		<section id="H71EA0B89AC3749A7AFAD803B6A34AC78" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Expanding Opportunities for Older Americans Act of
			 2010</short-title></quote>.</text>
		</section><section id="HECB2515231DF4890AA10A46A3C846878"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H452C826E8E1F47BA88D6479080A53D65"><enum>(1)</enum><text display-inline="yes-display-inline">The downturn in the national economy has
			 adversely affected millions of workers in all age groups, but it has
			 disproportionately burdened workers age 55 and older.</text>
			</paragraph><paragraph id="HB8850B3628214C1188C37ECA7AD62447"><enum>(2)</enum><text display-inline="yes-display-inline">During the period from 2005 through 2007,
			 more than 900,000 workers age 55 and older lost jobs they had held for the
			 preceding 3 years or longer. Such older workers constitute a quarter of
			 long-tenured workers who lost their jobs during this period.</text>
			</paragraph><paragraph id="H316CA0A985874FEB93E731F96E62E5F7"><enum>(3)</enum><text display-inline="yes-display-inline">Older workers experience substantially
			 longer periods of unemployment than younger workers and are more likely to
			 exhaust their unemployment insurance benefits.</text>
			</paragraph><paragraph id="HB0B5ACA2CF454F67BA4F7A9CA6531C89"><enum>(4)</enum><text display-inline="yes-display-inline">Older workers are comparatively less
			 successful than younger workers in finding new jobs. Only 55 percent of workers
			 age 55 and over who had been long-tenured before losing their jobs during the
			 period from 2005 through 2007 were reemployed in January 2008, compared to 72.6
			 percent of workers ages 25 to 54.</text>
			</paragraph><paragraph id="H994C1128E44E47DDBC9FB79B3C9520E9"><enum>(5)</enum><text display-inline="yes-display-inline">Unemployed older workers who succeed in
			 obtaining new employment are more likely than younger workers to be
			 underemployed, holding part-time jobs that pay lower wages.</text>
			</paragraph></section><section id="H550832718D464943AE681AEA86A0C6B2"><enum>3.</enum><header>Expansion of
			 Senior Community Service Employment Program</header>
			<subsection id="H10409F11553A45E5AB724BA6EB1C6980"><enum>(a)</enum><header>Reduction of age
			 of eligibility to age 52</header><text display-inline="yes-display-inline">Title V of the Older Americans Act of 1965
			 (42 U.S.C. 3056 et seq.) is amended by striking <quote>age 55</quote> each
			 place it appears and inserting <quote>age 52</quote>.</text>
			</subsection><subsection id="H4036D7C5B48B4FB3A43D7BE7629F7316"><enum>(b)</enum><header>Elimination of
			 requirement that eligible individual be unemployed</header>
				<paragraph id="H65CD3CDB153D4CB88D92800C2AB7F224"><enum>(1)</enum><header>Establishment of
			 program</header><text>Section 502(a)(1) of such title (42 U.S.C. 3056(a)(1)) is
			 amended by striking <quote>unemployed</quote>.</text>
				</paragraph><paragraph id="H0D21299272534920913BED39B2592D0A"><enum>(2)</enum><header>Recommendations</header><text>Section
			 503(a)(2)(C) of such title (42 U.S.C. 3056a(a)(2)(C)) is amended by striking
			 <quote>unemployed</quote>.</text>
				</paragraph><paragraph id="H4176C87B78854D48A7A461CCCBFEE5A8"><enum>(3)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 518(a) of
			 such title (42 U.S.C. 3056p(a)) is amended by striking paragraph (8).</text>
				</paragraph></subsection><subsection commented="no" id="HF9EAB600B6D548E2BBB0B8D4BBD4A5BB"><enum>(c)</enum><header>Increase in
			 income limitation for eligible individuals</header><text>Section 518(a)(3)(A)
			 of such title (42 U.S.C. 3056p(a)(3)(A)) is amended by striking <quote>125
			 percent of the poverty line</quote> and inserting <quote>200 percent of the
			 poverty line</quote>.</text>
			</subsection><subsection id="H22C629658F004D6A940832F7803957E4"><enum>(d)</enum><header>Income
			 defined</header><text display-inline="yes-display-inline">Section 518(a)(4) of
			 such title (42 U.S.C. 3056p(a)(4)) is amended—</text>
				<paragraph id="HF4A7FF89A7CD4568BA4BA777E6078E7F"><enum>(1)</enum><text>by inserting
			 <quote>by an eligible individual</quote> after <quote>received</quote>;</text>
				</paragraph><paragraph id="H5365BF88E11B49EB802DCE9FED2C28C3"><enum>(2)</enum><text>by striking
			 <quote>an eligible individual submits</quote> and inserting <quote>such
			 eligible individual submits</quote>; and</text>
				</paragraph><paragraph id="HEDB019D8064E4B078F5D47818970CB83"><enum>(3)</enum><text>by adding at the
			 end the following: <quote>Such term does not include income received by a
			 member of such eligible individual’s household other than such eligible
			 individual.</quote>.</text>
				</paragraph></subsection><subsection id="H7D4C8004874A456BA539A045B1FDB3CE"><enum>(e)</enum><header>Hours per week
			 grantee may permit participant to work</header>
				<paragraph id="H99DB2B335BAA4072A31466394E93581B"><enum>(1)</enum><header>In
			 general</header><text>Section 502(b) of such title (42 U.S.C. 3056(b)) is
			 amended by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H012E9DCF94624105AC4C892D9AA78B51" style="OLC">
						<paragraph id="H2A56D751446747EA9F579BA6E079AC04"><enum>(4)</enum><header>Hours per week
				grantee may permit participant To work</header><text display-inline="yes-display-inline">No limit of fewer than 40 hours per week
				may be placed on the number of hours per week a recipient of a grant under this
				title may permit a participant to work in a job assisted by this
				title.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HA69732EC65EB4863BC6DD4086870354A"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 518(a)(2) of such title (42 U.S.C. 3056p(a)(2))
			 is amended by striking <quote>part-time,</quote>.</text>
				</paragraph></subsection><subsection id="H9C6763F3BA814275A956CB84C9CAF621"><enum>(f)</enum><header>Authorization of
			 appropriations</header>
				<paragraph id="HD49430F038AB4DF8AC3C252778833EAA"><enum>(1)</enum><header>In
			 general</header><text>Section 517(a) of such Act (42 U.S.C. 3056o(a)) is
			 amended by striking <quote>2007, 2008, 2009, 2010, and 2011</quote> and
			 inserting <quote>2011, 2012, 2013, 2014, 2015, and 2016</quote>.</text>
				</paragraph><paragraph id="H5881C1629EBF449A8C5F11BF53AA7419"><enum>(2)</enum><header>Sense of
			 Congress</header><text>Section 517 of such Act (42 U.S.C. 3056o) is amended by
			 adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H4E92140C14D345CCA2FF9AF6C564149D" style="OLC">
						<subsection id="HD48512AD0DFC4E7B9E6669849B27EE40"><enum>(d)</enum><header>Sense of
				Congress</header><text display-inline="yes-display-inline">It is the sense of
				Congress that not less than $700,000,000 should be appropriated to carry out
				this title in each of fiscal years 2011, 2012, 2013, 2014, 2015, and
				2016.</text>
