		<official-title display="yes">To require the President to prepare a
		  quadrennial National Manufacturing Strategy, and for other
		  purposes.</official-title>

		<section id="HB81EBFF3F4A6448388FB6ACFA25DABEF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Manufacturing Strategy Act of
			 2010</short-title></quote>.</text>
		</section><section commented="no" id="H75D4760E9CC84D808A06EB2EF3338C8F"><enum>2.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that—</text>
			<paragraph commented="no" id="HFB101921F3364788AE7729D13031DB3E"><enum>(1)</enum><text display-inline="yes-display-inline">the United States Government should promote
			 policies related to the Nation’s manufacturing sector that are intended to
			 promote growth, sustainability, and competitiveness; create well-paying, decent
			 jobs; enable innovation and investment; and support national security;
			 and</text>
			</paragraph><paragraph id="HC79E653AAD1A42009B93AE962BCEDE93"><enum>(2)</enum><text display-inline="yes-display-inline">the President and Congress should act
			 promptly to pursue policies consistent with a National Manufacturing
			 Strategy.</text>
			</paragraph></section><section commented="no" id="HEBA02BDE786446BE9FC97988F5CF2D33"><enum>3.</enum><header>National
			 Manufacturing Strategy</header>
			<subsection commented="no" id="H95A02A001D75430C86926CA5AD867780"><enum>(a)</enum><header>Strategy
			 required</header><text display-inline="yes-display-inline">Not later than the
			 first day of July of the second year of each Presidential term, the President
			 shall submit to Congress, and publish on a public website, a National
			 Manufacturing Strategy.</text>
			</subsection><subsection commented="no" id="H77D2BF316DC3468BA2649BFA345BB846"><enum>(b)</enum><header>Deadline for
			 first National Manufacturing Strategy</header><text display-inline="yes-display-inline">Notwithstanding subsection (a), the
			 President shall issue the first National Manufacturing Strategy not later than
			 the date that is one year after the date of the enactment of this Act.</text>
			</subsection></section><section id="H92C6EFBCA49342D399B64EDAD0B01889"><enum>4.</enum><header>President’s
			 Manufacturing Strategy Board</header>
			<subsection id="H69DFFB1C58EB42628E501DD1EA638D8B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President shall
			 establish, within the Department of Commerce, the President’s Manufacturing
			 Strategy Board.</text>
			</subsection><subsection id="HFE495A06E7DD4E5B82FB1377DEA6BB3B"><enum>(b)</enum><header>Public sector
			 members</header><text display-inline="yes-display-inline">The President’s
			 Manufacturing Strategy Board shall include the following individuals:</text>
				<paragraph id="H1EED9CF579404BF88D0B5DE582366116"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary or head (or the designee of
			 the Secretary or head) of each of the following organizations:</text>
					<subparagraph id="H4E3778024A764D939F06A0B8DE8D3E2A"><enum>(A)</enum><text>The Department of
			 the Treasury.</text>
					</subparagraph><subparagraph id="H7C7663255AD94E90A696FA7D5B0C5D56"><enum>(B)</enum><text>The Department of
			 Defense.</text>
					</subparagraph><subparagraph id="HA64245FF33D143D39B2DB65D8EA05962"><enum>(C)</enum><text>The Department of
			 Commerce.</text>
					</subparagraph><subparagraph id="HEDE18F310D4B4E1BB9A80F23F9E1A9EE"><enum>(D)</enum><text>The Department of
			 Labor.</text>
					</subparagraph><subparagraph id="H5F3FBE09717849469BF073837C2475B9"><enum>(E)</enum><text>The Department of
			 Energy.</text>
					</subparagraph><subparagraph id="HD66594847B6248A7B56FD06C6B13C58B"><enum>(F)</enum><text>The Office of the
			 United States Trade Representative.</text>
					</subparagraph><subparagraph id="HAED8EF1C07C14128B399F4C8EA8141D1"><enum>(G)</enum><text>The Office of
			 Management and Budget.</text>
					</subparagraph><subparagraph id="H9E36630B21A6442BB7A59A4ED994A1D8"><enum>(H)</enum><text>The Office of
			 Science and Technology Policy.</text>
					</subparagraph><subparagraph id="HF6BE1B2C6BFC4939AA911CD5D99EEBDC"><enum>(I)</enum><text>The Small Business
			 Administration.</text>
