<section id="H60667FC2B9C845A497702C6EDEE574B9" section-type="section-one"><enum>1.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> 
<paragraph id="HC7916CC9E5374CE9B6C2C1FAF57B9C93"><enum>(1)</enum><text display-inline="yes-display-inline">the Federal Pell Grant program under section 401 of the Higher Education Act of 1965 (20 U.S.C. 1070a) is the single largest source of grant aid for postsecondary education attendance funded by the Federal Government; </text></paragraph> 
<paragraph id="HDAC6735AC9934E40A26EFAA3C20C9FC9"><enum>(2)</enum><text>the Federal Pell Grant program plays a unique role in promoting economic and social mobility in the United States;</text></paragraph> 
<paragraph id="H7EABD15143F94B91A412AF2DEDF98E47"><enum>(3)</enum><text>the Federal Pell Grant program is the Nation’s largest single source of need-based grant assistance;</text></paragraph> 
<paragraph id="H1E551BCA1CE543309D1E1CA3AA64C752"><enum>(4)</enum><text>financial aid has a significant positive impact on the postsecondary enrollment and success rates of students from low income families; and</text></paragraph> 
<paragraph id="H163E229B63094587AFFE84E0414892A2"><enum>(5)</enum><text display-inline="yes-display-inline">the Federal Pell Grant Program should be a high funding priority.</text></paragraph></section>
