		<section id="H10A3FE90A6C14932B60263AB7BD39C28" section-type="section-one"><enum>1.</enum><header>Establishment of the National
			 Remote Teacher Corps</header><text display-inline="no-display-inline">The
			 Secretary of Education may establish the National Remote Teacher Corps (in this
			 Act referred to as the <quote>Corps</quote>) to fill teacher vacancies, reduce
			 class sizes, and improve educational quality in qualified remote areas.</text>
		</section><section id="HF63083B63FE9435EAB860A89537B38AE"><enum>2.</enum><header>Designation as a
			 Corps site</header>
			<subsection id="H40961FD9CEF04EFF950287F383EEF32F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In order to be
			 designated as a Corps site, a local educational agency or charter school
			 located in a qualified remote area shall submit an application to the Secretary
			 at such time, in such manner, and containing such information as the Secretary
			 may require.</text>
			</subsection><subsection id="H76A4FB3528354714840A08BB68095951"><enum>(b)</enum><header>Contents</header><text>An
			 application submitted under
			 <internal-xref idref="H40961FD9CEF04EFF950287F383EEF32F" legis-path="2.(a)">subsection (a)</internal-xref> shall demonstrate that the
			 agency or charter school is—</text>
				<paragraph id="H605FC89B3BAC4D40857AF77958DAA491"><enum>(1)</enum><text>experiencing a
			 shortage of teachers;</text>
				</paragraph><paragraph id="HFBF72C796F0F43F1A643BD40209718C7"><enum>(2)</enum><text>willing to work
			 with the Secretary to—</text>
					<subparagraph id="H44663977E4254F3CA59BA81A4DFA88EF"><enum>(A)</enum><text>promote teacher
			 accountability and high standards for teachers; and</text>
					</subparagraph><subparagraph id="HE997A0C06A8C45C2BA41E2663D0255D9"><enum>(B)</enum><text>provide
			 cooperation, support, and use of facilities for the programs described in
			 <internal-xref idref="H63862C2272B243C18EE44B7C2078DDBD" legis-path="10.">section 10</internal-xref>;</text>
					</subparagraph></paragraph><paragraph id="H6993D80ABAFD40A1A852B75C7D053CAC"><enum>(3)</enum><text>willing to provide
			 mentorship and professional development programs to teachers;</text>
				</paragraph><paragraph id="HB9FC689FC323467F86D927FD88A5F988"><enum>(4)</enum><text>willing to provide
			 compensation in accordance with section 8(a) for each Corps participant placed
			 with the agency or school under the Corps; and</text>
				</paragraph><paragraph id="H25AD34A98E6F4CF08553C72056AC4AFB"><enum>(5)</enum><text>willing to—</text>
					<subparagraph id="HE7B15A0FA8BB46DFA82FBA529EED5D4D"><enum>(A)</enum><text>work with the
			 Secretary under section 9 to develop and implement an alternative certification
			 route for individuals selected to be Corps participants; or</text>
					</subparagraph><subparagraph id="H54DCF29DAEA54EBD965F8D0FBF7306A1"><enum>(B)</enum><text>allow such
			 individuals to participate in an existing alternative certification program
			 that is in compliance with any requirements prescribed by the Secretary.</text>
					</subparagraph></paragraph></subsection></section><section id="HE0F04E45949F48598437BC6689146A24"><enum>3.</enum><header>Recruitment</header><text display-inline="no-display-inline">The Secretary may—</text>
			<paragraph id="H72FA8800961040BAB510833D8CFCDDC0"><enum>(1)</enum><text>conduct recruiting
			 programs for the Corps at institutions of higher education, including
			 institutions that offer majors in the fields of education, science, technology,
			 engineering, or mathematics; and</text>
			</paragraph><paragraph id="HC190BA039C7F494EBFAA401C38E83373"><enum>(2)</enum><text>recruit current
			 highly qualified elementary school or secondary school teachers.</text>
			</paragraph></section><section id="HD543F047100A4A01A9C7488A3A06860F"><enum>4.</enum><header>Application;
			 Selection Criteria; Priority</header>
