<paragraph id="HC0E3F255DAF04C2E94ACAB93EB583A22" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Section 102(a)(1)(B) of the Ethics in Government Act of 1978 is amended in clause (iv) by striking <quote>$15,000</quote> and inserting <quote>$25,000</quote> and by striking clauses (v) through (ix) and inserting the following new clauses:</text>

<subsection id="H713F43FFC14C4DBF9D29B7A536F06D93"><enum>(b)</enum><header>More frequent disclosure of financial transactions involving large sums of money</header> 
<paragraph id="HBB43242D42CD4FED9D1F8B21FCCFFADC" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Section 101 of the Ethics in Government Act of 1978 is amended by adding at the end the following new subsection:</text> 
<quoted-block style="OLC" id="HACD6931591BA4B15A0640B7D126BE2FC" display-inline="no-display-inline"> 
<subsection id="HB3A5AEE6B9CD4EAEAC6D7BBDAEB91053"><enum>(i)</enum><text display-inline="yes-display-inline">In addition to any other report required to be filed by a Member of Congress or officer or employee of the Congress, each such individual is required to file a quarterly report on April 30, July 30, October 30, and January 30 of each year covering the preceding calendar quarter if that individual (or the spouse or any dependent child of that individual) purchased, sold, or exchanged any property described in subsection (a)(5) valued at not less than $250,000 during that calendar quarter. For any such transaction of not less than $250,000, such report shall contain all of the information required under subsection (a)(5).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H0141140FADA4406481C76CCA783397E9" indent="up1"><enum>(2)</enum> 
<subparagraph id="H2A04E0E941B1408C8FB94EAF0ED477B1" display-inline="yes-display-inline"><enum>(A)</enum><text>Clause 1 of rule XXVI of the Rules of the House of Representatives is amended by inserting <quote>(a)</quote> after <quote>1.</quote> and by adding at the end the following new paragraphs: </text> 
<quoted-block style="OLC" id="H80262EFC5AC343C4922C47BD5B3599EC" display-inline="no-display-inline"> 
<rules-paragraph id="H3EDDEFB0C7F4476F9F8D9D926F01A118"><enum>(b)</enum><text display-inline="yes-display-inline">If any report is filed with the Clerk for a calendar quarter pursuant to section 101(i) of the Ethics in Government Act of 1978, the Clerk shall compile all such reports sent to the Clerk by Members and have them printed as a House document, which shall be made available to the public, as soon as practicable.</text></rules-paragraph> 
<rules-paragraph id="H627A07F268A948028F5FBB629B5C4BF8"><enum>(c)</enum><text display-inline="yes-display-inline">Each individual required to file a report with the Clerk under title I under the Ethics in Government Act of 1978 shall file and maintain such report in electronic form.</text></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="HC92FB302E02E4F21AD5C48B664EAA7C5" indent="up1"><enum>(B)</enum><text>Comparable language to be added by the Senate.</text></subparagraph></paragraph></subsection> 
<subsection id="HB80014D1D64D4009862265D0C6498977"><enum>(c)</enum><header>Availability on the Internet of reports filed under this title with the Clerk of the House or the Secretary of the Senate</header><text display-inline="yes-display-inline">Section 103 of the Ethics in Government Act of 1978 is amended by adding at the end the following new subsection:</text> 
<quoted-block style="OLC" id="H0E2212EE010147F0ABC12F10DE680FC4" display-inline="no-display-inline"> 
<subsection id="H651FF556ABD044A3BF27862D2FBE314F"><enum>(l)</enum><text display-inline="yes-display-inline">The Clerk of the House of Representatives and the Secretary of the Senate shall each make available any report filed with them under this title within 48 hours of the applicable submission deadline on the website of the Clerk or the Secretary, as applicable, in a searchable, sortable, downloadable format.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H169B73706F3845F1A49A10252DDC7F09"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to reports filed for calendar years or calendar quarters beginning after the date of enactment of this Act.</text></subsection></section> 
<section id="H3E962A69716B4090AE348B32895549EF"><enum>102.</enum><header>Greater disclosure of travel reports</header> 
<subsection id="HE76EDD3AA24C4C178A45D8257E0054AB"><enum>(a)</enum><header>Foreign travel</header><text display-inline="yes-display-inline">Clause 8(b)(3) of rule X of the Rules of the House of Representatives is amended by adding at the end the following new sentence: <quote>Within 48 hours after any such report is filed with the chair of a committee, the chair shall post the report on the Internet site of the committee in a searchable, sortable, downloadable format.</quote>.</text></subsection> 
<subsection id="HB1AADB658C2A4993812AC1C1CDF72FD0"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply to travel commencing after the date of enactment of this Act.</text> </subsection></section> 
<section id="HB5EE5291341449AB878EB3AD560A420E"><enum>103.</enum><header>Greater disclosure of gift reports</header> 
<subsection id="H913102D5E9CC4BFB92E2E92CAA6CC4C1"><enum>(a)</enum><header>Requiring Clerk of the House To Post Reports on Internet Not Later Than 48 Hours After Receipt</header> 
<paragraph id="H3957F406DD864175B55BAD23E23CBD66" display-inline="yes-display-inline"><enum>(1)</enum><text>Clause 5(b)(5) of rule XXV of the Rules of the House of Representatives is amended—</text> 
<subparagraph id="HE1C68DF3525A43968B0DD57DEB2FFFD0"><enum>(A)</enum><text>by striking <quote>shall make available</quote> and inserting <quote>shall post on the public Internet site of the Clerk and otherwise make available</quote>; and</text></subparagraph> 
<subparagraph id="H4B798B5D4D514B4593827F090892E9EC"><enum>(B)</enum><text>by striking <quote>as possible</quote> and inserting the following: <quote>as possible, but in no event later than 48 hours,</quote>.</text></subparagraph></paragraph> 
<paragraph id="H1D4D9457CFB749A5A387A0443BEB4D43" indent="up1"><enum>(2)</enum><text>Comparable language to be added by the Senate.</text></paragraph> </subsection> 