					</subparagraph><subparagraph id="HB364B67DA50B4371AAEDA06BA0AB2E78"><enum>(J)</enum><text>Other Federal
			 agencies the President determines appropriate.</text>
					</subparagraph></paragraph><paragraph commented="no" id="HEE24C072523C413FAF403D505D4B7E1D"><enum>(2)</enum><text>The Governors of
			 two States, from different political parties, appointed by the President in
			 consultation with the National Governors Association.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H57745F9CA50B4248BDA03E489481B7CA"><enum>(c)</enum><header>Private sector
			 members</header><text display-inline="yes-display-inline"></text>
				<paragraph id="HE1381A42512D4F3CB128346B74D96B9B"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President’s
			 Manufacturing Strategy Board shall further include 9 individuals from the
			 private sector, appointed by the President after consultation with industry and
			 labor organizations, including individuals with experience in the areas
			 of—</text>
					<subparagraph id="H21CFAD670A9D4FD0BD48978332A89B86"><enum>(A)</enum><text>managing
			 manufacturing companies;</text>
					</subparagraph><subparagraph id="HB0F333D527C240B69F1D45FA203611D6"><enum>(B)</enum><text>managing supply
			 chain providers;</text>
					</subparagraph><subparagraph id="H76CD7FC0FF924A56AC8DD5A1A4430328"><enum>(C)</enum><text>managing labor
			 organizations;</text>
					</subparagraph><subparagraph id="HBFF72916FED74E4BB9E54B7C51B5B9D2"><enum>(D)</enum><text>workforce
			 development;</text>
					</subparagraph><subparagraph id="H3C0F593D7FD241A78513DF5BBA3710A2"><enum>(E)</enum><text>conducting
			 manufacturing-related research and development; and</text>
					</subparagraph><subparagraph id="HE53ED6C42E444F47ABE10834AEA10A0E"><enum>(F)</enum><text>the defense
			 industrial base.</text>
					</subparagraph></paragraph><paragraph id="H86E1CFF79CDC43DCBF02F346191C153C"><enum>(2)</enum><header>Balance in
			 representation</header><text>In making appointments of private sector members
			 to the President’s Manufacturing Strategy Board under paragraph (1), the
			 President shall seek to ensure that the individuals appointed represent a
			 balance among and within regions, sizes of firms, and industries of the
			 manufacturing sector.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HA6E0996110C240F8B8CB87A3E8377633"><enum>(3)</enum><header>Terms</header>
					<subparagraph id="H03C17962613D467C923E3926608236AA"><enum>(A)</enum><header>In
			 general</header><text>Each member appointed under this subsection shall be
			 appointed for a term of 6 years, except as provided in subparagraphs (B) and
			 (C).</text>
					</subparagraph><subparagraph id="H144C1AD1403344D6AAE7BA8490294CA8"><enum>(B)</enum><header>Terms of initial
			 appointees</header><text>As designated by the President at the time of
			 appointment, of the members first appointed—</text>
						<clause id="H5916C311B5FB4949A239415CAA583F2B"><enum>(i)</enum><text>3
			 shall be appointed for a term of 2 years;</text>
						</clause><clause id="HF812AF5B02A8443F93BBD5FACE686CFC"><enum>(ii)</enum><text>3
			 shall be appointed for a term of 4 years; and</text>
						</clause><clause id="H208510CB55FC41CAA2F7F1898A06CA49"><enum>(iii)</enum><text>3
			 shall be appointed for a term of 6 years.</text>
						</clause></subparagraph><subparagraph id="H10ADB09BDC3A4955BFEE532884841374"><enum>(C)</enum><header>Vacancies</header><text>Any
			 member appointed to fill a vacancy occurring before the expiration of the term
			 for which the member’s predecessor was appointed shall be appointed only for
			 the remainder of that term. A member may serve after the expiration of that
			 member’s term until a new member has been appointed.</text>
					</subparagraph></paragraph></subsection><subsection id="H445788F2D0E8482AB7D1CD846F9F9EE3"><enum>(d)</enum><header>Chair and vice
			 chair</header>
				<paragraph id="HD31BF2220E9C45E5AA1AF8507E5EA154"><enum>(1)</enum><header>Chair</header><text>The
			 Secretary of Commerce (or the designee of the Secretary) shall serve as the
			 Chair of the President’s Manufacturing Strategy Board.</text>
				</paragraph><paragraph commented="no" id="H21D4EAAEEFA14834840B01F994F6D88B"><enum>(2)</enum><header>Vice