			<subsection id="HD229FCFC0DDF4E308A628FD624D3A0C7"><enum>(a)</enum><header>Application</header><text display-inline="yes-display-inline">Selection of individuals to participate in
			 the Corps shall be made on the basis of applications submitted to the Secretary
			 at such time, in such manner, and containing such information as the Secretary
			 may require.</text>
			</subsection><subsection id="HB0AD2BD1DE39434B8737427F83CE9399"><enum>(b)</enum><header>Selection
			 criteria</header><text display-inline="yes-display-inline">An individual
			 selected to participate in the Corps shall—</text>
				<paragraph id="H8680A230B7C74A2A9C4906E9DA32702F"><enum>(1)</enum><text display-inline="yes-display-inline">have at least a bachelor’s degree from an
			 institution of higher education; and</text>
				</paragraph><paragraph id="HBDCB29F0082541F985954608F61543DF"><enum>(2)</enum><text>comply with such
			 other criteria as the Secretary may prescribe.</text>
				</paragraph></subsection><subsection id="HD854E60FDC194014B5EC30F06EFDFFA9"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In selecting individuals to participate in
			 the Corps, the Secretary shall give priority to individuals—</text>
				<paragraph id="H56D3DAB66005463D90A5F8DD69715253"><enum>(1)</enum><text display-inline="yes-display-inline">with at least a master’s degree in
			 education (such as special education or teaching English as a second language),
			 science, technology, engineering, or mathematics and who agree to seek
			 employment as science, technology, engineering, mathematics, special education,
			 or English as a second language teachers in elementary schools or secondary
			 schools; or</text>
				</paragraph><paragraph id="HFE60037C89D64F16A49862AEAC236504"><enum>(2)</enum><text>who are highly
			 qualified teachers with—</text>
					<subparagraph id="H3D25D0143DEC4A33ACD7BA88265CF0E4"><enum>(A)</enum><text>10 or more years
			 of experience teaching students in elementary school or secondary school;
			 or</text>
					</subparagraph><subparagraph id="HA6D819C8C25C4AB298FE8C58F04843B3"><enum>(B)</enum><text display-inline="yes-display-inline">equivalent qualifications and experience,
			 as determined by the Secretary.</text>
					</subparagraph></paragraph></subsection></section><section id="H7C1151DCE2BC4C98860C53725B2BCF22"><enum>5.</enum><header>Compensation for
			 Applicants</header>
			<subsection id="H62D44EFACF0D46608B8CA327592321CA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary may
			 reimburse an individual applying to participate in the Corps for the actual and
			 reasonable expenses incurred—</text>
				<paragraph id="H5A9D3AC2B68B4ADEB35E86C09412C4BD"><enum>(1)</enum><text>in traveling to
			 and from the individual’s place of residence to a Corps site at which the
			 individual may be placed under
			 <internal-xref idref="H1707ECB8A8D34D44953200C37804EDFA" legis-path="6.">section 6</internal-xref> for the purpose of evaluating such
			 site with regard to being assigned at such site; and</text>
				</paragraph><paragraph id="H1E7AE330801841B6A925397F617CE3D7"><enum>(2)</enum><text>for the travel of
			 1 family member to accompany the individual to such site.</text>
				</paragraph></subsection><subsection id="H0E6F905503B944F5B7E7153CD40E637C"><enum>(b)</enum><header>Maximum
			 amount</header><text display-inline="yes-display-inline">The Secretary may
			 establish a maximum total amount that may be paid to an individual as
			 reimbursement for such expenses.</text>
			</subsection></section><section id="H1707ECB8A8D34D44953200C37804EDFA"><enum>6.</enum><header>Placement of
			 Corps participants</header>
			<subsection id="H876F9AC5825445C6A65FEAD3640DBA5A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 place each individual selected to be a Corps participant with a local
