<enum>I</enum><header>Ready to Learn: Early Childhood and School Readiness</header> <section id="H128CB6DCF1B24302BE82A1FCC4C3F0F3"><enum>101.</enum><header>Ready to Learn Grants</header><text display-inline="no-display-inline">Subpart 3 of part D of title II of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6775) is amended by striking section 2431 and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="H83675B11288346F4B78660829DB5A385" style="OLC"> <section commented="no" id="HC57436844D4D4E439A3D71F3E951E994"><enum>2431.</enum><header>Short title</header><text display-inline="no-display-inline">This subpart may be cited as <quote>Ready-to-Learn Act</quote>.</text> </section><section id="H80773C8B3F3849468C38EA982D62C2E5"><enum>2432.</enum><header>Ready-to-learn educational television programming and related services</header> <subsection id="H0259A10DBF4B42F0A01BEDB29B2EF023"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary is authorized to award a grant to the Corporation for Public Broadcasting to enable the corportation—</text> <paragraph id="H644446081E82493197018DCC79FAF1BB"><enum>(1)</enum><text>to provide a coordinated Ready-to-Learn television service described in subsection (c); and</text> </paragraph><paragraph id="H7B6FAA05A2744DF88ADFF9ACF2D440F8"><enum>(2)</enum><text>to award subgrants or enter into contracts or cooperative agreements with an eligible entity to enable the eligible entity to operate a high-quality Ready-to-Learn program that is a part of the coordinated Ready-to-Learn television service.</text> </paragraph></subsection><subsection id="HA9E5007D2B584377AD2D82076FF80122"><enum>(b)</enum><header>Ready-to-Learn program requirements</header><text>Each eligible entity receiving a subgrant or entering into a contract or cooperative agreement under this subpart shall operate a Ready-to-Learn program that—</text> <paragraph id="HFC8D622550834AADB8D0EB8F45D4CE8D"><enum>(1)</enum><text>develops, produces, and distributes educational television programming and related services for preschool and elementary school children (especially preschool and elementary school children served under part A of title I), and the parents, educators, and caregivers of such children in order to help improve early childhood development and student achievement in the areas of—</text> <subparagraph id="H93B8C0CD8D3E4F06834DA322E23A7E61"><enum>(A)</enum><text>reading;</text> </subparagraph><subparagraph id="H888A8D3260704C51891B62C92D39B7A0"><enum>(B)</enum><text>mathematics;</text> </subparagraph><subparagraph id="H85AC40E6D69E459DB9586BDD3DB8E2EB"><enum>(C)</enum><text>science;</text> </subparagraph><subparagraph id="H23D4B061F373410E8B3248E1C6BF9AC8"><enum>(D)</enum><text>health and wellness;</text> </subparagraph><subparagraph id="H5B79277E3A8E490DBA60D15C771165CA"><enum>(E)</enum><text>social and emotional development; or</text> </subparagraph><subparagraph id="H3232D88F4F554913891F528B274480AC"><enum>(F)</enum><text>other academic or developmentally appropriate areas;</text> </subparagraph></paragraph><paragraph id="HBE6EBB0238E449A5A0158DF0DFFE8629"><enum>(2)</enum><text>facilitates the development of—</text> <subparagraph id="H7EBAC846E4254107927288097879B71A"><enum>(A)</enum><text>educational television programming and related services, directly or through contracts, with producers of educational television programming and related services for preschool and elementary school children;</text> </subparagraph><subparagraph id="H2C1738583D934382B71480D1F7161ADE"><enum>(B)</enum><text>support materials and services that accompany such educational television programming and related services, including outreach services, in order to promote the effective use of such educational television programming and related services; and</text> </subparagraph><subparagraph id="H8D9A3F968A8B47F0AD631B8841CF1204"><enum>(C)</enum><text>related support resources for parents and caregivers that are designed for nationwide distribution over public television stations’ digital broadcasting channels and other high-tech delivery platforms;</text> </subparagraph></paragraph><paragraph id="H89D1362BD99248108DB7E99B023BACF6"><enum>(3)</enum><text>contracts with an entity that owns and operates a television public broadcast station, as defined in section 397(6) of the Communications Act of 1934 (47 U.S.C. 397(6))—</text> <subparagraph id="H5CDD1C3E61C04218998C49EFD0E2E418"><enum>(A)</enum><text>that demonstrates that the station is a member of a strong, local, community-based partnership, in order to deliver effective services which meet the educational needs of the children in the community served by the broadcast area; and</text> </subparagraph><subparagraph id="H430D4C389A1E45D0BCC2CED82786067D"><enum>(B)</enum><text>so that educational television programming and related services developed under this subpart are disseminated and distributed to the widest possible audience appropriately served by the most appropriate distribution technologies; or</text> </subparagraph></paragraph><paragraph id="HBB99AD2B011242EA912C42D0948FE714"><enum>(4)</enum><text>develops and disseminates educational or training material, directly related to the television programs assisted under this subpart, that—</text> <subparagraph id="H9F7590EE70864F8ABD5E3E8779689F3A"><enum>(A)</enum><text>is designed—</text> <clause id="H058CDCAFA77845B790DA311E9040A6F3"><enum>(i)</enum><text>to promote school readiness for all children, especially children served under part A of title I, including English language learners; and</text> </clause><clause id="HFA57ABD5EB4048EDB507A7FC575ADB1C"><enum>(ii)</enum><text>to promote the effective use of related services and related support resources developed under paragraphs (2) and (3), respectively, among parents, caregivers, teachers, Head Start programs, Even Start programs, Early Reading First programs, Reading First programs, Reading Readers programs, Reading is Fundamental program providers, providers of family literacy services, child care providers, early childhood educators, public and school libraries, museums, State educational agencies, businesses, institutions of higher education, and after school program personnel; and</text> </clause></subparagraph><subparagraph id="H8E220DBDE1074E0D96E7D9E3620C29CF"><enum>(B)</enum><text>may include interactive programs or programs adaptable to distance learning technologies.</text> </subparagraph></paragraph></subsection><subsection id="HA8E6E7BE034C4AEBAC91A5A3B9B41D80"><enum>(c)</enum><header>Coordinated Ready-to-Learn Television Service</header><text>In awarding subgrants and entering into contracts and cooperative agreements under this subpart, the Corporation for Public Broadcasting shall provide a coordinated Ready-to-Learn television service that—</text> <paragraph id="H5439F862177E4E5BAE647707711809AC"><enum>(1)</enum><text>shall include—</text> <subparagraph id="HE2B7AA72DB5F4AC4A24CB0D07E6C16BB"><enum>(A)</enum><text>educational television programming, determined by the Corporation for Public Broadcasting to be of sound content and artistic excellence, delivered on-air and on-line, aligned to—</text> <clause id="HDE2A3849EF6844C5892C57177D5D930E"><enum>(i)</enum><text>State kindergarten through grade 12 academic standards and State early learning standards, as appropriate; and</text> </clause><clause id="H7FE1AA7B1B55491ABA6D259C016C9C62"><enum>(ii)</enum><text>related services;</text> </clause></subparagraph><subparagraph id="H3643855CB5D34875BBEC7C2C1606635C"><enum>(B)</enum><text>effective, ongoing community outreach programs and ongoing partnerships with local organizations to help ensure that the programming—</text> <clause id="HAE98CF3DA9D34A4192FB19EDC376C799"><enum>(i)</enum><text>addresses specific community and school needs;</text> </clause><clause id="H95D95A88E8494D158F2D60998F76F454"><enum>(ii)</enum><text>reaches children served under part A of title I; and</text> </clause><clause id="H2A343635131A41EFA568F088759117CF"><enum>(iii)</enum><text>engages multiple constituencies of children, parents, caregivers, and educators;</text> </clause></subparagraph><subparagraph id="HFEBA2C512A504F2DB8BB3C8F476C5941"><enum>(C)</enum><text>academic and developmental television programming described in subsection (b)(l) in—</text> <clause id="HD2DE6B32F7A24182B72DBE6EBF832697"><enum>(i)</enum><text>the topics described in subparagraphs (A) and (E) of subsection (b)(l); and</text> </clause><clause id="H164924A74B79490FA708F80EF4DBC32E"><enum>(ii)</enum><text>not less than 1 other topic described in subparagraphs (B), (C), (D), and (F) of subsection (b)(l); and</text> </clause></subparagraph><subparagraph id="H2975A928847747A8AA3916D3FA7B5481"><enum>(D)</enum><text>a rigorous evaluation of the impact of the television programming and related services described in subsection (b)(l) on—</text> <clause id="HE6F36098739E4A3083B12E935A84DDA6"><enum>(i)</enum><text>school readiness skills of children in various socioeconomic areas, including rural and urban areas;</text> </clause><clause id="HF94548BFE26B42DAB05DB4FC75853F19"><enum>(ii)</enum><text>teacher quality and effectiveness; and</text> </clause><clause id="H8CDB98FA9260477BA95ACA6BE4DEDCD2"><enum>(iii)</enum><text>community engagement and awareness; and</text> </clause></subparagraph></paragraph><paragraph id="H765F5A22304543E08B0D10FDFC10A858"><enum>(2)</enum><text>may include—</text> <subparagraph id="H02D2BE2F6822444CB0B6B7F03E7A568F"><enum>(A)</enum><text>a comprehensive preschool curriculum based upon the Ready-to-Learn programs; and</text> </subparagraph><subparagraph id="H1E96B07AB137415B9CC18F5CB626B49B"><enum>(B)</enum><text>ongoing professional development based upon the Ready-to-Learn programs designed to help parents, teachers, librarians, or caregivers.