		<section id="H8D0B203AE0014624B090DF57A07BD8B7" section-type="section-one"><enum>1.</enum><header>Greenhouse gas regulation
			 under Clean Air Act</header><text display-inline="no-display-inline">Section
			 302(g) of the Clean Air Act (42 U.S.C. 7602(g)) is amended by adding the
			 following at the end thereof:</text>
			<quoted-block display-inline="yes-display-inline" id="H97303272E0BD40039B7BC70AB7DD0EB3" style="OLC">
				<text>The term ‘air
			 pollutant’ shall not include any of the following solely on the basis of its
			 effect on global climate change:</text><paragraph id="HBA90AEF0D4714712A8DCBB7986B5AA0A"><enum>(1)</enum><text>Carbon
				dioxide.</text>
				</paragraph><paragraph id="HD7477C5D310546A7A1F6D84F04029548"><enum>(2)</enum><text>Methane.</text>
				</paragraph><paragraph id="HAE6E90E69DF24CFBB397BE4DCF62D631"><enum>(3)</enum><text>Nitrous
				oxide.</text>
				</paragraph><paragraph id="HEF570CE32A494BFF953CEAAAABCEFF18"><enum>(4)</enum><text>Hydrofluorocarbons.</text>
				</paragraph><paragraph id="H2B0143AB258847ADA613CA9DC5BDA649"><enum>(5)</enum><text>Perfluorocarbons.</text>
				</paragraph><paragraph id="H19E3376968D94E60906B611687F33F82"><enum>(6)</enum><text>Sulfur
				hexafluoride.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H54D151EA32DF4BDA83BD6A290BABBB32"><enum>2.</enum><header>Renewable fuel
			 standard</header>
			<subsection id="H6AFBB2C1BD5F47A8940DC4F2FE4F1D9E"><enum>(a)</enum><header>Exclusion of
			 activities relating to international indirect land use change</header><text display-inline="yes-display-inline">The Administrator of the Environmental
			 Protection Agency shall not carry out any activities relating to the inclusion
			 of international indirect land use change in the implementation of the
			 renewable fuel program established under section 211(o) of the Clean Air Act
			 (42 U.S.C. 7545(o)).</text>
			</subsection><subsection id="H5C13289F497F42BB887514DF24CD1EB1"><enum>(b)</enum><header>Exclusion of
			 indirect emissions from international land use changes in calculation of
			 lifecycle greenhouse gas emissions</header><text display-inline="yes-display-inline">Paragraph (1)(H) of section 211(o) of the
			 Clean Air Act (42 U.S.C. 7545(o)(1)(H)) is amended—</text>
				<paragraph id="H9E7E241FA0F4497A89333222A03AB83E"><enum>(1)</enum><text>by striking
			 <quote>(including direct emissions and significant indirect emissions such as
			 significant emissions from land use changes)</quote> and inserting
			 <quote>(excluding indirect emissions from international land use
			 changes)</quote>; and</text>
				</paragraph><paragraph id="H50EF651706A54251879B5EC3FA185E15"><enum>(2)</enum><text>by striking
			 <quote>the Administrator</quote> and inserting <quote>the Administrator and the
			 Secretary of Agriculture</quote>.</text>
				</paragraph></subsection><subsection id="H64F1EE612A114A8799BE880EA79A739B"><enum>(c)</enum><header>Renewable
			 biomass</header><text>Paragraph (1)(I) of section 211(o) of the Clean Air Act
			 (42 U.S.C. 7545(o)(1)(I)) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HFE1F96155F8B4012971355BAACFE7D86" style="OLC">
					<subparagraph id="HE2026CB359DD46D6B123EC256C62E78A"><enum>(I)</enum><header>Renewable
				biomass</header><text display-inline="yes-display-inline">The term ‘renewable
				biomass’ means—</text>
						<clause id="H8311AB2075B4444FAC00E6C3F048F26C"><enum>(i)</enum><text>materials,