			 educational agency or charter school that is designated as a Corps site.</text>
			</subsection><subsection id="HBFCFCD5D1BA640578ABD738BB38FEC96"><enum>(b)</enum><header>Considerations</header><text>In
			 placing a Corps participant at a Corps site, the Secretary shall take into
			 account—</text>
				<paragraph id="HA2D1F4CF1A084CC8BA61D5D08479D78C"><enum>(1)</enum><text>the preference of
			 the Corps participant;</text>
				</paragraph><paragraph id="H5E5A4B7D8EE34F20A89EC7E0D5B04326"><enum>(2)</enum><text>the preferences of
			 local educational agencies and charter schools that are Corps sites; and</text>
				</paragraph><paragraph id="HC86F63235C694DC3964D8FA1CDA8A5C7"><enum>(3)</enum><text>the relative need
			 among Corps sites with respect to teacher shortages, including—</text>
					<subparagraph id="H7C836008487E403EB779DD4FD70B9ABB"><enum>(A)</enum><text>the total number
			 of open teaching positions;</text>
					</subparagraph><subparagraph id="H5AA499A5043F4101BF39AB38C51937AA"><enum>(B)</enum><text>the number of
			 teachers needed for class size reductions; and</text>
					</subparagraph><subparagraph id="H9FA91A45DCD14925891FC2B96C9B8E46"><enum>(C)</enum><text>the shortage of
			 teachers with a particular subject-matter expertise.</text>
					</subparagraph></paragraph></subsection></section><section id="HAA728C0E230E499D86B361458D5EFBC3"><enum>7.</enum><header>Participation
			 agreement</header>
			<subsection id="H49B19B0815A745CA9BBD95BAB935F9E1"><enum>(a)</enum><header>Participation
			 agreement</header>
				<paragraph id="H8F0E5BEE4EBA4720806FE3E6C1E37F03"><enum>(1)</enum><header>In
			 general</header><text>An individual selected to participate in the Corps shall
			 be required to enter into an agreement with the Secretary under which the
			 individual agrees—</text>
					<subparagraph commented="no" id="H81BFA42DCE134102B90278D86B8F178D"><enum>(A)</enum><text display-inline="yes-display-inline">within such time as the Secretary may
			 require, to obtain certification or licensing as an elementary school teacher
			 or secondary school teacher under section 9 or through another procedure
			 approved by the Secretary; and</text>
					</subparagraph><subparagraph commented="no" id="HCF2181C7C87B4AA0A19F5F75DAC01EEE"><enum>(B)</enum><text>to accept an offer
			 of full-time employment as an elementary school teacher or secondary school
			 teacher for not less than 3 school years with a local educational agency or
			 charter school that is a Corps site.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H0A73AA8EF67B41BDB2AED3FCB7929B0A"><enum>(2)</enum><header>Waiver</header><text>The
			 Secretary may waive the 3-year commitment described in paragraph (1)(B), or any
			 other requirement under a participation agreement described in paragraph (1),
			 for a participant if the Secretary determines such waiver to be appropriate. If
			 the Secretary provides the waiver to a participant, the participant—</text>
					<subparagraph commented="no" id="HD803CE4E9EA04D4DB3B64EA8ACE4F379"><enum>(A)</enum><text>shall not be
			 considered to be in violation of the agreement; and</text>
					</subparagraph><subparagraph commented="no" id="H0295B58205184DC984441B3206878A94"><enum>(B)</enum><text>shall not be
			 required to provide reimbursement for any funds received as a Corps
			 participant.</text>
					</subparagraph></paragraph></subsection><subsection id="H46EE45FD23254EF8AEC7887718EBA7A8"><enum>(b)</enum><header>Agreement
			 renewal</header><text>Upon completion of the 3-year commitment described in
			 subsection (a)(1)(B), a Corp participant’s participation agreement may be
			 renewed in 1-year increments.</text>
			</subsection></section><section id="H8D30760186DF4FEAB601ECB7BBD0F0B2"><enum>8.</enum><header>Compensation for
			 Corps Participants</header>
