		<official-title>To amend title 38, United States Code, to direct the
		  Secretary of Veterans Affairs to establish a toll-free hotline to assist mental
		  health professionals at institutions of higher learning, to provide training to
		  mental health professionals at institutions of higher learning, and for other
		  purposes.</official-title>

		<section id="H70F4FFCAB22849E6B36615A90DC4A65A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Student Veteran Counseling Improvement
			 Act</short-title></quote>.</text>
		</section><section id="H8D0F8B42A5CD44D1A2909E6A8D4A2A4E"><enum>2.</enum><header>Counseling for
			 student veterans with mental health conditions</header>
			<subsection id="H87FD1D26707A4ED1AEA3B5AA2DDF56BA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 36 of title
			 38, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="HFD146C1C99C445B892EA85DCAC1E17D4" style="OLC">
					<section id="H75D1AE6751AE45D782A2212046AC6409"><enum>3697B.</enum><header>Assistance
				and training for mental and behavioral health professionals</header>
						<subsection id="H5E4FDC61DB494522B74E90B10AAFBA9A"><enum>(a)</enum><header>Hotline for
				mental health professionals at institutions of higher education</header><paragraph commented="no" display-inline="yes-display-inline" id="H015E2A74F0F346AB934646CE50536EC9"><enum>(1)</enum><text display-inline="yes-display-inline">Subject to the availability of
				appropriations for such purpose, the Secretary shall establish a toll-free
				telephone number to provide mental and behavioral health professionals with the
				information described in paragraph (2).</text>
							</paragraph><paragraph id="HEBF7DB580C784F308013864E2DB96204" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The information described in this paragraph
				is information related to the treatment and counseling of a veteran reporting
				or exhibiting symptoms of—</text>
								<subparagraph id="H595E8F2C78954EC2896636933713A076"><enum>(A)</enum><text display-inline="yes-display-inline">post-traumatic stress disorder;</text>
								</subparagraph><subparagraph id="H725BEF2661B140AB9C82644ECF3B7511"><enum>(B)</enum><text>traumatic brain injury;</text>
								</subparagraph><subparagraph id="H0C067C85AEA14492BCE5A8F1EED4FDCB"><enum>(C)</enum><text>anxiety;</text>
								</subparagraph><subparagraph id="HBA892278C3C74CA78DFECB641A83B699"><enum>(D)</enum><text>depression;</text>
								</subparagraph><subparagraph id="H4F1CE4CC4163446EAE0AD797CFB232DF"><enum>(E)</enum><text>sexual assault;</text>
								</subparagraph><subparagraph id="HEF4D510DE26F43208045A8D9D79BB160"><enum>(F)</enum><text>sexual trauma;</text>
								</subparagraph><subparagraph id="H1FB76EA5E0A44ECDA41740DD950B87CD"><enum>(G)</enum><text>readjustment disorder; or</text>
								</subparagraph><subparagraph id="HBDB60B5BC9AF4705A38AD9F0CB2291F6"><enum>(H)</enum><text>other service-connected mental health
				conditions.</text>
								</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H0CC1F28628BD4DEA8163EE088ECB78F4" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary shall ensure that a licensed
				mental health counselor employed by the Department of Veterans Affairs operates
				the hotline and provides the information described in paragraph (2).</text>
							</paragraph><paragraph id="HCEFC9C91407C442BB66DC9D0131CBCD3" indent="up1"><enum>(4)</enum><text>The Secretary shall ensure that the
				hotline is operational during business hours each weekday (other than Saturdays
				and Federal holidays).</text>
							</paragraph><paragraph id="H5ECA0F509EAF4F6694AB42F6D07949FD" indent="up1"><enum>(5)</enum><text>In carrying out this subsection, the
				Secretary shall—</text>
								<subparagraph id="HB83856D7080749A284D765AA8D166105"><enum>(A)</enum><text>notify each institution of higher
				learning of the hotline by mail; and</text>
								</subparagraph><subparagraph id="H586DF02FC18544468532B95AF05E375D"><enum>(B)</enum><text>provide information regarding the
				hotline on the Internet website of the Department of Veterans Affairs.</text>
								</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="HC0834B9EC4EF4524ABCA684A9BB0834F"><enum>(b)</enum><header>Training mental
