		<official-title>To exclude an external power supply for certain security
		  or life safety alarms and surveillance system components from the application
		  of certain energy efficiency standards under the Energy Policy and Conservation
		  Act.</official-title>

		<section id="H54EB77F88A7442409AD2E30BD2956AE6" section-type="section-one"><enum>1.</enum><header>Efficiency standards for
			 class A external power supplies</header><text display-inline="no-display-inline">Section 325(u)(3) of the Energy Policy and
			 Conservation Act (42 U.S.C. 6295(u)(3)) is amended—</text>
			<paragraph id="H4AC62F11807E43989F4BDA64BFE3EA52"><enum>(1)</enum><text>in subparagraph
			 (A), by striking <quote>(D)</quote> and inserting <quote>(E)</quote>;
			 and</text>
			</paragraph><paragraph id="H3475C2197C0C4B4A8549CE3E6AE226E8"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA56EC78FEF5346A2AE268F17A52C6654" style="OLC">
					<subparagraph id="HD003188F347240F3AC356444C2A4CEF2"><enum>(E)</enum><header>Nonapplication
				of No-Load Mode energy efficiency standards to external power supplies for
				certain security or life safety alarms or surveillance systems</header>
						<clause id="H05F346F8684A42BC878CB1889AC1096D"><enum>(i)</enum><header>Definition of
				security or life safety alarm or surveillance system</header><text>In this
				subparagraph:</text>
							<subclause id="H141E24AD256C40AB8918B092A54B5E10"><enum>(I)</enum><header>In
				general</header><text>The term <term>security or life safety alarm or
				surveillance system</term> means equipment designed and marketed to perform any
				of the following functions (on a continuous basis):</text>
								<item id="H68A379C84D9B47E197D86F92CB6147B6"><enum>(aa)</enum><text>Monitor, detect,
				record, or provide notification of intrusion or access to real property or
				physical assets or notification of threats to life safety.</text>
								</item><item id="H07EFD917C95E43878D377673E57DF03F"><enum>(bb)</enum><text>Deter or control
				access to real property or physical assets, or prevent the unauthorized removal
				of physical assets.</text>
								</item><item id="H7729C393192A48C1A7932E8A00C9D38D"><enum>(cc)</enum><text>Monitor, detect,
				record, or provide notification of fire, gas, smoke, flooding, or other
				physical threats to real property, physical assets, or life safety.</text>
								</item></subclause><subclause id="HBEBE91CB81714930ADEA95FE4B6D756F"><enum>(II)</enum><header>Exclusion</header><text>The
				term <term>security or life safety alarm or surveillance system</term> does not
				include any product with a principal function other than life safety, security,
				or surveillance that—</text>
								<item id="HD5A3FAE7128A4A2DA7A0C923FE1E22CF"><enum>(aa)</enum><text>is
				designed and marketed with a built-in alarm or theft-deterrent feature;
				or</text>
								</item><item id="H760F3CDD53E8445D854280D29C054F4B"><enum>(bb)</enum><text>does not operate
				necessarily and continuously in active mode.</text>
								</item></subclause></clause><clause id="HAC818712D2C04E61B702D312C1B7FF77"><enum>(ii)</enum><header>Nonapplication
				of no-load mode requirements</header><text>The No-Load Mode energy efficiency
				standards established by this paragraph shall not apply to an external power
				supply manufactured before July 1, 2017, that—</text>
							<subclause id="H9E91DDD99BB44799823F0896617CFC91"><enum>(I)</enum><text>is an AC-to-AC
				external power supply;</text>
							</subclause><subclause id="HA80B10CBFF6B4D779A18E15BEEF08DF8"><enum>(II)</enum><text>has a nameplate
				output of 20 watts or more;</text>
							</subclause><subclause id="H6668F5AC990C426EA912BB0CF4C7AB34"><enum>(III)</enum><text>is certified to
				the Secretary as being designed to be connected to a security or life safety
				alarm or surveillance system component; and</text>
							</subclause><subclause id="HE547132CAF2646A29F1458C1520D7438"><enum>(IV)</enum><text>on establishment
				within the External Power Supply International Efficiency Marking Protocol, as
				referenced in the <quote>Energy Star Program Requirements for Single Voltage
				External Ac–Dc and Ac–Ac Power Supplies</quote>, published by the Environmental
				Protection Agency, of a distinguishing mark for products described in this
				clause, is permanently marked with the distinguishing mark.</text>
							</subclause></clause><clause id="H950217C5D199450E92DF9E32F7F4D76F"><enum>(iii)</enum><header>Administration</header><text>In
				carrying out this subparagraph, the Secretary shall—</text>
							<subclause id="H0C895A9D052B4322A16B430210F5D5E8"><enum>(I)</enum><text>require, with
				appropriate safeguard for the protection of confidential business information,
				the submission of unit shipment data on an annual basis; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H3B99BEEA05D14D9D95D7C9C5CE7C8CC7"><enum>(II)</enum><text>restrict the
				eligibility of external power supplies for the exemption provided under this
				subparagraph on a finding that a substantial number of the external power
				supplies are being marketed to or installed in applications other than security
				or life safety alarm or surveillance
				systems.</text>
							</subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