			 chair</header><text>The President shall appoint the Vice Chair of the
			 President’s Manufacturing Strategy Board from among the private sector members
			 appointed by the President under subsection (c).</text>
				</paragraph></subsection><subsection id="HAF43EA9C4049453B9E4F2F424C434F45"><enum>(e)</enum><header>Subgroups</header><text>The
			 President’s Manufacturing Strategy Board may convene subgroups to address
			 particular industries, policy topics, or other matters. Such subgroups may
			 include members representing any of the following:</text>
				<paragraph id="HF58406E3F5934476B455505D51B97012"><enum>(1)</enum><text>Such other Federal
			 agencies as the Chair determines appropriate.</text>
				</paragraph><paragraph id="H376BD8708AF94826858FEE1BB473B8C6"><enum>(2)</enum><text>State, local,
			 tribal, and Territorial governments.</text>
				</paragraph><paragraph id="H20F436E4493B4B459126371036025D9C"><enum>(3)</enum><text>The private
			 sector, including labor, industry, academia, trade associations, and other
			 appropriate groups.</text>
				</paragraph></subsection><subsection id="H22BEE3ADCA5B4438BB68CF79C7C0A3C3"><enum>(f)</enum><header>Meetings</header>
				<paragraph id="H25C1986FF4E848BFA4BC1F158E080A35"><enum>(1)</enum><header>Timing of
			 meetings</header><text>The President’s Manufacturing Strategy Board shall meet
			 at the call of the Chair.</text>
				</paragraph><paragraph id="H3060DF7BD7764AD29A87D2A4AF95509C"><enum>(2)</enum><header>Frequency of
			 meetings</header><text>The President’s Manufacturing Strategy Board shall meet
			 not less than 2 times each year, and not less than 4 times in a year preceding
			 the issuance of a National Manufacturing Strategy required under section
			 3(a).</text>
				</paragraph><paragraph id="H2095A95BCB7E4F8D9A593882AC8C7138"><enum>(3)</enum><header>Public meetings
			 required</header><text>The President’s Manufacturing Strategy Board shall
			 convene public meetings to solicit views on the Nation’s manufacturing sector
			 and recommendations for the National Manufacturing Strategy.</text>
				</paragraph><paragraph id="H948E355B6FE549D99EF649CD00F548F3"><enum>(4)</enum><header>Locations of
			 public meetings</header><text>The locations of public meetings convened under
			 paragraph (3) shall ensure the inclusion of multiple regions and industries of
			 the manufacturing sector.</text>
				</paragraph></subsection><subsection commented="no" id="HD076E337BC1C4FCD8743BA4D3DEA9B1F"><enum>(g)</enum><header>Application of
			 Federal Advisory Committee Act</header><text>The Federal Advisory Committee Act
			 (5 U.S.C. App.), other than section 14 of such Act, shall apply to the
			 President’s Manufacturing Strategy Board, including any subgroups established
			 pursuant subsection (e).</text>
			</subsection></section><section id="H21A47686F7204D44A54111AA577C0F0E"><enum>5.</enum><header>Duties of the
			 President’s Manufacturing Strategy Board</header>
			<subsection commented="no" id="HAF5F03ECE68A4491A79663B509BCDE91"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The President’s
			 Manufacturing Strategy Board shall—</text>
				<paragraph commented="no" id="H307CC39CBCE746E5AADB156E483E3F32"><enum>(1)</enum><text display-inline="yes-display-inline">advise the President and Congress on issues
			 affecting the Nation’s manufacturing sector;</text>
				</paragraph><paragraph commented="no" id="H193CCBDE57DF48EA9CFBF475B3B7E126"><enum>(2)</enum><text display-inline="yes-display-inline">conduct a comprehensive analysis in
			 accordance with subsection (b);</text>
				</paragraph><paragraph commented="no" id="HA074838FA7064248B2CC3041EB753912"><enum>(3)</enum><text display-inline="yes-display-inline">develop a National Manufacturing Strategy
			 in accordance with subsection (c);</text>
				</paragraph><paragraph commented="no" id="H048CA22DDB0548F883C44340EB50AB43"><enum>(4)</enum><text>submit to the
			 President and Congress an annual report under subsection (d); and</text>
				</paragraph><paragraph commented="no" id="HB120C3A444F74652BDB3FB98D6896C0C"><enum>(5)</enum><text display-inline="yes-display-inline">carry out other activities determined
