		<official-title>To delay the implementation of certain final rules of the
		  Environmental Protection Agency in States until accreditation classes are held
		  in the States for a period of at least 1 year.</official-title>

		<section id="idD98E6ED5C52D494C97F922C4180005F2" section-type="section-one"><enum>1.</enum><header>Delay of
			 implementation</header>
			<subsection id="idB28B49ED1078447480594A5973D9978F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, the Administrator of the Environmental Protection
			 Agency shall delay the implementation of the final rule entitled <quote>Lead;
			 Renovation, Repair, and Painting Program; Lead Hazard Information Pamphlet;
			 Notice of Availability; Final Rule</quote> (73 Fed. Reg. 21692 (April 22,
			 2008)), and the final rule entitled <quote>Lead; Amendment to the Opt-out and
			 Recordkeeping Provisions in the Renovation, Repair, and Painting
			 Program</quote>, signed by the Administrator on April 22, 2010, in each State
			 until such time as accredited certified renovator classes have been held in the
			 State, for a period of at least 1 year, to train contractors in practices
			 necessary for compliance with the final rules, as determined by the
			 Administrator.</text>
			</subsection><subsection id="id193DE7D932F647C98215F0330F5859FD"><enum>(b)</enum><header>Notification</header><text>The
			 Administrator shall—</text>
				<paragraph id="id2A972C7F5FAF4666B4D8B759C2F94549"><enum>(1)</enum><text>monitor each
			 State to determine when classes described in subsection (a) are offered in the
			 State; and</text>
				</paragraph><paragraph id="id9C479D8BA4124C9383E4D4AA2405FAAD"><enum>(2)</enum><text>provide to each
			 Member of Congress representing the State a notification describing—</text>
					<subparagraph id="idF76F6BEE9D06438AA2591479C834063E"><enum>(A)</enum><text>the location and
			 time of each such class held in the State; and</text>
					</subparagraph><subparagraph id="idF6AEA24AAFCA4A6E8F924F6C11A4E7A1"><enum>(B)</enum><text>the date on which
			 the classes have been held for the 1-year period described in subsection
			 (a).</text>