<subsection id="H0D311F6373A44E509BFD63D905719B27"><enum>(b)</enum><header>Effective Date</header><text>The amendment made by subsection (a) shall apply with respect to reports filed on or after the date of the adoption of this resolution.</text></subsection></section>

<subsection id="H350923E44C894B26A16F36771EF1E031"><enum>(a)</enum><header>Electronic disclosure by Members</header> 
<paragraph id="H83CC9984526E4A8D91F0BED3D6EE0FF4" display-inline="yes-display-inline"><enum>(1)</enum><text>Rule XXIII of the Rules of the House of Representatives is amended by redesignating clause 18 as clause 19 and by inserting after clause 17 the following:</text> 
<quoted-block style="OLC" id="HD85D04252A764F46A44B26F84B691FF2" display-inline="no-display-inline"> 
<rules-clause id="H32A2D2A20ED244B9802F35995FB44A37" indent="down1"><enum>18.</enum><text display-inline="yes-display-inline">A Member, Delegate, or Resident Commissioner who requests a congressional earmark, a limited tax benefit, or a limited tariff benefit shall, within 24 hours after making such request—</text> 
<rules-paragraph id="H68036C47CCF44C5D9D6D99380C287855"><enum>(1)</enum><text display-inline="yes-display-inline">post on his or her public website for the remainder of the Congress the following—</text> 
<rules-subparagraph id="HAFAE7F9C8CD24FA5B4478E6013FAA08F"><enum>(A)</enum><text display-inline="yes-display-inline">the name and address of the intended recipient;</text></rules-subparagraph> 
<rules-subparagraph id="HF417AC2D3CDE40279BC823ED2308BD44"><enum>(B)</enum><text>whether the intended recipient is a for-profit or not-for-profit entity;</text></rules-subparagraph> 
<rules-subparagraph id="HB9C5CBAC28954472BF5C3A5E4152ADAD"><enum>(C)</enum><text display-inline="yes-display-inline">the requested amount (only in the case of congressional earmarks); and </text></rules-subparagraph> 
<rules-subparagraph id="HDE7159018EEF48BCBC60C27BD574CB39"><enum>(D)</enum><text>an explanation of the request, including the purpose, and why it is a valuable use of taxpayer funds;</text></rules-subparagraph></rules-paragraph> 
<rules-paragraph id="H55864E07721E41598E040E184CFDE7FB"><enum>(2)</enum><text display-inline="yes-display-inline">electronically submit to the committee of subject-matter jurisdiction the webpage address where such information is posted;</text></rules-paragraph> 
<rules-paragraph id="H69DECCBF13DB4415BAE553F69636746B"><enum>(3)</enum><text display-inline="yes-display-inline">identify each request as having been submitted to the committee of subject-matter jurisdiction; and</text></rules-paragraph> 
<rules-paragraph id="H9589B79EA6F142DF8D9829758127F51B"><enum>(4)</enum><text display-inline="yes-display-inline">display on the homepage of such website a hypertext link that contains the words <quote>Earmarks</quote>, <quote>Appropriations Requests</quote>, <quote>Limited Tax Benefits</quote>, or <quote>Limited Tariff Benefits</quote> and that directs to such webpage address, and maintain that link for at least 30 calendar days after the last such request is made during the Congress.</text></rules-paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H76A413693ED542D19760A8E57D44DAA0" indent="up1"><enum>(2)</enum><text>The last sentence of clause 16 of rule XXIII of the Rules of the House of Representatives is amended by striking <quote>and clause 17</quote> and inserting <quote>, clause 17, and clause 18</quote>.</text></paragraph></subsection> 
<subsection id="H62969D218B6949FC83C15029CCE59830"><enum>(b)</enum><header>Electronic disclosure by committees</header><text display-inline="yes-display-inline">Rule XI of the Rules of the House of Representatives is amended by adding at the end the following new clause: </text>

<rules-paragraph id="H27BFB316591446EDAE2603C10A724E90" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Any committee that accepts any request of a Member, Delegate, or Resident Commissioner for a congressional earmark, a limited tax benefit, or a limited tariff benefit shall maintain a public website with an earmark disclosure webpage that contains the following for each such request—</text></rules-paragraph> 
<rules-paragraph id="HC07D7F903B6A48589499864798FA275D"><enum>(A)</enum><text display-inline="yes-display-inline">the bill name;</text></rules-paragraph> 
<rules-paragraph id="HDDBC2104AB2440628B879B7848BC06B4"><enum>(B)</enum><text>the name, State, and district of that individual;</text></rules-paragraph> 
<rules-paragraph id="H18613EBC4DE64CB985B3BAD29EE8BF69"><enum>(C)</enum><text>the name and address of the intended recipient;</text></rules-paragraph> 
<rules-paragraph id="H4F2FD81C9D9C45A4ACA093D8AD26934F"><enum>(D)</enum><text>whether the intended recipient is a for-profit or not-for-profit entity;</text></rules-paragraph> 
<rules-paragraph id="H023EB98A4E0D4AFBB597FC5056D68FCB"><enum>(E)</enum><text>the requested amount (only in the case of congressional earmarks); </text></rules-paragraph> 
<rules-paragraph id="H2EC10B8CB474483AA42C71141F64FDC0"><enum>(F)</enum><text>a brief description; and</text></rules-paragraph> 
<rules-paragraph id="H093E536EDB894346AEF1AB2589A8F1F1"><enum>(G)</enum><text>the applicable department or agency of the Government, and the account or program (if provided to the committee in the request);</text></rules-paragraph><continuation-text continuation-text-level="subsection" indent="subsection">and is in a downloadable format that is searchable and sortable by such characteristics.</continuation-text></rules-clause> 
<rules-clause id="H062246FEC5764E7693F5DDFBF3B1BD15"><enum>(2)</enum><text>Any written statement received by a committee under clause 17(a) of rule XXIII shall be posted on the earmark disclosure webpage of the committee.</text></rules-clause> 
<rules-clause id="H451A7C7A269D4BDA95EBE2E2E94FFC8E"><enum>(3)</enum><text display-inline="yes-display-inline">The earmark disclosure webpage of a committee shall list the names of any Member, Delegate, and Resident Commissioner who requests a congressional earmark, a limited tax benefit, or a limited tariff benefit and link directly to their webpage addresses referred to in clause 18(2) of rule XXIII.</text></rules-clause> 
