and</text> </subparagraph><subparagraph id="H3F1A0DC6D484464B92F70F7F2BC01F61"><enum>(F)</enum><text>$17,020,000 shall be made available for the Office of Inspector General.</text> </subparagraph></paragraph></subsection></section><section id="H3FE5E0B5A1B341378D2C4D65A6ED129C"><enum>103.</enum><header>National Science Board administrative amendments</header> <subsection id="H09CEFCB7665A4072BD3E78B0C85AFF7D"><enum>(a)</enum><header>Staffing at the National Science Board</header><text display-inline="yes-display-inline">Section 4(g) of the National Science Foundation Act of 1950 (42 U.S.C. 1863(g)) is amended by striking <quote>not more than 5</quote>.</text> </subsection><subsection id="HA0980409D5814E8DB5B63D1E62EDB53B"><enum>(b)</enum><header>Science and Engineering Indicators due date</header><text display-inline="yes-display-inline">Section 4(j)(1) of the National Science Foundation Act of 1950 (42 U.S.C. 1863(j)(1)) is amended by striking <quote>January 15</quote> and inserting <quote>May 31</quote>.</text> </subsection><subsection id="H4D9ECC984AA545E9AE008F225A832FED"><enum>(c)</enum><header>National Science Board Reports</header><text display-inline="yes-display-inline">Section 4(j)(2) of the National Science Foundation Act of 1950 (42 U.S.C. 1863(j)(2)) is amended by inserting <quote>within the authority of the Foundation (or otherwise as requested by the Congress or the President)</quote> after <quote>individual policy matters</quote>.</text> </subsection><subsection commented="no" id="H59C95072011D4CEDA25A65DC7B64ABC7"><enum>(d)</enum><header>Board Adherence to Sunshine Act</header><text display-inline="yes-display-inline">Section 15(a) of the National Science Foundation Authorization Act of 2002 (42 U.S.C. 1862n–5(a)) is amended—</text> <paragraph id="H4D78687DB8704F85996DBAA2160C865B"><enum>(1)</enum><text>by striking paragraph (3) and redesignating paragraphs (4) and (5) as paragraphs (3) and (4), respectively;</text> </paragraph><paragraph id="H9C9E07DF6E0743E78815111C057B1593"><enum>(2)</enum><text>in paragraph (3), as so redesignated by paragraph (1) of this subsection—</text> <subparagraph id="H64C7DAD46BD442AB8A1FDDF8792F91EA"><enum>(A)</enum><text>by striking <quote>February 15</quote> and inserting <quote>April 15</quote>; and</text> </subparagraph><subparagraph id="HE1FA81D81AD645F3952F5036D4BA5026"><enum>(B)</enum><text>by striking <quote>audit required under paragraph (3) along with</quote>; and</text> </subparagraph></paragraph><paragraph commented="no" id="H204529F6C6BA4031AC84D838125AEB16"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (4), as so redesignated by paragraph (1) of this subsection, by striking <quote>To facilitate the audit required under paragraph (3) of this subsection, the</quote> and inserting <quote>The</quote>.</text> </paragraph></subsection></section><section id="HA5AD7446E65F49DD89F7E324C16BCC62"><enum>104.</enum><header>Broader impacts review criterion</header> <subsection id="HC6DFA128E9754909AE824A72C060357C"><enum>(a)</enum><header>Goals</header><text>The Foundation shall apply a Broader Impacts Review Criterion to achieve the following goals:</text> <paragraph id="H12D3762AFA6E417E93E9A0F893DB53E6"><enum>(1)</enum><text>Increased economic competitiveness of the United States.</text> </paragraph><paragraph id="HE59DFD853F934485891046C091E92D7B"><enum>(2)</enum><text>Development of a globally competitive STEM workforce.</text> </paragraph><paragraph id="H801BE4F7424641E2AD37B6EF07CD593D"><enum>(3)</enum><text>Increased participation of women and underrepresented minorities in STEM.</text> </paragraph><paragraph id="H05135DCFA79747C4A3DA6132DB757C39"><enum>(4)</enum><text>Increased partnerships between academia and industry.</text> </paragraph><paragraph id="H632A6E4B976D4ED6A86ECC9CF0C33344"><enum>(5)</enum><text>Improved K–12 STEM education and teacher development.</text> </paragraph><paragraph id="H1738ECC24C794B46A0EC847219C5FDF5"><enum>(6)</enum><text>Improved undergraduate STEM education.</text> </paragraph><paragraph id="H65CC549AC703472DA0136F7B62326B47"><enum>(7)</enum><text>Increased public scientific literacy.</text> </paragraph><paragraph id="H1B4FC70967B348569035C172779E3377"><enum>(8)</enum><text>Increased national security.