		  the Department of Homeland Security, and for other

			 Department of Homeland Security</header>
			<subsection id="HE7C4AC539DD6439AA20C5308AFE3D1A7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title III of the
			 Homeland Security Act of 2002 (6 U.S.C. 181 et seq.) is amended by adding at
			 the end the following new section:</text>

					<section id="HE08984ACC0EC428798668885E750C4DA"><enum>317.</enum><header>Chief Veterinary
				Officer</header>
						<subsection id="HA3D53340F955441AB0686D3DD28FC489"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">There is in the
				Department a Chief Veterinary Officer, who shall be appointed by the Secretary.
				The Chief Veterinary Officer shall report directly to the Chief Medical
				Officer, unless an individual other than the Assistant Secretary for Health
				Affairs is serving as the Chief Medical Officer, in which case the Chief
				Veterinary Officer shall report directly to the Assistant Secretary for Health
				Affairs.</text>
						</subsection><subsection id="H6B649D20C5084711A36BF6ECC31F31FB"><enum>(b)</enum><header>Qualifications</header><text display-inline="yes-display-inline">The individual appointed as Chief
				Veterinary Officer shall be a veterinarian who possesses a demonstrated ability
				in and knowledge of veterinary public health and emergency preparedness, and
				other professional experience as determined by the Secretary, such as in
				agriculture, food defense, and disaster medicine.</text>
						</subsection><subsection id="HEF09CA51EF5F45D0B9E5404FC46DB7EF"><enum>(c)</enum><header>Responsibilities</header><text>The
				Chief Veterinary Officer shall be the head of the division of the Department
				with primary responsibility for veterinary issues, food defense, and
				agriculture security, and shall have primary responsibility within the
				Department for responsibilities relating to veterinary medicine and veterinary
				public health, including each of the following:</text>
							<paragraph id="H7F901909A49949DAADE0AFD56B5E62E1"><enum>(1)</enum><text>Serving as the principal
				authority in the Department responsible for advising the Secretary, in
				coordination with the Assistant Secretary for Health Affairs, on veterinary
				public health, food defense, and agricultural security issues.</text>
							</paragraph><paragraph id="H43E0D984D0AE43B2B3372976F45211FD"><enum>(2)</enum><text display-inline="yes-display-inline">Providing guidance for the health and
				welfare of the Department’s working animals, including those used to enhance
				transportation, border, and maritime security, and for other purposes.</text>
							</paragraph><paragraph id="H969907B0254D45FCAFE06C873E704B7E"><enum>(3)</enum><text>Leading the Department’s
				policy initiatives relating to food, animal, and agricultural incidents, and
				the impact of such incidents on animal and public health.</text>
							</paragraph><paragraph id="HC406149F9BE8459CAF29245A8A3CA710"><enum>(4)</enum><text display-inline="yes-display-inline">Leading the Department’s policy initiatives
				relating to overall domestic preparedness for and collective response to
				agricultural terrorism.</text>
							</paragraph><paragraph id="H03A16948045E48118EEC2D14D1A8E33A"><enum>(5)</enum><text>Serving as the principal
				point of contact in the Office of Health Affairs for all veterinary
				preparedness and response research and development.</text>
							</paragraph><paragraph id="H98F929CF390B43BCA4ACB9AB367E6928"><enum>(6)</enum><text>Serving as the principal
				point of contact in the Office of Health Affairs for sharing homeland security
				veterinary medical information with Department officials, including all
				components with veterinary, food, or agricultural interests.</text>
							</paragraph><paragraph id="HE8736395881840E5BD003615370A3611"><enum>(7)</enum><text>Serving as the principal
				point of contact within the Department with respect to veterinary homeland
				security issues for the Department of Agriculture, the Department of Defense,
				the Department of Health and Human Services, and other Federal departments and
				agencies.</text>
							</paragraph><paragraph id="HB85FE5F38CFE41E1AD289438C78F33B3"><enum>(8)</enum><text>Serving as the principal
				point of contact within the Department with respect to veterinary homeland
				security issues for State, local, and tribal governments, the veterinary
				community, and other entities within and outside the Department.</text>
							</paragraph><paragraph id="H58761CA15B4D41F7BD64B877274F6A46"><enum>(9)</enum><text>Performing such other
				duties relating to such responsibilities as the Secretary may require.</text>
							</paragraph></subsection><subsection display-inline="no-display-inline" id="HF28ADB56D0464039A6CBD7C92976160C"><enum>(d)</enum><header>Report to
				Congress</header><text display-inline="yes-display-inline">Not later than 30
				days after the last day of each fiscal year, the Chief Veterinary Officer shall
				submit to Congress a report on the state of the Department’s working animals
				during that fiscal year. Each such report shall include—</text>
							<paragraph id="H7716D296221F4DD0B3B12E168EB9827A"><enum>(1)</enum><text display-inline="yes-display-inline">the number of animals in service to the
				Department during the fiscal year, including the component and mission of each
				such animal and the homeland security activities conducted by such
				animal;</text>
							</paragraph><paragraph id="HCC6495EB74CA40C29D416ADB30C97FAB"><enum>(2)</enum><text display-inline="yes-display-inline">an assessment of the overall health and
				welfare of the Department’s working animals during the fiscal year; and</text>
							</paragraph><paragraph id="HCE43A91C989D456DB100C0C7155EEBD3"><enum>(3)</enum><text display-inline="yes-display-inline">a description of the activities of the
				Office during the fiscal year, including a description of any animal initiative
				or program conducted during such fiscal year, and for each such initiative or
				program—</text>
								<subparagraph id="H493C6EF56D3D4D58960A7A17404455D1"><enum>(A)</enum><text>the objectives of the
				initiative or program;</text>
								</subparagraph><subparagraph id="H14A6B9AA003B42CFAA8264B5573C6BC9"><enum>(B)</enum><text>the species or genus of
				animals that are subject of the initiative or program;</text>
								</subparagraph><subparagraph id="H94B3E2E2E39E48E29505DA0C970EF7E1"><enum>(C)</enum><text>the amount of resources
				used (including capital and human resources) for such initiative or
				program;</text>
								</subparagraph><subparagraph id="H004F64F92E9C427F85D21802014DC06E"><enum>(D)</enum><text>when the initiative or
				program will conclude or terminate; and</text>
								</subparagraph><subparagraph id="H7B054556BD994CDB9EEC4985E29099FD"><enum>(E)</enum><text>the degree of completion
				of the initiative or program.</text>
								</subparagraph></paragraph></subsection><subsection id="H99534C5C17B84F9D8E43E489FDED90FE"><enum>(e)</enum><header>Advance notice of
				reorganization required</header><text>Not later than 180 days before carrying
				out any reorganization within the Department that would affect any
				responsibility of the Chief Veterinary Officer, the Secretary shall submit to
				the appropriate congressional committees a report on the proposed
				reorganization.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H09928AD44B4C47D4B7BD22B8D1D73320"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of contents in section 1(b) of such Act is
			 amended by adding at the end of the items relating to title III the following
			 new item:</text>
