		  make certain improvements in the services provided for homeless veterans under
		  the laws administered by the Secretary of Veterans Affairs.</official-title>

		<section id="H72233D8131D049BDB0493519D4A98A40" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>End Veteran Homelessness Act of
			 2010</short-title></quote>.</text>
		</section><section id="HA6CB6A7A265942B8B747FEC2D29A1C20" section-type="subsequent-section"><enum>2.</enum><header>Increase in amount
			 authorized to be appropriated for comprehensive service programs for homeless
			 veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2013">Section 2013</external-xref> of
			 title 38, United States Code, is amended—</text>
			<paragraph id="H5AA1FC7D50D3452BA41AF3E52E728A72"><enum>(1)</enum><text>by striking
			 <quote>fiscal year 2007</quote> and inserting <quote>fiscal year 2010</quote>;
			 and</text>
			</paragraph><paragraph id="H344592C1B2C6419DAFF3591B4059B1F1"><enum>(2)</enum><text>by striking
			 <quote>$150,000,000</quote> and inserting <quote>$200,000,000</quote>.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HC4CDFDA555BF455FB70CD55AAB72FD8D" section-type="subsequent-section"><enum>3.</enum><header>Improvement of
			 payments for providing services to homeless veterans</header>
			<subsection id="H1BB64AA776BF40D991664AD89C5A6687"><enum>(a)</enum><header>Improvement of
			 payments</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2012">Section 2012</external-xref> of
			 title 38, United States Code, is amended—</text>
				<paragraph id="H200E507867AC4CA8B296BF3D8E09825F"><enum>(1)</enum><text>by striking
			 <quote>per diem</quote> wherever it appears;</text>
				</paragraph><paragraph id="HEBC01C9F41BE40BAA4A540FD145907E7"><enum>(2)</enum><text>in subsection
			 (a)(2)—</text>
					<subparagraph id="HA638CECA456943C9A68F0F52C6DE294C"><enum>(A)</enum><text>in subparagraph
			 (A)—</text>
						<clause id="H67E634C91BBD41F09A5CFC6AE862F4BC"><enum>(i)</enum><text>by
			 striking <quote>daily cost of care</quote> and inserting <quote>annual cost of
			 furnishing services</quote>; and</text>
						</clause><clause id="HC9610DA245574EE0ACF20A5391F0BDD9"><enum>(ii)</enum><text>by
			 striking the second sentence;</text>
						</clause></subparagraph><subparagraph id="H66FA35A4FE8F4964BD9826EB4E1B8B44"><enum>(B)</enum><text>by striking
			 subparagraph (B) and inserting the following new subparagraph (B):</text>
						<quoted-block id="H2F772F0C2E9544E8BF83C2F848E2C747" style="USC">
							<subparagraph id="HEF5EAA5B31354BEB8E9495C48538A337" indent="up2"><enum>(B)</enum><text>The Secretary shall annually adjust
				the rate of payment under subparagraph (A) to reflect anticipated changes in
				the cost of furnishing services and to take into account the cost of providing
				services in a particular geographic area. The Secretary may set a maximum
				amount payable to a grant recipient under this
				section.</text>
							</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HD2EE6D24CA2343A293BB52F9D6478FE5"><enum>(C)</enum><text>in subparagraph
			 (C), by striking <quote>other sources of income</quote> and all that follows
			 through the period at the end and inserting <quote>the cost of services
			 provided by the grant recipient as the Secretary may require to assist the
			 Secretary in making the determination under subparagraph (A)</quote>;</text>
					</subparagraph><subparagraph id="HE0DD052C1C5543A7ACCEE2D97B508E2F"><enum>(D)</enum><text>by striking
			 subparagraph (D) and inserting the following new subparagraph (D):</text>
						<quoted-block id="H69680794D4E940BDAC7DF5C1BFB56BCD" style="USC">
							<subparagraph id="HCF801DDF74B944F99FDA13907D34331A" indent="up2"><enum>(D)</enum><text>In making the determination under
				subparagraph (A), the Secretary may consider the availability of other sources
				of income, including payments to the grant recipient or eligible entity for
				furnishing services to homeless veterans under programs other than under this
				subchapter, payments or grants from other departments or agencies of the United
				States, from departments or agencies of State or local governments, or from
				private entities or organizations.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H6711E84C50764292A8CE1E6BF8EBA0AD"><enum>(E)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H4B0EB0193DE04D5F80DF1A464F98F9EC" style="USC">
							<subparagraph id="H4F191B948CBF419B8F4BD7143B9FAFE3" indent="up2"><enum>(E)</enum><text display-inline="yes-display-inline">The Secretary shall authorize payments
				under this subsection to each grant recipient on an annual basis but shall make
				a payment to each grant recipient for each calendar quarter in an amount equal
				to a portion of the annual amount authorized for such recipient. Upon the
				expiration of a calendar quarter, each grant recipient shall provide to the
				Secretary a statement of the amount spent by the recipient during that calendar
				quarter, and if the amount spent is less than the amount provided for that
				calendar quarter, repay to the Secretary the balance. If the amount spent by a
				grant recipient for such purpose for a calendar quarter exceeds the amount
				provided to the recipient for that quarter, the Secretary shall make an
				additional payment to the recipient in an amount equal to the amount by which
				the amount so spent exceeded the amount so provided, as long as the total
				amount provided to such recipient in a calendar year does not exceed the amount
				of the annual payment for that
				recipient.</text>
							</subparagraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HFCF0EF6E00594CEDBEF4D8B7204C446B"><enum>(3)</enum><text>in subsection (a),
			 by striking paragraph (3) and inserting the following new paragraph (3):</text>
					<quoted-block id="HCE54A17D189541E2B97672BD74201918" style="USC">
						<paragraph id="HEDEE087BBCF24895A23788230322A08C" indent="up1"><enum>(3)</enum><text>Payments under this subsection to a
				grant recipient or eligible entity may be used to match, or in combination
				with, other payments or grants for which the recipient or entity is
				eligible.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" id="H04D0E8677666451B9C1D572071A92CF1"><enum>(4)</enum><text>in subsection
			 (c)—</text>
					<subparagraph commented="no" id="H334B4090097843DC8805382E2206EC52"><enum>(A)</enum><text>by striking
			 paragraph (2); and</text>
					</subparagraph><subparagraph commented="no" id="H291D21A2B4654206BDAD88E31DBA8950"><enum>(B)</enum><text>by redesignating
			 paragraph (3) as paragraph (2).</text>

