		<official-title>To amend the Elementary and Secondary Education Act of
		  1965 to provide for school improvement and professional development for
		  teachers, principals, instructional staff, and other school leaders, and for
		  other purposes.</official-title>

		<section id="HF935680A6549446AAE23C0A640B0190C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Great Teachers for Great Schools Act of
			 2010</short-title></quote>.</text>
		</section><section id="H06AFDB5BA380427F831F87B9AE7D621D"><enum>2.</enum><header>References</header><text display-inline="no-display-inline">Except as otherwise expressly provided,
			 whenever in this Act an amendment or repeal is expressed in terms of an
			 amendment to, or repeal of, a section or other provision, the reference shall
			 be considered to be made to a section or other provision of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.).</text>
		</section><section id="H12CBC443380845AEB41827B4E3F870F6"><enum>3.</enum><header>Findings and
			 purpose</header>
			<subsection id="H1A70082923AF41DAAC0680EEE4F1988"><enum>(a)</enum><header>Findings</header><text>The
			 Congress finds the following:</text>
				<paragraph id="H4095F862DAD24EB994B144D2962747C5"><enum>(1)</enum><text>Teacher quality is
			 the single most important factor influencing student learning and
			 achievement.</text>
				</paragraph><paragraph id="H2A5811A4A6E148E78248968FFA3B73D5"><enum>(2)</enum><text>Studies have found
			 that 40 to 90 percent of the difference in student test scores can be
			 attributed to teacher quality.</text>
				</paragraph><paragraph id="H7516D01E7BFF422989A77C447EA95E73"><enum>(3)</enum><text display-inline="yes-display-inline">Principal leadership is second only to
			 classroom instruction in terms of school-related factors which affect student
			 learning, especially in high-needs schools.</text>
				</paragraph><paragraph id="H9BACA27D131E4974BF3D6C96CDA0113D"><enum>(4)</enum><text display-inline="yes-display-inline">Available experimental studies indicate
			 that there is a direct correlation between professional development and student
			 performance. A set of programs that offered substantial professional
			 development, ranging from 30 to 100 hours in total, spread over six to 12
			 months, showed a positive and significant effect on student achievement gains.
			 According to the research, the intensive professional development efforts that
			 offered an average of 49 hours in a year boosted student performance by
			 approximately 21 percentile points.</text>
				</paragraph><paragraph id="H953CC992140F42EBBCF0E9F9FBD094F9"><enum>(5)</enum><text>Studies that
			 benchmark United States academic performance against that of other developed
			 nations have stressed the importance of and need for improved professional
			 development, for example as follows:</text>
					<subparagraph id="HBDA9B3141895476FBA2C2F9140DE5B62"><enum>(A)</enum><text>For professional
			 development, Finland relies on a system wherein students are trained from a
			 young age in the skills required for classroom success. These skills are
			 bolstered in the workplace through an organizational structure that promotes
			 entrepreneurship, daily learning, and continual professional
			 development.</text>
					</subparagraph><subparagraph id="H041B661080BF44E7AEA87653E03E0B3C"><enum>(B)</enum><text>Japan’s focus on
			 continually building content knowledge, intrinsic capabilities, and pedagogical
			 knowledge—especially amongst young teachers—has yielded massive educational
			 success for the country. They implement a nationally practiced system of
			 “guidance teachers” and “trainee teachers” which encourage one-on-one coaching
			 and an intense commitment to professional development.</text>
					</subparagraph><subparagraph id="H5D8CC297C62B475F95CF6DF011C1160A"><enum>(C)</enum><text>After experiencing
			 unsatisfactory progress in literacy and mathematics for nearly 50 years,
			 England pursued a national teacher training program that employed best practice
			 techniques. After three years, England increased the number of students meeting
			 the target standards in literacy from 63 percent to 75 percent.</text>
					</subparagraph></paragraph></subsection><subsection id="H1E21E35D0B024C00AF54C41EBBB09E30"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of this Act is to build the capacity of teachers and principals in our