			 appropriate by the President.</text>
				</paragraph></subsection><subsection id="HDD9E595001CA4505A38B414229FD1229"><enum>(b)</enum><header>Comprehensive
			 analysis</header><text display-inline="yes-display-inline">In developing each
			 National Manufacturing Strategy under subsection (c), the President’s
			 Manufacturing Strategy Board shall conduct a comprehensive analysis of the
			 Nation’s manufacturing sector that addresses—</text>
				<paragraph id="H64B87DA590234EE993707C4EACE62F40"><enum>(1)</enum><text display-inline="yes-display-inline">the value and role, both historic and
			 current, of manufacturing in the Nation’s economy, security, and global
			 leadership;</text>
				</paragraph><paragraph id="HE267F39B4ADA4988AFEE390EF5FCCF63"><enum>(2)</enum><text display-inline="yes-display-inline">the current domestic and international
			 environment for the Nation’s manufacturing sector, and any relevant subset
			 thereof;</text>
				</paragraph><paragraph id="H2669024FB341482CA54900F08E474AB3"><enum>(3)</enum><text display-inline="yes-display-inline">Federal, State, local, and Territorial
			 policies, programs, and conditions that affect manufacturing;</text>
				</paragraph><paragraph id="H207AF837D8D1427CA55DC8FF5FE602D2"><enum>(4)</enum><text display-inline="yes-display-inline">a comparison of the manufacturing policies
			 and strategies of the United States relative to other nations’ policies and
			 strategies;</text>
				</paragraph><paragraph id="H9CD8C86FB24D4429BC7B163C9DC8D458"><enum>(5)</enum><text display-inline="yes-display-inline">the identification of emerging or evolving
			 markets, technologies, and products for which the Nation’s manufacturers could
			 compete;</text>
				</paragraph><paragraph id="HAB2DCA28A63440F5A06E9B255FB0CD76"><enum>(6)</enum><text display-inline="yes-display-inline">the short- and long-term forecasts for the
			 Nation’s manufacturing sector, and forecasts of expected national and
			 international trends and factors likely to affect such sector in the future;
			 and</text>
				</paragraph><paragraph id="H5B463490EF31401CBF51E8387EA70AF7"><enum>(7)</enum><text display-inline="yes-display-inline">any other matters affecting the
			 competitiveness, growth, stability, and sustainability of the Nation’s
			 manufacturing sector, including—</text>
					<subparagraph id="HE0446D93646449D6AD70046439ECD1BE"><enum>(A)</enum><text display-inline="yes-display-inline">levels of domestic production;</text>
					</subparagraph><subparagraph id="H065C1B7039C2428283697C441C3CE504"><enum>(B)</enum><text display-inline="yes-display-inline">productivity;</text>
					</subparagraph><subparagraph id="H31806627B8E94E8CBDC6399E20638CBF"><enum>(C)</enum><text display-inline="yes-display-inline">the trade balance;</text>
					</subparagraph><subparagraph id="HE2A253FAC1FE415BA0A718101034E8A0"><enum>(D)</enum><text display-inline="yes-display-inline">financing and investment;</text>
					</subparagraph><subparagraph id="H5ADC357A1ED24CCB905E3EEB2EEAD44D"><enum>(E)</enum><text display-inline="yes-display-inline">research and development;</text>
					</subparagraph><subparagraph id="H8695DAD233FA4CA486A9C28F0BED97ED"><enum>(F)</enum><text display-inline="yes-display-inline">job creation and employment
			 disparities;</text>
					</subparagraph><subparagraph id="H90B41995730541CB8EFBB6FB19456F99"><enum>(G)</enum><text display-inline="yes-display-inline">workforce skills and development;
			 and</text>
					</subparagraph><subparagraph id="H10297561B2BB47ACA2E4C258261EA911"><enum>(H)</enum><text display-inline="yes-display-inline">adequacy of the industrial base for
			 maintaining national security.</text>
					</subparagraph></paragraph></subsection><subsection id="H56017DBF3DEA4075A9ED53BBA384E4F2"><enum>(c)</enum><header>National
			 Manufacturing Strategy</header>
				<paragraph id="HA6D3CDC24D224CCB9EE15E6A35240AAD"><enum>(1)</enum><header>Development</header><text>The
			 President’s Manufacturing Strategy Board shall develop a National Manufacturing
			 Strategy, based on—</text>
					<subparagraph id="HB0BDDEE015F14C94A444C7C32ACB4596"><enum>(A)</enum><text display-inline="yes-display-inline">the results of the comprehensive analysis