				pre-commercial thinnings, or invasive species from National Forest System land
				and public lands (as defined in section 103 of the Federal Land Policy and
				Management Act of 1976 (43 U.S.C. 1702)) that—</text>
							<subclause id="HCBE364439F824DBEB338E60B1DA9EAE1"><enum>(I)</enum><text>are byproducts of
				preventive treatments that are removed—</text>
								<item id="HF619AC82953B453FA8DEC0416EEBD227"><enum>(aa)</enum><text>to
				reduce hazardous fuels;</text>
								</item><item id="HEDC87C9C671349CD8CB94F1DBC0B2FA5"><enum>(bb)</enum><text>to
				reduce or contain disease or insect infestation; or</text>
								</item><item id="HB763163D58D043958D119F8873C5E904"><enum>(cc)</enum><text>to
				restore ecosystem health;</text>
								</item></subclause><subclause id="H814F2417C1DF44588ED6C69680055832"><enum>(II)</enum><text>would not
				otherwise be used for higher-value products; and</text>
							</subclause><subclause id="H10DBC32136A34B4A912907A27006B627"><enum>(III)</enum><text>are harvested in
				accordance with—</text>
								<item id="HC7AC78D5178F4A71A3DB401DBE64488D"><enum>(aa)</enum><text>applicable law
				and land management plans; and</text>
								</item><item id="H3CBA7730D34043A78F28665F67BB927B"><enum>(bb)</enum><text>the
				requirements for—</text>
									<subitem id="H1AA7FD7872214607BD56E1DEE8838221"><enum>(AA)</enum><text>old-growth
				maintenance, restoration, and management direction of paragraphs (2), (3), and
				(4) of subsection (e) of section 102 of the Healthy Forests Restoration Act of
				2003 (16 U.S.C. 6512); and</text>
									</subitem><subitem id="H2E63D55C5B4040B2A70337155800AE9B"><enum>(BB)</enum><text>large-tree
				retention of subsection (f) of that section; or</text>
									</subitem></item></subclause></clause><clause id="H1EE73D3283424EDDA029613BB0BFD875"><enum>(ii)</enum><text>any organic
				matter that is available on a renewable or recurring basis from non-Federal
				land or land belonging to an Indian or Indian tribe that is held in trust by
				the United States or subject to a restriction against alienation imposed by the
				United States, including—</text>
							<subclause id="H44EEB97B8B854DA3804661B2265D672E"><enum>(I)</enum><text>renewable plant
				material, including—</text>
								<item id="H1833371C5A4D40A283486646579E399A"><enum>(aa)</enum><text>feed
				grains;</text>
								</item><item id="HFC80381B11274C79AE1A49C53992B3D0"><enum>(bb)</enum><text>other
				agricultural commodities;</text>
								</item><item id="H83B2E15A7AC54CDD9B35A5E7B1F5E703"><enum>(cc)</enum><text>other plants and
				trees; and</text>
								</item><item id="H13A1F430F2A34E4BA5A7AF3ABB5BDC1A"><enum>(dd)</enum><text>algae; and</text>
								</item></subclause><subclause id="H3AF70E52F4F547C4819EA906B8327BE1"><enum>(II)</enum><text>waste material,
				including—</text>
								<item id="HEE2FE6DCE3A54D6BABBF064AF80F9B4C"><enum>(aa)</enum><text>crop
				residue;</text>
								</item><item id="H108604C91ABB4A149E3ED724ECE0754E"><enum>(bb)</enum><text>other vegetative
				waste material (including wood waste and wood residues);</text>
								</item><item id="H9BE77DAF25214F20BB6AC16951CF8F6B"><enum>(cc)</enum><text>animal waste and
				by products (including fats, oils, greases, and manure); and</text>
								</item><item id="H9FC7A7365E3148E1A5EC2C34B9FED23D"><enum>(dd)</enum><text>food waste and
				yard
				waste.</text>
