		<official-title>To amend the Internal Revenue Code of 1986 to provide a
		  partial exclusion from gross income of gain from the sale of non-principal
		  residences.</official-title>

		<section id="H156CDDD29BCE419F9F2BFDC9FC7E0D5D" section-type="section-one"><enum>1.</enum><header>Exclusion of gain from sale
			 of non-principal residences</header>
			<subsection id="H51868D2240844F7295E9C9FEE1091F58"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Part III of
			 subchapter B of chapter 1 of the Internal Revenue Code of 1986 is amended by
			 inserting after section 121 the following new section:</text>

					<section id="H3B1E2C20931E4C168A00C6F62A46DA1C"><enum>121A.</enum><header>Exclusion of
				gain from sale of non-principal residence</header>
						<subsection id="HFF6517942A274C85A574C0B87CD1D972"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Gross income shall
				not include gain from the sale or exchange of property if—</text>
							<paragraph id="H04E2FB5739CF4B838172C3F016F2845C"><enum>(1)</enum><text>such property is
				acquired during the 1-year period beginning on the date of the enactment of
				this section,</text>
							</paragraph><paragraph id="HB9684F5FA3534FE09CF60E014A9376E6"><enum>(2)</enum><text>such property is
				held by the taxpayer and used as a dwelling unit for a period of not less than
				2 years, and</text>
							</paragraph><paragraph id="H9501A8C291B3411BB01C11BC44EF2647"><enum>(3)</enum><text>such property is
				located in a high foreclosure rate area.</text>
							</paragraph></subsection><subsection id="HADB285E67F734EC999471ABC9734886F"><enum>(b)</enum><header>Limitation</header><text>The
				amount of gain excluded from gross income under subsection (a) with respect to
				any sale or exchange shall not exceed $50,000 ($100,000 in the case of a joint
				return).</text>
						</subsection><subsection id="H0C1ADDC768F5415C8610D23285AD3CDD"><enum>(c)</enum><header>High foreclosure
				rate area</header><text>For purposes of this section, the term <quote>high
				foreclosure rate area</quote> means the 200 political subdivisions determined
				by the Secretary of the Treasury to have the highest rates of foreclosures,
				except that such 200 political subdivisions shall include at least 1 political
				subdivision of each State.</text>
						</subsection><subsection id="HD776FDDB5F784EFE9FE80350958192BD"><enum>(d)</enum><header>Application of
				certain rules</header><text>Rules similar to the rules of subsections (d), (e),
				and (f) of section 121 shall apply for purposes of this
				section.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H50CCA8C06E1C403BAE0937D3A69EC7B7"><enum>(b)</enum><header>Publication of
			 list of high foreclosure areas</header><text>Not later than 60 days after the
			 date of the enactment of this Act, the Secretary of the Treasury (or the
			 Secretary’s designee) shall publish the list of the 200 political subdivisions
			 determined to have the highest foreclosure rates under section 121A(c) of the
			 Internal Revenue Code of 1986, as added by this section.</text>
			</subsection><subsection id="H9D4C821A04914FCDBC5F2BDA923C6012"><enum>(c)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections for part III of subchapter B of chapter 1 of such Code is amended by
			 inserting after the time relating to section 121 the following new item:</text>