			 conducted under subsection (b);</text>
					</subparagraph><subparagraph id="H16DA54165F6842A48BB49F058018E07E"><enum>(B)</enum><text display-inline="yes-display-inline">the studies carried out by the National
			 Academy of Sciences pursuant to section 7; and</text>
					</subparagraph><subparagraph commented="no" id="H6AB6E224FDD444D88D3D4F73A90F9FFC"><enum>(C)</enum><text display-inline="yes-display-inline">any other information, studies, or
			 perspectives that the President’s Manufacturing Strategy Board determines to be
			 appropriate.</text>
					</subparagraph></paragraph><paragraph id="H7369FDCF895D43DFBB2CE57F893F7211"><enum>(2)</enum><header>Goals and
			 recommendations</header>
					<subparagraph id="H10B18EDB3543408A9D849082D13A2B4E"><enum>(A)</enum><header>Goals</header><text display-inline="yes-display-inline">The President’s Manufacturing Strategy
			 Board shall include in each National Manufacturing Strategy short- and
			 long-term goals for the Nation’s manufacturing sector, taking into account the
			 matters addressed in the comprehensive analysis conducted under subsection
			 (b).</text>
					</subparagraph><subparagraph id="H92F5C7F952C846E09B1C723CCC14820B"><enum>(B)</enum><header>Recommendations</header><text display-inline="yes-display-inline">The President’s Manufacturing Strategy
			 Board shall include in each National Manufacturing Strategy recommendations for
			 achieving the goals provided under subparagraph (A). Such recommendations may
			 propose—</text>
						<clause id="H626295B39CAE49A99568052477694C45"><enum>(i)</enum><text display-inline="yes-display-inline">actions to be taken by the President,
			 Congress, State, local, and Territorial governments, the private sector,
			 universities, industry associations, and other stakeholders; and</text>
						</clause><clause id="HEA0420CDEC624F3BB0B430A1CFD0108E"><enum>(ii)</enum><text display-inline="yes-display-inline">ways to improve Government policies,
			 coordination among entities developing such policies, and Government
			 interaction with the manufacturing sector.</text>
						</clause></subparagraph></paragraph><paragraph id="H4B100821D7D145BCA285F6E1E8A6D591"><enum>(3)</enum><header>Report</header>
					<subparagraph id="H5B4C1B300A454280AED2F5933216A8F2"><enum>(A)</enum><header>Draft</header><text display-inline="yes-display-inline">Not later than 90 days before the date on
			 which the President is required to submit to Congress a report containing a
			 National Manufacturing Strategy under section 3, the President’s Manufacturing
			 Strategy Board shall publish in the Federal Register and on a public website a
			 draft report containing a National Manufacturing Strategy.</text>
					</subparagraph><subparagraph id="H67B2FA1A4A584555AE49227265BB4B89"><enum>(B)</enum><header>Public comment;
			 review and revision</header><text display-inline="yes-display-inline">A draft
			 report published under subparagraph (A) shall remain available for public
			 comment for a period of 30 days from the date of publication. The President’s
			 Manufacturing Strategy Board shall review any comments received regarding such
			 draft report and may revise the draft report based upon those comments.</text>
					</subparagraph><subparagraph commented="no" id="H5BA79567DAA84F279B71E48ED9C41339"><enum>(C)</enum><header>Publication</header><text display-inline="yes-display-inline">Not later than 30 days before the date on
			 which the President is required to submit to Congress a report containing a
			 National Manufacturing Strategy under section 3, the President’s Manufacturing
			 Strategy Board shall submit to the President for review and revision a final
			 report containing a National Manufacturing Strategy, and shall publish such
			 final report on a public website.</text>
					</subparagraph><subparagraph id="HD9397F7E659045F993AC26217D07B0DB"><enum>(D)</enum><header>Estimates</header><text>The
			 final report submitted under subparagraph (C) shall include—</text>
						<clause commented="no" id="H12F4198A145647A78262672C52D6B37B"><enum>(i)</enum><text display-inline="yes-display-inline">when feasible, an estimate of the short-