</text> </paragraph></subsection><subsection id="HFF7B3F8081934EE6860571337C21DB3A"><enum>(b)</enum><header>Policy</header><text>Not later than 6 months after the date of enactment of this Act, the Director shall develop and implement a policy for the Broader Impacts Review Criterion that—</text> <paragraph id="H3FE29F0B99F74C46AB32F6EA839F9809"><enum>(1)</enum><text>provides for educating professional staff at the Foundation, merit review panels, and applicants for Foundation research grants on the policy developed under this subsection;</text> </paragraph><paragraph id="HABAF8FB9C56848FB984727FAEFD2B11C"><enum>(2)</enum><text>clarifies that the activities of grant recipients undertaken to satisfy the Broader Impacts Review Criterion shall—</text> <subparagraph id="H2FCE535502A74B65A21DAE6A6841248A"><enum>(A)</enum><text>to the extent practicable employ proven strategies and models and draw on existing programs and activities; and</text> </subparagraph><subparagraph id="HD016E5EB8F204DCA9075B8091A70A00A"><enum>(B)</enum><text>when novel approaches are justified, build on the most current research results;</text> </subparagraph></paragraph><paragraph id="H13FD095D41B642CB89954E8D512C2E08"><enum>(3)</enum><text>allows for some portion of funds allocated to broader impacts under a research grant to be used for assessment and evaluation of the broader impacts activity;</text> </paragraph><paragraph id="HC57F3A84050A4DD38CDF3D265CCD930A"><enum>(4)</enum><text display-inline="yes-display-inline">encourages institutions of higher education and other nonprofit organizations to develop and provide, either as individual institutions or in partnerships thereof, appropriate training and programs to assist Foundation-funded principal investigators at their institutions in achieving the goals of the Broader Impacts Review Criterion as described in subsection (a); and</text> </paragraph><paragraph id="HB731464A0FA54651A81D4B036D2FB921"><enum>(5)</enum><text>requires principal investigators applying for Foundation research grants to provide evidence of institutional support for the portion of the investigator’s proposal designed to satisfy the Broader Impacts Review Criterion, including evidence of relevant training, programs, and other institutional resources available to the investigator from either their home institution or organization or another institution or organization with relevant expertise.</text> </paragraph></subsection></section>

and</text> </subparagraph><subparagraph id="HD016E5EB8F204DCA9075B8091A70A00A"><enum>(B)</enum><text>when novel approaches are justified, build on the most current research results;</text> </subparagraph></paragraph><paragraph id="H13FD095D41B642CB89954E8D512C2E08"><enum>(3)</enum><text>allows for some portion of funds allocated to broader impacts under a research grant to be used for assessment and evaluation of the broader impacts activity;</text> </paragraph><paragraph id="HC57F3A84050A4DD38CDF3D265CCD930A"><enum>(4)</enum><text display-inline="yes-display-inline">encourages institutions of higher education and other nonprofit organizations to develop and provide, either as individual institutions or in partnerships thereof, appropriate training and programs to assist Foundation-funded principal investigators at their institutions in achieving the goals of the Broader Impacts Review Criterion as described in subsection (a); and</text> </paragraph><paragraph id="HB731464A0FA54651A81D4B036D2FB921"><enum>(5)</enum><text>requires principal investigators applying for Foundation research grants to provide evidence of institutional support for the portion of the investigator’s proposal designed to satisfy the Broader Impacts Review Criterion, including evidence of relevant training, programs, and other institutional resources available to the investigator from either their home institution or organization or another institution or organization with relevant expertise.</text> </paragraph></subsection></section><enum>II</enum><header>Research and Innovation</header> <section commented="no" id="HEC29EF6B619A434DB30AA378F72B1205"><enum>201.