		<section id="HF1918A02949146BE9D2AA2B71A717518" section-type="section-one"><enum>1.</enum><header>Commission to review benefits
			 provided by each State to disabled veterans</header>
			<subsection id="HBAC224CEC91A4C20B1BB46A324EEBE72"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established a commission to be
			 known as the <quote>State Veterans’ Benefits Commission</quote>.</text>
			</subsection><subsection id="H21E3CE37E88E4ECCBDC021C86487E023"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">The Commission shall evaluate—</text>
				<paragraph id="HBD31343E96BF4FF4B50F093EC90436A1"><enum>(1)</enum><text>the total amount
			 of benefits provided by each State to a covered veteran residing in such State
			 (including those benefits that a State provides to a resident regardless of
			 whether the resident is a covered veteran); and</text>
				</paragraph><paragraph id="H7C569DB79B7A47769E1CA209ECBDD2DE"><enum>(2)</enum><text>the method in
			 which each State establishes the amount of benefits for veterans based on the
			 disability rating of the veteran.</text>
				</paragraph></subsection><subsection id="H80BD49E99C334F90AD866B808E3CAFED"><enum>(c)</enum><header>Membership</header>
				<paragraph commented="no" id="HDB2CE804AD1D41B381001031272FEE94"><enum>(1)</enum><header>In
			 general</header><text>The Commission shall be composed of seven members
			 appointed as follows:</text>
					<subparagraph commented="no" id="HD977530A650D4C56A15F6ED57B644457"><enum>(A)</enum><text display-inline="yes-display-inline">One individual appointed by the Speaker of
			 the House of Representatives.</text>
					</subparagraph><subparagraph commented="no" id="H8D8705DFE9B8462A8ADB0CEA3CD2386A"><enum>(B)</enum><text display-inline="yes-display-inline">One individual appointed jointly by the
			 President of the Senate and the President pro tempore of the Senate.</text>
					</subparagraph><subparagraph commented="no" id="H9F6D33A6E96046C2A99BFFE898BDDC21"><enum>(C)</enum><text display-inline="yes-display-inline">One individual appointed by the minority
			 leader of the House of Representatives.</text>
					</subparagraph><subparagraph commented="no" id="H0BBD4E19134840F6B271ADA3E4828C6F"><enum>(D)</enum><text>One individual
			 appointed by the minority leader of the Senate.</text>
					</subparagraph><subparagraph commented="no" id="HD54C0B6F217F4CD484058A028BD1C6FC"><enum>(E)</enum><text display-inline="yes-display-inline">Three individuals appointed by the
			 President.</text>
					</subparagraph></paragraph><paragraph id="H0F32839583B540CB814782D288222C6B"><enum>(2)</enum><header>Appointments</header><text>Appointments
			 under paragraph (1) shall be made not later than 30 days after the date of the
			 enactment of this Act.</text>
				</paragraph><paragraph commented="no" id="HED003A9798AD4865AA4DEBE4ECC58FDB"><enum>(3)</enum><header>Qualifications</header><text>Of
			 the seven individuals appointed under paragraph (1)—</text>
					<subparagraph commented="no" id="H9051DD660B9D43A5B9623FF57FDC69C1"><enum>(A)</enum><text>not less than
			 three shall be disabled veterans; and</text>
					</subparagraph><subparagraph commented="no" id="HA54FDE665B6B4E39A6D2656491BC544E"><enum>(B)</enum><text>not less than one
			 shall be a medical doctor.</text>
					</subparagraph></paragraph><paragraph id="HD8091A07720E4DAFBC789D1DE7B43F22"><enum>(4)</enum><header>Chairperson and
			 Vice Chairperson</header><text display-inline="yes-display-inline">The
			 Chairperson and Vice Chairperson of the Commission shall be elected by the
			 members.</text>
				</paragraph><paragraph commented="no" id="HDF7C453CA7B342D18777407B65AA7D67"><enum>(5)</enum><header>Terms</header><text display-inline="yes-display-inline">Each member shall be appointed for the life
			 of the Commission.</text>
				</paragraph><paragraph id="HD80F1535E76C40E2BFCDC6631A5F7400"><enum>(6)</enum><header>Vacancy</header><text display-inline="yes-display-inline">A vacancy in the Commission shall be filled
			 in the manner in which the original appointment was made.</text>