</text> </subparagraph></paragraph></subsection><subsection id="HEE70ECA957D744EF960FB91C7229EFC2"><enum>(d)</enum><header>Technical Assistance, Materials, Training, and Curricula</header><text>The Corporation for Public Broadcasting shall provide eligible entities that receive a subgrant or enter into a contract or cooperative agreement under this subpart with technical assistance, supporting materials, training, and curricula to ensure effective implementation of subsection (c).</text> </subsection><subsection id="H9E192C1DE1EC4FA3801EE960391E8494"><enum>(e)</enum><header>Reservation of Funding</header><text>The Corporation for Public Broadcasting shall use not less than 30 percent of the funds the Corporation for Public Broadcasting receives under this subpart to award subgrants to or enter into contracts or cooperative agreements with eligible entities that are public broadcast stations, as defined in section 397(6) of the Communications Act of 1934, to carry out subsection (c)(1)(B) and section 2435(c).</text> </subsection><subsection id="H55A804CB08E24DB59ED063F50F38092A"><enum>(f)</enum><header>Availability of Programming and Related Services</header><text>In awarding a grant under this subpart, the Secretary shall ensure that the Corporation for Public Broadcasting makes educational television programming and related services widely available, with support materials available, as appropriate, to young children, parents, caregivers, teachers, Head Start programs, Even Start programs, Early Reading First programs, Reading First programs, Striving Readers programs, Reading is Fundamental programs, providers of family literacy services, child care providers, early childhood educators, public and school libraries, and after school programs in order to increase the effective use of educational television programming and related services.</text> </subsection></section><section id="H8EA89EC53F614D138F4FCE8AE7749752"><enum>2433.</enum><header>Coordination of activities</header><text display-inline="no-display-inline">In carrying out this subpart, the Corporation for Public Broadcasting shall—</text> <paragraph id="H335564EB3DD34BFCB54804374DED0512"><enum>(1)</enum><text>consult with the Secretary and the Secretary of Health and Human Services—</text> <subparagraph id="H321D0DBEDF564910935AD0BFAF14441B"><enum>(A)</enum><text>to maximize the use of high-quality educational television programming and related services by preschool and elementary school children, and to make such programming widely available to federally funded programs serving such children; and</text> </subparagraph><subparagraph id="HA19FF0AD58AF49E8B13410C31973330D"><enum>(B)</enum><text>to coordinate activities assisted under this subpart with Federal programs that have a major training component for early childhood development, including programs under the Head Start Act, Even Start, and Early Reading First, and State training activities funded under the Child Care and Development Block Grant Act of 1990, regarding the availability and use of the related services developed under section 2432(b)(2)(A) to enhance parent and childcare provider skills in early childhood development and education; and</text> </subparagraph></paragraph><paragraph id="H0AB26126EA6F4D35998A85D9FF6D8CB9"><enum>(2)</enum><text>ensure that all materials acquired or produced by any eligible entity are determined to be of sufficient age-appropriate aesthetic appeal and educational effectiveness to warrant national distribution and support in order to maximize the impact of televised materials and the use of digital content.</text> </paragraph></section><section id="H23F1042551114FB0B0063F5F56372CF6"><enum>2434.</enum><header>Application</header><text display-inline="no-display-inline">To be eligible to receive a grant under this subpart, the Corporation for Public Broadcasting shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require.</text> </section><section id="H4193E4DA8B044B9CB07A17E7C92EBB39"><enum>2435.</enum><header>Reports and evaluations</header> <subsection id="H1E28F0D8BBE54E16889DF9B3DEA7E391"><enum>(a)</enum><header>Annual report to the secretary</header><text>In carrying out this subpart, the Corporation for Public Broadcasting shall prepare and submit to the Secretary an annual report that contains such information as the Secretary may require. At a minimum, the report shall describe the activities undertaken with funds received under the grant awarded to the Corporation for Public Broadcasting under this subpart, including each of the following:</text> <paragraph id="HF07AC070D51447A4AD594D229926CD1E"><enum>(1)</enum><header>Programming and related services; target population</header><text>The educational television programming and related services developed, directly or indirectly, by the Corporation for Public Broadcasting, and the target population served by the programming and services.</text> </paragraph><paragraph id="HED8E1DD72E2949F48AD2E4F007464437"><enum>(2)</enum><header>Support or training materials</header><text>The support or training materials developed to accompany the educational television programming and related services, and the method by which the materials were distributed to consumers and users of the educational television programming and related services.</text> </paragraph><paragraph id="HF6F1998423714CBC968A93934ED7719B"><enum>(3)</enum><header>Means of distribution</header><text>The means by which educational television programming and related services developed under this subpart were distributed, including the distance learning technologies that were used to make the educational television programming and related services available, and the geographic distribution achieved through such technologies.</text> </paragraph><paragraph id="H969C1EF55A074B86A174DBBFE7A9B504"><enum>(4)</enum><header>Initiatives</header><text>The initiatives undertaken by the Corporation for Public Broadcasting to develop public-private partnerships to secure non-Federal support for the development, distribution, and broadcast of educational television programming and related services.</text> </paragraph><paragraph id="H06781881F6674C87A03C5730FF82C8EE"><enum>(5)</enum><header>Impact</header><text>The impact of the educational television programming and related services on teaching and learning, including the impact on improving school readiness skills, early reading skills, early mathematics skills, early science skills, and skills in other developmentally appropriate content areas.</text> </paragraph></subsection><subsection id="HA7A09C1FEADC442995429BBDF75EEAB3"><enum>(b)</enum><header>Report to Congress</header><text>The Secretary shall prepare and submit to the relevant committees of Congress an annual report that includes the following:</text> <paragraph id="H0D8610B3B96543DD95C8E4F85BF2A3F3"><enum>(1)</enum><header>Activity summary</header><text>A summary of the activities assisted under section 2432.</text> </paragraph><paragraph id="H7F662D8BFB8849B9AB83484A03666C5C"><enum>(2)</enum><header>Education and training materials</header><text>A description of the education and training materials described in section 2432(b)(2)(B) that are made available under this subpart, the manner in which outreach was conducted to inform parents and child care providers of the availability of such materials, and the manner in which such materials were distributed in accordance with section 2432.