			 Nation’s schools through systematic, sustained, coherent school and team-based,
			 job-embedded professional development.</text>
			</subsection></section><section id="H99E41556F8D542F8B3C40023B8EC1FEF"><enum>4.</enum><header>School
			 improvement</header><text display-inline="no-display-inline">Section 1003(g)(5)
			 (20 U.S.C. 6303(g)(5)) is amended—</text>
			<paragraph id="HF271BAB14BE5419D8B2288822D855723"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote>and</quote> after the semicolon;</text>
			</paragraph><paragraph id="H17F6F1E66117440F95EF40CBCEBC9734"><enum>(2)</enum><text>in subparagraph
			 (C), by striking the period and inserting <quote>; and</quote>; and</text>
			</paragraph><paragraph id="H6C3D715A9AE54261B3F78E1956CCB8CA"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7DA8D04DE3BD4B28BFAF69A38E9600C4" style="OLC">
					<subparagraph id="H089570AF0D434FA397B49360996DA576"><enum>(D)</enum><text>permitted to be
				used to supplement the activities required under section
				2501.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HF8EE7E9B781943C1A8B945A4ABF0081C"><enum>5.</enum><header>Local school
			 improvement</header><text display-inline="no-display-inline">Title II (20
			 U.S.C. 6601 et seq.) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H1B2D7CD7735F4B0592F04980D061EEF1" style="OLC">
				<part id="HBFEFDB6889084AE58571C82B5FDDD96"><enum>E</enum><header>Building school
				capacity for effective teaching</header>
					<section id="H5413A050895C48A989036027609C4738"><enum>2501.</enum><header>Local school
				improvement activities</header>
						<subsection id="HFB9D4745CE2B4C40945F34735D7893C3"><enum>(a)</enum><header>Subgrants to
				local educational agencies</header>
							<paragraph id="H7C40073618394F0D8F7BC825362559E3"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary shall
				allot the amount made available to carry out this part for a fiscal year among
				the State educational agencies in proportion to the amounts received by the
				States under title I for such year.</text>
							</paragraph><paragraph id="H192A12B9910C45318E786C00929D5731"><enum>(2)</enum><header>Use of
				allotment</header><text>A State educational agency that receives an allotment
				under this part shall—</text>
								<subparagraph id="H75F09DD38989489A86004B0053F170FE"><enum>(A)</enum><text>reserve 95 percent
				of the fund to make subgrants to local educational agencies; and</text>
								</subparagraph><subparagraph id="H30C06D717C8E4CDAABC444521BFB6500"><enum>(B)</enum><text>use the remainder
				of the funds for administrative activities in carrying out this part.</text>
								</subparagraph></paragraph><paragraph id="H9C8A3F9B883B4B458E6BC4F19EDF554D"><enum>(3)</enum><header>Proportionality</header><text>To
				the extent practicable, the Secretary shall ensure that subgrants awarded under
				this part are equitably distributed among local educational agencies and
				serving urban and rural areas.</text>
							</paragraph></subsection><subsection id="H12A52CB04C564D7A9F9289D0FC002C96"><enum>(b)</enum><header>First
				award</header><text>In awarding subgrants under this part, a State educational
				agency shall first award grants to local educational agencies—</text>
							<paragraph id="H32ABF897BBD3484AA5A1F1CCA44D8DC"><enum>(1)</enum><text>that demonstrate
				the greatest need for district and school improvement subgrant funds;</text>
							</paragraph><paragraph id="H9C5EA05F7926444185233E7EC13696A1"><enum>(2)</enum><text>in which the
				average graduation rates are less than 65 percent, if applicable; and</text>
							</paragraph><paragraph id="HBDC348E84B2040C3B7985C00FC5E27E1"><enum>(3)</enum><text display-inline="yes-display-inline">in which children eligible for free and
				reduced priced lunches under the Richard B. Russell National School Lunch Act
				constitute not less than 40 percent of the total population of children aged 5
				to 17 served by the agency.</text>
							</paragraph></subsection><subsection id="H178BC7E4A7BB4120B1AD7E001EDC527B"><enum>(c)</enum><header>Local
				educational agency application</header>
							<paragraph id="HFEC40928D2854D47A3B2F8F50662ABDC"><enum>(1)</enum><header>In
