		<section id="H8577FE63DD944C2AA1EF3BE920CAFC14" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Express Loans Improvements Act of
			 2010</short-title></quote>.</text>
		</section><section id="H0C1A5F032C6C45FC92C06C8B35A066C2"><enum>2.</enum><header>Improvement of
			 Express Loan Program</header>
			<subsection id="H2A1C78CD33F145FE8D9821FD80EE26BB"><enum>(a)</enum><header>Guaranty
			 rate</header>
				<paragraph id="HE7B019DF8CA94CF6A822D367646879F3"><enum>(1)</enum><header>Temporary
			 increase</header>
					<subparagraph id="HBD92050AD3EE41519C445448765BA76F"><enum>(A)</enum><header>In
			 general</header><text>Section 7(a)(31)(A)(iii) of the Small Business Act (15
			 U.S.C. 636(a)(31)(A)(iii)) is amended by striking <quote>50 percent</quote> and
			 inserting <quote>75 percent</quote>.</text>
					</subparagraph><subparagraph id="HE94DC6C1E8044F86A37130489B768DCC"><enum>(B)</enum><header>Effective
			 dates</header><text>The amendment under subparagraph (A) shall take effect on
			 the date of enactment of this Act and shall cease to have effect on the date
			 that is 2 years after such date.</text>
					</subparagraph></paragraph><paragraph id="H62BDFB59754A498B86C5898B323A915C"><enum>(2)</enum><header>Permanent
			 increase</header>
					<subparagraph id="HC23F62F9A3D14B70AAF16112CB9D1F6E"><enum>(A)</enum><header>In
			 general</header><text>The percentage specified in section 7(a)(31)(A)(iii) of
			 the Small Business Act (15 U.S.C. 636(a)(31)(A)(iii)) is amended to read
			 <quote>60 percent</quote>.</text>
					</subparagraph><subparagraph id="HDCA854426DB04F7781E3E2E16F17C173"><enum>(B)</enum><header>Effective
			 date</header><text>The amendment under subparagraph (A) shall take effect on
			 the date that is 2 years after the date of enactment of this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="H574DC87C00EC47C0BAB2875D56F56530"><enum>(b)</enum><header>Maximum loan
			 amount</header><text>Section 7(a)(31)(D) of the Small Business Act (15 U.S.C.
			 636(a)(31)(D)) is amended by striking <quote>$350,000</quote> and inserting
			 <quote>$1,000,000</quote>.</text>
			</subsection><subsection id="HD83D2CD4BEE24775BA17CC55C69456C4"><enum>(c)</enum><header>Regulations</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Administrator
			 of the Small Business Administration shall issue regulations with respect to
			 the loan eligibility, lender eligibility, and collateral requirements
			 (including lien protection for lenders) of the Express Loan Program under
			 section 7(a)(31) of the Small Business Act (15 U.S.C. 636(a)(31)) that
			 minimize, with respect to the Federal Government, the risk of loss associated
			 with such Program.</text>
			</subsection><subsection id="H75CDEF3C5F484E51922B502B7BA6CF0F"><enum>(d)</enum><header>Reports</header><text>Not
			 later than one year after the date of enactment of this Act and annually
			 thereafter, the Administrator of the Small Business Administration shall submit
			 to the Committee on Small Business of the House of Representatives and the
			 Committee on Small Business and Entrepreneurship of the Senate a report
			 describing the implementation of the Express Loan Program under section
			 7(a)(31) of the Small Business Act (15 U.S.C. 636(a)(31)), including actions
			 taken to reduce default rates with respect to such Program.</text>
			</subsection></section></legis-body>