</text> </paragraph></subsection><subsection id="HE76F9D39509244C69BE4C7541DE38336"><enum>(c)</enum><header>Evaluation of outreach activities</header><text>In carrying out this subpart, the Corporation for Public Broadcasting shall require each eligible entity that receives a subgrant or enters into a contract or cooperative agreement under this subpart to provide evaluation data that include descriptions of the impact of outreach activities carried out under this subpart, including—</text> <paragraph id="H34A0A3C6E608403197B4433F185E59E2"><enum>(1)</enum><text>the manner in which outreach was conducted to inform parents and child care providers of the availability of the educational television programming and related services produced under this subpart, including specific strategies used to reach a wide audience;</text> </paragraph><paragraph id="H31B62477D0304554B681E18DEF159422"><enum>(2)</enum><text>the extent to which the outreach programs included multiple outreach efforts with the same organizations or groups and resulted in lasting relationships with those organizations or groups and the members of those organizations or groups; and</text> </paragraph><paragraph id="H327DDD24D9EA4CA4AECFF9FB876B281E"><enum>(3)</enum><text>the effectiveness of the outreach programs and services conducted and the number of children, families, and child care providers that had access to and utilized the educational television programming and related services provided under this subpart to improve school readiness skills.</text> </paragraph></subsection><subsection id="HB6C786728E8244FDBF554A8CCEBDE6A3"><enum>(d)</enum><header>Evaluation of impact on school readiness</header><text>The Secretary shall evaluate the impact of the outreach content and services provided under this subpart on improving school readiness skills nationwide, particularly with respect to children in the most disadvantaged communities.</text> </subsection></section><section id="HC8A022F603C2472CB9B53A64FD5F0FB9"><enum>2436.</enum><header>Administrative costs</header><text display-inline="no-display-inline">An eligible entity that receives a subgrant or enters into a contract or cooperative agreement under this subpart may use not more than 5 percent of the amount received under the subgrant, contract, or cooperative agreement, respectively, for the normal and customary expenses of administering the grant, contract, or cooperative agreement, respectively.</text> </section><section id="H8E9D2423E2784CACB95D31C99136E199"><enum>2437.</enum><header>Continuation of awards</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, an eligible entity that received a subgrant or enters into a contract or cooperative agreement under this subpart (as this subpart existed on the day before the date of enactment of the Ready-to-Learn Act) shall continue to receive funds in accordance with the terms of the subgrant, contract, or cooperative agreement, respectively, until the date on which the subgrant, contract, or cooperative agreement, respectively, terminates under such terms.</text> </section><section id="HB2D06235E093492DBF5953EE2CE2FD6B"><enum>2438.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this subpart $40,000,000 for fiscal year 2011 and such sums as may be necessary for each of the 5 succeeding fiscal years.</text> </section><section id="HDC012FD70179444BB868FC6254622568"><enum>2439.</enum><header>Definition</header><text display-inline="no-display-inline">In this subpart the term <quote>eligible entity</quote> means—</text> <paragraph id="HE936C5E131944D78BAEDD2F402FC90A2"><enum>(1)</enum><text>a national nonprofit membership organization that acquires and distributes programming to noncommercial educational television broadcasters through the national public television interconnection system that the organization manages and operates;</text> </paragraph><paragraph id="HFDE7BD25D38F4647AAD1A20170B13338"><enum>(2)</enum><text>a local or statewide public television station or system; or</text> </paragraph><paragraph id="H387A48D662B94ADE9A99F411D12E47D1"><enum>(3)</enum><text>a nonprofit producer of high-quality children’s educational television and other media programming.</text> </paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block> </section>

and</text> </clause><clause id="HFA57ABD5EB4048EDB507A7FC575ADB1C"><enum>(ii)</enum><text>to promote the effective use of related services and related support resources developed under paragraphs (2) and (3), respectively, among parents, caregivers, teachers, Head Start programs, Even Start programs, Early Reading First programs, Reading First programs, Reading Readers programs, Reading is Fundamental program providers, providers of family literacy services, child care providers, early childhood educators, public and school libraries, museums, State educational agencies, businesses, institutions of higher education, and after school program personnel; and</text> </clause></subparagraph><subparagraph id="H8E220DBDE1074E0D96E7D9E3620C29CF"><enum>(B)</enum><text>may include interactive programs or programs adaptable to distance learning technologies.</text> </subparagraph></paragraph></subsection><subsection id="HA8E6E7BE034C4AEBAC91A5A3B9B41D80"><enum>(c)</enum><header>Coordinated Ready-to-Learn Television Service</header><text>In awarding subgrants and entering into contracts and cooperative agreements under this subpart, the Corporation for Public Broadcasting shall provide a coordinated Ready-to-Learn television service that—</text> <paragraph id="H5439F862177E4E5BAE647707711809AC"><enum>(1)</enum><text>shall include—</text> <subparagraph id="HE2B7AA72DB5F4AC4A24CB0D07E6C16BB"><enum>(A)</enum><text>educational television programming, determined by the Corporation for Public Broadcasting to be of sound content and artistic excellence, delivered on-air and on-line, aligned to—</text> <clause id="HDE2A3849EF6844C5892C57177D5D930E"><enum>(i)</enum><text>State kindergarten through grade 12 academic standards and State early learning standards, as appropriate; and</text> </clause><clause id="H7FE1AA7B1B55491ABA6D259C016C9C62"><enum>(ii)</enum><text>related services;</text> </clause></subparagraph><subparagraph id="H3643855CB5D34875BBEC7C2C1606635C"><enum>(B)</enum><text>effective, ongoing community outreach programs and ongoing partnerships with local organizations to help ensure that the programming—</text> <clause id="HAE98CF3DA9D34A4192FB19EDC376C799"><enum>(i)</enum><text>addresses specific community and school needs;</text> </clause><clause id="H95D95A88E8494D158F2D60998F76F454"><enum>(ii)</enum><text>reaches children served under part A of title I; and</text> </clause><clause id="H2A343635131A41EFA568F088759117CF"><enum>(iii)</enum><text>engages multiple constituencies of children, parents, caregivers, and educators;</text> </clause></subparagraph><subparagraph id="HFEBA2C512A504F2DB8BB3C8F476C5941"><enum>(C)</enum><text>academic and developmental television programming described in subsection (b)(l) in—</text> <clause id="HD2DE6B32F7A24182B72DBE6EBF832697"><enum>(i)</enum><text>the topics described in subparagraphs (A) and (E) of subsection (b)(l); and</text> </clause><clause id="H164924A74B79490FA708F80EF4DBC32E"><enum>(ii)</enum><text>not less than 1 other topic described in subparagraphs (B), (C), (D), and (F) of subsection (b)(l); and</text> </clause></subparagraph><subparagraph id="H2975A928847747A8AA3916D3FA7B5481"><enum>(D)</enum><text>a rigorous evaluation of the impact of the television programming and related services described in subsection (b)(l) on—</text> <clause id="HE6F36098739E4A3083B12E935A84DDA6"><enum>(i)</enum><text>school readiness skills of children in various socioeconomic areas, including rural and urban areas;</text> </clause><clause id="HF94548BFE26B42DAB05DB4FC75853F19"><enum>(ii)</enum><text>teacher quality and effectiveness; and</text> </clause><clause id="H8CDB98FA9260477BA95ACA6BE4DEDCD2"><enum>(iii)</enum><text>community engagement and awareness; and</text> </clause></subparagraph></paragraph><paragraph id="H765F5A22304543E08B0D10FDFC10A858"><enum>(2)</enum><text>may include—</text> <subparagraph id="H02D2BE2F6822444CB0B6B7F03E7A568F"><enum>(A)</enum><text>a comprehensive preschool curriculum based upon the Ready-to-Learn programs; and</text> </subparagraph><subparagraph id="H1E96B07AB137415B9CC18F5CB626B49B"><enum>(B)</enum><text>ongoing professional development based upon the Ready-to-Learn programs designed to help parents, teachers, librarians, or caregivers.</text> </subparagraph></paragraph></subsection><subsection id="HEE70ECA957D744EF960FB91C7229EFC2"><enum>(d)</enum><header>Technical Assistance, Materials, Training, and Curricula</header><text>The Corporation for Public Broadcasting shall provide eligible entities that receive a subgrant or enter into a contract or cooperative agreement under this subpart with technical assistance, supporting materials, training, and curricula to ensure effective implementation of subsection (c).</text> </subsection><subsection id="H9E192C1DE1EC4FA3801EE960391E8494"><enum>(e)</enum><header>Reservation of Funding</header><text>The Corporation for Public Broadcasting shall use not less than 30 percent of the funds the Corporation for Public Broadcasting receives under this subpart to award subgrants to or enter into contracts or cooperative agreements with eligible entities that are public broadcast stations, as defined in section 397(6) of the Communications Act of 1934, to carry out subsection (c)(1)(B) and section 2435(c).