				general</header><text>To be eligible to receive a subgrant under this part, a
				local educational agency shall submit an application to the State educational
				agency at such time, in such manner, and containing such information as the
				State educational agency may reasonably require.</text>
							</paragraph><paragraph id="HB586BB20B9124FF8A29DCE0653F3F5EB"><enum>(2)</enum><header>Contents</header><text>Each
				application submitted pursuant to paragraph (1) shall include—</text>
								<subparagraph id="H9C03B780AB894886A337FE61E6346DE"><enum>(A)</enum><text>a description of
				how the local educational agency will assist schools identified under section
				1116(b), and low-achieving secondary schools with graduation rates less than 65
				percent, in—</text>
									<clause id="HC25B09B12A6540EB8F97174166A67BA0"><enum>(i)</enum><text>implementing
				high-impact professional development;</text>
									</clause><clause id="HB112CE7D20794CE98CB8A09F00CCADAB"><enum>(ii)</enum><text display-inline="yes-display-inline">providing protected release time for
				high-impact professional development that occurs not less than multiple times
				per week; and</text>
									</clause><clause id="H6897C728826542BCBC1E23A406D2A194"><enum>(iii)</enum><text>using teaching
				standards, formative assessments, teacher portfolio processes, evidence-based
				instructional practices, and teacher development protocols; and</text>
									</clause></subparagraph><subparagraph id="H479C116C0E9145FAB310CFAC77D974E5"><enum>(B)</enum><text>a description of
				how the local educational agency will—</text>
									<clause id="H3652A7A657754880A2F86492F329C724"><enum>(i)</enum><text>evaluate the
				effectiveness of the programs and assistance provided under subsection (d) and
				pursuant to subsection (e);</text>
									</clause><clause id="H20EE0AF212954F03BB80304B19D8DFA3"><enum>(ii)</enum><text>prepare, support,
				and utilize internal teacher leaders, coaches, or content experts to facilitate
				school-based professional development; and</text>
									</clause><clause commented="no" id="HEA762C1B364D49268FA333EA3346BDB7"><enum>(iii)</enum><text>ensure that the
				professional development required under subsection (d) is integrated and
				aligned with the State’s school improvement efforts under sections 1116 and
				1117.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="HFF554DD843E24B2F9EF1FC13C6B15BFD"><enum>(d)</enum><header>Use of
				funds</header>
							<paragraph id="H951D533D9F5D448990E8254759A600E7"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">A local educational
				agency that receives a subgrant under this part shall use the subgrant funds to
				improve teacher, principal, and other instructional staff quality through a
				comprehensive system of professional development (as defined in section
				9101(34))—</text>
								<subparagraph id="H25AAB6A7527C4C21B5B41D2626ECCBD1"><enum>(A)</enum><text display-inline="yes-display-inline">to increase principals’, coaches’, and
				teacher leaders’ knowledge and skills in—</text>
									<clause id="H2EF4F2928CDE4157ADE7CEB35BBCBAE9"><enum>(i)</enum><text>assisting the
				school to—</text>
										<subclause id="HEF703FA61CF148DAAA60C3B04F48B953"><enum>(I)</enum><text>clarify school
				improvement goals;</text>
										</subclause><subclause id="H1BF2F795AC4A4A04BC488C35B273473E"><enum>(II)</enum><text>train educators
				in analyzing school and student data to inform decisionmaking and improvement
				efforts;</text>
										</subclause><subclause id="H512B92AB219D4A54B2122F0BA72408FD"><enum>(III)</enum><text>develop and
				implement professional development aligned with student achievement needs and
				educator learning goals;</text>
										</subclause><subclause id="H95FC186AF83C4F8AB44469CE9F37D64E"><enum>(IV)</enum><text>allocate teacher
				and principal professional development resources and help develop the revised
				plan as related to the professional development required under section 1116(b);</text>
										</subclause><subclause id="H41655CD2ECE5410B8A5A7A5639C2DEE8"><enum>(V)</enum><text>select and
				implement strategies and interventions to improve student achievement, increase
				teacher and school leader effectiveness, increase graduation rates, and ensure