			<subsection id="H83977E5EC9D34A94B7AAE79ACF647340"><enum>(a)</enum><header>Salary</header><text display-inline="yes-display-inline">A Corps participant shall be considered an
			 employee of the local educational agency or charter school in which the
			 participant is employed under the Corps and shall be compensated at the same
			 rates, including periodic increases, as employees who are similarly situated in
			 similar teaching positions and who have similar training, experience, and
			 skills, and such rates shall be in accordance with applicable law.</text>
			</subsection><subsection id="H6661FEA8739841619E679C5C998F00AA"><enum>(b)</enum><header>Federal
			 Benefits</header>
				<paragraph id="H8A06F84B4F7A45CBB2B668C5D5D43CCA"><enum>(1)</enum><header>Supplement, not
			 supplant</header><text>Any Federal funds a Corps participant receives from the
			 Secretary under this section or
			 <internal-xref idref="H7C1151DCE2BC4C98860C53725B2BCF22" legis-path="5.">section 5</internal-xref> shall supplement, not supplant, the
			 compensation the participant receives under
			 <internal-xref idref="H83977E5EC9D34A94B7AAE79ACF647340" legis-path="7.(a)">subsection (a)</internal-xref> of this section.</text>
				</paragraph><paragraph id="H7B27018A62364B0DB38B31017B0D1438"><enum>(2)</enum><header>Travel
			 stipends</header><text display-inline="yes-display-inline">The Secretary may
			 reimburse each Corps participant for all or part of the actual and reasonable
			 expenses incurred by the participant and 1 family member when traveling, not
			 more than once per year of participation, from the Corps site to any location
			 in the continental United States and from such location back to the Corps
			 site.</text>
				</paragraph><paragraph id="H53E7667ABCA34AA49721C28E3C51294F"><enum>(3)</enum><header>Cash
			 bonus</header>
					<subparagraph id="H1AEBCD8C03EC4721B255316369D90E6E"><enum>(A)</enum><header>In
			 general</header><text>The Secretary may award annual or one-time cash bonuses
			 to Corps participants, in amounts determined by the Secretary.</text>
					</subparagraph><subparagraph id="H6EA4EB9E43DC4DEF8A6503D6D8F8F8A3"><enum>(B)</enum><header>Priority</header><text>In
			 awarding cash bonuses under
			 <internal-xref idref="H1AEBCD8C03EC4721B255316369D90E6E" legis-path="7.(b)(3)(A)">subparagraph (A)</internal-xref>, the Secretary shall
			 give priority to Corps participants—</text>
						<clause commented="no" display-inline="no-display-inline" id="HEACD4894B1964122B72818A288083E7B"><enum>(i)</enum><text display-inline="yes-display-inline">with at least a master’s degree in
			 education (such as special education or teaching English as a second language),
			 science, technology, engineering, or mathematics and who are participating in
			 the Corps as science, technology, engineering, mathematics, special education,
			 or English as a second language teachers in elementary schools or secondary
			 schools; or</text>
						</clause><clause id="H494A38972E354C128F6019662665638F"><enum>(ii)</enum><text>who
			 are highly qualified teachers with—</text>
							<subclause id="HCFAE99BE38074263A011C99AFD666D5C"><enum>(I)</enum><text>10 or more years
			 of experience teaching students in elementary school or secondary school;
			 or</text>
							</subclause><subclause id="H042DB1F29FA64B3F892A7C477EA7A229"><enum>(II)</enum><text>equivalent
			 qualifications and experience, as determined by the Secretary.</text>
							</subclause></clause></subparagraph><subparagraph commented="no" id="HD861B49491394C81B18D2D688E5F808F"><enum>(C)</enum><header>Treatment of
			 cash bonus</header><text>A cash bonus paid under
			 <internal-xref idref="H1AEBCD8C03EC4721B255316369D90E6E" legis-path="7.(b)(3)(A)">subparagraph (A)</internal-xref> to a Corps
			 participant shall not be taken into account in determining the eligibility of
			 the participant for Federal student financial assistance provided under title
