		<official-title>To amend the Federal Election Campaign Act of 1971 to
		  require certain campaign-related communications paid for by a corporation or
		  labor organization to include a statement identifying the chief executive
		  officer of the corporation or the president of the labor organization, and for
		  other purposes.</official-title>

		<section id="HB2C06C5F61CD4BA7986415D74FDE3A54" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Corporate and Labor Electioneering
			 Advertisement Reform Act</short-title></quote> or the <quote><short-title>CLEAR Act</short-title></quote>.</text>
		</section><section id="HE00A4ABF35904224B77C746639FC6310"><enum>2.</enum><header>Statements
			 Included in Campaign-Related Communications Funded by Corporations or Labor
			 Organizations</header>
			<subsection id="H937F447499FC48A8B8D0EBF1834D50C8"><enum>(a)</enum><header>Requiring
			 Statement Identifying Head of Corporation or Organization</header><text display-inline="yes-display-inline">Section 318(d) of the Federal Election
			 Campaign Act of 1971 (2 U.S.C. 441d(d)) is amended—</text>
				<paragraph id="H9BA4E0214C124E39B5BAB837409EB491"><enum>(1)</enum><text>in paragraph (2),
			 by striking <quote>Any communication</quote> and inserting <quote>Except as
			 provided in paragraph (3), any communication</quote>; and</text>
				</paragraph><paragraph id="H4D7DA16D466F4243BE7D627D87A04C6B"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HAD4C8670CD3C44A39327D06638ACB43D" style="OLC">
						<paragraph id="H9A1B8EAE729A4D1D9E50D6C1283AF06F"><enum>(3)</enum><header>Special rules
				for communications paid for by corporations or labor organizations</header>
							<subparagraph id="H5FC7712ECC9245C2937A6749C4F762F2"><enum>(A)</enum><header>Disclosure
				statement required</header><text display-inline="yes-display-inline">Any
				communication described in paragraph (3) of subsection (a) which is a corporate
				communication or a labor organization communication and which is transmitted
				through radio or television shall include, in addition to the requirements of
				that paragraph, the disclosure statement described in subparagraph (C).</text>
							</subparagraph><subparagraph id="HC0D69E6C990147089665E6E5DC627396"><enum>(B)</enum><header>Method of
				conveyance of statement</header>
								<clause id="H4AA3447C2F6B4F7ABCD252D131F3B328"><enum>(i)</enum><header>Communications
				transmitted through radio</header><text display-inline="yes-display-inline">In
				the case of a communication to which this paragraph applies which is
				transmitted through radio, the disclosure statement described in subparagraph
				(C) shall be made by audio in a clearly spoken manner by the applicable
				individual.</text>
								</clause><clause id="H908753492F10461E9979F13BA03B4140"><enum>(ii)</enum><header>Communications
				transmitted through television</header><text display-inline="yes-display-inline">In the case of a communication to which
				this paragraph applies which is transmitted through television, the disclosure
				statement described in subparagraph (C) shall be conveyed by an unobscured,
				full-screen view of the applicable individual, or by the applicable individual
				making the statement in voice-over accompanied by a clearly identifiable
				photograph or similar image of the individual. The statement, together with a
				clearly readable logo of the corporation or labor organization (as the case may
				be), if any, shall also appear in writing at the end of the communication in a
				clearly readable manner with a reasonable degree of color contrast between the
				background and the printed statement and logo, for a period of at least 4
				seconds.</text>
								</clause></subparagraph><subparagraph id="HD99F4EDF977240CDA9913E083052FFE4"><enum>(C)</enum><header>Disclosure
				statement described</header><text>The disclosure statement described in this
				subparagraph is the following: <quote>I am _______, and _______ paid for this
				advertisement and approves its contents.</quote>, with—</text>
								<clause id="H6E98C390527E43B68DE6FB7AF70684BF"><enum>(i)</enum><text>the first blank to
				be filled in with the name and title of the applicable individual; and</text>
								</clause><clause id="HF1F0A2FE47694D4EB4508C4EC313B0E7"><enum>(ii)</enum><text>the second blank
				to the filled in with the name of the corporation (in the case of a corporate
				communication) or the name of the labor organization (in the case of a labor
				organization communication).</text>
								</clause></subparagraph><subparagraph id="H815EB390E9944074A5A7A821A30DC1B7"><enum>(D)</enum><header>Definitions</header><text>In
				this paragraph—</text>
								<clause id="H9A42B5F2FD8E49C7B710985A692FF598"><enum>(i)</enum><text display-inline="yes-display-inline">the term <term>applicable individual</term>
				means the chief executive officer of a corporation (with respect to a corporate
				communication) or the highest ranking officer of a labor organization (with
				respect to a labor organization communication);</text>
								</clause><clause id="HFDD9AE4196F148D08CABE46B31B183FC"><enum>(ii)</enum><text>the term
				<term>corporate communication</term> means a communication paid for in whole or
				in part by a corporation, other than a communication paid for in whole by a
				separate segregated fund established by a corporation under section
				316(b)(2)(C); and</text>
								</clause><clause id="H1E7831BC04034EAE96C3CE961E716260"><enum>(iii)</enum><text display-inline="yes-display-inline">the term <term>labor organization
				communication</term> means a communication paid for in whole or in part by a
				labor organization, other than a communication paid for in whole by a separate
				segregated fund established by a labor organization under section
				316(b)(2)(C).</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HAC78B3FD4D714D5BA30944A2BD587DD4"><enum>(b)</enum><header>Effective
			 Date</header><text>The amendment made by subsection (a) shall apply with
			 respect to communications made on or after the date of the enactment of this
			 Act.</text>
