		<official-title>To amend the Food Security Act of 1985 to support State
		  and tribal government efforts to encourage owners and operators of privately
		  held farm, ranch, and forest land containing maple trees to make their land
		  available for access by the public for maple-tapping activities under programs
		  administered by States and tribal governments.</official-title>

		<section id="HAC525F59AAB54D4AB89D666B6BB11663" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Maple-Tapping Access Program
			 Act</short-title></quote>.</text>
		</section><section id="HF5EAC8B56A194E4189F1E9DCA892124D"><enum>2.</enum><header>Support for
			 maple-tapping access programs</header><text display-inline="no-display-inline">Chapter 5 of subtitle D of title XII of the
			 Food Security Act of 1985 (16 U.S.C. 3839bb et seq.) is amended by adding at
			 the end the following new section:</text>

				<section id="H8092429AD22144A7A6B7626461C40FC1"><enum>1240S.</enum><header>Support for
				maple-tapping access programs</header>
					<subsection id="HDACF70CD31734BA69D573F42D5A991AF"><enum>(a)</enum><header>Definition of
				maple-Tapping</header><text>In this section, the term
				<term>maple-tapping</term> means the collection of sap from any species of tree
				in the genus Acer for the purpose of boiling to produce food.</text>
					</subsection><subsection id="H35B6B227793D4F94878FF5C0D40CB9F1"><enum>(b)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary shall make grants to States
				and tribal governments to support State and tribal government efforts to
				encourage owners and operators of privately held farm, ranch, and forest
				land—</text>
						<paragraph id="H3DC943804BDA42D4B63DED76D00F2461"><enum>(1)</enum><text display-inline="yes-display-inline">to initiate or expand maple-tapping
				activities; or</text>
						</paragraph><paragraph id="H11C360A153924323A39B3E1707224B42"><enum>(2)</enum><text>to voluntarily
				make the land available, including by lease or other means, for access by the
				public for maple-tapping activities under such programs.</text>
						</paragraph></subsection><subsection id="H151B9585DB3D4B4DB20CE503C2AC9ABC"><enum>(c)</enum><header>Applications</header><text>In
				submitting an application for a grant under this section, a State or tribal
				government shall include—</text>
						<paragraph id="HD588D20243A9476DA01CB07F7113B8A9"><enum>(1)</enum><text>a description of
				the activities to be supported using the grant funds;</text>
						</paragraph><paragraph id="HF1D2D980CEA9465DB333EC948ED2400D"><enum>(2)</enum><text display-inline="yes-display-inline">a description of the benefits that the
				State or tribal government intends to achieve as a result of the activities;
				and</text>
						</paragraph><paragraph id="H765178155E5B4A01A527A2D897354A5E"><enum>(3)</enum><text display-inline="yes-display-inline">an estimate of the anticipated increase in
				maple-tapping activities and maple syrup production to occur as a result of the
				activities.</text>
						</paragraph></subsection><subsection id="H39D3A83C58AE4E4781602E626A27E001"><enum>(d)</enum><header>Priority</header><text>In
				approving applications and awarding grants under this section, the Secretary
				shall give priority to States and tribal governments that propose—</text>
						<paragraph id="H3E0E0F13BB2F4ABEBF3FF74FF5FA2214"><enum>(1)</enum><text>to maximize
				participation by offering a program the terms of which are likely to meet with
				widespread acceptance among landowners;</text>
						</paragraph><paragraph id="H09A5D0E836724D49B11E6BBD977C80DA"><enum>(2)</enum><text display-inline="yes-display-inline">to increase maple-tapping activities and
				maple syrup production;</text>
						</paragraph><paragraph id="H9CC1EB9A151545EAAB14971E8654BE1F"><enum>(3)</enum><text>to ensure that
				land enrolled under the State or tribal government program has an appropriate
				stock of trees suitable for maple-tapping activities; and</text>
						</paragraph><paragraph id="H8F8316E6A9E24E7AB6BFC8EC55C83C5F"><enum>(4)</enum><text>to use additional
				Federal, State, tribal government, or private resources in carrying out the
				program.</text>
						</paragraph></subsection><subsection id="H131582FCA94141D7AF6BD0E405CA554B"><enum>(e)</enum><header>Relationship to
				other laws</header><text>Nothing in this section preempts a State or tribal
				government law, including any State or tribal government liability law.</text>
					</subsection><subsection id="HA72FD7E702DC4C86AF6F3B8B4EA55184"><enum>(f)</enum><header>Regulations</header><text>The
				Secretary shall promulgate such regulations as are necessary to carry out this
				section.</text>
					</subsection><subsection id="HE16C8DBE31AE4019B747FE4663516B07"><enum>(g)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated to carry
				out this section $20,000,000 for each of fiscal years 2011 through
				2015.</text>