			 IV of the Higher Education Act of 1965 (20 U.S.C. 1070).</text>
					</subparagraph></paragraph></subsection></section><section id="H9DB75BDFC3FD4340BA2AB4441EBD30EF"><enum>9.</enum><header>Alternative
			 Certification Route</header>
			<subsection id="HFE648284690C4BEB8602E9308695BD83"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subject to subsection
			 (d), the Secretary and each Corps site shall, jointly, develop and implement a
			 high-quality alternative certification route for individuals selected to
			 participate in the Corps who are not certified teachers.</text>
			</subsection><subsection id="HACF4575B74D442DEBADDDBB933C4ED03"><enum>(b)</enum><header>Priority</header><text display-inline="yes-display-inline">In selecting individuals described in
			 subsection (a) to participate in the alternative certification route, the
			 Secretary shall give priority to individuals—</text>
				<paragraph id="H04793E84845A44C6A3D14C90A173B335"><enum>(1)</enum><text>who do not have a
			 degree in education; and</text>
				</paragraph><paragraph id="H4646FBB88EE545DEBE83843C5C343A8F"><enum>(2)</enum><text>who have expertise
			 in a field in which there is a shortage of teachers, such as mathematics,
			 science, special education, English language acquisition, or another high-need
			 subject.</text>
				</paragraph></subsection><subsection commented="no" id="HB81DC461A6F547D897310868D3E4687A"><enum>(c)</enum><header>Access</header><text>All
			 classes and materials available under the alternative certification route shall
			 be accessible to all Corps participants.</text>
			</subsection><subsection id="HA28BCA9D1E2B419F8D49F61E0865139B"><enum>(d)</enum><header>Exception</header><text>A
			 Corps site that has an existing alternative certification program that complies
			 with any requirements prescribed by the Secretary, may, in lieu of developing
			 and implementing an alternative certification route under subsection (a), allow
			 individuals described in subsection (a) participate in such program.</text>
			</subsection></section><section id="H63862C2272B243C18EE44B7C2078DDBD"><enum>10.</enum><header>Professional
			 Development and Distance Learning</header>
			<subsection id="HF5E1A129D8A54D519FEE7161D93172CE"><enum>(a)</enum><header>Development of
			 program</header><text display-inline="yes-display-inline">From the amounts
			 appropriated to carry out this subsection under section 12, the Secretary, in
			 consultation with at least 1 institution of higher education that is a research
			 university, as determined by the Secretary, shall develop a professional
			 development and distance-learning certificate or degree program that offers
			 academic credit through—</text>
				<paragraph id="HF62D9FF4FED8454F900308FAEADB6553"><enum>(1)</enum><text>online
			 classes;</text>
				</paragraph><paragraph id="H2DBEFE0546D44D8B9FEA5AE6844E8EDC"><enum>(2)</enum><text display-inline="yes-display-inline">classes through video- or tele-conference
			 technology;</text>
				</paragraph><paragraph id="H2145C1A59B1B4D2A99F74C366549C74D"><enum>(3)</enum><text>independent
			 study;</text>
				</paragraph><paragraph id="HC5A6BA8C9CA54DB68F196650471478E0"><enum>(4)</enum><text>in-person
			 instruction at Corps sites; and</text>
				</paragraph><paragraph id="H9DA302D423774C78BEBD0BB362E89618"><enum>(5)</enum><text>other distance
			 learning methodologies as the Secretary designates,</text>
				</paragraph><continuation-text continuation-text-level="subsection">to assist
			 individuals located in qualified remote areas in becoming highly qualified
			 teachers.</continuation-text></subsection><subsection id="H36E38142070145DCACCEC8CE90D09A4C"><enum>(b)</enum><header>Grants</header>
				<paragraph id="H4797301E9BFC414E95716C719E0870A7"><enum>(1)</enum><header>In
			 general</header><text>From the amounts appropriated to carry out this
