		<official-title>To direct the Secretary of Commerce to establish a
		  competitive grant program to promote domestic regional

		<section id="HB8A52457C1854128A1D88EE8E1BB9C14" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Travel Regional Investment Partnership
			 Act</short-title></quote> .</text>
		</section><section id="H3E49133E5B7F4A1CA910B99B5BC14468"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H5F4EE95F740E469BB72FA86C08DD665F"><enum>(1)</enum><text display-inline="yes-display-inline">The importance of travel and tourism cannot
			 be overstated: travel and tourism employs America.</text>
			</paragraph><paragraph id="H3B8DCBDC9A9C4488B051D01F89ECB498"><enum>(2)</enum><text>Approximately
			 8,300,000 domestic jobs depend on the travel and tourism industry.</text>
			</paragraph><paragraph id="HA258B477462E4E14BBD0E3093AE71985"><enum>(3)</enum><text>The United States
			 travel and tourism industry is worth more than $691,000,000,000 annually in
			 direct spending, of which more than 85 percent is the result of domestic
			 travel. Including indirect spending, such industry tops $1,200,000,000,000 in
			 spending.</text>
			</paragraph><paragraph id="H357FAA78B8C14CDFB3F291BC30CE784F"><enum>(4)</enum><text>The travel and
			 tourism industry accounts for 2.6 percent of GDP, nearly four times that of the
			 automotive industry.</text>
			</paragraph><paragraph id="HA677B0584FE84AECA8240BBE604B2555"><enum>(5)</enum><text display-inline="yes-display-inline">Domestic employment related to the travel
			 and tourism industry cannot be outsourced to other countries.</text>
			</paragraph><paragraph id="H4A07F8170EDE4944BC1E37848138FA1D"><enum>(6)</enum><text display-inline="yes-display-inline">The current economic downturn has created
			 the most difficult economic environment for the domestic travel and tourism
			 industry since the period following the terrorist attacks of September 11,
			 2001.</text>
			</paragraph><paragraph id="HB202384534054475B3189FFE30383811"><enum>(7)</enum><text display-inline="yes-display-inline">The travel and tourism industry has
			 contracted by nearly $130,000,000,000 in 2009 alone. The domestic tourism
			 economy has fallen by nearly 4.5 percent during 2009, twice the rate of the
			 overall economy of the United States.</text>
			</paragraph><paragraph id="HA935D046DBCF4BF78BAFC80ECD8F0CA3"><enum>(8)</enum><text>Domestic spending
			 on travel and tourism has been in decline since the fourth quarter of fiscal
			 year 2008, while employment in the travel and tourism industry has been falling
			 since the second quarter of such year.</text>
			</paragraph><paragraph id="H43A6A31930DF4EACB3CDE06A586336C4"><enum>(9)</enum><text>Public-private
			 partnerships have been underutilized in the promotion of travel and tourism and
			 are a dynamic tool in creating new domestic tourism markets and promoting
			 domestic regional tourism growth.</text>
			</paragraph></section><section id="H2182F7CB4D4A4885B536534A06B92427" section-type="subsequent-section"><enum>3.</enum><header>Domestic regional
			 tourism grant program</header>
			<subsection id="H38D454888206466B8AC7756CB0DDA9DB"><enum>(a)</enum><header>Establishment by
			 Secretary of Commerce</header><text display-inline="yes-display-inline">The
			 Secretary of Commerce shall establish a competitive grant program, administered
			 by the Office of Travel and Tourism Industries, to promote domestic regional
			 tourism growth and new domestic tourism market creation.</text>
			</subsection><subsection id="HF86216317AE64891B44CFD27BFCCD40E"><enum>(b)</enum><header>Range of grant
			 monetary amounts</header><text>No grant shall be less than $100,000 or more
			 than $1,000,000.</text>
			</subsection><subsection id="H06E8361DBC264CD6A73B585C129FD864"><enum>(c)</enum><header>Grantee
			 eligibility requirements</header>
				<paragraph id="HC071904750D84CFE92F2620CEC3827BC"><enum>(1)</enum><header>Eligible
			 entities</header><text display-inline="yes-display-inline">The following
			 entities are eligible for a grant under this section for the purposes of
			 promoting domestic regional tourism growth and new domestic tourism market
			 creation:</text>
					<subparagraph id="H8B03DC0C11D54514958B499B2022A9FE"><enum>(A)</enum><text display-inline="yes-display-inline">A Convention and Visitors Bureau.</text>
