<section id="H7F4A908822964429B8FB5AE687982096" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Continuing Extension Act of 2010</short-title></quote>.</text></section> 
<section display-inline="no-display-inline" id="H009AE212129048C9A2EEDFFB4BCB015F" section-type="subsequent-section"><enum>2.</enum><header>Extension of unemployment insurance provisions</header> 
<subsection display-inline="no-display-inline" id="HFDFCA4EBFCE04A6A8ABE5FA305D68B49"><enum>(a)</enum><header>In general</header> 
<paragraph commented="no" display-inline="yes-display-inline" id="HA2ADA49ADB364EFFAE09E89AF906AD54"><enum>(1)</enum><text>Section 4007 of the Supplemental Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304 note) is amended—</text> 
<subparagraph id="H7EBE656D551648EBAF6CAE214A1F560C" indent="up1"><enum>(A)</enum><text>by striking <quote>April 5, 2010</quote> each place it appears and inserting <quote>May 5, 2010</quote>;</text></subparagraph> 
<subparagraph id="H4719E97C9A7347B29DB75E4A9DAFED57" indent="up1"><enum>(B)</enum><text>in the heading for subsection (b)(2), by striking <quote><header-in-text level="paragraph" style="OLC">april 5, 2010</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">may 5, 2010</header-in-text></quote>; and</text></subparagraph>

<paragraph id="H69FCA66519144221BBB7E5512E90D5BA" indent="up1"><enum>(4)</enum><text>Section 5 of the Unemployment Compensation Extension Act of 2008 (Public Law 110–449; 26 U.S.C. 3304 note) is amended by striking <quote>September 4, 2010</quote> and inserting <quote>October 2, 2010</quote>.</text></paragraph></subsection> 
<subsection id="HE19BFF33B3384228B418ACFC3D43C482"><enum>(b)</enum><header>Funding</header><text>Section 4004(e)(1) of the Supplemental Appropriations Act, 2008 (Public Law 110–252; 26 U.S.C. 3304 note) is amended—</text> 
<paragraph id="H15864008E4A2418DBDB13832986F817F"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>and</quote> at the end; and</text></paragraph> 
<paragraph id="HE6138A4CEF9F4DEB802C692901B0B11E"><enum>(2)</enum><text>by inserting after subparagraph (D) the following new subparagraph:</text>

<subsection id="HDFEFB3E50AB04F3D85E2D1ADF1617FC9"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall take effect as if included in the amendments made by section 2 of the Temporary Extension Act of 2010 (Public Law 111–144).</text></subsection></section> 
<section id="H0439FC3DFE61452A9A4099DB052A3CDD" section-type="subsequent-section" display-inline="no-display-inline"><enum>3.</enum><header>Extension and improvement of premium assistance for COBRA benefits</header><text display-inline="no-display-inline">Subsection (a)(3)(A) of section 3001 of division B of the American Recovery and Reinvestment Act of 2009 (Public Law 111–5), as amended by section 3(a) of the Temporary Extension Act of 2010 (Public Law 111–144), is amended by striking <quote>March 31, 2010</quote> and inserting <quote>April 30, 2010</quote>.</text></section> 
<section commented="no" id="H2443B4BA758F4560A73EFDBE08816FC9" section-type="subsequent-section"><enum>4.</enum><header>Increase in the Medicare physician payment update</header><text display-inline="no-display-inline">Paragraph (10) of section 1848(d) of the Social Security Act, as added by section 1011(a) of the Department of Defense Appropriations Act, 2010 (Public Law 111–118) and as amended by section 5 of the Temporary Extension Act of 2010 (Public Law 111–144), is amended—</text> 
<paragraph commented="no" id="HC1B8BF9284D443AB8EB4269CD20B73A4"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>March 31, 2010</quote> and inserting <quote>April 30, 2010</quote>; and</text></paragraph>

<section commented="no" id="HB9F3B6B179F34CDA87B9EFFCA7E3FA50"><enum>5.</enum><header>Extension of Medicare therapy caps exceptions process</header><text display-inline="no-display-inline">Section 1833(g)(5) of the Social Security Act (42 U.S.C. 1395l(g)(5)), as amended by section 6 of the Temporary Extension Act of 2010 (Public Law 111–144), is amended by striking <quote>March 31, 2009</quote> and inserting <quote>April 30, 2010</quote>.</text></section> 
<section commented="no" id="H8E7BA391439D4264A078B48A45B003B8"><enum>6.</enum><header>Extension of use of 2009 poverty guidelines</header><text display-inline="no-display-inline">Section 1012 of the Department of Defense Appropriations Act, 2010 (Public Law 111–118), as amended by section 7 of the Temporary Extension Act of 2010 (Public Law 111–144), is amended by striking <quote>March 31, 2010</quote> and inserting <quote>April 30, 2010</quote>.</text></section> 
<section id="HD8AD7DD57B514EFBA1F35EA30C06A7E5" commented="no"><enum>7.</enum><header>Extension of national flood insurance program</header> 
<subsection id="HD3300AB3FED4434C897A0F67422C338D" commented="no"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Section 129 of the Continuing Appropriations Resolution, 2010 (Public Law 111–68), as amended by section 8 of Public Law 111–144, is amended by striking <quote>by substituting</quote> and all that follows through the period at the end and inserting <quote>by substituting April 30, 2010, for the date specified in each such section.</quote>.</text></subsection> 
<subsection id="H009D7BD260D249F995F1D9755859EFB1"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall be considered to have taken effect on February 28, 2010.</text></subsection></section>