			 program outreach</header>
			<subsection id="H5E8C0596931548C2AFAEAC8FC6981B0A"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">Chapter 20</external-xref> of title 38,
			 United States Code, is further amended by adding at the end of subchapter III
			 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HD7141BB34BA646E09C1907387C452276" style="USC">
					<section id="H0BD1BFC96554496CA74C3E903C5BEA54"><enum>2024.</enum><header>Supported
				housing program outreach</header>
						<subsection id="H75C94A06F0B84C9C912D1B22DEC4D1CB"><enum>(a)</enum><header>Landlord
				outreach</header><paragraph commented="no" display-inline="yes-display-inline" id="H247DA037B6AD4B338A484ECAFEA1E082"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary shall ensure that each
				medical center of the Department that provides treatment and services under the
				supported housing program under section 8(o)(19) of the United States Housing
				Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42
				U.S.C. 1437f(o)(19)</external-xref>) employs or provides (through coordination
				with a public housing agency, homeless service provider, or other appropriate
				organization) one or more specialists, which may include peer specialists who
				were formerly homeless veterans, for handling housing issues in conjunction
				with the program under this subsection.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD70E1B9C26494629BB4D34AD617C0992" indent="up1"><enum>(2)</enum><text>Such specialists shall conduct
				outreach to landlords to encourage and facilitate participation in the
				supportive housing program, mediate disputes between veterans receiving
				assistance under such program and landlords, establish and maintain a list of
				dwelling units available for rental with assistance under such program, and
				carry out other appropriate activities.</text>
							</paragraph></subsection><subsection commented="no" id="H5D650834C4BD4AC7BB6BF05036385A25"><enum>(b)</enum><header>Homelessness
				prevention and rapid re-Housing assistance</header><text display-inline="yes-display-inline">The Secretary shall coordinate with the
				Secretary of Housing and Urban Development to provide assistance to homeless
				veterans in accessing the Homelessness Prevention and Rapid Re-Housing Program
				administered by the Secretary of Housing and Urban Development for assistance
				for basic essentials, security deposits for rental dwelling units, and advance
				payments of the first month’s rent for such
				units.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HAF6F6AE2E1D94D36942FEDAAA127AA7E"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end of the items relating to subchapter III the
			 following new item:</text>

			 appropriations for Department of Veterans Affairs program to provide financial
			 assistance for supportive services for very low-income veteran families in
			 permanent housing</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2044">Section 2044(e)</external-xref> of
			 title 38, United States Code, is amended—</text>
			<paragraph id="H62A3DE6DCE644D5FB57265A78CE13E68"><enum>(1)</enum><text>in paragraph (1),
			 by adding at the end the following new subparagraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H295C60B604AB45ADB1B876361496D3D6" style="USC">
					<subparagraph id="HD4FD8BEC2ACB4924A831037CF580E692" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">$50,000,000 for fiscal year 2012.</text>
					</subparagraph><subparagraph id="HBC5CCED946F940CBA5BD25B483940B1E" indent="up1"><enum>(E)</enum><text>$75,000,000 for fiscal year
				2013.</text>
					</subparagraph><subparagraph id="HF02FD2F41C6D4182A32858E30F8310C9" indent="up1"><enum>(F)</enum><text>$100,000,000 for each subsequent
				fiscal year.</text>
					</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H74C250642BA848F79EA6EDB84F6DFEC5"><enum>(2)</enum><text>in paragraph (3),
			 by striking <quote>each of the fiscal year 2009 through 2011</quote> and
			 inserting <quote>each fiscal year</quote>.</text>
			</paragraph></section><section id="H4FD5A839479A4A02A68F69F051514A79"><enum>6.</enum><header>Promotion of
			 awareness of Department of Veterans Affairs programs to assist homeless
			 veterans among homeless women veterans and homeless veterans with
			 children</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/532">Section 532</external-xref> of title
			 38, United States Code, is amended by inserting after <quote>homeless
			 veterans</quote> the following: <quote>(with a special emphasis on promoting
			 awareness of such assistance among homeless women veterans and homeless
			 veterans with children)</quote>.</text>