					</subparagraph><subparagraph id="H2E2CDB7996434BBD9C983CC5C881D872"><enum>(B)</enum><text>A partnership
			 between a State or local government and a local tourism entities.</text>
					</subparagraph></paragraph><paragraph id="H784D2E0795CD47FD8D737B3BBABABFB3"><enum>(2)</enum><header>Application
			 process</header>
					<subparagraph id="H2933140ADB41499BADB09B7AFA3B8278"><enum>(A)</enum><header>Submission</header><text>An
			 eligible entity seeking a grant under this section shall submit to the
			 Secretary an application at such time, in such form, and with such information
			 and assurances as the Secretary may require.</text>
					</subparagraph><subparagraph id="HCF35E6FB3A3A44F795169D7C630DF36B"><enum>(B)</enum><header>Contents</header><text>Such
			 application shall include—</text>
						<clause display-inline="no-display-inline" id="HC039E40509D248B48842732DF5D41F72"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the tourist promotion
			 activities that the grant will fund; and</text>
						</clause><clause id="HE5E413466E4A43D09B55AD00C5C000B2"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a partnership between a
			 State or local government and local tourism entities—</text>
							<subclause id="HED6B893226B0445FAB6938E7AB0ED26A"><enum>(I)</enum><text>the specific
			 tourist entities that such government has partnered with in order promote
			 tourism within the relevant domestic region; and</text>
							</subclause><subclause id="HD0A53E83D92D4C28B805BA9F9CDA28A7"><enum>(II)</enum><text display-inline="yes-display-inline">the details of the partnership and specific
			 information as to how such partnership will increase regional tourism.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection id="H795DBC689006484CA20F596BC8CDE24E"><enum>(d)</enum><header>Matching
			 requirement</header>
				<paragraph id="H619CCCEFEB53406EBE40B813017CE6DD"><enum>(1)</enum><header>Non-Federal
			 funds</header><text display-inline="yes-display-inline">As a condition of
			 receipt of a grant under this section, the grant recipient shall provide,
			 either directly or through donations from public or private entities,
			 non-Federal matching funds, in cash or in-kind, in an amount equal to the
			 amount of the grant.</text>
				</paragraph><paragraph id="HA498BC9B63594E8785509C5672BE12FD"><enum>(2)</enum><header>Special rule for
			 in-kind donations</header><text>Of the amount of non-Federal matching funds
			 required under paragraph (1), not more than 25 percent shall be provided
			 through in-kind contributions.</text>
				</paragraph></subsection><subsection id="H20334E7AF30E4EA1A1F0C3E7347A8AC2"><enum>(e)</enum><header>Reports</header><text>Not
			 later than 6 months after the end of each fiscal year in which grants were
			 awarded by the Secretary under this section, the Secretary shall submit a
			 report to Congress on—</text>
				<paragraph id="H3C45D42B9C18458BA2995963706B44F6"><enum>(1)</enum><text display-inline="yes-display-inline">travel-generated expenditures;</text>
				</paragraph><paragraph id="H3CCC366E2FA24ACDB7D62FE06F921717"><enum>(2)</enum><text display-inline="yes-display-inline">travel-generated tax receipts; and</text>
				</paragraph><paragraph id="H6C31E3B2445447EB983B2C996FEFEE18"><enum>(3)</enum><text display-inline="yes-display-inline">travel-generated employment.</text>
				</paragraph></subsection><subsection id="H8E689CA862FA42A5910B2B09FEDF7533"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="HF4560F65D22C4BC58D616053C1B647A0"><enum>(1)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of Commerce.</text>
				</paragraph><paragraph id="H8215CC3D60AD4E4FB5DC46E8ECFF2241"><enum>(2)</enum><header>Local tourist
			 entity</header><text display-inline="yes-display-inline">The term <quote>local
			 tourist entity</quote> means any public or private sector business engaged in
			 tourism-related activities.</text>
				</paragraph></subsection><subsection id="HCDCD82214B5441B295E0F4FFC89A191A"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated $10,000,000 for each of the first 5 fiscal years
			 that begin after the date of enactment of this section for grants under this
			 section, and such amounts appropriated shall remain available until expended.</text>