				and behavioral health professionals</header><paragraph commented="no" display-inline="yes-display-inline" id="H5FF07EAB761A481B988F4661D97D7868"><enum>(1)</enum><text display-inline="yes-display-inline">Subject to the availability of
				appropriations for such purpose, the Secretary of Veterans Affairs shall
				provide mental and behavioral health professionals at each institution of
				higher learning with training on the information described in paragraph (2) of
				subsection (a).</text>
							</paragraph><paragraph id="HAB86E171BD854C529BF6593482EF6970" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary shall ensure that the
				training under paragraph (1)—</text>
								<subparagraph id="H9E0932EA76CC4CB0AA83FAFD3A20FFB1"><enum>(A)</enum><text display-inline="yes-display-inline">is
				provided by a licensed psychiatrist, licensed psychologist, or licensed
				counselor employed by the Department of Veterans Affairs; and</text>
								</subparagraph><subparagraph id="HDE60E5FC306E4FE9878970B368CE51AC"><enum>(B)</enum><text display-inline="yes-display-inline">is
				provided to mental and behavioral health professionals at least once every two
				years.</text>
								</subparagraph></paragraph><paragraph id="H3F946236D59041CDBC4D8DBA6F176C89" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary may not pay a reporting fee
				under section 3684(c) of this title to an institution of higher learning with
				at least 100 veterans enrolled at such institution unless a mental and
				behavioral health professional of such institution receives training provided
				by the Secretary under paragraph (1).</text>
							</paragraph></subsection><subsection id="HF80F7595BBF1466AA0EC3E0859E5864E"><enum>(c)</enum><header>Biennial
				reports</header><text>Not later than October 1 of each even-numbered year, the
				Secretary of Veterans Affairs shall submit to Congress a report on mental and
				behavioral health professionals. Each such report shall include the
				following:</text>
							<paragraph id="HF6BF5640995F4E6E82F5F0D888FE5805"><enum>(1)</enum><text>The number of
				institutions of higher learning that employ a mental and behavioral health
				professional who has received training under subsection (b).</text>
							</paragraph><paragraph id="H1AA70EFD487A4E279BA40DEE329D782C"><enum>(2)</enum><text>The number of
				veterans who have died by suicide while enrolled in an institution of higher
				learning.</text>
							</paragraph><paragraph id="H3D089DF35A6F4834AB0A5D038CF2B3F8"><enum>(3)</enum><text>The number of
				calls received by the hotline.</text>
							</paragraph></subsection><subsection id="HDD48835281B149A6B36FEE0A4D8C97A5"><enum>(d)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="H51E777BABF8648189A76645FAFB59173"><enum>(1)</enum><text>The term
				<term>mental and behavioral health professional</term> means a licensed
				psychiatrist, licensed psychologist, or licenced counselor employed by an
				institution of higher learning.</text>
							</paragraph><paragraph id="H5D061C50AE244A6480102C02B5C6AC31"><enum>(2)</enum><text>The term
				<term>institution of higher learning</term> has the meaning given that term in
				section 3452(f) of this title.</text>
							</paragraph><paragraph id="HB735EDEDF85E43EF8FCBC16E950C64D0"><enum>(3)</enum><text>The term
				<term>hotline</term> means the toll-free telephone number established under
				subsection
				(a).</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE69C313B01C24535A832E128F12F6126"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Subsection (c) of section 3684 of such title is amended
			 by striking <quote>The Secretary</quote> and inserting <quote>Subject to
			 section 3697B(b)(3) of this title, the Secretary</quote>.</text>
			</subsection><subsection id="H82DEF2DEF0034A909D0701AEEB654EB0"><enum>(c)</enum><header>Clerical
			 Amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of chapter 36 of title 38, United States Code, is
			 amended by adding at the end the following:</text>

					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1D2B5BF1B08148D4B7BE5B5696316E34"><enum>(d)</enum><header>Effective
			 date</header><text>Section 3697B of title 38, United States Code, as added by
			 subsection (a), shall take effect on the date that is one year after the date
			 of the enactment of this Act.</text>
