		<official-title>To amend the Public Health Service Act to authorize the
		  Secretary of Health and Human Services to make grants to eligible local
		  educational agencies for the purpose of reducing the student-to-nurse ratio in
		  public elementary and secondary schools.</official-title>

		<section id="HAD7140D4E69C4DEE9081B57A38A881CB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Nurses for Impoverished Schools
			 Act</short-title></quote>.</text>
		</section><section id="H3BA691777ED44411BB499B1C948DC8C0"><enum>2.</enum><header>Reducing
			 student-to-nurse ratios in public schools</header><text display-inline="no-display-inline">Title VIII of the Public Health Service Act
			 (42 U.S.C. 296 et seq.) is amended by adding at the end the following:</text>

				<part id="HE9E62214316E42E98B667641086C960D"><enum>J</enum><header>School
				nurses</header>
					<section id="H31A614FEA0064D4DAE18AF7C8181BFDF"><enum>861.</enum><header>Reducing
				student-to-nurse ratios</header>
						<subsection id="H883B60CE8E1E4238BE154390BE85A103"><enum>(a)</enum><header>Demonstration
				grants</header><text display-inline="yes-display-inline">The Secretary, acting
				through the Director of the Centers for Disease Control and Prevention, may
				make demonstration grants to eligible local educational agencies for the
				purpose of reducing the student-to-nurse ratio in public elementary and
				secondary schools.</text>
						</subsection><subsection id="H2FFE5676B57E4B45A590DA70C6792514"><enum>(b)</enum><header>Report</header><text>Not
				later than 24 months after the date of the enactment of this section, the
				Secretary shall submit to the Congress a report on the results of the
				demonstration grant program carried out under this section, including an
				evaluation of the effectiveness of the program in improving the
				student-to-nurse ratios described in subsection (a) and an evaluation of the
				impact of any resulting enhanced health of students on learning.</text>
						</subsection><subsection id="H2BD30E599A044D658681D2F68DBD16C4"><enum>(c)</enum><header>Definitions</header><text>For
				purposes of this section:</text>
							<paragraph id="H147B3DB1FE19460882E4F7EDB51EA238"><enum>(1)</enum><text>The terms
				<term>elementary school</term> and <term>secondary school</term> have the
				meanings given to those terms in section 9101 of the Elementary and Secondary
				Education Act of 1965 (20 U.S.C. 7801).</text>
							</paragraph><paragraph id="H0D26693C4B7B4995AC9C5BB1CC00C07B"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>eligible local educational
				agency</term> means a local educational agency in which—</text>
								<subparagraph id="H846863B9060F4D79B85946C5226B6415"><enum>(A)</enum><text display-inline="yes-display-inline">not less than 20 percent of the students
				served by the agency are from families with incomes below the poverty line (as
				defined in section 9101 of the Elementary and Secondary Education Act of 1965
				(20 U.S.C. 7801)); and</text>
								</subparagraph><subparagraph id="H208657D668694DB1913FF86D3980F96A"><enum>(B)</enum><text>the
				student-to-school nurse ratio in public elementary and secondary schools is 750
				or more students to every school nurse.</text>
								</subparagraph></paragraph><paragraph id="H5C778F0EB475449FA0AAD69268D76637"><enum>(3)</enum><text>The term
				<term>nurse</term> means a licensed nurse.</text>
							</paragraph></subsection><subsection id="H18709AD809984264804DA21A397ECD69"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>To carry out this section, there are authorized to
				be appropriated such sums as may be necessary for each of the fiscal years 2011
				through
				2015.</text>
