		<official-title display="yes">To require the proposal for debarment from
		  contracting with the Federal Government of persons violating the Foreign
		  Corrupt Practices Act of 1977.</official-title>

		<section id="HE0ADE6C8743742FEBA3A11C5F386F443" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Overseas Contractor Reform
			 Act</short-title></quote>.</text>
		</section><section id="H4FDC89DE086B442B8477E786A9D5E243"><enum>2.</enum><header>Requirement to
			 propose for debarment persons violating the Foreign Corrupt Practices
			 Act</header>
			<subsection id="H9D005376B915444E8951E9A2CE736EAF"><enum>(a)</enum><header>Requirement To
			 propose for debarment</header><text>Unless waived by the head of a Federal
			 agency under subsection (b), any person found to be in violation of the Foreign
			 Corrupt Practices Act of 1977 shall be proposed for debarment from any contract
			 or grant awarded by the Federal Government within 30 days after a final
			 judgment of such violation.</text>
			</subsection><subsection id="H62ABB3C77471445A9D32C0CECFFD8A2C"><enum>(b)</enum><header>Waiver</header><text>The
			 head of a Federal agency may waive this section for a Federal contract or
			 grant. Any such waiver shall be reported to Congress by the head of the agency
			 concerned within 30 days from the date of the waiver, along with an
			 accompanying justification.</text>
			</subsection><subsection id="HB9F7B689E5B444E999D99E776335CC36"><enum>(c)</enum><header>Final
			 judgment</header><text>For purposes of this section, a judgment becomes final
			 when all appeals of the judgment have been finally determined, or all time for
			 filing such appeals has expired.</text>
			</subsection><subsection id="H0D39544F662444FDA32542959B06DD6D"><enum>(d)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="H74A9A2E1F2E74AC4A0123BFADC8275D8"><enum>(1)</enum><header>Contract</header><text>The
			 term <term>contract</term> means a binding agreement entered into by a Federal
			 agency for the purpose of obtaining property or services.</text>
				</paragraph><paragraph id="HA2B1C0295326417E94E0DD4E39A2127F"><enum>(2)</enum><header>Person</header><text>The
			 term <term>person</term> includes—</text>
					<subparagraph id="H256539CE741347618B9DBB813AD9E2F5"><enum>(A)</enum><text>an
			 individual;</text>
					</subparagraph><subparagraph id="H60A2351631674D2D8B95DDDCC6ECEF5E"><enum>(B)</enum><text>a partnership;
			 and</text>
					</subparagraph><subparagraph id="H879CD869D1894CA2AB33FF2330A92BDB"><enum>(C)</enum><text>a
			 corporation.</text>
					</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HA4C2038002F24CE883B751F7DAB44B36"><enum>(3)</enum><header>Foreign Corrupt
			 Practices Act of 1977</header><text display-inline="yes-display-inline">The
			 term <quote>Foreign Corrupt Practices Act of 1977</quote> means—</text>
					<subparagraph id="HB2620970D7AD45FAA4AE483ED05CAC04"><enum>(A)</enum><text>section 30A of the
			 Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78dd-1">15 U.S.C. 78dd–1</external-xref>); and</text>
					</subparagraph><subparagraph id="HAC4A6EC3EB214D87B787FD314C933591"><enum>(B)</enum><text>sections 104 and
			 104A of the Foreign Corrupt Practices Act (<external-xref legal-doc="usc" parsable-cite="usc/15/78dd-2">15 U.S.C. 78dd–2</external-xref>).</text>
					</subparagraph></paragraph></subsection></section><section id="H1893B1AE3C30413BB0AB3AB4C3B67CA9"><enum>3.</enum><header>Governmental
			 policy</header><text display-inline="no-display-inline">It is the policy of the
			 United States Government that no Government contracts or grants should be
			 awarded to individuals or companies who violate the Foreign Corrupt Practices
			 Act of 1977.</text>