<rules-clause id="HA398C2874D0C434F93EA227E2E9F2820"><enum>(4)</enum><text display-inline="yes-display-inline">The earmark disclosure webpage of a committee shall post the information required under subparagraphs (1) through (3) within one week of receipt, and shall maintain that information on that webpage for the remainder of the Congress.</text></rules-clause> 
<rules-clause id="H8C30013617F54A99AF006F23F7B569F5"><enum>(5)</enum><text display-inline="yes-display-inline">For purposes of this paragraph, the terms <quote>congressional earmark</quote>, <quote>limited tax benefit</quote>, and <quote>limited tariff benefit</quote> shall have the meaning given them in clause 9 of rule XXI.</text></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H3F3CEAE8D3B3494CABF69EE6D760C6C8"><enum>(c)</enum><header>Point of order</header><text display-inline="yes-display-inline">Clause 9 of rule XXI of the Rules of the House of Representatives is amended by redesignating paragraphs (e), (f), and (g) as paragraphs (f), (g), and (h), respectively, and by inserting after paragraph (d) the following: </text> 
<quoted-block style="OLC" id="HBBDBF2C53D1846098C63D03EEBA425CA" display-inline="no-display-inline"> 
<rules-paragraph id="HAD9F4C83478642CCBA3D04E66E251339" indent="up1"><enum>(e)</enum><text display-inline="yes-display-inline">It shall not be in order to consider any bill or joint resolution, or an amendment thereto or conference report thereon, that carries a congressional earmark, limited tax benefit, or limited tariff benefit for which a Member, Delegate, or Resident Commissioner failed to comply with any applicable requirement of clause 18 of rule XXIII. </text></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HE9EEB5A6D01B4F7DBE891489C05D9099"><enum>(d)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to requests for congressional earmarks, limited tax benefits, and limited tariff benefits made after the date this resolution is agreed to.</text></subsection> 
<subsection id="H9B55EE083B1C42E88879F4FDE3343440"><enum>(e)</enum><header>Centralized database for earmarks, limited tax benefits, and limited tariff benefits</header> 
<paragraph id="HF89FA755DFED4567AF08540DA44DB9AD" display-inline="yes-display-inline"><enum>(1)</enum><text>The Clerk of the House of Representatives, the Secretary of the Senate, and the chairs of the Committee on Appropriations of the House of Representatives and the Senate and of the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate shall collaborate to create one centralized database where all requests for earmark, limited tax benefits, and limited tariff benefits are available on the Internet in a searchable, sortable, downloadable format to the public. The data available to the public for each earmark should include—</text> 
<subparagraph id="H174565A612234031AA455CDE323FF86C" indent="up1"><enum>(A)</enum><text>an identification of the bill into which the earmark is to be inserted;</text></subparagraph> 
<subparagraph id="H2B47E66929D64458AA9AF0700BC06AD1" indent="up1"><enum>(B)</enum><text>the name, State, and district of the Member of Congress requesting the earmark;</text></subparagraph> 
<subparagraph id="HA23828F640134E6D9753F0E73344DB37" indent="up1"><enum>(C)</enum><text>the name and address of the intended recipient;</text></subparagraph> 
<subparagraph id="H542C8EB2B7CC46D49C6F853E08B67323" indent="up1"><enum>(D)</enum><text>whether the intended recipient is a for-profit or not-for-profit entity;</text></subparagraph> 
<subparagraph id="H0135BA94022C42C5A08D5D2D7D9B7913" indent="up1"><enum>(E)</enum><text>the requested amount (only in the case of congressional earmarks);</text></subparagraph> 
<subparagraph id="H0E59C4BE683D4F71BB7676F7DBCCEC4B" indent="up1"><enum>(F)</enum><text>a brief description of the earmark; and</text></subparagraph> 
<subparagraph id="HE68970F4CAE24CD9A699DC84E052F901" indent="up1"><enum>(G)</enum><text>the applicable department or agency of the Government, and the account or program (if provided to the committee in the request).</text></subparagraph></paragraph> 
<paragraph id="HF6C2AEF8341F46DCBD37529D0A880ECC" indent="up1"><enum>(2)</enum><text>The centralized database for earmarks referred to in paragraph (1) shall be implemented within six months after the date of enactment of this Act.</text></paragraph></subsection></section></title> 
<title id="HFFE4D74D6CAA41AE8F36E11A01FCD744"><enum>II</enum><header>Enhancing Public Access to the Work of Congressional Committees, Legislation, and Votes</header> 
<section id="H3F7F26F06FE740CC85CEDB08C7F0C873"><enum>201.</enum><header>Increase transparency of committee votes</header><text display-inline="no-display-inline">Clause 2(e)(1)(B)(i) of rule XI of the Rules of the House of Representatives is amended—</text> 
<paragraph id="H80E52C9FD54F4CDD998C4FD7B2893814"><enum>(1)</enum><text display-inline="yes-display-inline">in the first sentence, by inserting <quote>and within 24 hours of such record vote on its Web site on the Internet</quote> before the period at the end thereof; and</text></paragraph> 
<paragraph id="HDB2C424C0F02484EB010712077706CD2"><enum>(2)</enum><text display-inline="yes-display-inline">in the second sentence, by inserting <quote>and information so available on its Web site</quote> before <quote>shall</quote>.</text></paragraph></section> 
<section id="HED0F8A38E93B4A9FB0FF2CB12A4107EB"><enum>202.</enum><header>Increase transparency of committee work</header> 
<subsection id="H761829FF174142BE81B37052F514ACB0"><enum>(a)</enum><header>In the House of Representatives</header> <text>Clause 1 of rule XI of the Rules of the House of Representatives is amended by adding at the end the following new paragraph:</text>

<rules-subparagraph id="H76B9282D8FF54CCABAD686EFEBBFECE0" display-inline="yes-display-inline"><enum>(1)</enum><text>Each committee shall post on its Internet website the public hearings and markup schedules of the committee and each of its subcommittees at the same time that information is made available to members of the committee.</text> </rules-subparagraph> 