</enum><header>Support for potentially transformative research</header> <subsection commented="no" id="HA57DB4A221714A43ADA1C34E3D2F6391"><enum>(a)</enum><header>Policy</header><text display-inline="yes-display-inline">The Director shall establish a policy that requires the Foundation to use at least 5 percent of its research budget to fund basic, high-risk, high-reward research proposals. Support for facilities and infrastructure, including preconstruction design and operations and maintenance of major research facilities, shall not be counted as part of the research budget for the purposes of this section.</text> </subsection><subsection commented="no" id="HB8A3E533C9AA497A889C9EEB79AC06BC"><enum>(b)</enum><header>Implementation</header><text>In implementing such policy, the Foundation may—</text> <paragraph commented="no" id="H0556796F21F24765ACA31CC5CEA2EB98"><enum>(1)</enum><text>develop solicitations specifically for high-risk, high-reward research;</text> </paragraph><paragraph commented="no" id="H5D7ABFB3FBFD4F49BAB23C12E1F44F79"><enum>(2)</enum><text display-inline="yes-display-inline">establish review panels for the primary purpose of selecting high-risk, high-reward proposals or modify instructions to standard review panels to require identification of high-risk, high-reward proposals; and</text> </paragraph><paragraph commented="no" id="H4C4AE02EF6364906984273B15488742C"><enum>(3)</enum><text>support workshops and participate in conferences with the primary purpose of identifying new opportunities for high-risk, high-reward research, especially at interdisciplinary interfaces.</text> </paragraph></subsection><subsection commented="no" id="H162A0CB85F7B4A69971862FCFCF41829"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">For purposes of this section, the term <quote>high-risk, high-reward research</quote> means research driven by ideas that have the potential to radically change our understanding of an important existing scientific or engineering concept, or leading to the creation of a new paradigm or field of science or engineering, and that is characterized by its challenge to current understanding or its pathway to new frontiers.</text> </subsection></section><section id="H04474532AAE9449FBA4F6CD032F35765"><enum>202.</enum><header>Facilitating interdisciplinary collaborations for national needs</header> <subsection id="HF05D31CD6EFA4EFDA53B8AC90796A348"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall award competitive, merit-based awards in amounts not to exceed $5,000,000 over a period of up to 5 years to interdisciplinary research collaborations that are likely to assist in addressing critical challenges to national security, competitiveness, and societal well-being and that—</text> <paragraph id="HFF4714747EB8439A959801BBFD25DAB1"><enum>(1)</enum><text display-inline="yes-display-inline">involve at least 2 co-equal principal investigators at the same or different institutions;</text> </paragraph><paragraph id="HF1289376CDE24FA998567D3B6A6D5AF5"><enum>(2)</enum><text>draw upon well-integrated, diverse teams of investigators, including students or postdoctoral researchers, from one or more disciplines; and</text> </paragraph><paragraph id="HADF7174CFFA84D57A305447400B39E74"><enum>(3)</enum><text>foster creativity and pursue high-risk, high-reward research.</text> </paragraph></subsection><subsection id="H9266C1BD6C374EAFBFEC862AD079F79A"><enum>(b)</enum><header>Priority</header><text>In selecting grant recipients under this section, the Director shall give priority to applicants that propose to use advances in cyberinfrastructure and simulation-based science engineering.</text> </subsection></section><section display-inline="no-display-inline" id="H2840B3580F1E493185279223AAF5F256" section-type="subsequent-section"><enum>203.</enum><header>National Science Foundation manufacturing research</header><text display-inline="no-display-inline">The Director shall carry out a program to award merit-reviewed, competitive grants to institutions of higher education to support fundamental research leading to transformative advances in manufacturing technologies, processes, and enterprises that will support United States manufacturing through improved performance, productivity, sustainability, and competitiveness. Research areas may include—</text> <paragraph id="H574E716891654BCE83F1BF8B859B8933"><enum>(1)</enum><text>nanomanufacturing;</text> </paragraph><paragraph