</text> </subsection><subsection id="H55A804CB08E24DB59ED063F50F38092A"><enum>(f)</enum><header>Availability of Programming and Related Services</header><text>In awarding a grant under this subpart, the Secretary shall ensure that the Corporation for Public Broadcasting makes educational television programming and related services widely available, with support materials available, as appropriate, to young children, parents, caregivers, teachers, Head Start programs, Even Start programs, Early Reading First programs, Reading First programs, Striving Readers programs, Reading is Fundamental programs, providers of family literacy services, child care providers, early childhood educators, public and school libraries, and after school programs in order to increase the effective use of educational television programming and related services.</text> </subsection></section><section id="H8EA89EC53F614D138F4FCE8AE7749752"><enum>2433.</enum><header>Coordination of activities</header><text display-inline="no-display-inline">In carrying out this subpart, the Corporation for Public Broadcasting shall—</text> <paragraph id="H335564EB3DD34BFCB54804374DED0512"><enum>(1)</enum><text>consult with the Secretary and the Secretary of Health and Human Services—</text> <subparagraph id="H321D0DBEDF564910935AD0BFAF14441B"><enum>(A)</enum><text>to maximize the use of high-quality educational television programming and related services by preschool and elementary school children, and to make such programming widely available to federally funded programs serving such children; and</text> </subparagraph><subparagraph id="HA19FF0AD58AF49E8B13410C31973330D"><enum>(B)</enum><text>to coordinate activities assisted under this subpart with Federal programs that have a major training component for early childhood development, including programs under the Head Start Act, Even Start, and Early Reading First, and State training activities funded under the Child Care and Development Block Grant Act of 1990, regarding the availability and use of the related services developed under section 2432(b)(2)(A) to enhance parent and childcare provider skills in early childhood development and education; and</text> </subparagraph></paragraph><paragraph id="H0AB26126EA6F4D35998A85D9FF6D8CB9"><enum>(2)</enum><text>ensure that all materials acquired or produced by any eligible entity are determined to be of sufficient age-appropriate aesthetic appeal and educational effectiveness to warrant national distribution and support in order to maximize the impact of televised materials and the use of digital content.</text> </paragraph></section><section id="H23F1042551114FB0B0063F5F56372CF6"><enum>2434.</enum><header>Application</header><text display-inline="no-display-inline">To be eligible to receive a grant under this subpart, the Corporation for Public Broadcasting shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require.</text> </section><section id="H4193E4DA8B044B9CB07A17E7C92EBB39"><enum>2435.</enum><header>Reports and evaluations</header> <subsection id="H1E28F0D8BBE54E16889DF9B3DEA7E391"><enum>(a)</enum><header>Annual report to the secretary</header><text>In carrying out this subpart, the Corporation for Public Broadcasting shall prepare and submit to the Secretary an annual report that contains such information as the Secretary may require. At a minimum, the report shall describe the activities undertaken with funds received under the grant awarded to the Corporation for Public Broadcasting under this subpart, including each of the following:</text> <paragraph id="HF07AC070D51447A4AD594D229926CD1E"><enum>(1)</enum><header>Programming and related services; target population</header><text>The educational television programming and related services developed, directly or indirectly, by the Corporation for Public Broadcasting, and the target population served by the programming and services.</text> </paragraph><paragraph id="HED8E1DD72E2949F48AD2E4F007464437"><enum>(2)</enum><header>Support or training materials</header><text>The support or training materials developed to accompany the educational television programming and related services, and the method by which the materials were distributed to consumers and users of the educational television programming and related services.</text> </paragraph><paragraph id="HF6F1998423714CBC968A93934ED7719B"><enum>(3)</enum><header>Means of distribution</header><text>The means by which educational television programming and related services developed under this subpart were distributed, including the distance learning technologies that were used to make the educational television programming and related services available, and the geographic distribution achieved through such technologies.</text> </paragraph><paragraph id="H969C1EF55A074B86A174DBBFE7A9B504"><enum>(4)</enum><header>Initiatives</header><text>The initiatives undertaken by the Corporation for Public Broadcasting to develop public-private partnerships to secure non-Federal support for the development, distribution, and broadcast of educational television programming and related services.</text> </paragraph><paragraph id="H06781881F6674C87A03C5730FF82C8EE"><enum>(5)</enum><header>Impact</header><text>The impact of the educational television programming and related services on teaching and learning, including the impact on improving school readiness skills, early reading skills, early mathematics skills, early science skills, and skills in other developmentally appropriate content areas.</text> </paragraph></subsection><subsection id="HA7A09C1FEADC442995429BBDF75EEAB3"><enum>(b)</enum><header>Report to Congress</header><text>The Secretary shall prepare and submit to the relevant committees of Congress an annual report that includes the following:</text> <paragraph id="H0D8610B3B96543DD95C8E4F85BF2A3F3"><enum>(1)</enum><header>Activity summary</header><text>A summary of the activities assisted under section 2432.</text> </paragraph><paragraph id="H7F662D8BFB8849B9AB83484A03666C5C"><enum>(2)</enum><header>Education and training materials</header><text>A description of the education and training materials described in section 2432(b)(2)(B) that are made available under this subpart, the manner in which outreach was conducted to inform parents and child care providers of the availability of such materials, and the manner in which such materials were distributed in accordance with section 2432.</text> </paragraph></subsection><subsection id="HE76F9D39509244C69BE4C7541DE38336"><enum>(c)</enum><header>Evaluation of outreach activities</header><text>In carrying out this subpart, the Corporation for Public Broadcasting shall require each eligible entity that receives a subgrant or enters into a contract or cooperative agreement under this subpart to provide evaluation data that include descriptions of the impact of outreach activities carried out under this subpart, including—</text> <paragraph id="H34A0A3C6E608403197B4433F185E59E2"><enum>(1)</enum><text>the manner in which outreach was conducted to inform parents and child care providers of the availability of the educational television programming and related services produced under this subpart, including specific strategies used to reach a wide audience;</text> </paragraph><paragraph id="H31B62477D0304554B681E18DEF159422"><enum>(2)</enum><text>the extent to which the outreach programs included multiple outreach efforts with the same organizations or groups and resulted in lasting relationships with those organizations or groups and the members of those organizations or groups; and</text> </paragraph><paragraph id="H327DDD24D9EA4CA4AECFF9FB876B281E"><enum>(3)</enum><text>the effectiveness of the outreach programs and services conducted and the number of children, families, and child care providers that had access to and utilized the educational television programming and related services provided under this subpart to improve school readiness skills.</text> </paragraph></subsection><subsection id="HB6C786728E8244FDBF554A8CCEBDE6A3"><enum>(d)</enum><header>Evaluation of impact on school readiness</header><text>The Secretary shall evaluate the impact of the outreach content and services provided under this subpart on improving school readiness skills nationwide, particularly with respect to children in the most disadvantaged communities.</text> </subsection></section><section id="HC8A022F603C2472CB9B53A64FD5F0FB9"><enum>2436.</enum><header>Administrative costs</header><text display-inline="no-display-inline">An eligible entity that receives a subgrant or enters into a contract or cooperative agreement under this subpart may use not more than 5 percent of the amount received under the subgrant, contract, or cooperative agreement, respectively, for the normal and customary expenses of administering the grant, contract, or cooperative agreement, respectively.</text> </section><section id="H8E9D2423E2784CACB95D31C99136E199"><enum>2437.