		<official-title>To amend title 38, United States Code, to include a
		  definition of <quote>loss of use</quote> for purposes of evaluating
		  disabilities and providing adapted housing and automobiles under the laws
		  administered by the Secretary of Veterans Affairs.</official-title>

		<section id="H7A7D9120DAB644BDAD4E44EE30882686" section-type="section-one"><enum>1.</enum><header>Definition of <quote>loss of
			 use</quote> for purposes of laws administered by the Secretary of Veterans
			 Affairs</header><text display-inline="no-display-inline">Section 1101 of title
			 38, United States Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HA09FD2E4A25448539D64FC7E420022AE" style="USC">
				<paragraph id="H78BD03BC862341A6BB3C7F0F7A28C955"><enum>(5)</enum><text display-inline="yes-display-inline">The term <quote>loss of use</quote> with
				respect to an extremity means a condition in which no effective function of the
				extremity remains based on the extent and pattern of nerve or other impairment
				that directly affects—</text>
					<subparagraph id="H9F203D27EE5B4709853F75ECF1F631F6"><enum>(A)</enum><text>in the case of a
				hand, the acts of grasping, and manipulation;</text>
					</subparagraph><subparagraph id="H3BA731B4170F4E01A4487E44FC4B3A2D"><enum>(B)</enum><text>in the case of a
				foot, balance and propulsion; or</text>
					</subparagraph><subparagraph id="H200FA5A8A3AE415D9E421637ABC42AA2"><enum>(C)</enum><text>in the case of any
				other extremity, the basic acts associated with use of the
				extremity.</text>