<paragraph id="H94E1BA0842C0497194C8DFB4649401EA" indent="up1"><enum>(2)</enum><text>For each hearing and markup for which information is posted under subparagraph (1), the committee shall post on its Internet website as soon as practicable the following: the topic, related legislation, testimony of witnesses, opening statements of the chair and ranking minority member, transcripts, and audio and video recordings.</text></paragraph> 
<paragraph id="H5B57EBDFD4CC4E58A6E537B3FF49B81E" indent="up1"><enum>(3)</enum><text>Within 24 hours after a committee or subcommittee orders any bill or resolution to be reported, the committee or subcommittee, as applicable, shall post on its Internet website all amendments that were agreed to, except for technical and conforming changes authorized by the committee or subcommittee.</text></paragraph></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H1BD5656317D94A2F9F2EBCA4C2B5D030"><enum>(b)</enum><header>In the Senate</header><text display-inline="yes-display-inline">Comparable language to be added by the Senate.</text></subsection></section> 
<section id="H9D8ABDF38F0E4C7DA816195815268F56"><enum>203.</enum><header>Increase transparency of committee schedules through the Clerk</header><text display-inline="no-display-inline">Clause 2 of rule II of the Rules of the House of Representatives is amended by adding at the end the following new paragraph:</text> 
<quoted-block style="OLC" id="H03119A4EB2A84C4EA9B2C2E41B8B9139" display-inline="no-display-inline"> 
<rules-paragraph id="HBC16256630BC42218D26EFC62AA9DFA5"><enum>(l)</enum><text display-inline="yes-display-inline">The Clerk shall require the House to provide, in a structured data format, a complete list of all public hearing and markup schedules of committees and subcommittees as soon as publically available, including links to committee websites.</text></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H82ED968099D64418B50A1892BFAD480A"><enum>204.</enum><header>Require all legislation be publicly available 72 hours before consideration</header> 
<subsection id="H6FD9BFA903E34A8E9152AFA1F4AD4E53"><enum>(a)</enum><header>Availability of legislation</header> 
<paragraph id="H7834BF5FC9814461A0F9E38F9121F0DB" display-inline="yes-display-inline"><enum>(1)</enum><text>Clause 4 of rule XIII of the Rules of the House of Representatives is amended—</text> 
<subparagraph id="HA8B8E07F699A4EFF9A0F56433ABD1D34" indent="up1"><enum>(A)</enum><text>in its side heading, by inserting <quote>legislation and</quote> before <quote>reports</quote>;</text> </subparagraph> 
<subparagraph id="H25657F82642349CF903A631CFA17C9FC" indent="up1"><enum>(B)</enum><text>in paragraph (a) by striking subparagraph (1) and inserting the following new subparagraph:</text>

<subparagraph id="H16E2D13D7BFA4334B2DB56580E70C827"><enum>(B)</enum><text>in clause 6(c), by striking “or” at the end of subparagraph (1), by striking the period at the end of subparagraph (2) and inserting “; or ”, and by inserting before the period <quote>a rule or order proposing a waiver of clause 4(a) of rule XIII or of clause 8(a) or 8(b) of rule XXII, unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present</quote>.</text></subparagraph></paragraph></subsection>

<paragraph id="HA7E0D702C88043C3822659C59605A8AC"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (b), by striking subparagraphs (1) and (2) and inserting the following new subparagraphs: </text>

<rules-subparagraph id="HFE4DBB4BF27D4AB5BB394B27E7DFA12F" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Without further amendment before floor consideration, the full texts of a Senate amendment reported in disagreement and any accompanying statement shall be posted continuously by means of the Internet in such a manner that they are conveniently accessible using existing technology, anonymously and at no cost, in a format that can be searched by text. </text></rules-subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HE67DA5481AF8487BBB33379AECE8AB02"><enum>(c)</enum><header>Protection of classified information</header><text display-inline="yes-display-inline">Nothing in this section or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House of Representatives. Such classified information shall be made available to Members in a timely manner as appropriate under existing laws and rules.</text></subsection> 
<subsection id="H75C52D7FC3064FB0A388F49691476AB0"><enum>(d)</enum><header>In the Senate</header><text display-inline="yes-display-inline">Comparable language to be added by the Senate.</text></subsection></section> 
<section id="H16170EEF191A498C8277EBA6B73CF99E"><enum>205.</enum><header>Increased transparency of recorded votes</header> 
<subsection id="H9041DB67CF844E7C873F351591BD0B39"><enum>(a)</enum><header>Additional duties of the Clerk of the House and the Secretary of the Senate</header><text display-inline="yes-display-inline">The Clerk of the House of Representative and the Secretary of the Senate shall post on the public Internet site of the Office of the Clerk or of the Secretary, respectively, a record, organized by the name of each Member or Senator, in a structured data format, of the recorded votes of that Member or Senator, including the roll, date, issue, question, result, and title or description of the vote, and any cost estimate of the Congressional Budget Office related to the vote.</text></subsection> 
<subsection id="HADE985F1EA664509A9393D8FBE544EAA"><enum>(b)</enum><header>Web link</header><text>Each Member shall provide a link to the Clerk of the House of Representatives of a list of recorded votes from that Member’s web site, and each Senator shall provide a link to the Secretary of the Senate of a list of recorded votes from that Senator’s web site.</text></subsection> 
<subsection id="H96631582798844C48EE7D89715F88222"><enum>(c)</enum><header>Definition</header><text>As used in this section, the term <quote>Member</quote> means a Representative in Congress, a delegate to Congress, or the Resident Commissioner from Puerto Rico.</text></subsection> 
<subsection id="H90BA4BF95A0747C186586573FB5C1EFF"><enum>(d)</enum><header>Effective date</header><text>This section shall apply to recorded votes occurring after the date of enactment of this Act.</text></subsection></section></title> 