			 and long-term Federal Government outlays and revenue changes necessary to
			 implement the National Manufacturing Strategy and an estimate of savings that
			 may be derived from implementation of the National Manufacturing
			 Strategy;</text>
						</clause><clause commented="no" id="H8EE9A8ED93C2409AAC35F25CCB3973DF"><enum>(ii)</enum><text>a detailed
			 explanation of the methods and analysis used to determine the estimates
			 included under clause (i); and</text>
						</clause><clause commented="no" id="HA00308016675406F81A088C6876BF42B"><enum>(iii)</enum><text display-inline="yes-display-inline">detailed recommendations regarding how to
			 pay for the cost of implementation estimated under clause (i), when
			 feasible.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HADF2C94F594C41BFA71EDDAE4646308F"><enum>(d)</enum><header>Annual
			 report</header><text display-inline="yes-display-inline">Not later than the
			 date that is one year after the date on which the first National Manufacturing
			 Strategy is published under section 3, and annually thereafter, the President’s
			 Manufacturing Strategy Board shall submit to the President and Congress a
			 report that includes—</text>
				<paragraph id="H56F29E5058C44E2F8622D4CEF859367E"><enum>(1)</enum><text display-inline="yes-display-inline">views on the current state of manufacturing
			 in the United States;</text>
				</paragraph><paragraph id="H6EF49BE5F8784198B7719841ACF1A864"><enum>(2)</enum><text display-inline="yes-display-inline">an assessment of the implementation of
			 previously issued National Manufacturing Strategies;</text>
				</paragraph><paragraph id="HA9B49FE2CD9240E8BCB498F8D38C5502"><enum>(3)</enum><text display-inline="yes-display-inline">recommendations for furthering the
			 implementation of previously issued National Manufacturing Strategies;
			 and</text>
				</paragraph><paragraph id="HF5EA0F3D35814899B2506D8823B383D5"><enum>(4)</enum><text>any suggested
			 revisions to the estimate required under section 5(c)(3)(D)(i) to implement the
			 recommendations included under paragraph (3).</text>
				</paragraph></subsection><subsection id="H3C1627E299EF48988803548614BCEE34"><enum>(e)</enum><header>Consultation</header><text display-inline="yes-display-inline">In order to gain perspectives and avoid
			 duplication of efforts, the President’s Manufacturing Strategy Board shall
			 consult on manufacturing issues with the Defense Science Board, the President’s
			 Council of Advisors on Science and Technology, the Manufacturing Council
			 established by the Department of Commerce, and the Labor Advisory Committee for
			 Trade Negotiations and Trade Policy, and may consult with other relevant
			 governmental entities or the private sector.</text>
			</subsection></section><section id="H0E4E7B7B3DEE4BDFA0A42C70A3E8DBF7"><enum>6.</enum><header>Government
			 Accountability Office review of National Manufacturing Strategy</header><text display-inline="no-display-inline">Not later than the first day of April in
			 calendar years 2013, 2017, and 2021, the Comptroller General shall submit to
			 Congress a report regarding the National Manufacturing Strategy published under
			 section 3. The report shall include—</text>
			<paragraph id="H11E00F3CC53449959EF92C28B0EFBEB4"><enum>(1)</enum><text>an assessment of
			 whether the recommendations from such National Manufacturing Strategy, and any
			 preceding National Manufacturing Strategies, were implemented;</text>
			</paragraph><paragraph id="HC7BA10540E6B46E69040A6D5570AE9E9"><enum>(2)</enum><text>an analysis of the
			 impact of such recommendations, to the extent data are available;</text>
			</paragraph><paragraph id="H851A11B839754C1EA1A19B6D2D9E087D"><enum>(3)</enum><text>a
			 review of the process involved in developing such National Manufacturing
			 Strategy and any preceding National Manufacturing Strategies; and</text>
			</paragraph><paragraph id="H0649E41F6B2141139FCCC0AA9A72E238"><enum>(4)</enum><text>recommendations
			 for improvements in developing the next National Manufacturing Strategy.</text>