id="H371F4A8D0F30447A9B87279350054701"><enum>(2)</enum><text>manufacturing and construction machines and equipment, including robotics, automation, and other intelligent systems;</text> </paragraph><paragraph id="H104872E1D7DF45C7B5FA46D4BB313800"><enum>(3)</enum><text>manufacturing enterprise systems;</text> </paragraph><paragraph id="H3247E3D320F04D9AB7064D3DA5406D1A"><enum>(4)</enum><text>advanced sensing and control techniques;</text> </paragraph><paragraph id="H094035F7794749AEBDF734B1E8013F11"><enum>(5)</enum><text>materials processing; and</text> </paragraph><paragraph id="H091E65061A6048328F3F7DB91756DB74"><enum>(6)</enum><text>information technologies for manufacturing, including predictive and real-time models and simulations, and virtual manufacturing.</text> </paragraph></section><section id="HC22BB4D4F55C4F85865A4C6F4C3417E3"><enum>204.</enum><header>Strengthening institutional research partnerships</header> <subsection id="H098B6F0C1F724916907C7A4DB92822A3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For any Foundation research grant, in an amount greater than $2,000,000, to be carried out through a partnership that includes one or more minority-serving institutions or predominantly undergraduate institutions and one or more institutions described in subsection (b), the Director shall award funds directly, according to the budget justification described in the grant proposal, to at least two of the institutions of higher education in the partnership, including at least one minority-serving institution or one predominantly undergraduate institution, to ensure a strong and equitable partnership.</text> </subsection><subsection id="HB0D681F1B30E485196F4027F61C14DEC"><enum>(b)</enum><header>Institutions</header><text>The institutions referred to in subsection (a) are institutions of higher education that are among the 100 institutions receiving, over the 3-year period immediately preceding the awarding of grants, the highest amount of research funding from the Foundation.</text> </subsection></section><section id="HC42DBC75F1084FDFAF2240D7B6717B97"><enum>205.</enum><header>National Science Board report on mid-scale instrumentation</header> <subsection id="HE1B3DED845FF464F8524DD6C1FBBAA7F"><enum>(a)</enum><header>Mid-Scale research instrumentation needs</header><text>The National Science Board shall evaluate the needs, across all disciplines supported by the Foundation, for mid-scale research instrumentation that falls between the instruments funded by the Major Research Instrumentation program and the very large projects funded by the Major Research Equipment and Facilities Construction program.</text> </subsection><subsection id="H97D9CCC8D77C409AB2A229B20EDD6D4C"><enum>(b)</enum><header>Report on mid-Scale research instrumentation program</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the National Science Board shall submit to Congress a report on mid-scale research instrumentation at the Foundation. At a minimum, this report shall include—</text> <paragraph id="H719B0343679D487FB3792AE2ED39D064"><enum>(1)</enum><text>the findings from the Board’s evaluation of instrumentation needs required under subsection (a), including a description of differences across disciplines and Foundation research directorates;</text> </paragraph><paragraph id="H18AE98E76C5546298E5F41AFF4E8EBB3"><enum>(2)</enum><text>a recommendation or recommendations regarding how the Foundation should set priorities for mid-scale instrumentation across disciplines and Foundation research directorates;</text> </paragraph><paragraph id="HC506ECACF5064D1DAAA5CB6ED2FF0183"><enum>(3)</enum><text display-inline="yes-display-inline">a recommendation or recommendations regarding the appropriateness of expanding existing programs, including the Major Research Instrumentation program or the Major Research Equipment and Facilities Construction program, to support more instrumentation at the mid-scale;</text> </paragraph><paragraph id="HC652537BA54A41FABDA325E27B1D1DC0"><enum>(4)</enum><text display-inline="yes-display-inline">a recommendation or recommendations regarding the need for and appropriateness of a new, Foundation-wide program or initiative in support of mid-scale instrumentation, including any recommendations regarding the administration of and budget for such a program or initiative and the appropriate scope of instruments to be funded under such a program or initiative; and</text> </paragraph><paragraph id="HCE1AA491309048CB84152A9462D8A9E9"><enum>(5)</enum><text display-inline="yes-display-inline">any recommendation or recommendations regarding other options for supporting mid-scale research instrumentation at the Foundation.