		<official-title>To amend the Federal Election Campaign Act of 1971 to
		  apply the ban on contributions and expenditures by foreign nationals to
		  domestic corporations in which foreign principals have an ownership
		  interest.</official-title>

		<section id="H67EBD5016C714567AC96C4A8BC6A3313" section-type="section-one"><enum>1.</enum><header>Short Title;
			 Findings</header>
			<subsection id="HEA656D48E91D439EAE9E1B22F9F4A48E"><enum>(a)</enum><header>Short
			 Title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote>America is for Americans Act</quote>.</text>
			</subsection><subsection id="HE865122B3FA841B682FF6986FBA64876"><enum>(b)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="H4A96044294324966A5BE393E28282D0A"><enum>(1)</enum><text display-inline="yes-display-inline">The Government has a compelling interest in
			 preventing foreign individuals and associations from influencing our Nation's
			 political process. Such entities neither enjoy nor deserve any legal or
			 constitutional right to such influence.</text>
				</paragraph><paragraph id="H91210D1B59F7485C85F39174ABC7AD9C"><enum>(2)</enum><text>The presence of
			 foreign individuals or associations within domestic associations, to any
			 degree, creates an unacceptable risk of foreign influence over our Nation's
			 political process.</text>
				</paragraph><paragraph id="HEA56C7AAE1A749B1897C3714CEF014D6"><enum>(3)</enum><text>The law does not
			 allow foreign individuals and associations to vote in our elections; by the
			 same token, the law should not allow them to exercise any influence over our
			 Nation's political process, directly or indirectly, and neither personally nor
			 in alliance or combination with others.</text>
				</paragraph></subsection></section><section id="H7683DA59B0374AF0A6CCA30A4744017D"><enum>2.</enum><header>Application of
			 Ban on Contributions and Expenditures by Foreign Nationals to Domestic
			 Corporations With Foreign Ownership</header><text display-inline="no-display-inline">Section 319(b) of the Federal Election
			 Campaign Act of 1971 (2 U.S.C. 441e(b)) is amended—</text>
			<paragraph id="HD75864FC74EA490C90D5D169E17AAB95"><enum>(1)</enum><text>by striking
			 <quote>or</quote> at the end of paragraph (1);</text>
			</paragraph><paragraph id="HDB61EF9DEAE641F6B9DD1649D3F95EA8"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (2) and inserting <quote>; or</quote>;
			 and</text>
			</paragraph><paragraph id="H36F06ECA09E14D78AB5C59B82B182AD4"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H89E8D182247945EABEB76ABE28825048" style="OLC">
					<paragraph id="H2CAB7ACE3B8547AAAE179EAA8B9D64CF"><enum>(3)</enum><text display-inline="yes-display-inline">a corporation (other than a foreign
				principal, as so defined) in which one or more foreign principals directly or
				indirectly has an ownership interest.</text>
