<official-title>To direct the Secretary of Defense to carry out a pilot program on collaborative energy security.</official-title>

<section id="H9B20DFDE0512477ABF581A1E0AA6431E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Military Energy Security Act</quote> or the <quote>MESA Act</quote>. </text></section> 
<section id="H54CDDE7934AF4ED68D62E99DD29FC403"><enum>2.</enum><header>Pilot program on collaborative energy security</header> 
<subsection id="HA29AD4F709384B7883A03CAF24DF7736"><enum>(a)</enum><header>Pilot program</header><text>The Secretary of Defense, in coordination with the Secretary of Energy, shall carry out a collaborative energy security pilot program involving one or more partnerships between one military installation and one national laboratory, for the purpose of evaluating and validating secure, salable microgrid components and systems for deployment.</text></subsection> 
<subsection id="H19F4BF35270B4036AB63482A43A1ACA8"><enum>(b)</enum><header>Selection of military installation and national laboratory</header><text display-inline="yes-display-inline">The Secretary of Defense and the Secretary of Energy shall jointly select a military installation and a national laboratory for the purpose of carrying out the pilot program under this section. In making such selections, the Secretaries shall consider each of the following:</text> 
<paragraph id="H5EB0E51E599C4B5D9DACE160C75846AC"><enum>(1)</enum><text>A commitment to participate made by a military installation being considered for selection.</text></paragraph> 
<paragraph id="H38242BB6799942E99BE5667DD9EB37D9" display-inline="no-display-inline"><enum>(2)</enum><text>The findings and recommendations of relevant energy security assessments of military installations being considered for selection.</text></paragraph> 
<paragraph id="H8C61AAF9FD8C48DAB1F996E7283667EC"><enum>(3)</enum><text>The availability of renewable energy sources at a military installation being considered for selection.</text></paragraph> 
<paragraph id="H2C04832C566A466CA05D60E30C3ACA65"><enum>(4)</enum><text>Potential synergies between the expertise and capabilities of a national laboratory being considered for selection and the infrastructure, interests, or other energy security needs of a military installation being considered for selection.</text></paragraph> 
<paragraph id="H41FDAEE0A7A442F9BA75E045D9D68857"><enum>(5)</enum><text>The effects of any utility tariffs, surcharges, or other considerations on the feasibility of enabling any excess electricity generated on a military installation being considered for selection to be sold or otherwise made available to the local community near the installation.</text></paragraph></subsection> 
<subsection id="H434130A694F8413FBD2A9EE2B42E32A6"><enum>(c)</enum><header>Program elements</header><text>The pilot program shall be carried out as follows:</text> 
<paragraph id="H7D2F482C16D2412B9E70254272A09289"><enum>(1)</enum><text>Under the pilot program, the Secretaries shall evaluate and validate the performance of new energy technologies that may be incorporated into operating environments.</text></paragraph> 
<paragraph id="H4EEFEBA495B24AE8B794F70CABB27058"><enum>(2)</enum><text display-inline="yes-display-inline">The pilot program shall involve collaboration with the Office of Electricity Delivery and Energy Reliability of the Department of Energy and other offices and agencies within the Department of Energy, as appropriate, and the Environmental Security Technical Certification Program of the Department of Defense.</text></paragraph> 
<paragraph id="H3885175D5031457783D7CA6A490C4527"><enum>(3)</enum><text>Under the pilot program, the Secretary of Defense shall investigate opportunities for any excess electricity created for the military installation to be sold or otherwise made available the local community near the installation.</text></paragraph> 
<paragraph id="H215D0453ED984F469EEC07DCD8FC7B5B"><enum>(4)</enum><text>The Secretary of Defense shall use the results of the pilot program as the basis for informing key performance parameters and validating energy components and designs that could be implemented in various military installations across the country and at forward operating bases.</text></paragraph> 
<paragraph id="HEC66E5502F7D4A1B9375E888150B3691"><enum>(5)</enum><text display-inline="yes-display-inline">The pilot program shall support the effort of the Secretary of Defense to use the military as a test bed to demonstrate innovative energy technologies.</text></paragraph></subsection> 
<subsection id="H90774E1190BB4AEB84E68883966307DB"><enum>(d)</enum><header>Implementation and duration</header><text display-inline="yes-display-inline">The Secretary of Defense shall begin the pilot program under this section by not later than July 1, 2011. Such pilot program shall be not less than three years in duration. </text></subsection> 
<subsection id="H35E6C5BDB1224B0C98AD1A0B4929D516"><enum>(e)</enum><header>Reports</header> 
<paragraph id="H602077DE9A1A4F959698CA21ACD68C24"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than October 1, 2011, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and House of Representatives, the Committee on Energy and Commerce of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate an initial report that provides an update on the implementation of the pilot program under this section, including an identification of the selected military installation and national laboratory partner and a description of technologies under evaluation. </text></paragraph> 
<paragraph id="H35D9F65809E147D6B27C6C3669F3E55E"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 90 days after completion of the pilot program under this section, the Secretary shall submit to the Committees on Armed Services of the Senate and House of Representatives, the Committee on Energy and Commerce of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate a report on the pilot program, including any findings and recommendations of the Secretary.</text></paragraph></subsection> 
<subsection id="H50EEED39B4364393A6DD066CB206E703" display-inline="no-display-inline"><enum>(f)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary of Defense to carry out this section—</text> 
<paragraph id="H5BD5F985C8704540A568A1255B35BC0B" display-inline="no-display-inline"><enum>(1)</enum><text>$5,000,000 for fiscal year 2011;</text></paragraph> 
<paragraph id="H44725E930D5D4742A138F2EC70BD95D2"><enum>(2)</enum><text>$10,000,000 for fiscal year 2012; and</text></paragraph> 
<paragraph id="H5B07B97751B74B4B91CBAA1AF8FDA3F0"><enum>(3)</enum><text>$10,000,000 for fiscal year 2012.</text></paragraph> </subsection> 
<subsection id="H853DC9B3841A4102A981165CCFF675C3"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section:</text> 
<paragraph id="H1099C19FEBB040F1BDFC4AD9649B1FF6"><enum>(1)</enum><text>The term <quote>microgrid</quote> means an integrated energy system consisting of interconnected loads and distributed energy resources (including generators, energy storage devices, and smart controls) that can operate with the utility grid or in an intentional islanding mode.</text></paragraph> 
<paragraph id="H6F03EB4F7ABF4EBFBD16B73BBA899D4C"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>national laboratory</quote> means—</text> 
<subparagraph id="H58C21CF116064BC2B98384ABDADEE73D"><enum>(A)</enum><text>a national laboratory (as defined in section 2 of the Energy Policy Act of 2005 (42 U.S.C. 15801)); or</text></subparagraph> 
<subparagraph id="H5219125EB3604A9EAD3A682884CB91D2"><enum>(B)</enum><text display-inline="yes-display-inline">a national security laboratory (as defined in section 3281 of the National Nuclear Security Administration Act (50 U.S.C. 2471)).</text></subparagraph></paragraph></subsection></section>