				students graduate prepared for success in college and careers;</text>
										</subclause><subclause id="HC0184A713F7C429382AD38AE0E069B32"><enum>(VI)</enum><text>make available
				opportunities for individual and team learning activities that focus on
				increasing pedagogical and content knowledge in academic subjects that are
				aligned to student learning goals; and</text>
										</subclause><subclause id="HF20A4E8E299D49699FF756141FD16483"><enum>(VII)</enum><text>design, create,
				and evaluate the results of curriculum-based diagnostic and performance
				assessments; and</text>
										</subclause></clause><clause id="H7D6AE878A0DD4AB4AED606B359C833A3"><enum>(ii)</enum><text>utilizing
				internal teacher leaders, coaches, or content experts to—</text>
										<subclause id="H4956C89B66C44B3FB8B4A26332B78F32"><enum>(I)</enum><text>support classroom
				learning; and</text>
										</subclause><subclause id="H14AB981A19F840AD98CEB2B575B8F19C"><enum>(II)</enum><text>facilitate
				effective collaboration skills across learning communities and transfer
				knowledge from peers teaching and leading at high-performing schools;</text>
										</subclause></clause></subparagraph><subparagraph id="H15897A03DD5946D4B3A3AFD70C055DD3"><enum>(B)</enum><text>to increase
				principals’ knowledge and skills necessary for leading effective professional
				learning, including—</text>
									<clause display-inline="no-display-inline" id="H2EE6A8E5D14B4BBDA5F7EC1541D17906"><enum>(i)</enum><text>establishing a
				shared vision of school success among all school stakeholders, including
				teachers, parents, community organizations and related stakeholders by—</text>
										<subclause id="H2F558BE94E004B6A8FE9D068100F28C6"><enum>(I)</enum><text>seeking leadership
				contributions from parents, community organizations, and other school
				stakeholders;</text>
										</subclause><subclause id="HA293D88AFFAD4182AFF7B71B0058A614"><enum>(II)</enum><text>actively engaging
				the community to create shared responsibility for student and school success;
				and</text>
										</subclause><subclause id="H49A35D3A82AC4D7EB750DD6209626642"><enum>(III)</enum><text>engaging in
				partnerships between elementary schools, secondary schools, and institutes of
				higher education to ensure the vertical alignment of student learning
				outcomes;</text>
										</subclause></clause><clause id="HA1542A9F547E438DA7B9F55EA865926F"><enum>(ii)</enum><text>establishing the
				school as a professional learning community in which—</text>
										<subclause id="HA56267FBE8C84804A9657A9EECEECE68"><enum>(I)</enum><text>there is a culture
				of continuous learning for adults that is tied to student learning and school
				goals;</text>
										</subclause><subclause id="H07DCEAF52EEF424C85DA6343FEDE0398"><enum>(II)</enum><text>there is time for
				team collaboration focused on evaluating and improving instructional
				practice;</text>
										</subclause><subclause id="H0BF45BC30E0E4DE28686A28F732B7F9E"><enum>(III)</enum><text>educators are
				able to analyze and use data to drive instruction;</text>
										</subclause><subclause id="HC284D672FF5B449A8C2559FD481D5399"><enum>(IV)</enum><text>professional
				development is evaluated and connected to all of the school learning goals;
				and</text>
										</subclause><subclause id="HC8029C316A0B4255988A780A28F5E76D"><enum>(V)</enum><text>members of the
				faculty engage in leadership roles that contribute to school improvement
				efforts; and</text>
										</subclause></clause><clause id="H03121E8917AA4F2F8A0C23D4C36F1875"><enum>(iii)</enum><text>promoting the
				effective use of data by educators, including—</text>
										<subclause id="H4C90A2E49D594DCA8DC1A39ABBF987BB"><enum>(I)</enum><text>the use of
				multiple data sources as diagnostic tools to identify barriers to student
				success and drive instructional improvement;</text>
										</subclause><subclause id="H14FAC89EFFE54AFDBCEDF54B24E629EB"><enum>(II)</enum><text>the review and
				analysis of student work to determine whether students are being taught to
				State academic content and achievement standards; and</text>
										</subclause><subclause id="H3118CE0F957B484B919F44548FA2755B"><enum>(III)</enum><text>the use of
				classroom observations to ensure that all students are provided meaningful
