		<official-title>To amend the Energy Policy Act of 2005 to require the
		  Secretary of Energy to carry out a research program to reduce manufacturing and
		  construction costs relating to nuclear reactors, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HF36B9BD9628E49C282D50FA8A04E82E2" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Nuclear Energy Research Initiative
			 Improvement Act of 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H1BBACAA3D0214F3C9C2494E230D468AC" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Nuclear energy research
			 initiative</header><text display-inline="no-display-inline">Section 952(a) of
			 the Energy Policy Act of 2005 (42 U.S.C. 16272(a)) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="HE073413C39834CD39970773F2C82414D"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>The Secretary</quote>
			 and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7775345321B144A58DDD3532C0790B10" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="H06792D7E3C4840459442F5BF3D7D19A5"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The
				Secretary</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7C01BC89C2854F11843DB7AA42C5D551"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H3BD6586008F649788AB894EE7DF76C31" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="HC2E5DF7EFAF5451C910392FE519CD814"><enum>(2)</enum><header display-inline="yes-display-inline">Authorized research
				initiatives</header><text display-inline="yes-display-inline">In carrying out
				the program under this subsection, the Secretary shall conduct research to
				lower the cost of nuclear reactor systems, including research regarding—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H461DD0DF27CC419284006981E5B43B4A"><enum>(A)</enum><text display-inline="yes-display-inline">modular and small-scale reactors;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H091DFF63DD4B43E48C7732DF7B73BB51"><enum>(B)</enum><text display-inline="yes-display-inline">balance-of-plant issues;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA8686CB734094737B489617D8E767A75"><enum>(C)</enum><text display-inline="yes-display-inline">cost-efficient manufacturing and
				construction;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H60E0DAE6065F49AF84209CEEE8DC848F"><enum>(D)</enum><text display-inline="yes-display-inline">licensing issues; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFB775917CEAC40BA93446D026F7C9154"><enum>(E)</enum><text display-inline="yes-display-inline">enhanced proliferation controls.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6867A5E0028842E68D24C403F534BC6A"><enum>(3)</enum><header display-inline="yes-display-inline">Consultation requirement</header><text display-inline="yes-display-inline">In carrying out initiatives under paragraph
				(2), the Secretary shall consult with—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H71E7351384D44760B3518F8A93FD436E"><enum>(A)</enum><text display-inline="yes-display-inline">the Secretary of Commerce;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3883E0F544F848D098D2A7AAFB5274BE"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary of the Treasury;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H60AA4EBA587E496BB38D4819E8356090"><enum>(C)</enum><text display-inline="yes-display-inline">the Nuclear Regulatory Commission;
				and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF97D9C265340495C8D807FB748D2B17C"><enum>(D)</enum><text display-inline="yes-display-inline">any other individual who the Secretary
				determines to be necessary.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF2A3079A003C4C64B8A59FE7350B577C"><enum>(4)</enum><header display-inline="yes-display-inline">Schedule</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="H5832820FCD6F47B3855976C36E8DEF90"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
				enactment of this paragraph, the Secretary shall develop and publish on the
				website of the Department of Energy a schedule that contains an outline of a
				5-year strategy to lower effectively the costs of nuclear reactors.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF01F3E96414D43C88017DFE031925960"><enum>(B)</enum><header display-inline="yes-display-inline">Public workshops</header><text display-inline="yes-display-inline">In developing the schedule under
				subparagraph (A), the Secretary shall conduct public workshops to provide an
				opportunity for public comment.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDBCBCEE92A2D4EB4986F4F8BD8F41E02"><enum>(C)</enum><header display-inline="yes-display-inline">Review</header><text display-inline="yes-display-inline">Before the date on which the Secretary
				publishes the schedule under subparagraph (A), the Nuclear Energy Advisory
				Committee shall conduct a review of the schedule.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFC2C58427E0F4F6581086CD227DE1847"><enum>(D)</enum><header display-inline="yes-display-inline">Annual updates</header>
							<clause commented="no" display-inline="no-display-inline" id="H9FB0FB0E2413426582627BA311FAE0E5"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date on
				which the Secretary publishes the schedule under subparagraph (A) and annually
				thereafter, the Secretary shall update the schedule.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H73DAA6F4A63D4D06829A1A4C6B3C875A"><enum>(ii)</enum><header display-inline="yes-display-inline">Public workshops</header><text display-inline="yes-display-inline">In updating the schedule under clause (i),
				the Secretary shall conduct public workshops in accordance with subparagraph
				(B).</text>
							</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2C518FECD44B4D978AADCA089F4251B4"><enum>(5)</enum><header display-inline="yes-display-inline">Cost sharing</header><text display-inline="yes-display-inline">Section 988 shall apply to initiatives
				carried out under this section.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0D8B406B15D148A8BE1E65312582790C"><enum>(6)</enum><header display-inline="yes-display-inline">Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section $50,000,000 for each of
				fiscal years 2011 through
				2015.</text>