</text> </paragraph></subsection></section><section id="HCB5C36BA0FE44F3EB8DF5898D5F02B74"><enum>206.</enum><header>Sense of Congress on overall support for research infrastructure at the Foundation</header><text display-inline="no-display-inline">It is the sense of Congress that the Foundation should strive to keep the percentage of the Foundation budget devoted to research infrastructure in the range of 24 to 27 percent, as recommended in the 2003 National Science Board report entitled <quote>Science and Engineering Infrastructure for the 21st Century</quote>.</text> </section><enum>III</enum><header>STEM Education and Workforce Training</header> <section id="HFDC63770D90344FFB11D437D8576A734"><enum>301.</enum><header>Graduate student support</header> <subsection id="H2C20E5A7CD234A0BA2457EC127D2B1F5"><enum>(a)</enum><header>Finding</header><text>The Congress finds that—</text> <paragraph id="HBBCF863EC83E42F1ABE3BCB92C0C3EA6"><enum>(1)</enum><text>the Integrative Graduate Education and Research Traineeship program is an important program for training the next generation of scientists and engineers in team-based interdisciplinary research and problem solving, and for providing them with the many additional skills, such as communication skills, needed to thrive in diverse STEM careers; and</text> </paragraph><paragraph id="H2F628A20F03542F0BC686DE0F99BF258"><enum>(2)</enum><text>the Integrative Graduate Education and Research Traineeship program is no less valuable to the preparation and support of graduate students than the Foundation’s Graduate Research Fellowship program.</text> </paragraph></subsection><subsection id="H8645D78627DA45A99807C82950CE909A"><enum>(b)</enum><header>Equal treatment of IGERT and GRF</header><text>Beginning in fiscal year 2011, the Director shall increase or, if necessary, decrease funding for the Foundation’s Integrative Graduate Education and Research Traineeship program (or any program by which it is replaced) at least at the same rate as it increases or decreases funding for the Graduate Research Fellowship program.</text> </subsection><subsection id="H6D0433E4F9E3455EADC6ACEBF82C116B"><enum>(c)</enum><header>Support for graduate student research from the research account</header><text>For each of the fiscal years 2011 through 2015, at least 50 percent of the total Foundation funds allocated to the Integrative Graduate Education and Research Traineeship program and the Graduate Research Fellowship program shall come from funds appropriated for Research and Related Activities.</text> </subsection><subsection id="HC3B7BF4422244D9E95FA4F9BAB6E03A6"><enum>(d)</enum><header>Cost of education allowance for GRF program</header><text display-inline="yes-display-inline">Section 10 of the National Science Foundation Act of 1950 (42 U.S.C. 1869) is amended—</text> <paragraph id="H931FE5B128FB4257873F9041C134CB78"><enum>(1)</enum><text>by inserting <quote>(a)</quote> before <quote>The Foundation is authorized</quote>; and</text> </paragraph><paragraph id="H795ED5F8034B4F3DB38891F982D503B8"><enum>(2)</enum><text>by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H6DE5365C88504390878433B5FDA33BAC" style="OLC"> <subsection id="HE000FAF6619F417A8C77FEC42D270BCC"><enum>(b)</enum><text display-inline="yes-display-inline">The Director shall establish for each year the amount to be awarded for scholarships and fellowships under this section for that year. Each such scholarship and fellowship shall include a cost of education allowance of at least the lesser of $12,000 or the cost of education at the institution in which the scholarship or fellowship recipient is matriculated, subject to any restrictions on the use of cost of education allowance as determined by the Director.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection></section><section id="HBDBA969B1E2549928DCA7521EC5B2A32"><enum>302.