				</paragraph></subsection><subsection id="H79EC56B2FB2842379F8AD3E0A355722B"><enum>(d)</enum><header>Meetings</header>
				<paragraph id="H8E646B09C2244BD09E00B9F3AD245E20"><enum>(1)</enum><header>Initial
			 meeting</header><text display-inline="yes-display-inline">Not later than 30
			 days after each member is appointed under subsection (c)(1), the Commission
			 shall hold its initial meeting.</text>
				</paragraph><paragraph id="H6072BF1FC535426BB54C117378C10016"><enum>(2)</enum><header>Meetings</header><text>The
			 Commission shall meet at the call of the Chairperson or a majority of its
			 members.</text>
				</paragraph><paragraph id="H0A75C6043FFF4EFD88ADFBA727B1E461"><enum>(3)</enum><header>Quorum</header><text>A
			 majority of the Commission shall constitute a quorum but a lesser number may
			 hold hearings.</text>
				</paragraph></subsection><subsection commented="no" id="H1029C9497074405F8A5B63DB802B34B1"><enum>(e)</enum><header>Pay</header>
				<paragraph commented="no" id="H4BBE1DC6BF32465EB2B6753D9C3EACB5"><enum>(1)</enum><header>Rates of
			 pay</header><text>Except as provided in paragraph (2), members shall serve
			 without pay.</text>
				</paragraph><paragraph commented="no" id="HD44A905606854DCF922F1EDC3D53BFE3"><enum>(2)</enum><header>Travel
			 expense</header><text>Each member shall receive travel expenses, including per
			 diem in lieu of subsistence, in accordance with applicable provisions under
			 subchapter I of chapter 57 of title 5, United States Code.</text>
				</paragraph></subsection><subsection commented="no" id="H9A44B90F65304DA19AB693484E286178"><enum>(f)</enum><header>Staff</header>
				<paragraph commented="no" id="H813F69746D494C8F84E8E5808EEB623B"><enum>(1)</enum><header>Director</header><text>The
			 Commission shall have a director who shall be appointed by the
			 Chairperson.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2B736D3CAC624981B11E474E9C3039B6"><enum>(2)</enum><header>Staff</header><text>Subject
			 to rules prescribed by the Commission, the Chairperson may appoint additional
			 personnel as the Chairperson considers appropriate.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H293B321551CC48708F5DEF80CD9F5F22"><enum>(3)</enum><header>Applicability of
			 certain civil service laws</header><text>The director and staff of the
			 Commission shall be appointed subject to the provisions of title 5, United
			 States Code, governing appointments in the competitive service, and shall be
			 paid in accordance with the provisions of chapter 51 and subchapter III of
			 chapter 53 of that title relating to classification and General Schedule pay
			 rates.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H85FD8DC3DBF440EC884FDB4303545E42"><enum>(4)</enum><header>Experts and
			 consultants</header><text>Subject to rules prescribed by the Commission, the
			 Chairperson may procure temporary and intermittent services under section
			 3109(b) of title 5, United States Code.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB9442DE23CA94D50978C16C7CBB0DC3C"><enum>(5)</enum><header>Staff to federal
			 agencies</header><text>Upon request of the Chairperson, the head of any Federal
			 department or agency may detail, on a reimbursable basis, any of the personnel
			 of that department or agency to the Commission to assist it in carrying out its
			 duties under this section.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H64927E96016C4FB88625A4BB7D113C25"><enum>(g)</enum><header>Powers of
			 Commission</header>
				<paragraph id="HFDCAF719143D4BD3905844666C544884"><enum>(1)</enum><header>Hearings and
			 sessions</header><text>The Commission may, for the purpose of carrying out this
			 Act, hold hearings, sit and act at times and places, take testimony, and
			 receive evidence as the Commission considers appropriate. The Commission may
			 administer oaths or affirmations to witnesses appearing before it.</text>
				</paragraph><paragraph id="HA936064A9ED942579802B56D62039267"><enum>(2)</enum><header>Powers of
			 Members and agents</header><text>Any member or agent of the Commission may, if