<paragraph id="HF9E9E4E02DA6455FA7EFC2757DA20B0B" commented="no"><enum>(1)</enum><header>In general</header><text>Section 119 of title 17, United States Code, is amended—</text> 
<subparagraph id="HC4E0BEAA92CB4ED592079828D31FEED1" commented="no"><enum>(A)</enum><text>in subsection (c)(1)(E), by striking <quote>March 28, 2010</quote> and inserting <quote>April 30, 2010</quote>; and</text></subparagraph> 
<subparagraph id="HFD6E4C89792E4252BEFC1ABA677C5E6F" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (e), by striking <quote>March 28, 2010</quote> and inserting <quote>April 30, 2010</quote>.</text></subparagraph></paragraph> 
<paragraph id="H76A38208927F49B6B533C03190A5541E" commented="no"><enum>(2)</enum><header>Termination of license</header><text>Section 1003(a)(2)(A) of Public Law 111–118 is amended by striking <quote>March 28, 2010</quote>, and inserting <quote>April 30, 2010</quote>.</text></paragraph></subsection> 
<subsection id="H3358CF70C6AE47E7B2A96FE5841CE093" commented="no"><enum>(b)</enum><header>Amendments to Communications Act of 1934</header><text display-inline="yes-display-inline">Section 325(b) of the Communications Act of 1934 (47 U.S.C. 325(b)) is amended—</text> 
<paragraph id="HB00AA539D4BD40CD90B518AA9522D54B" commented="no"><enum>(1)</enum><text>in paragraph (2)(C), by striking <quote>March 28, 2010</quote> and inserting <quote>April 30, 2010</quote>; and</text></paragraph> 
<paragraph commented="no" id="H201A591A1DB34A2CA5AC7EDCE7BD6503"><enum>(2)</enum><text>in paragraph (3)(C), by striking <quote>March 29, 2010</quote> each place it appears in clauses (ii) and (iii) and inserting <quote>May 1, 2010</quote>.</text></paragraph></subsection></section> 
<section id="H31BA7AE0F8994A2BABA226C0755A8AA6" section-type="subsequent-section" display-inline="no-display-inline"><enum>9.</enum><header>Compensation and ratification of authority related to lapse in highway programs</header> 
<subsection id="H3B204BAAEE2C463AB68E80FEF2753F13"><enum>(a)</enum><header>Compensation for Federal employees</header><text>Any Federal employees furloughed as a result of the lapse in expenditure authority from the Highway Trust Fund after 11:59 p.m. on February 28, 2010, through March 2, 2010, shall be compensated for the period of that lapse at their standard rates of compensation, as determined under policies established by the Secretary of Transportation.</text> </subsection> 
<subsection id="H7C668DCD3E994AFE90160CC9A92D0094"><enum>(b)</enum><header>Ratification of essential actions</header><text>All actions taken by Federal employees, contractors, and grantees for the purposes of maintaining the essential level of Government operations, services, and activities to protect life and property and to bring about orderly termination of Government functions during the lapse in expenditure authority from the Highway Trust Fund after 11:59 p.m. on February 28, 2010, through March 2, 2010, are hereby ratified and approved if otherwise in accord with the provisions of the Continuing Appropriations Resolution, 2010 (division B of Public Law 111–68).</text> </subsection> 
<subsection id="HAE4299FFFF554169A97AC0F1500CF552"><enum>(c)</enum><header>Funding</header><text>Funds used by the Secretary to compensate employees described in subsection (a) shall be derived from funds previously authorized out of the Highway Trust Fund and made available or limited to the Department of Transportation by the Consolidated Appropriations Act, 2010 (Public Law 111–117) and shall be subject to the obligation limitations established in such Act.</text> </subsection> 
<subsection id="HD2D2C9635E454BB3818E127013E98FB7"><enum>(d)</enum><header>Expenditures from Highway Trust Fund</header><text>To permit expenditures from the Highway Trust Fund to effectuate the purposes of this section, this section shall be deemed to be a section of the Continuing Appropriations Resolution, 2010 (division B of Public Law 111–68), as in effect on the date of the enactment of the last amendment to such Resolution.</text> </subsection></section> 
<section commented="no" display-inline="no-display-inline" id="HAB83616C7B344292BDD60BF419857EA6" section-type="subsequent-section"><enum>10.</enum><header>Determination of budgetary effects</header> 
<subsection commented="no" display-inline="no-display-inline" id="HD144FA70895F4E5E81F2995A274C6D56"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the Committee on the Budget of the House of Representatives, provided that such statement has been submitted prior to the vote on passage.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HB67F994F4042413098BB7372932DBE38"><enum>(b)</enum><header>Emergency Designation for Congressional Enforcement</header><text display-inline="yes-display-inline">This Act, with the exception of section 4, is designated as an emergency for purposes of pay-as-you-go principles. In the Senate, this Act is designated as an emergency requirement pursuant to section 403(a) of S. Con. Res. 13 (111th Congress), the concurrent resolution on the budget for fiscal year 2010.</text></subsection> 
<subsection id="HFD6E7FFF216B41B09C9219C7D6FBF7B1"><enum>(c)</enum><header>Emergency Designation for Statutory PAYGO</header><text>This Act, with the exception of section 4, is designated as an emergency requirement pursuant to section 4(g) of the Statutory Pay-As-You-Go Act of 2010 (Public Law 111–139; 2 U.S.C. 933(g)).</text></subsection></section>