</enum><header>Continuation of awards</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, an eligible entity that received a subgrant or enters into a contract or cooperative agreement under this subpart (as this subpart existed on the day before the date of enactment of the Ready-to-Learn Act) shall continue to receive funds in accordance with the terms of the subgrant, contract, or cooperative agreement, respectively, until the date on which the subgrant, contract, or cooperative agreement, respectively, terminates under such terms.</text> </section><section id="HB2D06235E093492DBF5953EE2CE2FD6B"><enum>2438.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this subpart $40,000,000 for fiscal year 2011 and such sums as may be necessary for each of the 5 succeeding fiscal years.</text> </section><section id="HDC012FD70179444BB868FC6254622568"><enum>2439.</enum><header>Definition</header><text display-inline="no-display-inline">In this subpart the term <quote>eligible entity</quote> means—</text> <paragraph id="HE936C5E131944D78BAEDD2F402FC90A2"><enum>(1)</enum><text>a national nonprofit membership organization that acquires and distributes programming to noncommercial educational television broadcasters through the national public television interconnection system that the organization manages and operates;</text> </paragraph><paragraph id="HFDE7BD25D38F4647AAD1A20170B13338"><enum>(2)</enum><text>a local or statewide public television station or system; or</text> </paragraph><paragraph id="H387A48D662B94ADE9A99F411D12E47D1"><enum>(3)</enum><text>a nonprofit producer of high-quality children’s educational television and other media programming.</text> </paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><enum>II</enum><header>Ready to Teach: Highly Qualified and Effective Teachers</header> <section id="H11C3A4CB149C434891D8E457DA5DE66C"><enum>201.</enum><header>Ready to teach Grants</header><text display-inline="no-display-inline">Section 5481 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7257) is amended—</text> <paragraph id="H4368F0D0E69E4437BD8C4AB1154DB455"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="H21EA2C3E356441C48E2BE64E938B0F6C"><enum>(A)</enum><text>by striking <quote>a nonprofit telecommunications entity, or partnership of such entities</quote> and inserting <quote>an eligible entity described in subsection (b)</quote>;</text> </subparagraph><subparagraph id="H358A63276A3A4D5680E62198219CBB0D"><enum>(B)</enum><text>by striking <quote>telecommunications-based</quote>; and</text> </subparagraph><subparagraph id="H1A7F02A32C8548DD94A4EE6924B43047"><enum>(C)</enum><text>by striking <quote>achieve</quote> and inserting <quote>meet</quote>; and</text> </subparagraph></paragraph><paragraph id="H9398AF7638DF4FBDB27FD58875562099"><enum>(2)</enum><text>by striking subsection (b) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="H8157FB0AE8B34FA9A1F7D6A79277A950" style="OLC"> <subsection id="H353B006A55E8406F906CC9D3980C1E89"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an entity shall be a public broadcasting entity.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="H8E7CFBCB4C5C4AF28FE5E03BEFAB6A62"><enum>202.</enum><header>Application required</header><text display-inline="no-display-inline">Section 5482 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7257a) is amended to read as follows:</text> <quoted-block id="HCC100F30DA4847F19FEDC03594FF6E20" style="OLC"> <section id="HDAC4C6D483CA48659DEA042892C596E5"><enum>5482.</enum><header>Application required</header> <subsection id="H7A45176DBA39475D88DF0CFC0D3DB9B4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">To be eligible to receive a grant under section 5481, an eligible entity shall submit an application to the Secretary. Each such application shall—</text> <paragraph id="H081A08BB319E4F1D9F0E75D9D647A1F7"><enum>(1)</enum><text>demonstrate that the applicant will use the public broadcasting infrastructure, and other high-tech delivery platforms to deliver educational content and services in an integrated service and to provide professional development on the use of materials and learning technologies for achieving challenging State academic content and student academic achievement standards;</text> </paragraph><paragraph id="H42422D6B91D241A2BC6D3016121A9DDF"><enum>(2)</enum><text>contain an assurance that—</text> <subparagraph id="HCC3C4BB3413E44D084EAB14FBC27930A"><enum>(A)</enum><text>such integrated service will be conducted in cooperation with appropriate State educational agencies, local educational agencies, and State or local affiliates of the eligible entities, if any;</text> </subparagraph><subparagraph id="H54753AA8271046E78BDF0078453747C8"><enum>(B)</enum><text>in partnership with local television public broadcast stations, a significant portion of the benefits of such integrated service will be available to local educational agencies that have high percentages of children counted under section 1124(c), particularly those schools that have failed to make adequate yearly progress for 2 or more consecutive years under section 1111(c); and</text> </subparagraph></paragraph><paragraph id="HD29EB52A8F6449DC9DEFB698B9C32CBF"><enum>(3)</enum><text>contain such additional information as the Secretary may reasonably require.</text> </paragraph></subsection><subsection id="H7489B3A50AEA40F888B2BACAD0BEAC81"><enum>(b)</enum><header>Sites</header><text>In approving applications under subsection (a), the Secretary shall ensure that the program authorized under section 5481 is conducted at elementary schools and secondary schools served by the local educational agencies described in subsection (a)(2)(B) of this section throughout the United States.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="H3016E8964A0345009754DA08052745F5"><enum>203.</enum><header>Reports and evaluation</header><text display-inline="no-display-inline">Section 5483 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7257b) is amended—</text> <paragraph id="HB17A70EBA8F34220A2493C3053311046"><enum>(1)</enum><text>in the matter preceding paragraph (1)—</text> <subparagraph id="H92EC9CA6D8754D709B6CAEA3090E9C92"><enum>(A)</enum><text>by striking <quote>An entity</quote>; and</quote>; and</text> </paragraph><paragraph id="HBAE15B95FC124A609B26B178AB5FA492"><enum>(6)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H87E035D33EB54BA2BDAFA395BA9AEDA6" style="OLC"> <paragraph id="HAB690ACD655D4A11BEB8788FE3854250"><enum>(4)</enum><text display-inline="yes-display-inline">the percentage of elementary school and secondary school teachers who had access to and utilized the program funded under this part, including the percentage of teachers in schools that have failed to make adequate yearly progress for 2 or more consecutive years under section 1111(c).</text> </paragraph><subsection id="H6D066EF8FB704887B61E2864D3153BB3"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $15,000,000 for fiscal year 2011 and such sums as may be necessary for each of the 5 succeeding fiscal years.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><enum>III</enum><header>Ready to achieve: Math, Science, Technology, and Innovation</header> <section id="H4BFADEE7C772454F94077AAB43F0CF00"><enum>301.</enum><header>Digital educational programming grants</header><text display-inline="no-display-inline">Section 5484 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7257c) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="HE1A79C40B83E4B7DA0EE8991F9407B24" style="OLC"> <section id="H6345C285B4894046A7CF5FC42D8718B5"><enum>5484.</enum><header>Digital educational programming grants</header> <subsection id="H8065680A36CF41D38663817403435CED"><enum>(a)</enum><header>In general</header><text>The Secretary is authorized to award grants, on a competitive basis, to eligible entities (described in subsection (b)) for the purpose of developing, disseminating, and providing training through high-quality, innovative educational digital content and services to improve math, science, and technology education in elementary schools and secondary schools.</text> </subsection><subsection id="H5D8A14C27CC64CE49B50CAF6913EF2C8"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an entity shall—</text> <paragraph id="HA2C9102E8D9346ED94B4E50F58517D2B"><enum>(1)</enum><text>be—</text> <subparagraph id="HCE1B9A4EC4BB483A9644D54CECB51EAC"><enum>(A)</enum><text>a television public broadcast station as defined in section 397(6) of the Communications Act of 1934 (47 U.S.C. 397(6));</text> </subparagraph><subparagraph id="H539B818090D34561A61C80EFDF32307C"><enum>(B)</enum><text>a partnership of entities described in subparagraph (A); or</text> </subparagraph><subparagraph id="H101C137A05894F5B8FB6322FB9A5E2A6"><enum>(C)</enum><text>a partnership among entities described in subparagraph (A) and a national nonprofit membership organization that acquires and distributes programming to non-commercial educational television broadcasters through the national public television interconnection system that it manages and operates that demonstrates a capacity for the development and distribution of high-quality, innovative educational digital content and services in core curriculum content areas;</text> </subparagraph></paragraph><paragraph id="HD1D2DB3733F14122AF8F1593C10B8BD8"><enum>(2)</enum><text>partner with—</text> <subparagraph id="HCA1672C8B2194CF29718B8AC2181CF76"><enum>(A)</enum><text>a State educational agency or a local educational agency (or a consortium of such agencies) that receives funds under part A of title I; and</text> </subparagraph><subparagraph id="H24B9B9DE2A984332B6ADE24C7B2D4BEE"><enum>(B)</enum><text>a high-quality academic research and evaluation entity to ensure that the content developed pursuant to this section effectively addresses the needs of teachers and students and delivers a positive impact on student academic achievement in core curriculum areas.