<title id="H64E262536CD446CFA6656FA526913FF2"><enum>III</enum><header>Enhancing Public Access to Congressional Research Service</header> 
<section id="HAE29C2B96D2246CBBB481D9DD70E7264"><enum>301.</enum><header>Enhance access to CRS</header> 
<subsection id="H1FF7B85E09E44649941B28868C6E2204"><enum>(a)</enum><header>Availability of CRS information on the Internet</header><text display-inline="yes-display-inline">Except as provided by subsection (b) and (c), the Clerk of the House of Representatives, in consultation with the Director of Congressional Research Service (hereafter in this section referred to as <quote>CRS</quote>), shall make publically available on the Internet the following CRS information:</text> 
<paragraph id="H3036A2779C1D485A965DE0EBDF78B5AE"><enum>(1)</enum><text display-inline="yes-display-inline">CRS Issue Briefs;</text></paragraph> 
<paragraph id="H3CA09B801B794719872F1508F997F6AA"><enum>(2)</enum><text>CRS Reports that are available to Members of Congress through the CRS website; and</text></paragraph> 
<paragraph id="H2AE2ECAA36FF458E89DF65160B8893BC"><enum>(3)</enum><text>CRS Authorization of Appropriations and Appropriations Products.</text></paragraph></subsection> 
<subsection id="H8536C4B0BA2749C08ABD0AB60C76F159"><enum>(b)</enum><header>Exemption for confidential information</header><text display-inline="yes-display-inline">Information deemed confidential by the Director of CRS or the head of the Federal department or agency that provided that information to CRS and any document that is a confidential research request made by an individual, office, or committee shall be exempt from disclosure under subsection (a).</text></subsection> 
<subsection id="H9F9B4FA3766E41A0B2918752DE6BABB0"><enum>(c)</enum><header>Additional exemptions</header><text display-inline="yes-display-inline">The Clerk of the House of Representatives, in consultation with the Director of CRS, shall—</text> 
<paragraph id="H33972D4240D7473986835E0342593884"><enum>(1)</enum><text display-inline="yes-display-inline">remove the personal information of CRS employees, including names and phone numbers;</text></paragraph> 
<paragraph id="H7D7B47E23B054CC2A7E3B1042E987D39"><enum>(2)</enum><text>remove material that may infringe the copyright of a work protected under title 17, United States Code; and</text></paragraph> 
<paragraph id="HBB9CBD1B9A6340B398F0B91AF9736368"><enum>(3)</enum><text>make any changes to information that s/he deems necessary to ensure its accuracy and currency.</text></paragraph></subsection> 
<subsection id="H9F4E3E574ECA4D72BF9F4777099BE34A"><enum>(d)</enum><header>Conforming provision</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to require the Director of CRS to respond to any inquiry made by a member of the public respecting the information covered by this section.</text></subsection> 
<subsection id="HF8841B6C7E7C4FE1873EFB1111CC4E82"><enum>(e)</enum><header>Access to CRS website</header><text>Members and standing committees of the House of Representatives shall provide a link to the CRS database on their websites.</text></subsection> 
<subsection id="H3DBE5DD920164A99841E2779847887DC"><enum>(f)</enum><header>Establishing, maintaining, and updating the database</header><text>Within 6 months after the date of enactment of this Act, the Clerk of the House of Representatives shall establish the database necessary to carry out this section. The Clerk shall be responsible for maintaining and updating the information on that database.</text></subsection></section></title> 
<title id="H8DF95632FF83494385BBE1984BDE9E70"><enum>IV</enum><header>Lobbying Disclosure</header> 
<section id="HCCA594FCA7274BFEA68936BE023DDF16"><enum>401.</enum><header>GAO study of lobbyist registration and disclosure</header> 
<subsection id="H661FC7C99F3346888141295ECDBE562B"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General shall, beginning not later than 90 days after the date of the enactment of this Act, conduct a study to examine the following:</text> 
<paragraph id="HCEFD339D32A448AC87ADEEBC6A56DBC6"><enum>(1)</enum><text display-inline="yes-display-inline">Whether and to what extent persons exerting substantial influence on the legislative process and executive branch decisionmaking are avoiding the registration and reporting requirements under the Lobbying Disclosure Act of 1995.</text></paragraph> 
<paragraph id="H93D56D0432094FE9A8B77650DF66C5FD"><enum>(2)</enum><text>Whether all individuals who fall within the definition of <quote>lobbyist</quote> under the Lobbying Disclosure Act of 1995 (or the organizations employing such individuals) are registering as required under section 4 of that Act and filing reports under section 5 of that Act, and whether such definition should be amended to avoid evasion of such registration and reporting requirements.</text></paragraph></subsection> 
<subsection id="H349F2E0638B645CDA5D032B882DCE1E7"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General shall submit to Congress a report on the findings of the study conducted under subsection (a), and shall include any recommendations the Comptroller General has to ensure that all persons exerting substantial influence on the legislative process and executive branch decisionmaking and all individuals qualifying as lobbyists (or the organizations employing such individuals) are complying with the registration and reporting requirements of the Lobbying Disclosure Act of 1995.</text></subsection></section> 
<section id="H84FFF098BE4A48D3BB30D9163B1BED47"><enum>402.</enum><header>Expedited online registration of lobbyists; expansion of registrants</header><text display-inline="no-display-inline">Section 4(a) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1603(a)) is amended—</text> 
<paragraph id="HBB0AE7DC889549558D8FC5C1C4C75874"><enum>(1)</enum><text>in paragraph (1)—</text> 
<subparagraph id="H3B35C392C5D9404F8A5FB0710C14F028"><enum>(A)</enum><text>by striking <quote>45 days</quote> and inserting <quote>72 hours</quote>;</text></subparagraph> 
<subparagraph id="HEC020939C7B24A918C3AADEFE2157B7E"><enum>(B)</enum><text>by striking <quote>, or on the first business day after such 45th day if such 45th day is not a business day,</quote> and inserting <quote>, or on the first business day occurring after such 72nd hour if such 72nd hour does not occur on a business day,</quote>; and</text></subparagraph> 