			</paragraph></section><section id="HB82178BC645449A0A023E31976371CB6"><enum>7.</enum><header>Studies</header>
			<subsection id="H6A5B499AC9BB4F478E4C079FB008EF7B"><enum>(a)</enum><header>Quadrennial
			 study</header>
				<paragraph id="H65AA9C2947F24F3CA977A1E218EEDF31"><enum>(1)</enum><header>In
			 general</header><text>In developing each National Manufacturing Strategy, the
			 President, acting through the Secretary of Commerce, shall enter into an
			 agreement with the National Academy of Sciences to conduct a study in
			 accordance with this subsection.</text>
				</paragraph><paragraph id="H344C09D9AEDB4691B142253F85D97CDF"><enum>(2)</enum><header>Elements</header><text>The
			 study shall examine the following:</text>
					<subparagraph id="H31FA07A2D6BC4DEEBDD00B0BA42F9EDF"><enum>(A)</enum><text>The current state
			 of manufacturing in the United States.</text>
					</subparagraph><subparagraph id="H8EDA6701EF9A49FB8293441D33F07788"><enum>(B)</enum><text>Federal programs
			 and activities related to manufacturing systems.</text>
					</subparagraph><subparagraph id="HB577A1D461754833B4F4BF8FAFC45C52"><enum>(C)</enum><text>The ways in which
			 Federal policies affect manufacturing, and likely future trends in
			 manufacturing if such policies remain unchanged.</text>
					</subparagraph><subparagraph id="HF30DC1E7B37B4A68B4506ED04628955A"><enum>(D)</enum><text>Various possible
			 approaches for evaluating the implementation of the National Manufacturing
			 Strategy.</text>
					</subparagraph><subparagraph id="H69809DCA3ABC45C18DAFA185DCFA42BF"><enum>(E)</enum><text>An assessment of
			 the trends and short- and long-term forecasts of manufacturing.</text>
					</subparagraph><subparagraph id="HC291DDAAF40D426C8F8C6F8692F27882"><enum>(F)</enum><text>A review of the
			 trends and short- and long-term forecasts of manufacturing relied upon in
			 previous National Manufacturing Strategies as compared with actual events and
			 trends.</text>
					</subparagraph></paragraph><paragraph id="H7022E76F16D7438984BDEBCB74905E1A"><enum>(3)</enum><header>Report</header><text>The
			 agreement entered into under paragraph (1) shall provide that not later than
			 the first day of April of the first year of each Presidential term, the
			 National Academy of Sciences shall submit to Congress and the President a
			 report containing the findings of the study.</text>
				</paragraph><paragraph id="H7053F9A019674C06B139AD128DC0888E"><enum>(4)</enum><header>Deadline for
			 first report</header><text>Notwithstanding paragraph (3), the first agreement
			 entered into under this subsection shall provide that the National Academy of
			 Sciences shall submit to Congress and the President a report containing the
			 findings of the study not later than 2 years after the date such agreement is
			 entered into.</text>
				</paragraph><paragraph id="HCFB5FBE210B149928AE738428AEC3380"><enum>(5)</enum><header>Deadline for
			 subsequent agreements</header><text>After the first agreement entered into
			 under this subsection, all subsequent agreements under this subsection shall be
			 entered into not later than 18 months before the deadline for submission of the
			 corresponding report under paragraph (3).</text>
				</paragraph></subsection><subsection id="H3A2C3DA851254E4397236DFA20E1F0A1"><enum>(b)</enum><header>Discretionary
			 studies</header><text>The President, acting through the Secretary of Commerce,
			 may enter into further agreements with the National Academy of Sciences as
			 necessary to develop studies to provide information for future National
			 Manufacturing Strategies.</text>
			</subsection></section><section id="H048C631AA9DD41E68D322EE8C7278C02"><enum>8.</enum><header>Requirement to
			 consider National Manufacturing Strategy in budget</header><text display-inline="no-display-inline">In
			 preparing the budget for a fiscal year under
			 <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section
			 1105(a)</external-xref> of title 31, United States Code, the President shall
			 include information regarding the consistency of the budget with the goals and
			 recommendations included in National Manufacturing Strategy covering that
			 fiscal year.</text>