</enum><header>Postdoctoral fellowship in STEM education research</header> <subsection id="HAC4CBBC6CF2447C0B1A964CE87290238"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall establish postdoctoral fellowships in STEM education research to provide recent doctoral degree graduates in STEM fields with the necessary skills to assume leadership roles in STEM education research, program development, and evaluation in our Nation’s diverse educational institutions.</text> </subsection><subsection id="HBBE1779D31DD4D3D8746FDDFFF6DCFFC"><enum>(b)</enum><header>Awards</header> <paragraph id="H010AF9AF25244EFC84EF6FB8E8FC4E52"><enum>(1)</enum><header>Duration</header><text>Fellowships may be awarded under this section for a period of up to 24 months in duration, renewable for an additional 12 months. The Director shall establish criteria for eligibility for renewal of the fellowship.</text> </paragraph><paragraph id="H648433A7BF34467987519EDDB1DD0EB6"><enum>(2)</enum><header>Stipend</header><text>The Director shall determine the amount of the award for a fellowship, which shall include a stipend and a research allowance, and may include an educational allowance.</text> </paragraph><paragraph id="HDC5FA982703041818DC98697D263E742"><enum>(3)</enum><header>Location</header><text>A fellowship shall be awarded for research at any institution of higher education that offers degrees in fields supported by the Foundation, or at any institution or organization that the Director determines is eligible for education research grants from the Foundation.</text> </paragraph><paragraph id="H5F2E63D75B7A4B72931F6455E757504F"><enum>(4)</enum><header>Number of awards</header><text>The Director may award up to 20 new fellowships per year.</text> </paragraph></subsection><subsection id="H68BC5A97601546839EE371D287A45B1C"><enum>(c)</enum><header>Research</header><text>Fellowships under this section shall be awarded for research on STEM education at any educational level, including grades K–12, undergraduate, graduate, and general public education, in both formal and informal settings. Research topics may include—</text> <paragraph id="H7D8C586BE78E4C6B9970E8D6A2C19F51"><enum>(1)</enum><text>learning processes;</text> </paragraph><paragraph id="H98C9D8EE2BE04CB988A7F6681CD7034E"><enum>(2)</enum><text>knowledge transfer, including curriculum development;</text> </paragraph><paragraph id="H41E9A398136E472BB58B35052018F064"><enum>(3)</enum><text>uses of technology as teaching and learning tools;</text> </paragraph><paragraph id="HB78BE83C20C444F5B81E773562099C0D"><enum>(4)</enum><text>integrating STEM fields; and</text> </paragraph><paragraph id="HCAB7DF2CC8154DAFA067FBD79A1E8784"><enum>(5)</enum><text>student assessment and program evaluation.</text> </paragraph></subsection><subsection id="H4589656A328D471ABA7D747844930F20"><enum>(d)</enum><header>Eligibility</header><text>To be eligible for a fellowship under this section, an individual must—</text> <paragraph id="HD0D5A970CD084A04BB9083749B68189A"><enum>(1)</enum><text>be a United States citizen or national, or an alien lawfully admitted to the United States for permanent residence, at the time of application; and</text> </paragraph><paragraph id="HBA5C3D818B2449EB8843E68B0C418701"><enum>(2)</enum><text>have received a doctoral degree in one of the STEM fields supported by the Foundation within 3 years prior to the fellowship application deadline.</text> </paragraph></subsection></section><section display-inline="no-display-inline" id="H35ADA4D1C42E4EB79BE529E413B4FC6C" section-type="subsequent-section"><enum>303.</enum><header>Robert Noyce teacher scholarship program</header> <subsection id="HF3A16789E460456B92DA52D99CD89C51"><enum>(a)</enum><header>Section 10 amendments</header><text display-inline="yes-display-inline">Section 10 of the National Science Foundation Authorization Act of 2002 (42 U.S.C. 1862n–1) is amended—</text> <paragraph id="H022B8A084A604604A41C4EA5B6580E4B"><enum>(1)</enum><text>in subsection (c)(4), by striking <quote>Service required under this paragraph shall be performed in a high-need local educational agency.