<subparagraph id="HE5B59790C55844FC9C69310110ADC42E"><enum>(C)</enum><text>by inserting <quote>online</quote> after <quote>shall register</quote>; and</text></subparagraph></paragraph> 
<paragraph id="H9AE5898672D442EC8749B5AAB46CBEF1"><enum>(2)</enum><text>in paragraph (3)(A)(ii), by striking <quote>$10,000</quote> and inserting <quote>$5,000</quote>.</text></paragraph></section> 
<section id="H639111FDC8304ACEB531D4C46A1D9131"><enum>403.</enum><header>Disclosure of additional information by lobbyists</header><text display-inline="no-display-inline">Section 5(b)(2)(A) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1604(b)(2)(A)) is amended—</text> 
<paragraph id="H34026BC9F6CB4257A8F15EE025577A21"><enum>(1)</enum><text>by striking <quote>(A)</quote> and inserting <quote>(A)(i)</quote>;</text></paragraph> 
<paragraph id="H8A392FA07ED14E1A8D5854130AC55C3C"><enum>(2)</enum><text>by adding <quote>and</quote> after the semicolon; and </text></paragraph>

<clause id="H82D7800C31D4466B87C8CDF4CB5F5052"><enum>(iii)</enum><text>the amount and nature of the profit incentive, such as award fees, offered to contractors for achieving or exceeding specified goals such as fixed price, cost plus pricing, labor hour contracts, and time and materials contracts;</text> </clause> 
<clause id="H0156A9BE3BBC4BDF9F37F535AB69D765"><enum>(iv)</enum><text>an indication if the contract is the result of legislative mandates, set-asides, preference program requirements, or other criteria, and whether the contract is multiyear, consolidated, or performance based; and</text> </clause> 
<clause id="H0CD63745D8D9443E834D61E5F56319F6"><enum>(v)</enum><text>an indication if the contract is a congressionally directed spending item as defined in Public Law 110–81; </text> </clause> </subparagraph>

<section id="HC92F27B570D64C37B7D4EC6FE655FAB0"><enum>502.</enum><header>Improving data quality</header> 
<subsection id="H8A8288781573411081AE49BA99509988"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Act is amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="H4F5BEF61FDEB4AC5B56A60C372B39E4F" style="OLC"> 
<section id="HD89C218253194762AA175A089AE7A741"><enum>5.</enum><header>Improving data quality</header> <text display-inline="no-display-inline">The Director of the Office of Management and Budget shall ensure the following:</text> 
<paragraph id="HD2A6EA869BE24817B1E0742B7D317642"><enum>(1)</enum><text>A simple method for the public to report errors is available on the website created by this Act which should—</text> 
<subparagraph id="H605C2BD9582248FE85003DB23C82F89C"><enum>(A)</enum><text>allow the public to report errors on single records as well as problems affecting multiple records;</text> </subparagraph> 
<subparagraph id="HB61D639EB9D64E1ABD0404D6B2731E5E"><enum>(B)</enum><text>require the public to provide contact information, including e-mail address, mail address, or telephone number, to be used for informing the reporter of the outcome of the records review;</text> </subparagraph> 
<subparagraph id="HC7201C1ACDB84B6F9DDB20C9073402AA"><enum>(C)</enum><text>send copies of the error report to both an official responsible for the data quality at the agency that generated the data and to the Office of Management and Budget; and</text> </subparagraph> 
<subparagraph id="H1D26DB95921A4ED280FA84C0C426B385"><enum>(D)</enum><text>maintain a public record organized by agency of the total number of records which have had nonfrivolous reports of errors, the number of records which have been corrected, and number of records for which error reports remain unresolved.</text> </subparagraph></paragraph> 
<paragraph id="H3635F7F20BAF4927A1D486DD5C5BE957"><enum>(2)</enum><text>The data used on the website created by this Act is audited for quality annually by an external auditor, in compliance with generally accepted Government auditing standards, with the audit to include at least the following steps:</text> 
<subparagraph id="H0421AC6D25934FE7A076F7499E479457"><enum>(A)</enum><text>Review and report publicly on the activity in the error reporting system created by this section with an analysis for each agency and combined for agencies that includes at least the following indicators:</text> 
<clause id="H8E355A4DFA6E41E6AB880ABE6ACDC4D0"><enum>(i)</enum><text>Number of errors reported.</text> </clause> 
<clause id="HE9E6980C9EA6421FA2A384A906BB9091"><enum>(ii)</enum><text>Number of reported errors resolved.</text> </clause> 
<clause id="HFC379BD098B4405FAEC35010183390B6"><enum>(iii)</enum><text>Number of reported errors that remain unresolved.</text> </clause> 
<clause id="H5C82F5F155994A30A3104C5C35AEC6F2"><enum>(iv)</enum><text>Number of reported errors that led to corrections.</text> </clause> 
<clause id="H8B1790369BFF479F8A2BE3739C5CD536"><enum>(v)</enum><text>Number of reported errors on records that proved to be correct.</text> </clause> 
<clause id="HAFF83CD113E442419D5A76D1A9AF1382"><enum>(vi)</enum><text>Average number of days to resolve error report.</text> </clause>

<subparagraph id="H4F1AB19E793946139A307EA246BBE001"><enum>(B)</enum><text>An independent review annually of data used for the website to verify accuracy of the data and assess the process used for improving data quality with an ability for the public to review these findings.</text> </subparagraph> 
<subparagraph id="HAF04BFB2263449338020A9D2AEF2D17A"><enum>(C)</enum><text>Identify and report new standards that should be implemented by agencies to improve data quality.</text></subparagraph></paragraph> 
<paragraph id="HE3D33C45CA4C4C7DAB306F194C14F0D2"><enum>(3)</enum><text display-inline="yes-display-inline">Each agency inspector general—</text> 
<subparagraph id="H329CBE1821EB43BBAC0EE69DF1040689"><enum>(A)</enum><text>reviews a statistically representative sample of agency Federal awards every 6 months for the first three years following enactment of this section, and annually thereafter, to determine whether agencies have appropriate measures in place to review Federal Funding Accountability and Transparency data submissions for accuracy and completeness;</text></subparagraph> 
