
				</paragraph><paragraph id="HF0F9C458D09A4A608D42A25647CD1B5A"><enum>(2)</enum><text>in subsection
			 (b)(3)(A)(iii), by striking <quote>paragraph (2)(B)(i)</quote> and inserting
			 <quote>paragraph (2)(C)(i)</quote>.</text>