				learning opportunities that promote active engagement; and</text>
										</subclause><subclause id="H8AF2EE74067F45ABB688C7031CA34B67"><enum>(IV)</enum><text>supporting a
				standards-aligned academic instructional program that sets rigorous goals for
				each student, and a school culture that allows for and encourages students to
				reach those goals through ensuring that learning is aligned to established
				State academic standards by—</text>
											<item id="H670A662177B5438BA593517612967541"><enum>(aa)</enum><text>ensuring that
				State academic content standards serve as the basis for the creation of
				curriculum and instruction; and</text>
											</item><item id="HAD22A0CAD513426DA148AD6E094BF7E9"><enum>(bb)</enum><text>monitoring and
				adjusting the alignment of standards, curriculum, assessments, and instruction;
				and</text>
											</item></subclause></clause></subparagraph><subparagraph id="H0FA30EDDDDCD4C37B771D0AC4D2AC549"><enum>(C)</enum><text>for coaches,
				principals, and administrators that—</text>
									<clause id="HB684254AAE364CF7A8C6DDF9CE63ABC0"><enum>(i)</enum><text>supports coaches
				in responding to developmental and contextual needs and promotes the ongoing
				examination of classroom practice;</text>
									</clause><clause id="HAA0FF41ED78D4C8E96B437ADDA0EFA6F"><enum>(ii)</enum><text>assists coaches
				in the collection and sharing of observation data to help teachers improve
				their practice;</text>
									</clause><clause id="H5AFE6E0BBBCD46F6B1348CF736A40B32"><enum>(iii)</enum><text>provides coaches
				with strategies for helping teachers identify student needs, plan for
				differentiated instruction, and ensure equitable learning outcomes;</text>
									</clause><clause id="H4B795CD522294B32874865A800D17F96"><enum>(iv)</enum><text>supports the
				coaches in coaching strategically and finding solutions to challenging
				situations; and</text>
									</clause><clause id="H263F9DF23B564F9197124D1D7A8FB7B1"><enum>(v)</enum><text>helps coaches
				bring teachers together for meaningful and responsive team-based
				learning.</text>
									</clause></subparagraph></paragraph><paragraph id="H2EA5BB50FC214EEE92AF792B500E996A"><enum>(2)</enum><header>Special
				rule</header><text display-inline="yes-display-inline">A local educational
				agency that receives a subgrant under this part shall use not less than 10
				percent of the subgrant funds for professional development for
				principals.</text>
							</paragraph></subsection><subsection commented="no" id="HA93D162990C64A39BE48E700D36D0051"><enum>(e)</enum><header>Evaluation</header>
							<paragraph commented="no" id="H784F5E24A0DC42BB93F889A41188AE96"><enum>(1)</enum><header>In
				general</header><text>The professional development program required under
				subsection (d) shall include a formal evaluation system to determine the
				effectiveness of the program on not less than—</text>
								<subparagraph commented="no" id="HD2125403F2554EB38B93BAA0AE619C50"><enum>(A)</enum><text>teacher
				instructional practice;</text>
								</subparagraph><subparagraph commented="no" id="HD3D67FC1462B4F78B7D6BAD3774693AD"><enum>(B)</enum><text>student learning
				gains;</text>
								</subparagraph><subparagraph commented="no" id="HD8713E226486478983B223E838E752A3"><enum>(C)</enum><text>teacher
				retention;</text>
								</subparagraph><subparagraph commented="no" id="H5CE72A43D895453DB10089F4D48EB15C"><enum>(D)</enum><text>student graduation
				and college readiness rates, as applicable;</text>
								</subparagraph><subparagraph commented="no" id="HA5D59B9F61F74A588174B27995E3183C"><enum>(E)</enum><text>student attendance
				rates; and</text>
								</subparagraph><subparagraph id="HD7C134FF71C34DF88D9FE2F2ED786503"><enum>(F)</enum><text>teacher
				efficacy.</text>
								</subparagraph></paragraph><paragraph commented="no" id="HAA90F597FEB04CD396792820D448B266"><enum>(2)</enum><header>Local
				educational agency and school effectiveness</header><text>The formal evaluation
				system described in paragraph (1) shall also measure the local educational
				agency’s and school’s effectiveness in—</text>
								<subparagraph id="H6CFF432DFD534BBA9DDB53ED43C0BF83"><enum>(A)</enum><text>ensuring that