<subparagraph id="HA12D51505E5442C1B5C1F37C992DEE69"><enum>(B)</enum><text>reports to the Director of the Office of Management and Budget and the head of the agency the findings of the review, including recommendations for corrective action; and</text></subparagraph> 
<subparagraph id="HDA145ACD31FF4957B568C7C74201233F"><enum>(C)</enum><text>makes publicly available, including through the website created by this Act, the findings of the review.</text> </subparagraph></paragraph> </section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="H71917D23CB0F484C9B764884CD30D6CD"><enum>(b)</enum><header>Effective date</header><text>Except as otherwise provided, the amendments made by subsection (a) shall be implemented not later than June 30, 2011.</text> </subsection></section>

<subsection id="HAF02A431A3394A628AEBDE498A6B91D2"><enum>(a)</enum><header>Requirement To make database available to public</header><text display-inline="yes-display-inline">Section 872 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (Public Law 110–417; 122 Stat. 4555) is amended in subsection (e) by adding at the end the following:</text>

<section id="HEB8A079F896041519908BEE25E2D0213"><enum>505.</enum><header>Requirements relating to reporting of award data</header> 
<subsection id="H95FB7F11D53343029DED8DC84EB32D3C"><enum>(a)</enum><header>Subaward data collection and reporting</header><text display-inline="yes-display-inline">The Director of the Office and Management and Budget shall develop and implement a specific plan for the collection and reporting of subaward data on Federal contracts, including a time frame for including subaward data on USAspending.gov.</text></subsection> 
<subsection id="H0D5BC484DCD64D5191CB3CF533B9E13A"><enum>(b)</enum><header>Process To ensure agency compliance with reporting requirements</header><text>The Director of the Office of Management and Budget shall develop and implement a process to regularly ensure that all Federal agencies report required award information to USAspending.gov.</text></subsection> 
<subsection id="HFBFEA6FCFB4945C4A12BA41A7A434583"><enum>(c)</enum><header>Revision of guidance</header><text>The Director of the Office of Management and Budget shall revise the Office’s guidance to Federal agencies on reporting Federal awards to clarify—</text> 
<paragraph id="HED5CA2DBFD624CF09D580E5E368849FE"><enum>(1)</enum><text display-inline="yes-display-inline">the requirement that award titles describe the award’s purpose; and </text></paragraph> 
<paragraph id="HFEB4E8135A49416B9CD2287733B4741A"><enum>(2)</enum><text>requirements for validating and documenting agency award data submitted by Federal agencies.</text></paragraph></subsection> 
<subsection id="HB0174C6CE36E44BA80FF8D742AE2C346"><enum>(d)</enum><header>Inclusion of city information</header><text display-inline="yes-display-inline">The Director of the Office of Management and Budget shall include information on the city where work is performed in the Office’s public reporting of the completeness of agency data submissions. </text></subsection></section></title> 
<title id="H1B2A3EA8873D45CB8832EF800A8C26CD"><enum>VI</enum><header>Executive Branch Transparency</header> 
<section id="HCD4C90FEB1A14BE9B3676447D0CC5A0C"><enum>601.</enum><header>Requirement for disclosure of Federal sponsorship of all Federal advertising or other communications</header> 
<subsection id="H91FB37EFA03D485394EA2785541A3A8C"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Every advertisement or other communication paid for by an Executive agency, either directly or through a contract awarded by the Executive agency, shall include a prominent notice informing the target audience that the advertisement or other communication is paid for by that Executive agency. </text></subsection> 
<subsection id="HD6748FE708BF47BF8C3889633B6A81E5"><enum>(b)</enum><header>Definition</header><text>In this section, the term <quote>advertisement or other communication</quote> includes—</text>

<title id="H04976F0487434A00AC13F9FDC5E5C41F"><enum>VII</enum><header>Strengthening FOIA</header> 
<section id="H5EA5E9ECDBE048C9ABC7AC9FE5011557"><enum>701.</enum><header>Digital access to completed responses to the Freedom of Information Act</header> 
<subsection id="HFF970F3A964F4B998B701603D4DEEB77"><enum>(a)</enum><header>Requirement</header> 
<paragraph id="HBD72FAEEEC8C4F5F89E821580E406D58" display-inline="yes-display-inline"><enum>(1)</enum><text>Each agency shall make available all materials contained in the agency’s completed response to a request under section 552 of title 5, United States Code (in this section referred to as a <quote>FOIA request</quote>) in a structured database; in a searchable, sortable, downloadable database; or in a format searchable by text as appropriate, within one month after the date the FOIA request was completed. </text></paragraph> 
<paragraph id="H7FEE103427CE44CFB87A1C7B4BA4A445" indent="up1"><enum>(2)</enum><text>All information is presumed to be available in an electronic format as described in paragraph (1) unless the agency demonstrates that excessive cost would place an undue burden on the agency.</text></paragraph></subsection> 
<subsection id="H31E3FE145F2D461792F1440EC461A816"><enum>(b)</enum><header>Public availability</header><text>All information included in the agency’s completed response to a FOIA request shall be made available to the public electronically, free of charge through each agency’s website.</text></subsection></section> 
<section id="HE3995C14008548D9ADBE131FD1EA1C7E"><enum>702.</enum><header>Commission on Freedom of Information Act Processing Delays</header> 
<subsection id="H803957BF9B994A94B6FD38AA9079B9D7"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established a Commission to be known as the <quote>Commission on Freedom of Information Act Processing Delays</quote> (in this section referred to as the <quote>Commission</quote>) for the purpose of conducting a study relating to the methods to help reduce delays in processing requests submitted to Federal agencies under section 552 of title 5, United States Code.</text></subsection> 
