		<section id="HF2A345F6FCB14AE9B1D43441F11432BB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Cluster-Based Economy Enhancement Act
			 of 2010</short-title></quote>.</text>
		</section><section id="H379A16AC886F4D05AD26A19117C73BB0"><enum>2.</enum><header>Grants for
			 cluster-based economic development</header>
			<subsection id="HEE6E17A2EB464270B0C82DB6F5C7D36A"><enum>(a)</enum><header>In
			 general</header><text>Title II of the Public Works and Economic Development Act
			 of 1965 (42 U.S.C. 3141 et seq.) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="HE5C3FCF393B84224AACDFBF7096E2586" style="OLC">
					<section id="HA7D9680F02954F45A828EDDC2D4A5F98"><enum>219.</enum><header>Grants for
				cluster-based economic development</header>
						<subsection id="HA09DA804C86942E3BCB3A8A9F0B436B4"><enum>(a)</enum><header>Definitions</header><text>In
				this section, the following definitions apply:</text>
							<paragraph id="HCA1CCEC2F50D4CDB8C7F286F6790719C"><enum>(1)</enum><header>Cluster</header><text>The
				term <term>cluster</term> means a geographic concentration of business entities
				that—</text>
								<subparagraph id="H0FC7AF93360341219F97C26FA863051D"><enum>(A)</enum><text>are competing,
				complementary, or interdependent firms and industries;</text>
								</subparagraph><subparagraph id="HD1DC795FEFEC48AF89FC3813CCAA6CEA"><enum>(B)</enum><text>do business with
				one another; and</text>
								</subparagraph><subparagraph id="H55A1E299898843298DB5847A07852BEE"><enum>(C)</enum><text>have common needs
				for talent, technology, and infrastructure.</text>
								</subparagraph></paragraph><paragraph id="HD5383CBD9B09446CBB5F3D60BC7D67CB"><enum>(2)</enum><header>Eligible
				applicant</header><text>The term <term>eligible applicant</term> means—</text>
								<subparagraph id="H6A25CFEB6040438B88D3D77DC1551BA9"><enum>(A)</enum><text>a State or local
				government;</text>
								</subparagraph><subparagraph id="H182B821AE3D94F7EA19AC16A4F139A9C"><enum>(B)</enum><text>an institution of
				higher education; or</text>
								</subparagraph><subparagraph id="HC37DF04A7A0F4602BEFBD984260B37DD"><enum>(C)</enum><text>a nonprofit
				economic development organization.</text>
								</subparagraph></paragraph><paragraph id="HCCC9045EB23644B68776191B7D6A8E7A"><enum>(3)</enum><header>Region</header><text display-inline="yes-display-inline">The term <term>region</term> means any of
				the following regions, if on the date of submission of an application for a
				grant under this section the region meets one or more of the criteria described
				in section 301(a):</text>
								<subparagraph display-inline="no-display-inline" id="HABDB9F2C085E49D68002EC3C621AF88A"><enum>(A)</enum><text display-inline="yes-display-inline">The Delta Region, as described in section
				382A(2) of the Consolidated Farm and Rural Development Act (7 U.S.C.