				school protected release time for professional development occurs not less than
				multiple times per week;</text>
								</subparagraph><subparagraph id="HBD9FC514440C4E098DBDF9D9A9EA21E"><enum>(B)</enum><text>implementing
				on-going, research-based professional development for coaches, principals, and
				administrators;</text>
								</subparagraph><subparagraph id="H72F1704A7A4A492FA727823052511703"><enum>(C)</enum><text>ensuring that
				coaches, teachers, and schools are using data to inform instructional
				practices; and</text>
								</subparagraph><subparagraph id="H625A9DF58B464C67B7EA5D396CFB75D7"><enum>(D)</enum><text>ensuring that the
				professional development required under subsection (d) is integrated and
				aligned with the State’s school improvement efforts under sections 1116 and
				1117.</text>
								</subparagraph></paragraph><paragraph id="HB786B684C43E40E79287D1AD1C7E2040"><enum>(3)</enum><header>Conduct of
				evaluation</header><text>The evaluation described in subsection (e)(1) shall be
				conducted by the State, local educational agencies, institutions of higher
				education, or an external agency that is experienced in conducting qualitative
				research, and shall be developed in collaboration with groups such as—</text>
								<subparagraph id="HB386A1511E6F4AEAB6FC8E5C903BCD17"><enum>(A)</enum><text>experienced
				educators with track records of success in the classroom;</text>
								</subparagraph><subparagraph id="HF91C9E531B3048279B1CDA4933EDE300"><enum>(B)</enum><text>institutions of
				higher education involved with teacher induction and professional development
				located within the State; and</text>
								</subparagraph><subparagraph id="H39FF49A611924901B64507B702A34434"><enum>(C)</enum><text>local teacher
				organizations.</text>
								</subparagraph></paragraph></subsection><subsection id="HF48563576D51474E8DF62D97E0A5DBB9"><enum>(f)</enum><header>Eligible
				entities</header><text>The assistance required to be provided under subsection
				(d) may be provided—</text>
							<paragraph id="H1BF78531C8A44E3E9C3B657FCE2954FD"><enum>(1)</enum><text>by the local
				educational agency; or</text>
							</paragraph><paragraph id="H44AD380FA9B442FAA6B5088E40782BF2"><enum>(2)</enum><text>by the local
				educational agency, in collaboration with the State educational agency, an
				institution of higher education, a nonprofit organization, a teacher
				organization, an educational service agency, a teaching residency program, or
				another for profit or nonprofit with experience in helping schools improve
				student achievement.</text>
							</paragraph></subsection><subsection commented="no" id="H6A55052BF938414CAA2CA900342CFDFB"><enum>(g)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section $500,000,000 for fiscal
				year 2010 and such sums as may be necessary for each succeeding fiscal
				year.</text>
						</subsection><subsection id="H06D761926D58423DA810967859B1A5E4"><enum>(h)</enum><header>Definitions</header><text>For
				purposes of this section:</text>
							<paragraph id="H2F6728AB47894C1A8D3DF86AC78BD854"><enum>(1)</enum><header>Graduation
				rate</header><text display-inline="yes-display-inline">The term
				<quote>graduation rate</quote> has the meaning given the term in section
				1111(b)(2)(C)(vi), as clarified in section 200.19(b)(1) of title 34, Code of
				Federal Regulations.</text>
							</paragraph><paragraph id="H2B9C6E94A8694F73989627C4B4A10C8E"><enum>(2)</enum><header>Local
				educational agency</header><text>The term <quote>local educational
				agency</quote>—</text>
								<subparagraph id="H608D31915A4F4BA4A5F1FFAD984F332E"><enum>(A)</enum><text>shall have the
				meaning given such term in section 9101;</text>
								</subparagraph><subparagraph id="H1AD4F958B9704F35A1489813C3AFBBF3"><enum>(B)</enum><text>shall include any
				public charter school that constitutes a local educational agency under State
				law; and</text>
								</subparagraph><subparagraph id="H6C51B3F7E08D48178E8A2BB6C54C4B29"><enum>(C)</enum><text>shall include a
				consortium of local educational agencies acting
				together.</text>
								</subparagraph></paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H9CAF460996A04E7FB2D7D8AE164AB913"><enum>6.</enum><header>Professional
