		<official-title>To amend the Higher Education Act of 1965 to authorize
		  student loan forgiveness for certain individuals employed in advanced energy
		  professions.</official-title>

		<section id="H16F344430119408095213C50B5F92306" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Energy Education Loan Forgiveness Act
			 of 2010</short-title></quote>.</text>
		</section><section id="HD40299D1644D4E35A1CBF3D8500B39F1"><enum>2.</enum><header>Energy Education
			 Loan Forgiveness</header><text display-inline="no-display-inline">Part B of
			 title IV of the Higher Education Act of 1965 (20 U.S.C. 1070 et seq.) is
			 amended by inserting after section 428L the following new section:</text>

				<section id="H46C74D1848964C26A01F6D627CB1EF4C"><enum>428M.</enum><header>Energy
				Education Loan Forgiveness</header>
					<subsection id="H06DF07E050004766809825202768ED9F"><enum>(a)</enum><header>Purpose</header><text>The
				purposes of this section are—</text>
						<paragraph id="H0C81498DABEA4B2F91A1FF078E9063AB"><enum>(1)</enum><text display-inline="yes-display-inline">to encourage individuals to enter and
				continue in advanced energy professions; and</text>
						</paragraph><paragraph id="H0464BB4CA19F4767A1832BC9C7B3885B"><enum>(2)</enum><text>to reward such
				individuals for their service in advanced energy professions by reducing the
				burden of student loan debt.</text>
						</paragraph></subsection><subsection display-inline="no-display-inline" id="HAE4F54543D544B7EA048B80F89286D65"><enum>(b)</enum><header>Program
				Authorized</header>
						<paragraph id="H7EF750D1E3AE4E118782524A9258C7DE"><enum>(1)</enum><header>Loan forgiveness
				authorized</header><text>The Secretary is authorized to forgive, in accordance
				with this section, the student loan obligation of a borrower, in the amount
				specified in
				<internal-xref idref="H20B7AE019B084502A9CB49690B012A75" legis-path="428M.(c)">subsection (c)</internal-xref>, who—</text>
							<subparagraph id="H784B7E87B07543958D24EADE439EE23F"><enum>(A)</enum><text display-inline="yes-display-inline">has been employed for at least one calendar
				year after the date of enactment of the <short-title>Energy Education Loan Forgiveness Act of
				2010</short-title> as a full-time skilled energy worker trained in an industry
				that focuses on advanced energy (as defined in
				<internal-xref idref="H9D13134B14D64214837C3E4D0A69510E" legis-path="428M.(f)">subsection (f)</internal-xref>); and</text>
							</subparagraph><subparagraph commented="no" id="H53A1DBBBAE294A629AD9767B5023F97D"><enum>(B)</enum><text>is not in default
				on a loan for which the borrower seeks forgiveness.</text>
							</subparagraph></paragraph><paragraph id="H65FF3A86F99B433B9C481D22D7575401"><enum>(2)</enum><header>Method of loan
				forgiveness</header><text>To provide loan forgiveness under
				<internal-xref idref="H7EF750D1E3AE4E118782524A9258C7DE" legis-path="428M.(b)(1)">paragraph (1)</internal-xref>, the Secretary is
				authorized to carry out a program—</text>
							<subparagraph id="H8898C40BD1654D4B899ADE1F71636CCA"><enum>(A)</enum><text>through the holder
				of the loan, to assume the obligation to repay a qualified loan amount for a
				loan made, insured, or guaranteed under this part (other than an excepted PLUS
				loan (as such term is defined in section 493C(a))); and</text>
							</subparagraph><subparagraph id="HADF8B467B7BE43F88F962CE99A6A57BF"><enum>(B)</enum><text>to cancel a
				qualified loan amount for a loan made under part D or part E of this title
				(other than such an excepted PLUS loan).</text>
							</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H20B7AE019B084502A9CB49690B012A75"><enum>(c)</enum><header>Qualified Loan
				Amount</header><text>The Secretary shall, from funds appropriated under
				<internal-xref idref="HC3A5D5E9DEA54404B3D9A8752FA91446" legis-path="428M.(h)">subsection (h)</internal-xref>, forgive the loan
				obligation of a borrower in accordance with this section and in the following
				increments:</text>
						<paragraph id="H9FD49F0949734A72B6C2CD8D59C3C5C7"><enum>(1)</enum><text display-inline="yes-display-inline">After the first calendar year of employment
				described in
				<internal-xref idref="H7EF750D1E3AE4E118782524A9258C7DE" legis-path="428M.(b)(1)">subsection (b)(1)</internal-xref>, not more than
				$2,000 of the loan obligation of the borrower that is outstanding after the
				completion of such calendar year.</text>
						</paragraph><paragraph id="H726EA3E9231E4811AC7F6714FDC26DCF"><enum>(2)</enum><text display-inline="yes-display-inline">After the second such year of employment,
				not more than $2,500 of the loan obligation of the borrower that is outstanding
				after the completion of such year.</text>
						</paragraph><paragraph id="HDCD7F7FBF7C7493E8D7C25AF74994B59"><enum>(3)</enum><text display-inline="yes-display-inline">After the third such year of employment,
				not more than $3,000 of the loan obligation of the borrower that is outstanding
				after the completion of such year.</text>
						</paragraph><paragraph id="HDBF72484582E4DFEB7AC3043FFEE859D"><enum>(4)</enum><text display-inline="yes-display-inline">After the fourth such year of employment,