			 subsection under section 12, the Secretary shall award grants to institutions
			 of higher education that offer the program developed under subsection (a) to
			 students enrolled at the institution.</text>
				</paragraph><paragraph id="H38B36860F4434A01B07DDEDF58CF37BD"><enum>(2)</enum><header>Uses of
			 funds</header><text>An institution of higher education that receives a grant
			 under this subsection shall use such grant funds to cover—</text>
					<subparagraph id="H04D2CDE2DF054351ACABB6519467B118"><enum>(A)</enum><text>the cost of
			 administering the program developed under subsection (a); and</text>
					</subparagraph><subparagraph id="HBB73C7DC47DA4779B40299976C4B7673"><enum>(B)</enum><text>to the maximum
			 extent practicable, the total cost of program tuition for teachers at Corps
			 sites enrolled in the program at the institution.</text>
					</subparagraph></paragraph><paragraph id="HA78F2B6FB6E64BDC80F9493D673D87CF"><enum>(3)</enum><header>Application</header>
					<subparagraph id="H79D9CBCCAA0545A6B4D4D2BE8DCAD615"><enum>(A)</enum><header>In
			 general</header><text>To receive a grant under this subsection, an institution
			 of higher education shall submit to the Secretary an application at such time,
			 in such manner, and containing such information as the Secretary may
			 require.</text>
					</subparagraph><subparagraph id="HC1E35CF7D04D4CD08E1C828D6713A6C1"><enum>(B)</enum><header>Articulation
			 agreements</header><text>An application submitted under
			 <internal-xref idref="H79D9CBCCAA0545A6B4D4D2BE8DCAD615" legis-path="10.(b)(3)(A)">subparagraph (A)</internal-xref> shall include an
			 assurance by the institution that the institution will include the program in
			 its articulation agreements between or among other institutions of higher
			 education.</text>
					</subparagraph></paragraph></subsection></section><section id="HF0465926DBC342CA9D12354B017CF711"><enum>11.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HE7DA7C776F8741ACA97FF3E6A28C5ADB"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as otherwise
			 provided, any term that is defined in section 9101 of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 7801) shall have the meaning given
			 such term in such section.</text>
			</paragraph><paragraph id="H387925663D324BCE8FEFE7888BBC048D"><enum>(2)</enum><header>Articulation
			 Agreement</header><text>The term <quote>articulation agreement</quote> has the
			 meaning given such term in section 486A of the Higher Education Act of 1965 (20
			 U.S.C. 1093a).</text>
			</paragraph><paragraph commented="no" id="H431178F4E9D9462F81DC07BCB8583EBD"><enum>(3)</enum><header>Institution of
			 higher education</header><text>The term <quote>institution of higher
			 education</quote> has the meaning given such term in section 101 of the Higher
			 Education Act of 1965 (20 U.S.C. 1001).</text>
			</paragraph><paragraph id="H6AD8F2E28DC94448AD43F4BBD4E1687A"><enum>(4)</enum><header>Qualified remote
			 area</header><text>The term <quote>qualified remote area</quote> means an
			 area—</text>
				<subparagraph id="HDFDF16F534E044D28390E3C399894524"><enum>(A)</enum><text display-inline="yes-display-inline">from which an institution of higher
			 education is located more than 3 hours away when using public or private
			 transportation (including rail or bus);</text>
				</subparagraph><subparagraph commented="no" id="H20833203E3DC415A9DE621577CE99141"><enum>(B)</enum><text>to which the only
			 method of access to the site at least 6 months of the year is by boat or
			 airplane; or</text>
				</subparagraph><subparagraph id="HF3E17B73D0044BB2AC69B9A06534F95D"><enum>(C)</enum><text>that is located in
			 a United States Territory.</text>
				</subparagraph></paragraph><paragraph commented="no" id="H56A83618EB4B45D19EACA7921470C794"><enum>(5)</enum><header>United States
