		  Mortgage Association and the Federal Home Loan Mortgage

		<section id="H1AA2EF38B82F4D7184B460530CF22A36" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Accurate Accounting of Fannie Mae and
			 Freddie Mac Act</short-title></quote>.</text>
		</section><section id="HF5032626519944D68AA6723E5C3F7268" section-type="subsequent-section"><enum>2.</enum><header>On-budget status of
			 Fannie Mae and Freddie Mac</header><text display-inline="no-display-inline">Notwithstanding any other provision of law,
			 the receipts and disbursements, including the administrative expenses, of the
			 Federal National Mortgage Association and the Federal Home Loan Mortgage
			 Corporation shall be counted as new budget authority, outlays, receipts, or
			 deficit or surplus for purposes of—</text>
			<paragraph id="H8917AF16943D450591C932CC942F6088"><enum>(1)</enum><text>the budget of the
			 United States Government as submitted by the President;</text>
			</paragraph><paragraph id="HC6B7AFCA34F34001B84731F01CC0B428"><enum>(2)</enum><text>the congressional
			 budget; or</text>
			</paragraph><paragraph id="H12ECFF830526471ABACA69873D14EE9F"><enum>(3)</enum><text>the Balanced
			 Budget and Emergency Deficit Control Act of 1985 (or any successor
			 statute).</text>
			</paragraph></section><section id="HB627EFBA88A84F51AE628376089490F7"><enum>3.</enum><header>Treatment of
			 mortgages and mortgage-backed securities</header><text display-inline="no-display-inline">The costs of purchases of mortgages, and
			 mortgage-backed securities issued, by the Federal National Mortgage Association
			 and the Federal Home Loan Mortgage Corporation shall be calculated by adjusting
			 the discount rate in section 502(5)(E) of the Credit Reform Act of 1990 (2
			 U.S.C. 661a(5)(E)) for market risks.</text>
		</section><section id="HCA3E7FDCAAF24C718CA90AE667F2BE9B"><enum>4.</enum><header>Fannie Mae and
			 Freddie Mac debt subject to public debt limit<editorial></editorial></header>
			<subsection id="HED2D0F5BC3F94B7287C9814CA6F26058"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">For purposes of
			 section 3101(b) of chapter 31 of title 31, United States Code, the face amount
			 of obligations issued by the Federal National Mortgage Association and by the
			 Federal Home Loan Mortgage Corporation and outstanding at one time shall be
			 treated as issued by the United States Government under that chapter.</text>
			</subsection><subsection id="HDA5703E9C0E34B158674F8729EF0A161"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">Subsection (a) shall
			 take effect on the ninetieth day beginning after the date of enactment of this
			 Act.</text>
