		  Science and Technology Policy to conduct a study and to prepare a comprehensive
		  national economic competitiveness and innovation strategy.</official-title>

		<section id="H958A8BC62AAA450C8A2FF849C80876E8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Economic Competitiveness and Innovation Strategy
			 Act of 2010</short-title></quote>.</text>
		</section><section id="HBF55F0BD04C74CE5ABF3E3E74DF1B9E7"><enum>2.</enum><header>Study and Report
			 on National Economic Competitiveness and Innovation</header>
			<subsection id="H1A86FD256E9E428DB7307C2AB50A9A10"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Director of the White House Office of
			 Science and Technology Policy shall conduct a comprehensive study of the
			 economic competitiveness and innovative capacity of the United States. Such
			 study shall consist of an analysis of various aspects of the United States
			 economy and innovation infrastructure, including—</text>
				<paragraph id="H9E1B5D112B2E4F34B18819D8FE9BD53D"><enum>(1)</enum><text display-inline="yes-display-inline">the policies of the United States with
			 respect to science, technology, education, and other matters designed to
			 promote innovation;</text>
				</paragraph><paragraph id="HDD9AEA6F04E249CBA8C15A8767934A5F"><enum>(2)</enum><text display-inline="yes-display-inline">regional issues that influence economic
			 competitiveness and local innovative capacity, including the role of State and
			 local governments;</text>
				</paragraph><paragraph id="H68B9B99B91364B1DBE8C7B7C493287F4"><enum>(3)</enum><text display-inline="yes-display-inline">the effectiveness of the organization of
			 the Federal Government in supporting and promoting economic
			 competitiveness;</text>
				</paragraph><paragraph id="H3920058A12FC4204A91EF8144D3AA3A5"><enum>(4)</enum><text display-inline="yes-display-inline">the business climate as it relates to
			 economic competitiveness and domestic innovation, including tax and regulatory
			 policy;</text>
				</paragraph><paragraph id="H9C84442EAA544E29A74A6760E3E65141"><enum>(5)</enum><text>the effects United
			 States domestic trade policy and international trade policy have on the
			 competitiveness of the United States and the United States economy as a
			 whole;</text>
				</paragraph><paragraph id="HFBAD1688CDE243F4BB5CBEE7F45A78F5"><enum>(6)</enum><text>the effect the
			 supply chains and manufacturing capacity of each sector of the economy have on
			 the 25 largest (as determined by the Director) export sectors; and</text>
				</paragraph><paragraph id="H807832DBCD6D4D6583750449B233226D"><enum>(7)</enum><text display-inline="yes-display-inline">immigration policies that affect higher
			 education and employers of highly skilled employees.</text>
				</paragraph></subsection><subsection id="H0D645D3EFDD2408D8BDE35CE23E1D13D"><enum>(b)</enum><header>Coordination</header><text>The
			 Director of the White House Office of Science and Technology Policy shall
			 coordinate with the Economic Advisers and heads of Federal agencies, as
			 necessary, for purposes of this study.</text>
			</subsection><subsection id="H8597D672C2EB49A38D56024D5C191179"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of
			 the enactment of this Act, the Director of the White House Office of Science
			 and Technology Policy shall submit to Congress and the President a report that
			 includes—</text>
				<paragraph id="HBB810C6E85BC4637A3DBEE42BB3EB850"><enum>(1)</enum><text>the findings of
			 the study conducted under subsection (a);</text>
				</paragraph><paragraph id="H20B26B4E7C0E497CBD48C276C3F55E55"><enum>(2)</enum><text display-inline="yes-display-inline">a list of the type of measurements needed
			 to evaluate economic competitiveness and innovation over time; and</text>
				</paragraph><paragraph id="HAE6991FF0AAD4739B1F96F6C70140EAF"><enum>(3)</enum><text>a
			 national economic competitiveness strategy for strengthening the innovative and
			 competitive capacity of the Federal Government, State and local governments,
			 institutions of higher education, and the private sector that includes—</text>
					<subparagraph id="HD396D2E0837F4F3DB9A0B1D36C8E0A32"><enum>(A)</enum><text display-inline="yes-display-inline">proposed legislative changes and
			 action;</text>
					</subparagraph><subparagraph id="HBC4118219E7144E4BFBE390997EDB6CF"><enum>(B)</enum><text display-inline="yes-display-inline">proposed actions to be taken collectively
			 by executive agencies, including White House offices;</text>
					</subparagraph><subparagraph id="H172013B0DCF54FE4B9CF1F8B786976BD"><enum>(C)</enum><text>proposed actions
			 to be taken by individual executive agencies, including White House offices;
			 and</text>
					</subparagraph><subparagraph id="H68053DFEA20849B39D67D44AE9ACEE20"><enum>(D)</enum><text display-inline="yes-display-inline">a proposal for the monitoring and oversight
			 of the progress of the Federal Government with respect to improving conditions
			 for the innovation occuring in and the competitiveness of the United
			 States.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
