		<official-title>To require oil polluters to pay the full cost of oil
		  spills, and for other purposes.</official-title>

		<section id="H06775B00BF834E30B7788F8455D81FC3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Big Oil Bailout Prevention Act of
			 2010</short-title></quote>.</text>
		</section><section id="HB8DB4A06A5C5437EB5E0F291B9218398"><enum>2.</enum><header>Limits on
			 liability for offshore facilities</header><text display-inline="no-display-inline">Section 1004(a)(3) of the Oil Pollution Act
			 of 1990 (33 U.S.C. 2704(a)(3)) is amended by striking
			 <quote>$75,000,000</quote> and inserting <quote>$10,000,000,000</quote>.</text>
		</section><section id="H48DB4366F07C487A8B7FAAE06CD71DC7"><enum>3.</enum><header>Advance
			 payments</header><text display-inline="no-display-inline">Section 1012 of the
			 Oil Pollution Act of 1990 (33 U.S.C. 2712) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="HDD3CB2B48F0C4391A9818746F4B945A2" style="OLC">
				<subsection id="HFE26190BEDC74A799438CF8892598DF1"><enum>(l)</enum><header>Advance
				payments</header><text>The President shall promulgate regulations that allow
				advance payments to be made from the Fund to States and political subdivisions
				of States for actions taken to prepare for and mitigate substantial threats
				from the discharge of
				oil.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HDEE09AD3EA594B3D926346C562979B52"><enum>4.</enum><header>Oil Spill
			 Liability Trust Fund</header>
			<subsection id="H6D077A341EA24593BDBDF1A9B8EA7F6A"><enum>(a)</enum><header>Limitations on
			 expenditures</header><text display-inline="yes-display-inline">Section 9509(c)
			 of the Internal Revenue Code of 1986 (relating to expenditures from the Oil
			 Spill Liability Trust Fund) is amended—</text>
				<paragraph id="H4CBC17951BBE4CA4846E960C34B87944"><enum>(1)</enum><text>by striking
			 paragraph (2);</text>
				</paragraph><paragraph id="H69F2D4747EDC4443AFE7A7669FC30583"><enum>(2)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">Expenditures</header-in-text></quote> and all that follows through
			 <quote>Amounts in</quote> and inserting <quote><header-in-text level="subsection" style="OLC">Expenditures</header-in-text>.—Amounts
			 in</quote>; and</text>
				</paragraph><paragraph id="H6CDC166AA0C4470DB1ACDD92218759B6"><enum>(3)</enum><text>by redesignating
			 subparagraphs (A) through (F) as paragraphs (1) through (6), respectively, and
			 indenting appropriately.</text>
				</paragraph></subsection><subsection id="H7A5F5F1C64E743C6B8171DF538D9F83F"><enum>(b)</enum><header>Authority To
			 borrow</header><text>Section 9509(d) of the Internal Revenue Code of 1986
			 (relating to authority to borrow for the Oil Spill Liability Trust Fund) is
			 amended—</text>
				<paragraph id="HDDC7793E51DD43688E14D190E7EA5209"><enum>(1)</enum><text>by striking
			 paragraph (2);</text>
				</paragraph><paragraph id="H2AC17D60D4B34315A97330BBD48CC820"><enum>(2)</enum><text>by redesignating
			 paragraph (3) as paragraph (2); and</text>
				</paragraph><paragraph id="HB137C90B94144374A5B0DFB5134BD0E4"><enum>(3)</enum><text>in paragraph (2)
			 (as so redesignated)—</text>
					<subparagraph id="H6BF892930FD1449693F5B7E92CBA21DE"><enum>(A)</enum><text>by striking
			 subparagraph (B); and</text>
					</subparagraph><subparagraph id="H167F2CA85FED4A6785B07DF3C1A4D2B5"><enum>(B)</enum><text>by redesignating
			 subparagraph (C) as subparagraph (B).</text>
					</subparagraph></paragraph></subsection></section><section id="H6DEB5519C41C4EDCB2717D43355BBDB4"><enum>5.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act and the
			 amendments made by this Act take effect on April 15, 2010.</text>