				not more than $4,500 of the loan obligation of the borrower that is outstanding
				after the completion of such year.</text>
						</paragraph><paragraph id="HCC7754FFBB0842C1B32543DFB04512EB"><enum>(5)</enum><text display-inline="yes-display-inline">After the fifth such year of employment,
				not more than $5,000 of the loan obligation of the borrower that is outstanding
				after the completion of such year.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8DC532DDBEE64F5A9CB1DC2122A586FB"><enum>(d)</enum><header>Priority</header><text>The
				Secretary shall grant loan forgiveness under this section on a first-come,
				first-served basis, and subject to the availability of appropriations.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="H58963BA9BC4C4A4DBBD2D606EFB58CAB"><enum>(e)</enum><header>Ineligibility
				for double benefits</header><text>No borrower may, for the same service,
				receive a reduction of loan obligations under both this section and section
				428K or 455(m).</text>
					</subsection><subsection id="H9D13134B14D64214837C3E4D0A69510E"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
						<paragraph id="H4F39BA74E63C42DD8D20BBACAAC477DF"><enum>(1)</enum><header>Advanced
				energy</header><text display-inline="yes-display-inline">The term
				<term>advanced energy</term> shall have the meaning given such term by the
				Secretary pursuant to
				<internal-xref idref="H7DFF5B8FCC9F462DB8459B15EC69FF3E" legis-path="428M.(g)">subsection (g)</internal-xref>.</text>
						</paragraph><paragraph id="HAB35C2EAD0994E659A636CDF9A1B511B"><enum>(2)</enum><header>Industry that
				focuses on advanced energy</header><text display-inline="yes-display-inline">The term <term>industry that focuses on
				advanced energy</term> means an industry the primary purpose of which is to
				develop, produce, and distribute advanced energy (as defined by the Secretary
				in accordance with
				<internal-xref idref="H7DFF5B8FCC9F462DB8459B15EC69FF3E" legis-path="428M.(g)">subsection (g)</internal-xref>), and includes the
				following industries:</text>
							<subparagraph id="H4968F34B3F1446268672866DB08CA8C3"><enum>(A)</enum><text>Alternative
				energy, including wind and solar energy.</text>
							</subparagraph><subparagraph id="HEA868B6447164A429F3D94983B5A56BA"><enum>(B)</enum><text>Nuclear
				energy.</text>
							</subparagraph><subparagraph id="H5825A9BFDD8D44D5BAFED84DC9E51418"><enum>(C)</enum><text>Energy efficient
				construction, retrofitting, and design.</text>
							</subparagraph><subparagraph id="H42F661065BC74D179020C4D8CD6D1F7D"><enum>(D)</enum><text>Sustainable energy
				technologies, including chemical technology, nanotechnology, and electrical
				technology.</text>
							</subparagraph><subparagraph id="HD719544F27A64BD0A2793F6D93166F92"><enum>(E)</enum><text>Water and energy
				conservation.</text>
							</subparagraph><subparagraph id="H9E48F41ABDEC4A7CB64DD81B5D409841"><enum>(F)</enum><text>Recycling and
				waste reduction.</text>
							</subparagraph><subparagraph id="H4501FE910E6F41B090926CB6FDAB7F68"><enum>(G)</enum><text>Advanced
				agriculture and farming.</text>
							</subparagraph><subparagraph id="HD50097A5DC6C446F84CD2BF85907697A"><enum>(H)</enum><text>Carbon
				sequestration and storage.</text>
							</subparagraph><subparagraph id="H403DFBA303A14372AE54B832F8719F55"><enum>(I)</enum><text display-inline="yes-display-inline">Natural gas drilling.</text>
							</subparagraph><subparagraph id="H9DE275F747BA49F9BDED7870D9924589"><enum>(J)</enum><text>Clean coal
				production.</text>
							</subparagraph></paragraph><paragraph id="HF8C0C481FF6A431C879CBF2458302119"><enum>(3)</enum><header>Skilled energy
				worked</header><text>The term <term>skilled energy worker</term> shall have the
				meaning given such term by the Secretary pursuant to
				<internal-xref idref="H7DFF5B8FCC9F462DB8459B15EC69FF3E" legis-path="428M.(g)">subsection (g)</internal-xref>.</text>
						</paragraph></subsection><subsection commented="no" id="H7DFF5B8FCC9F462DB8459B15EC69FF3E"><enum>(g)</enum><header>Regulations</header>
						<paragraph id="H186BA0CD31604E6788BBB0545294A687"><enum>(1)</enum><header>In
				general</header><text>The Secretary is authorized to issue such regulations as
				may be necessary to carry out this section.</text>
						</paragraph><paragraph id="H2106421EACF34066871C4AC2332A1AE2"><enum>(2)</enum><header>Consultation
				with Secretary of Energy</header><text>The Secretary shall coordinate with the
				Secretary of Energy to promulgate regulations to define, for the purpose of
				awarding loan forgiveness under this section, the term <term>advanced
				energy</term>, the term <term>skilled energy worker</term>, and each of the
				categories of industries that focus on advanced energy that are listed under
				<internal-xref idref="HAB35C2EAD0994E659A636CDF9A1B511B" legis-path="428M.(f)(2)">subsection (f)(2)</internal-xref>.</text>
						</paragraph></subsection><subsection id="HC3A5D5E9DEA54404B3D9A8752FA91446"><enum>(h)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section such sums as may be necessary for fiscal year 2011 and each of
				the 5 succeeding fiscal
				years.</text>