</quote>; and</text> </paragraph><paragraph id="HF926422007E5484387CF9AE1C54BFFF1"><enum>(2)</enum><text>in subsection (c), by adding at the end a new paragraph as follows:</text> <quoted-block id="H3166F00D4626470D97FFD7F81BCA4E5F" style="OLC"> <paragraph id="H44B35B3ACFAC45528C92647AF36DBC29"><enum>(5)</enum><header>Exception</header><text>The period of service obligation under paragraph (4) shall be reduced by 1 year for scholarship recipients whose service is performed in a high-need local educational agency. The Director shall establish and maintain a central clearinghouse of information on teaching opportunities available in high-need local educational agencies throughout the United States, which shall be made available to individuals having a service obligation under this section.</text> </paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection id="HFE4BE297C3FE4BF399976434B30E02A7"><enum>(b)</enum><header>Section 10A amendments</header><text>Section 10A of the National Science Foundation Authorization Act of 2002 (42 U.S.C. 1862n–1a) is amended in subsection (h)(1) by striking <quote>50</quote> and inserting <quote>30</quote>.</text> </subsection></section><section id="H2D9A62411592404CA740DF4635391CD2"><enum>304.</enum><header>Institutions serving persons with disabilities</header><text display-inline="no-display-inline">For the purposes of the activities and programs supported by the Foundation, institutions of higher education chartered to serve large numbers of students with disabilities, including Gallaudet University, Landmark College, and the National Technical Institute for the Deaf, shall be designated as minority-serving institutions.</text> </section><section id="H4346CDB8B16646AEBF3D670D19676102"><enum>305.</enum><header>Institutional integration</header> <subsection id="HE3D7541C8FB243BA9C6AE8F1E8606340"><enum>(a)</enum><header>Innovation through institutional integration</header><text>The Director shall award grants for the institutional integration of projects funded by the Foundation with a focus on education or broadening participation in STEM by underrepresented groups for the purpose of increasing collaboration and coordination across funded projects and institutions and expanding the impact of such projects within and among institutions of higher education in an innovative and sustainable manner.</text> </subsection><subsection id="H88443385FA094DDD8AA10CC5B6F7639C"><enum>(b)</enum><header>Program activities</header><text>The program under this section shall support integrative activities that involve the strategic and innovative combination of Foundation-funded projects and that provide for—</text> <paragraph id="HAA3D3FEED4594CBCABB297C98E1E4466"><enum>(1)</enum><text>additional opportunities to increase the recruitment, retention, and degree attainment of underrepresented groups in STEM disciplines;</text> </paragraph><paragraph id="HC44938D2D6474B32A461D72FEBE8A6FE"><enum>(2)</enum><text>the inclusion of programming, practices, and policies that encourage the integration of education and research;</text> </paragraph><paragraph id="H50367BC639FF4E039C3BB686F627D3B0"><enum>(3)</enum><text>seamless transitions from one educational level to another; and</text> </paragraph><paragraph id="HAF109DAB90924BCCA334D0E84CB2D747"><enum>(4)</enum><text>other activities that expand and deepen the impact of Foundation-funded projects with a focus on education or broadening participation in STEM by underrepresented groups and enhance their sustainability.</text> </paragraph></subsection><subsection id="H7D71497A6FA6469A97F4F4297EB8ED71"><enum>(c)</enum><header>Review criteria</header><text>In selecting recipients of grants under this section, the Director shall consider at a minimum—</text> <paragraph id="H847C2859CC5F4B85A0D41DD395E785B1"><enum>(1)</enum><text>the extent to which the proposed project addresses the goals of project and program integration and adds value to the existing funded projects;</text> </paragraph><paragraph id="HB1536351EB8D46F2BA7CC5574FA4835C"><enum>(2)</enum><text>the extent to which there is a proven record of success for the existing projects on which the proposed integration project is based; and</text> </paragraph><paragraph id="H762875A254024AF9B93C83C4F65820DF"><enum>(3)</enum><text>the extent to which the proposed project addresses the modification of programming, practices, and policies necessary to achieve the purpose described in subsection (a).