			 authorized by the Commission, take any action which the Commission is
			 authorized to take by this section.</text>
				</paragraph><paragraph id="H5C58296A4D154E6EBEBDA74EF92E8F58"><enum>(3)</enum><header>Obtaining
			 official data</header><text display-inline="yes-display-inline">The Commission
			 may secure directly from any department or agency of the United States
			 information necessary to enable it to carry out this Act. Upon request of the
			 Chairperson of the Commission, the head of that department or agency shall
			 furnish that information to the Commission.</text>
				</paragraph><paragraph id="H796BA75E88EF4B90B60AED1E52273F74"><enum>(4)</enum><header>Mails</header><text display-inline="yes-display-inline">The Commission may use the United States
			 mails in the same manner and under the same conditions as other departments and
			 agencies of the United States.</text>
				</paragraph><paragraph id="HBF45FF4F57294A7BB23C46CF6CA1CD85"><enum>(5)</enum><header>Administrative
			 support services</header><text display-inline="yes-display-inline">Upon the
			 request of the Commission, the Administrator of General Services shall provide
			 to the Commission, on a reimbursable basis, the administrative support services
			 necessary for the Commission to carry out its responsibilities under this
			 Act.</text>
				</paragraph></subsection><subsection id="HA6622DDBF6204E0288F3F941C18D6A01"><enum>(h)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 60 days after the initial
			 meeting under subsection (d)(1), the Commission shall submit to the Committee
			 on Veterans’ Affairs of the House of Representatives and the Committee on
			 Veterans’ Affairs of the Senate a report on the evaluation made under
			 subsection (b), including—</text>
				<paragraph id="HABF9E2C87931415E9777CBE730A7EA34"><enum>(1)</enum><text display-inline="yes-display-inline">the results of the evaluation;</text>
				</paragraph><paragraph id="HE5BB2562B2EA4DB38EEEF44EFE68D9D4"><enum>(2)</enum><text>a
			 list of States ranked in order of the amount of benefits provided to covered
			 veterans residing in the State;</text>
				</paragraph><paragraph id="H0C3ABB8A08B5415596E56EAD78F851F5"><enum>(3)</enum><text>the recommended
			 amount of benefits the Commission determines necessary for a State to provide
			 covered veterans residing in the State to ensure that such veterans have
			 adequate care, assistance, and financial security;</text>
				</paragraph><paragraph id="H3D27347972494EAE935501B179FD5692"><enum>(4)</enum><text display-inline="yes-display-inline">recommendations as to how States can
			 improve the benefits provided to covered veterans residing in the State;</text>
				</paragraph><paragraph id="H5C5209DB07C5401588A2ABAA074A2A92"><enum>(5)</enum><text>relevant
			 background and statistical information associated with the recommendations
			 under paragraphs (3) and (4); and</text>
				</paragraph><paragraph id="H50EB44BA95334865A50E11D3622022D7"><enum>(6)</enum><text>other information
			 the Commission determines appropriate.</text>
				</paragraph></subsection><subsection commented="no" id="H4BA67584BEBB4191BCB1BC3B4EF3C247"><enum>(i)</enum><header>Termination</header><text display-inline="yes-display-inline">The Commission shall terminate on the date
			 that is two months after the date on which the Commission submits the report
			 pursuant to subsection (h).</text>
			</subsection><subsection id="H82BA65F98C644E62A018C45A10CC6C49"><enum>(j)</enum><header>Covered veteran
			 defined</header><text>In this section, the term <term>covered veteran</term>
			 means a veteran with a disability that is—</text>
				<paragraph id="H834217877C7C4F4DB2CA50F5C7589568"><enum>(1)</enum><text>rated total for
			 the purposes of disability compensation under chapter 11 of title 38, United
			 States Code; and</text>
				</paragraph><paragraph id="HA412188AE00F4E509E3EBB943EE0B4A0"><enum>(2)</enum><text>based upon an
			 impairment reasonably certain to continue throughout the life of the
			 veteran.</text>
				</paragraph></subsection></section></legis-body>