				2009aa(2)).</text>
								</subparagraph><subparagraph id="HD71C909B4CF54728BCD5A7E6D797EB7A"><enum>(B)</enum><text display-inline="yes-display-inline">The Northern Great Plains Region, as
				described in section 383A(4) of the Consolidated Farm and Rural Development Act
				(7 U.S.C. 2009bb(4)).</text>
								</subparagraph><subparagraph id="H5B4D6EC063264429B92363624B9D1FA6"><enum>(C)</enum><text display-inline="yes-display-inline">The Southeast Crescent Region, as described
				in section 15731 of title 40, United States Code.</text>
								</subparagraph><subparagraph id="HDD71DB0C7E9C4193956CE4A8CB018039"><enum>(D)</enum><text display-inline="yes-display-inline">The Southwest Border Region, as described
				in section 15732 of title 40, United States Code.</text>
								</subparagraph><subparagraph id="H7AE9FBEF816943649E0A27F295F874C0"><enum>(E)</enum><text display-inline="yes-display-inline">The Northern Border Region, as described in
				section 15733 of title 40, United States Code.</text>
								</subparagraph><subparagraph id="H6387C9486C284CB88F9EB9F4FA0BFD3B"><enum>(F)</enum><text>The Appalachian
				Region, as described in section 14102 of title 40, United States Code.</text>
								</subparagraph><subparagraph id="H37CFEBC90862492AB40B7E004DCF04D1"><enum>(G)</enum><text>Such other region
				as the Secretary determines appropriate.</text>
								</subparagraph></paragraph></subsection><subsection id="H7AABF53BEC8D49ADB134C682331E83CD"><enum>(b)</enum><header>Block
				grants</header>
							<paragraph id="H68D323D2F74E43118CAB47E23D56EDBF"><enum>(1)</enum><header>In
				general</header><text>On the application of an eligible applicant, the
				Secretary may make a block grant to the applicant—</text>
								<subparagraph id="HE028D8D2DF674482AEE32A4FE3E79A10"><enum>(A)</enum><text display-inline="yes-display-inline">to assess the potential for the development
				of clusters and the enhancement of existing clusters in a region;</text>
								</subparagraph><subparagraph id="H8E459F67617E495F92942A0F37D9C1BD"><enum>(B)</enum><text display-inline="yes-display-inline">to establish cluster development programs
				in a region; and</text>
								</subparagraph><subparagraph id="H03291284519A409289E9BBBAA2CD16E3"><enum>(C)</enum><text>to promote cluster
				development programs in a region and support the staff who operate such
				programs.</text>
								</subparagraph></paragraph><paragraph id="H25BF6312C87F40A292BF59E6FCB052BC"><enum>(2)</enum><header>Use of
				grants</header><text>A recipient of grant funds under this subsection may use
				the funds to provide assistance for startup costs, worker training, relocation
				costs, planning, and other projects identified by the recipient that are
				consistent with the purposes of this section.</text>
							</paragraph></subsection><subsection id="H976166817170455CB4D43DB38C51A576"><enum>(c)</enum><header>Cost
				sharing</header>
							<paragraph id="H79754F6C03F54358863E39EFC2D94F4B"><enum>(1)</enum><header>In
				general</header><text>The Federal share of the cost of a project carried out
				using funds made available under this section shall be 50 percent.</text>
							</paragraph><paragraph id="H5283C39D74984421B8C0A1D6F9E153E2"><enum>(2)</enum><header>In-kind
				contributions</header><text>Not more than 50 percent of the non-Federal share
				of the cost of a project carried out using funds made available under this
				section may be provided through in-kind contributions.</text>
							</paragraph><paragraph id="H105C466C7B9644418683269AD6C9BFE5"><enum>(3)</enum><header>Inapplicability
				of certain section</header><text>Section 204 shall not apply to this
				section.</text>
							</paragraph></subsection><subsection id="H986C867EDE674E2C8E1B071CCB9DDF0F"><enum>(d)</enum><header>Reports to
				Congress</header>
							<paragraph id="H890B20127D6D4AF5AD8FD2470EE57DD4"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall submit to Congress reports on the
				results of the program established under this section.</text>
							</paragraph><paragraph id="H74A2F209FBEC48E38C7FC8A53F13E294"><enum>(2)</enum><header>Frequency of
				reports</header><text>The Secretary shall submit a report under this subsection
				annually for the first 4 years of the program and biennially thereafter.</text>
							</paragraph></subsection><subsection id="HDD89146CE6294A00A4ED72382110AD1E"><enum>(e)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated to carry
				out this section $50,000,000. Such sums shall remain available until
				expended.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3869F493B53A46C7B461772FD0E4F02F"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents contained in section 1(b) of the
			 Public Works and Economic Development Act of 1965 (42 U.S.C. 3121 note) is
			 amended by inserting after the item relating to section 218 the
			 following:</text>