</text> </subparagraph></paragraph></subsection><subsection id="H16DC17B93FCA48E39B6006BC911950B8"><enum>(c)</enum><header>Application</header><text>An eligible entity that desires to receive a grant under this section shall submit an application to the Secretary at such time, in such manner, and accompanied by such information as the Secretary may reasonably require.</text> </subsection><subsection id="H21753A62C73E4B468970E44AB768EF7B"><enum>(d)</enum><header>Required use of funds</header><text>An eligible entity that receives a grant under this section shall—</text> <paragraph id="H3D175B1C93754B17936E851F954E02ED"><enum>(1)</enum><text>develop and use innovative, high-quality tools, products, and educational digital content and services for classroom learning in core curriculum content areas, particularly math, science, and technology, that—</text> <subparagraph id="HCE2E91EABDC4485B90ACF1B2DF32AF15"><enum>(A)</enum><text>include built-in teacher utilization and support components to ensure that teachers can easily understand and use the content of the programming either for group instruction or individual student use; and</text> </subparagraph><subparagraph id="H4B3D2E2274174D249532A055C1462F9B"><enum>(B)</enum><text>are created for, or adaptable to, challenging State academic content standards and student academic achievement standards;</text> </subparagraph></paragraph><paragraph id="H537F53CDC13B4B9E8CD9AAE8ED667050"><enum>(2)</enum><text>provide professional development for teachers in the use of the content developed in paragraph (1);</text> </paragraph><paragraph id="H4F2B8B0F454F45BBAFB7B697469C465D"><enum>(3)</enum><text>conduct an evaluation as described in subsection (g); and</text> </paragraph><paragraph id="H31F28681C589431992A23FCFB37F628B"><enum>(4)</enum><text>provide age-appropriate programs, training, materials, and access to technology that—</text> <subparagraph id="H9BDFB128F6624EEB85AB059DAB83A81D"><enum>(A)</enum><text>build the critical and higher-order thinking skills of students in elementary schools and secondary schools; and</text> </subparagraph><subparagraph id="H5807BAA74BEE48A29ECF12FDA34E7739"><enum>(B)</enum><text>are capable of distribution through digital broadcasting and school digital networks.</text> </subparagraph></paragraph></subsection><subsection id="H36C51D0871534579B1BD38FA019C7997"><enum>(e)</enum><header>Matching requirement</header><text>An eligible entity that receives a grant under this section shall contribute to the activities assisted under such grant non-Federal matching funds in an amount equal to not less than 100 percent of the amount of the grant. Such matching funds may include in-kind contributions.</text> </subsection><subsection id="H5D73F15AEEFD42E2A6FD9D136172A0BB"><enum>(f)</enum><header>Duration</header><text>A grant under this section shall be awarded for a period of 5 years.</text> </subsection><subsection id="H4FF648A28DDD4618B44B5B849E125BCF"><enum>(g)</enum><header>Reports and evaluation</header><text>An eligible entity that receives a grant under this section shall prepare and submit to the Secretary an annual report that contains such information as the Secretary may require. At a minimum, such report shall describe the program activities undertaken with funds received under the grant, including—</text> <paragraph id="H24E84CD189384273B7E2A3DF6B13A553"><enum>(1)</enum><text>the effectiveness of the comprehensive, high-quality program to improve the core curriculum areas, including mathematics, science, and technology teaching and learning in elementary schools and secondary schools; and</text> </paragraph><paragraph id="H8496D6F7CAEF4AB799F1CA8FAE2A10A9"><enum>(2)</enum><text>the success of professional development in the use of materials described in subsection (d)(l).</text> </paragraph></subsection><subsection id="H800BFED5D2CC41D88A85F0CD4F9B0C9C"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $15,000,000 for fiscal year 2011 and such sums as may be necessary for each of the 5 succeeding fiscal years.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="H23228913A5A44EAD9678E46C96C41318"><enum>302.</enum><header>National on-demand digital education media service</header><text display-inline="no-display-inline">The Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.) is amended by inserting after section 5485 the following:</text> <quoted-block display-inline="no-display-inline" id="HC1C2A256C6D64DF193D54FC45711A9B8" style="OLC"> <section id="H1750D9CD53F24F87B66C9B099CE0EA20"><enum>5486.</enum><header>National on-demand digital education media service</header> <subsection id="HDEAD8460D1954B27B7012F8F9218F427"><enum>(a)</enum><header>Purpose</header><text>It is the purpose of this section to develop and operate a national on-demand digital education media service that provides high-quality educational digital content, programming, professional development lessons, and other support available to all educators, parents, institutions of higher education, research institutions, State educational agencies, local educational agencies, and the public at low or no cost.</text> </subsection><subsection id="H3481FFFC065D4EF59BFEFF8C0A582780"><enum>(b)</enum><header>Grants authorized</header><text>The Secretary shall award grants under this section to eligible entities to develop and to operate a national on-demand digital education media service.</text> </subsection><subsection id="H12B83C56C9604F8C8F6373261DDBC10D"><enum>(c)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an entity shall—</text> <paragraph id="H81815ADA6F534BB7BDB413A908BD39D9"><enum>(1)</enum><text>be a television public broadcasting entity, as defined in section 397(11) of the Communications Act of 1934, or a consortium of such entities, that is able to demonstrate a capacity for the development, operation, management, and marketing of a new national on-line, on-demand digital education media service; and</text> </paragraph><paragraph id="HBAC0FCC334824998A5E15317F6D16D6D"><enum>(2)</enum><text>have the capacity to establish and to coordinate an advisory committee to advise on the development and implementation of the national media service to ensure that such service meets the needs of communities, schools, educators, and providers, which members shall include not less than 1 of each of the following:</text> <subparagraph id="H4FBFF666C3114C5591E73BD7DB492214"><enum>(A)</enum><text>A representative of television public broadcast stations that are not grantees under this subpart.</text> </subparagraph><subparagraph id="H947A1EEA9A5D4039810C1A756F7CB6A2"><enum>(B)</enum><text>A representative of a State educational agency.</text> </subparagraph><subparagraph id="H19C9556809BF47FC8A2121833F995653"><enum>(C)</enum><text>A representative of a local educational agency.</text> </subparagraph><subparagraph id="H874F22ACC5164136B45E2DB7A8CF289C"><enum>(D)</enum><text>A representative of the Corporation for Public Broadcasting.</text> </subparagraph><subparagraph id="H46EEAA6C1561428CB83102E642A8B5A7"><enum>(E)</enum><text>A representative of the national organization representing the licensees and permittees of noncommercial broadcast television stations.</text> </subparagraph><subparagraph id="H3290319DD9BD4B6FA1799F2A7AA6CC84"><enum>(F)</enum><text>A representative of a national non-profit membership organization that acquires and distributes programming to noncommercial educational television broadcasters through the national public television interconnection system that it manages and operates.</text> </subparagraph><subparagraph id="H9A010D60FAF94A9B83BD54150B1DB2CE"><enum>(G)</enum><text>A teacher, principal, and administrator.</text> </subparagraph><subparagraph id="H27C6D0446E084059BCEC31CBB1D2680B"><enum>(H)</enum><text>A parent.</text> </subparagraph><subparagraph id="HBC3DD4F4E1C74E2F8E2C1F078758A4C4"><enum>(I)</enum><text>An early education provider, such as a Head Start program.</text> </subparagraph><subparagraph id="HFC3C3F309F2C4963B5100333A545A985"><enum>(J)</enum><text>A community based organization addressing family literacy.</text> </subparagraph><subparagraph id="HF54A07403D54402988C5D086494CA023"><enum>(K)</enum><text>An expert in evaluation and research in best practices in education, early education, and family literacy.