			 Speaker, in each case for consideration of such provisions as fall within the

		  to provide job training, public works, and economic development programs, and

		<section id="HC41AE0CCB3CA4A50A8910A83935A70EB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Jobs for
			 Urban Sustainability in America Act</quote>.</text>
		</section><section id="H36A9E50D3F79495FAC72232635E5416A"><enum>2.</enum><header>Grants to cities
			 with high unemployment</header>
			<subsection id="H62A2086833DF4947A5E7531F32E2C09F"><enum>(a)</enum><header>Department of
			 Commerce grants for public works and economic development</header><text display-inline="yes-display-inline">The Secretary of Commerce shall use the
			 funds made available to the Secretary under section 3(a)(2) to make additional
			 grants—</text>
				<paragraph id="H7F46694CD6484F29A3E6FB71EDB8221C"><enum>(1)</enum><text display-inline="yes-display-inline">to cities with high unemployment, under
			 sections 201, 203, 207, and 209 of the Public Works and Economic Development
			 Act of 1965; and</text>
				</paragraph><paragraph id="H94D964AC56D946F2B04406C87BE64A03"><enum>(2)</enum><text display-inline="yes-display-inline">under the Trade Adjustment Assistance for
			 Firms Program under chapters 3 and 5 of title II of the Trade Act of
			 1974.</text>
				</paragraph></subsection><subsection id="H1E58B4F1B8414F1786720F3F459D3FD3"><enum>(b)</enum><header>Department of
			 Labor grants for job training programs</header><text display-inline="yes-display-inline">The Secretary of Labor shall use the funds
			 made available to the Secretary under section 3(a)(1) to carry out adult and
			 dislocated worker employment and training activities under chapter V of
			 subtitle B of title I of the Workforce Investment Act of 1998 (29 U.S.C. 2861
			 et seq.) to benefit cities with high unemployment.</text>
			</subsection><subsection id="H099B34D4C6A34E9A9CCDEDCFB615BF0D"><enum>(c)</enum><header>City with high
			 unemployment defined</header><text display-inline="yes-display-inline">For
			 purposes of this section, the term <term>city with high unemployment</term>
			 means a city that—</text>
				<paragraph id="HE4D8D2269F944F9BAF496102FC7E4EB4"><enum>(1)</enum><text>has a population
			 of at least 600,000 people; and</text>
				</paragraph><paragraph id="H5DDB13929691472FBB8685D46CA72E95"><enum>(2)</enum><text>has, for each
			 month beginning with January 2009, and ending on the date of the enactment of
			 this Act, an unemployment rate of 10 percent or more.</text>
				</paragraph></subsection></section><section id="HC9CBA1CEB49A44559060EE6015E5933A"><enum>3.</enum><header>Funding</header>
			<subsection display-inline="no-display-inline" id="HB402906F48F149609DE372CCAE91BAF4"><enum>(a)</enum><header>Funding from the
			 TARP</header><text>Of funds made available to the Secretary of the Treasury
			 under title I of the Emergency Economic Stabilization Act of 2008 (12 U.S.C.
			 5211 et seq.) that remain unobligated, the Secretary of the Treasury
			 shall—</text>
				<paragraph id="H9F088C5B82064432AA8E528A6DA42AB4"><enum>(1)</enum><text>make
			 $5,000,000,000 available to the Secretary of Labor to carry out section 2(a);
			 and</text>
				</paragraph><paragraph id="H39711069B4F744B294863BDEBA493D2C"><enum>(2)</enum><text display-inline="yes-display-inline">make $5,000,000,000 available to the
			 Secretary of Commerce to carry out section 2(b).</text>
				</paragraph></subsection><subsection id="HF930C4428C75458CACB1000749F2E5D4"><enum>(b)</enum><header>Authorization</header><text>The
			 amounts described under subsection (a) shall be deemed to be for actions
			 authorized under title I of the Emergency Economic Stabilization Act of
			 2008.</text>