			 development defined</header><text display-inline="no-display-inline">Section
			 9101(34) (20 U.S.C. 7801(34)) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H814EE41D545148E890424A9BA4199061" style="OLC">
				<paragraph id="HC7C96D063CF34786A03131DB9E86E1BE"><enum>(34)</enum><header>Professional
				development</header><text>The term <quote>professional development</quote>
				means a comprehensive, sustained, and intensive approach to improving teachers’
				and principals’ effectiveness in raising student achievement that—</text>
					<subparagraph id="HB5865C51676A4BD98C34B1C9B835C5EC"><enum>(A)</enum><text>fosters collective
				responsibility for improved student performance;</text>
					</subparagraph><subparagraph id="H36FDD2153C6641A99F3E927925B5A987"><enum>(B)</enum><text>is comprised of
				professional learning that—</text>
						<clause id="HABC4F83D9E0B4FA78129D9393B4CDBC8"><enum>(i)</enum><text>is
				aligned with rigorous State student academic achievement standards as well as
				related local educational agency and school improvement goals;</text>
						</clause><clause id="H2B93036B74E14D909063B2E14D69E3C1"><enum>(ii)</enum><text>is conducted
				among educators at the school and facilitated by well-prepared school
				principals and school-based professional development coaches, mentors, master
				teachers, or other teacher leaders; and</text>
						</clause><clause id="H563225A8EA614DE9B1808094AFA3C717"><enum>(iii)</enum><text>primarily occurs
				several times per week among established teams of teachers, principals, and
				other instructional staff members where the teams of educators engage in a
				continuous cycle of improvement that—</text>
							<subclause id="H494C106668944CF786857F1F32AE3B60"><enum>(I)</enum><text>evaluates student,
				teacher, and school learning needs through a thorough review of data on teacher
				and student performance;</text>
							</subclause><subclause id="H67C233CDD2B8468B9A6D49CC1A885DFE"><enum>(II)</enum><text>defines a clear
				set of educator learning goals based on the rigorous analysis of the
				data;</text>
							</subclause><subclause id="H5F0CBAAFC8B14303B5A611BDE62AC895"><enum>(III)</enum><text>achieves the
				educator learning goals based identified in subclause (II) by implementing
				coherent, sustained, and evidence-based learning strategies, such as lesson
				study and the development of formative assessments, that improve instructional
				effectiveness and student achievement;</text>
							</subclause><subclause id="H8738ECFE078C4A5B83E20EB15D0E564B"><enum>(IV)</enum><text>provides
				job-embedded coaching or other forms of assistance to support the transfer of
				new knowledge and skills to the classroom;</text>
							</subclause><subclause id="H71428FAA9A1241CC9F93E50B714612BF"><enum>(V)</enum><text>regularly assesses
				the effectiveness of the professional development in achieving identified
				learning goals, improving teaching, and assisting all students in meeting
				challenging State academic achievement standards;</text>
							</subclause><subclause id="H3DFB3CAD9F2444BA85F4B26C06EDA2D7"><enum>(VI)</enum><text>informs ongoing
				improvements in teaching and student learning; and</text>
							</subclause><subclause id="HE99C99744481432A8CA6FA9427FCC38A"><enum>(VII)</enum><text>may be supported
				by external assistance; and</text>
							</subclause></clause></subparagraph><subparagraph id="H3CE79A272699430FA03B61E2A9EDE19C"><enum>(C)</enum><text>may be supported
				by activities such as courses, workshops, institutes, networks, and conferences
				that—</text>
						<clause id="HB94A7442779B4DEEBD7AF672314E3717"><enum>(i)</enum><text>address the
				learning goals and objectives established for professional development by
				educators at the school level;</text>
						</clause><clause id="H3C85BC387DBF4F11A398A7938B156D9F"><enum>(ii)</enum><text>advance the
				ongoing school-based professional development; and</text>
						</clause><clause id="H2264AA97E6AB4DB3B08C8522A5D5E87A"><enum>(iii)</enum><text>are provided for
				by for-profit and non-profit entities outside the school such as universities,
				education service agencies, technical assistance providers, networks of
				content-area specialists, and other education organizations and
				associations.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