</text> </subparagraph><subparagraph id="H218C63B27A864D659388174BE6FA1587"><enum>(L)</enum><text>An expert in the use of media and technology.</text> </subparagraph><subparagraph id="HB31FFC8ADC334582924EBEDA4FBF792A"><enum>(M)</enum><text>A for-profit content provider.</text> </subparagraph></paragraph></subsection><subsection id="H07753ECD098E40BB8428C73464AE2981"><enum>(d)</enum><header>Applications</header><text>An eligible entity that desires to receive a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such assurances and information as the Secretary may reasonably require. Each application shall describe—</text> <paragraph id="HF6A17E2D66644F21BF2FC98296F9CEF9"><enum>(1)</enum><text>the plan for how such entity will develop and operate the digital media service in accordance with this section;</text> </paragraph><paragraph id="H77E8CC07AB8746D3ABFC11711F63856C"><enum>(2)</enum><text>the advisory committee that the entity will use and the plan for ensuring active participation by the committee to ensure that the media service will be high-quality and serve the needs of schools, parents, and communities;</text> </paragraph><paragraph id="H52639B90C6134BCCA36916037F83368A"><enum>(3)</enum><text>how the entity will ensure that the programs and materials available on the service will be high-quality, easily accessible to educators and parents, and available at low or no cost;</text> </paragraph><paragraph id="HE7AFCD728247409FADCC47509392CA70"><enum>(4)</enum><text>how the service funded under this section will provide products, materials, and services that will help all children, including children with disabilities and English-language learners—</text> <subparagraph id="H5670A6E10C7D426BB9B31E6A1B0DF6D9"><enum>(A)</enum><text>meet challenging State academic content standards and student academic achievement standards,</text> </subparagraph><subparagraph id="H2E5BB6CFBA204259BD1A3256FAF2C6C7"><enum>(B)</enum><text>come to school ready to learn, and</text> </subparagraph><subparagraph id="H4AB1F8BF5CCF446581C727AD7B321F34"><enum>(C)</enum><text>achieve in mathematics, science, and technology;</text> </subparagraph></paragraph><paragraph id="H83A02993F8E64623AF91D72CDCF8A4F2"><enum>(5)</enum><text>how the service funded under this section will provide products, materials, and services that will help engage parents and communities in improving education for all children;</text> </paragraph><paragraph id="HFAA2FD2970E84307A2096D28096F8367"><enum>(6)</enum><text>how the entity will continuously evaluate and improve the service to continuously meet the needs of the public and educators;</text> </paragraph><paragraph id="H4E1C44F998C0461EB02704DD8D6C6657"><enum>(7)</enum><text>how the entity will develop and deliver the service so that the service will integrate into, or be interoperable with, existing local and State educational Internet-based portals already in use by local educational agencies and State educational agencies;</text> </paragraph><paragraph id="HA8ECD40918A84C4CA6C30F7B5290ECAB"><enum>(8)</enum><text>how other leading nonprofit or for-profit content providers will be engaged in the effort and how such providers’ content resources may be accessed through or referenced within the service;</text> </paragraph><paragraph id="H582D30EEF20347DC97A386A0AABA1F6E"><enum>(9)</enum><text>how the entity will leverage public broadcasting’s distribution infrastructure, including on-air digital broadcast channels and local community outreach mechanisms, to raise awareness about the availability of the service and support the successful adoption and implementation of the service; and</text> </paragraph><paragraph id="H79D71EEB434A4E06826C13D70DB2E3BE"><enum>(10)</enum><text>the fair and balanced process that the entity will use to establish the advisory committee described in subsection (c)(2), how it will coordinate such committee, and how the entity will ensure that it takes into account the advice of such committee in planning and implementing all effective service.</text> </paragraph></subsection><subsection id="H30F82FB5C16B44B5B16EF94FD81735D3"><enum>(e)</enum><header>Required uses of funds</header><text>An eligible entity that receives a grant under this section shall use the grant funds for—</text> <paragraph id="HA5458F263EA54BCBAC9EE394E00FB0EB"><enum>(1)</enum><text>the development and operation of a national on-line, on-demand digital education media service;</text> </paragraph><paragraph id="HBE10C7823FC349438A6BB9FA4B7AE78B"><enum>(2)</enum><text>professional development and training of teachers and staff to use the service;</text> </paragraph><paragraph id="H5D344C1387CA43188BAD80F5598E9C7F"><enum>(3)</enum><text>the evaluation, as described in subsection (g);</text> </paragraph><paragraph id="HE5BF26E4DD3B41149D771D1A4C6C82A6"><enum>(4)</enum><text>outreach and marketing activities, particularly to schools in need of improvement pursuant to section 1116, and disadvantaged schools and communities;</text> </paragraph><paragraph id="H5194D158472048CC8F3CE15333C2C98D"><enum>(5)</enum><text>quality control of the service and its contents;</text> </paragraph><paragraph id="HBEF5E1BFE233462CB037BE006AD73461"><enum>(6)</enum><text>coordination and engagement with the advisory committee;</text> </paragraph><paragraph id="HAF96A117DBD44AC4903A4ABD1A9E307D"><enum>(7)</enum><text>digitization of appropriate analog content; and</text> </paragraph><paragraph id="H77BFE4F8EA57443E8695C27D1D0B9163"><enum>(8)</enum><text>other activities as needed to meet the purpose of this section.</text> </paragraph></subsection><subsection id="H160B44F85E624C9BA52A2E94A8527A16"><enum>(f)</enum><header>Duration</header><text>A grant under this section shall be awarded for a period of 5 years.</text> </subsection><subsection id="HF0F75C494517497C96BF3CFB7D7FE115"><enum>(g)</enum><header>Reports and evaluation</header><text>An eligible entity that receives a grant under this section shall prepare and submit to the Secretary an annual report that contains such information as the Secretary may require. At a minimum, such report shall describe the program activities undertaken with funds received under the grant, including—</text> <paragraph id="HDE88D3FDF73445D5837FECE599F9DC76"><enum>(1)</enum><text>the quality, breadth, and depth of the content provided by the service;</text> </paragraph><paragraph id="H5E3653A926474D0B925A6DFF9BEA9624"><enum>(2)</enum><text>the use of the program by educators, parents, and communities, particularly in the most disadvantaged communities and by schools that have failed to make adequate yearly progress for 2 or more consecutive years under section 1111(c);</text> </paragraph><paragraph id="H8EC40E13647F42BBB84D41369B4ADB21"><enum>(3)</enum><text>the effectiveness of the service and the availability of effective, low or no-cost resources;</text> </paragraph><paragraph id="H8EDB527662CC4D5F908F80BFE553E51C"><enum>(4)</enum><text>the effectiveness of the outreach and marketing activities in reaching a wide audience, particularly in the most disadvantaged communities and in schools in need of improvement pursuant to section 1116; and</text> </paragraph><paragraph id="HB081DABE580144A899DB404BFC9AD285"><enum>(5)</enum><text>the impact and effectiveness of the advisory committee on the service.</text> </paragraph></subsection><subsection id="HA408F199844E494C80189CB368AE1ED0"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $15,000,000 for fiscal year 2011 and such sums as may be necessary for each of the 5 succeeding fiscal years.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><enum>IV</enum><header>Ready to Earn Grants</header> <section id="HF5DE6C5AA286463AB3014A9B8F68E8E3"><enum>401.</enum><header>Ready to earn grants</header><text display-inline="no-display-inline">Chapter 4 of subtitle A of title II of the Workforce Investment Act of 1998 (29 U.S.C. 9251 et seq.) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HF3C32D36C13C4C37A6B867A95503B1B8" style="OLC"> <section id="H08515296D24D43E092502B2CAA94F3A0"><enum>244.</enum><header>Television Broadcast Workforce Training Grant program</header> <subsection id="H1022F6DFEE324EA9A18BDD710FC7BCAB"><enum>(a)</enum><header>In general</header><text>The Secretary is authorized to award grants, on a competitive basis, to an entity that owns and operates a television public broadcast station, as defined in section 397(6) of the Communications Act of 1934, or a partnership of such entities, for the purpose of developing, disseminating, and providing on-line and on-air education and training services for adults, including adult education, adult literacy, GED preparation, workforce training, and related outreach services that are priorities for the community.