</text> </paragraph></subsection><subsection id="HBDB3EC8D146B43B3A9AEDB9A8ECF1630"><enum>(d)</enum><header>Priority</header><text>In selecting recipients of grants under this section, the Director shall give priority to proposals for which a senior institutional administrator, including a dean or other administrator of equal or higher rank, serves as the principal investigator.</text> </subsection></section><section display-inline="no-display-inline" id="H40DED76879154B02801EB577F01E69DB" section-type="subsequent-section"><enum>306.</enum><header>Postdoctoral research fellowships</header> <subsection id="HA0564D00DE0A41B0BCAE66D377A37EF2"><enum>(a)</enum><header>In general</header><text>The Director shall establish a Foundation-wide postdoctoral research fellowship program, to award competitive, merit-based postdoctoral research fellowships in any field of research supported by the Foundation.</text> </subsection><subsection id="H1766D892AE244C88AFEBBC63516CFCDC"><enum>(b)</enum><header>Duration and amount</header><text>Fellowships may be awarded under this section for a period of up to 3 years in duration. The Director shall determine the amount of the award for a fellowship, which shall include a stipend and a research allowance, and may include an educational allowance.</text> </subsection><subsection id="HCB08503E28894DE09271C7F73F0F0360"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a fellowship under this section, an individual—</text> <paragraph id="HE998304F62764047952E8B93D3FF3DE6"><enum>(1)</enum><text>must be a United States citizen or national, or an alien lawfully admitted to the United States for permanent residence, at the time of application;</text> </paragraph><paragraph id="H422AC732FCE84A6C8E9836CF852FC10B"><enum>(2)</enum><text>must have received a doctoral degree in any field of research supported by the Foundation within 3 years prior to the fellowship application deadline, or will complete a doctoral degree no more than 1 year after the application deadline; and</text> </paragraph><paragraph id="H229D94284ABA4A93925767B15F3082FF"><enum>(3)</enum><text>may not have previously received funding as the principal investigator of a research grant from the Foundation, unless such funding was received as a graduate student.</text> </paragraph></subsection><subsection id="H598889DC953941E9BF9411B6DBD24536"><enum>(d)</enum><header>Priority</header><text>In evaluating applications for fellowships under this section, the Director shall give priority to applications that include—</text> <paragraph id="H2D156BC7BB964D0CABCCB00F228C78DD"><enum>(1)</enum><text>proposals for interdisciplinary research; or</text> </paragraph><paragraph id="HBAC8188AD49D4B969A34F750B0BA7CAA"><enum>(2)</enum><text>proposals for high-risk, high-reward research.</text> </paragraph></subsection><subsection id="HC71D9DBBA6C74504B3FB1FB92F05B943"><enum>(e)</enum><header>Additional considerations</header><text>In evaluating applications for fellowships under this section, the Director shall give consideration to the goal of promoting the participation of individuals identified in section 33 or 34 of the Science and Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b).</text> </subsection><subsection id="H07AF90317F594E728CC1F87E49766F71"><enum>(f)</enum><header>Nonsubstitution</header><text>The fellowship program authorized under this section is not intended to replace or reduce support for postdoctoral research through existing programs at the Foundation.</text> </subsection></section><section display-inline="no-display-inline" id="HB16C957F984343A1A8D29F2C2C017065" section-type="subsequent-section"><enum>307.</enum><header>Broadening participation training and outreach</header><text display-inline="no-display-inline">The Director shall provide education and training—</text> <paragraph id="H7469A8E1E2864FCCA448138EFCAE9671"><enum>(1)</enum><text>to Foundation staff and grant proposal review panels on effective mechanisms and tools for broadening participation in STEM by underrepresented groups, including reviewer selection and mitigation of implicit bias in the review process; and</text> </paragraph><paragraph id="H5E840FF52B974AF58C6B5945F3A49411"><enum>(2)</enum><text>to Foundation staff on related outreach approaches.</text> </paragraph></section>