<subsection id="HCF8E9F56510C405CBD24204169808AB9"><enum>(b)</enum><header>Membership</header> 
<paragraph id="H6BC6197DE21743A69A75DC6836C28A1E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Commission shall be composed of 16 members, as follows:</text> 
<subparagraph id="H028418E0432249DAA13D81FE5E75E3FA"><enum>(A)</enum><text>3 appointed by the Chairman of the Committee on the Judiciary of the Senate.</text></subparagraph> 
<subparagraph id="H0D6CD9CAF2A34855849042D5E4286E96"><enum>(B)</enum><text>3 appointed by the ranking member of the Committee on the Judiciary of the Senate.</text></subparagraph> 
<subparagraph id="H2B0A7249602A4767B1A058F83ECDEB8D"><enum>(C)</enum><text>3 appointed by the Chairman of Committee on Oversight and Government Reform of the House of Representatives.</text></subparagraph> 
<subparagraph id="H68430520B5F74CC38C1BA6DC2F86918A"><enum>(D)</enum><text>3 appointed by the ranking member of the Committee on Oversight and Government Reform of the House of Representatives.</text></subparagraph> 
<subparagraph id="H8D05099E7B9B41B08D596B034536AF0B"><enum>(E)</enum><text>1 appointed by the Attorney General.</text></subparagraph> 
<subparagraph id="HBBC1D9FB21504C0CB1605466DF9FB39D"><enum>(F)</enum><text>1 appointed by the Director of the Office of Management and Budget.</text></subparagraph>

<paragraph id="H3ABBBB88F8BC41EBB9BEE9E731602921"><enum>(2)</enum><header>Qualifications</header><text>Appointees must have certain qualifications.</text></paragraph></subsection> 
<subsection id="H964543696E8B496FAD8F46596FA59567"><enum>(c)</enum><header>Duties</header><text>The duties of the Commission are to—</text> 
<paragraph id="H07FA9CA71A594870A477F87B51F6821E"><enum>(1)</enum><text>identify methods that—</text> 
<subparagraph id="HBF2B7950653F4F73A068ECBE89BAC32E"><enum>(A)</enum><text>help reduce delays in the processing of FOIA requests submitted to Federal agencies; and</text></subparagraph> 
<subparagraph id="H3DD596A7D7174014A0A300A3A7B16CAC"><enum>(B)</enum><text>ensure the efficient and equitable administration of FOIA throughout the Federal Government; and</text></subparagraph></paragraph> 
<paragraph id="HA05E84FB83544C19AD1FAEF979CEE261"><enum>(2)</enum><text>examine whether the system for charging fees and granting waivers of fees needs to be reformed in order to reduce delays.</text></paragraph></subsection> 
<subsection id="HC6B5D750BA2A45BAA16E0EB21FA237B2"><enum>(d)</enum><header>Report</header><text>The Commission shall submit a report to Congress and the President, not later than 1 year after the date of enactment of this Act, containing the conclusions and recommendations of the Commission.</text></subsection></section></title> 
<title id="HE8EC621BD405410582521AA0C7ADD37D"><enum>VIII</enum><header>Enforcement</header> 
<section id="HAD1CE4EB65CE4E58A6F3161C7ECD6BC7"><enum>801.</enum><header>Audits by the Government Accountability Office</header> 
<subsection id="H6F6A838354A9477F8DA213F8461ACCD2"><enum>(a)</enum><header>Audit requirement</header><text display-inline="yes-display-inline">The Comptroller General shall conduct annual audits of the implementation of the provisions in this Act, and shall submit annually to the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the results of the audits. </text></subsection> 
<subsection id="H5D2D7CFD105043AD8B2AEECEBD5721F6"><enum>(b)</enum><header>Matters covered by audits</header><text>Audits conducted under this section shall address whether the congressional and executive branch information that is required to be provided to the public through the Internet is complete, primary, timely, accessible, machine processable, non-discriminatory, non-proprietary, and license-free. </text></subsection> 
<subsection id="H5EEEFC85687E433AAACB9AEF6F97A6DF"><enum>(c)</enum><header>Current standards</header><text>Audits conducted under this section shall also address whether the information provided to the public under this Act is produced and maintained using current standards for data publication.</text></subsection> 
<subsection id="H8EC8509A3C83440C87A5871BCB2BEC69"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H66A0CBFF61A34C18A2B6EB1E34278D67"><enum>(1)</enum><header>Complete</header><text>The term <quote>complete</quote> means all public data is made available. Public data is data that is not subject to valid privacy, security, or privilege limitations.</text></paragraph> 
<paragraph id="H6B60D08612824A8F844715BF31863C1A"><enum>(2)</enum><header>Primary</header><text>The term <quote>primary</quote> means data collected at the source, with the highest possible level of granularity, not in aggregate or modified forms.</text></paragraph> 
<paragraph id="HB166D75EC6A14715A3EB37B2F157310D"><enum>(3)</enum><header>Timely</header><text>The term <quote>timely</quote> means data is made available as quickly as necessary to preserve the value of the data.</text></paragraph> 
<paragraph id="H9288AF89EFFF4A7691EFB1460D58A977"><enum>(4)</enum><header>Accessible</header><text>The term <quote>accessible</quote> means data is available to the widest range of users for the widest range of purposes.</text></paragraph> 
<paragraph id="HC301EF6BA3E44862ADD48492F0E4E18A"><enum>(5)</enum><header>Machine processable</header><text>The term <quote>machine processable</quote> means data is reasonably structured to allow automated processing.</text></paragraph> 
<paragraph id="HF08D89414638483AB88C6E9321062FE3"><enum>(6)</enum><header>Non-discriminatory</header><text>The term <quote>non-discriminatory</quote> means data is available to anyone, with no requirement of registration.</text></paragraph> 
<paragraph id="H6661F3D64D1E4D42B5D026DF6EE80838"><enum>(7)</enum><header>Non-proprietary</header><text>The term <quote>non-proprietary</quote> means data is available in a format over which no entity has exclusive control.</text></paragraph> 
<paragraph id="H5063E7287C4C44FA908658107A3E7C4E"><enum>(8)</enum><header>License-free</header><text>The term <quote>license-free</quote> means data is not subject to any copyright, patent, trademark, or trade secret regulation. Reasonable privacy, security, and privilege restrictions may be allowed.</text></paragraph></subsection></section></title>