</text> </subsection><subsection id="H8CFC69B78EAF43EBB5A77FE03CA8C071"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an entity shall—</text> <paragraph id="H7B1123F613F2432E8E5F31C002286204"><enum>(1)</enum><text>own or operate a local television public broadcast station, as defined in section 397(6) of the Communications Act of 1934, that is able to demonstrate a capacity for the development and distribution of high-quality educational digital content and services in the areas of adult education, adult literacy, GED preparation, workforce training, and related outreach services; and</text> </paragraph><paragraph id="HE07E349F18D045CA9086B8F8C0E774D3"><enum>(2)</enum><text>partner with an eligible agency as defined in section 203(4) or a State Board as described in section 111 or institutions of higher education in order to implement a high-quality program in accordance with this section.</text> </paragraph></subsection><subsection id="HDCE93224D66D4650BE6E07030703F051"><enum>(c)</enum><header>Application</header> <paragraph id="HB6BCD423A4C4423BAC421C92510431E3"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant under this section, an eligible entity, or partnership of eligible entities, shall submit an application to the Secretary. Each application shall—</text> <subparagraph id="HA188D0C4D65D47079A44CE5EAAE245C8"><enum>(A)</enum><text>describe the innovative, high-quality training, tools, products, and educational digital content and services that will be developed and used to improve the quality and delivery of adult education, adult literacy, GED preparation, work force training, and related outreach services;</text> </subparagraph><subparagraph id="HF28528B2565B47FE87244B2906991427"><enum>(B)</enum><text>describe the partnership and the roles of the partners in implementing a high-quality program in accordance with this section;</text> </subparagraph><subparagraph id="HD8E0A8EDA7D742C3A7801D9592A5A57A"><enum>(C)</enum><text>describe how the eligible entity or entities will address the needs of adults who are non-English speakers;</text> </subparagraph><subparagraph id="H1D656DBE7E734586A618A4BB6B373078"><enum>(D)</enum><text>describe the results of the needs assessment of the community and how the comprehensive program described in this section will meet the needs of that community and include partnerships with community-based organizations that serve adults in need of such services;</text> </subparagraph><subparagraph id="H51825B0A826849EF8F9E0CB3DEB475A6"><enum>(E)</enum><text>describe the research-based practices and advanced technologies that the program funded under this section will use to carry out the purposes of this section;</text> </subparagraph><subparagraph id="H93DC30AAD89446DCAD126CBB9DE2CE54"><enum>(F)</enum><text>describe the rigorous evaluation the eligible entity or entities will use to support continuous improvement of the program and services; and</text> </subparagraph><subparagraph id="H92F68F73BE2244A4820C7AD2B21DFBBF"><enum>(G)</enum><text>contain such additional assurances as the Secretary may reasonably require.</text> </subparagraph></paragraph></subsection><subsection id="H23A662CA418B41AB82D9FC84D25C4BA8"><enum>(d)</enum><header>Required uses of funds</header><text>Grant funds provided under this section shall be used for—</text> <paragraph id="H50282C9DB4CB445A98B9D6FC050644CE"><enum>(1)</enum><text>the development, training and use of innovative, high-quality tools, products, and educational digital content and services for—</text> <subparagraph id="H3438EE7E9F5C426BBFC35E8E87D93A4F"><enum>(A)</enum><text>adult education, adult literacy, GED preparation, work force training, and related outreach services;</text> </subparagraph><subparagraph id="H3EA0B49C5C0D4F54B5AF07ED23D1385A"><enum>(B)</enum><text>professional development; and</text> </subparagraph><subparagraph id="H484F046664624FD38BD5F0F990FC7D23"><enum>(C)</enum><text>community and family outreach;</text> </subparagraph></paragraph><paragraph id="HB0ECB9B78B9A49E593B19EE3FE16EF26"><enum>(2)</enum><text>professional development and training of staff;</text> </paragraph><paragraph id="H10FE39C1267E4B30A86DD4A06ADAC9B0"><enum>(3)</enum><text>evaluation as described in subsection (g);</text> </paragraph><paragraph id="H014CEC681A6B4C33A32314055825E376"><enum>(4)</enum><text>outreach activities to engage adult learners and community organizations;</text> </paragraph><paragraph id="HBAD4E62A28624F5396044C6945BB5780"><enum>(5)</enum><text>English language education and services for non-English speakers; and</text> </paragraph><paragraph id="HB43CFE3BE9E94D2280C3AF85200F6F24"><enum>(6)</enum><text>other activities as needed to meet the purposes of this section.</text> </paragraph></subsection><subsection id="HDD0DFF72B84C4D95AC74606C4DECF342"><enum>(e)</enum><header>Duration</header><text>A grant under this section shall be awarded for a period of 5 years.</text> </subsection><subsection id="H8FE6991E520E4E6E9FC8C527EB52F569"><enum>(f)</enum><header>Administrative costs</header><text>An entity that receives a grant under this section may not use more than 5 percent of the amount received under the grant for administrative costs.</text> </subsection><subsection id="HDE9CB5135D8D4111841D28938A73EBB1"><enum>(g)</enum><header>Reports and evaluation</header><text>An entity receiving a grant under this section shall prepare and submit to the Secretary an annual report that contains such information as the Secretary may require. At a minimum, such report shall describe the program activities undertaken with funds received under the grant, including—</text> <paragraph id="H6502FB39AA1745FCA20C7BFD6E60F3ED"><enum>(1)</enum><text>the success in engaging families and communities;</text> </paragraph><paragraph id="HFDD972217C5A4A428A7455619E539C75"><enum>(2)</enum><text>the success of professional development and training for staff;</text> </paragraph><paragraph id="H9B60038AD76B46DD88F081DDEBF46499"><enum>(3)</enum><text>the effectiveness of the comprehensive, high-quality program to provide adult education, adult literacy, GED preparation, workforce training, and related outreach services;</text> </paragraph><paragraph id="H9E5C6EC936AE4404AB05457B9C16F8FC"><enum>(4)</enum><text>the effectiveness of the specific, innovative, high-quality training, tools, products, and educational digital content and services developed and used to improve the quality and delivery of adult education, adult literacy, GED preparation, work force training, and related outreach services; and</text> </paragraph><paragraph id="H532B283DD76141DCB4C77729FBE07751"><enum>(5)</enum><text>the impact of the program on adult literacy and English language skills, workforce skills, job placements, and GED passage rates.</text> </paragraph></subsection><subsection id="H51AEED5DDBEA41C9B97B1852C35A38E1"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $10,000,000 for fiscal year 2011 and such sums as may be necessary for each of the 5 succeeding fiscal years.</text> </subsection><subsection commented="no" id="HEF3B5B6EC6A246268937A7BA847CE5A3"><enum>(i)</enum><header>Definitions</header><text>In this section—</text> <paragraph commented="no" id="H7B1FE022BE9C42848898F63DC5C2A768"><enum>(1)</enum><text>the term <quote>GED</quote> means General Educational Development as recognized by the American Council on Education; and</text> </paragraph><paragraph commented="no" id="H78398C74C6234D629EDEBEA79377BB91"><enum>(2)</enum><text>the term <quote>institution of higher education</quote> has the meaning given such term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).</text> </paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="HF4ECD3F575DF4EF9A35C110AD2F2222C"><enum>402.</enum><header>Conforming amendments</header><text display-inline="no-display-inline">The Workforce Investment Act of 1998 (29 U.S.C. 9241 et seq.) is amended—</text> <paragraph id="H4A7BDD603A0E4A59B05C4FA43DDE17CD"><enum>(1)</enum><text>in section 111(b)(1)(C)(vii), by inserting <quote>, and public broadcasting entities</quote> after <quote>juvenile justice programs</quote>;</text> </paragraph><paragraph id="H0089157A0F5B45688715ABFD1EAE03E5"><enum>(2)</enum><text>in section 117(b)(2)(B), by inserting <quote>including public broadcasting entities</quote> after <quote>entities</quote>;</text> </paragraph><paragraph id="H96BA5593489941B4B5F65CF16527842E"><enum>(3)</enum><text>in section 122(a)(2)(C), by inserting <quote>, including a public broadcasting entity</quote> after <quote>training services</quote>;</text> </paragraph><paragraph id="H6A4DA101740D49949C88582EAB551763"><enum>(4)</enum><text>in section 129(c)(2)(A), by inserting <quote>, including educational digital content and services</quote> after <quote>instruction</quote>;</text> </paragraph><paragraph id="H39B910E13B0149CBB84A2ABFC5E2C897"><enum>(5)</enum><text>in section 203(5)(H), by inserting <quote>including a public broadcasting entity</quote> after <quote>institution</quote>; and</text> </paragraph><paragraph id="H762E286100FC44EABC8EF2FD942431A9"><enum>(6)</enum><text>in section 231(e)(6), by inserting <quote>and educational digital content and services</quote> after <quote>computers</quote>.</text> </paragraph></section>
