		<section id="HD9999C346A724656A134271BCE6035C5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Strengthening Outcomes for America’s
			 Juvenile and Family Courts Act of 2010</short-title></quote>.</text>
		</section><section id="H70F529662F8744C6B3D3E93E82D31368" section-type="subsequent-section"><enum>2.</enum><header>Amendments to
			 strengthen juvenile and family courts</header><text display-inline="no-display-inline">Subtitle C of the Victims of Child Abuse Act
			 of 1990 (42 U.S.C. 13021–13024) is amended to read as follows:</text>

				<subtitle id="H7A4878FC98B7432B8619AE91BBFFA436"><enum>C</enum><header>Programs for
				Juvenile and Family Court Judges</header>
					<section id="H9BFAA5EECBE248E9B33D165F7CA8E018"><enum>221.</enum><header>Findings and
				purpose</header><text display-inline="no-display-inline">Congress finds the
				following:</text>
						<paragraph id="H935170BD7FDB47EDB9B3251D7333AF5E"><enum>(1)</enum><text>The prevention of
				child abuse and neglect can help stop the cycle of violence in
				communities.</text>
						</paragraph><paragraph id="H5294B61D27DA48B489E009E18A38A6C3"><enum>(2)</enum><text>Research indicates
				that child abuse and neglect is associated with the early onset of juvenile
				crime and that there is a significant relationship between child maltreatment
				and delinquency.</text>
						</paragraph><paragraph id="H906B104D18884005B6E1374D1D3EE975"><enum>(3)</enum><text>The co-occurrence
				of domestic violence and child abuse or neglect in a majority of studies ranged
				from 30 to 60 percent of families.</text>
						</paragraph><paragraph id="H2A093D5F888A449CAEA75E6C8873FDCB"><enum>(4)</enum><text>There are
				currently over 500,000 children in the Nation’s foster care system, and in 2005
				there were an estimated 1,700,000 delinquency cases handled in juvenile courts
				nationwide.</text>
						</paragraph><paragraph id="HD764F4C5D9884F99968891097BCE88E7"><enum>(5)</enum><text>Children and youth
				in the Nation’s juvenile and family court systems require judicial oversight
				and effective services to ensure timely and meaningful resolution of their
				cases.</text>
						</paragraph><paragraph id="HF0B716FA00B14FFDB69D0226B229F622"><enum>(6)</enum><text>Juvenile and
				family court judges can hold systems accountable for ensuring that children and
				youth receive the services they need, and in cases of juvenile delinquency,
				that children and youth are held accountable for their actions, while ensuring
				safety of communities.</text>
						</paragraph><paragraph id="HD3FF7830470F420786D4FA29B604C28C"><enum>(7)</enum><text>Juvenile and
				family court judges require education, technical assistance and research which
				can provide the knowledge and information they need to improve decision-making
				on the bench and effective judicial leadership outside of the courtroom.</text>
						</paragraph></section><section id="H134218E633DC4F70A6DB88ED813E15CC"><enum>222.</enum><header>Grants for
				juvenile and family court judges and personnel</header>
						<subsection id="HB148F4636F814C9E9D2CE0B30B492D71"><enum>(a)</enum><header>In
				general</header><text>The Attorney General, acting through the Office of
				Juvenile Justice and Delinquency Prevention and the Office of Justice Programs,
				shall make grants to improve training, education, technical assistance, and
				research to assist the Nation’s courts, judges, judicial personnel, attorneys,
				child welfare personnel, and lay child advocates.</text>
						</subsection><subsection id="H9FFD0B18C0AA4F65B1575B712479511F"><enum>(b)</enum><header>Grantee
				organizations</header>
							<paragraph id="H1D2A769783E3460889DB8CF3AB98AACF"><enum>(1)</enum><text>An organization to
				which a grant is made pursuant to subsection (a) shall be a national nonprofit
				organization that has broad membership among juvenile and family court judges
				and has demonstrated experience in grant administration of activities described
				in subsection (a).</text>
							</paragraph><paragraph id="HF56DFE0A002C42D0BD53E7ECF7657186"><enum>(2)</enum><text>A national
				nonprofit organization described in paragraph (1) shall have specialized
				expertise addressing the overlap of and the judicial system’s handling
				of—</text>
								<subparagraph id="HA4AE540116AC423CA3AD65DBA1B46208"><enum>(A)</enum><text>child abuse and
				neglect;</text>
								</subparagraph><subparagraph id="HF2F34491858347D396F81DC87262F46E"><enum>(B)</enum><text>adoption and
				foster care;</text>
								</subparagraph><subparagraph id="HE23A4B9E20684D679B5DC16E059E2A99"><enum>(C)</enum><text>elder
				abuse;</text>
								</subparagraph><subparagraph id="H71EF41E02AC44073917E03E3E13F366C"><enum>(D)</enum><text>juvenile justice
				and delinquency;</text>
								</subparagraph><subparagraph id="H014CF4BB80A349A28601AD7A2C211863"><enum>(E)</enum><text>violence against
				women;</text>
								</subparagraph><subparagraph id="H395FEC4B089D4F7C856613916B46EB04"><enum>(F)</enum><text>family
				violence;</text>
								</subparagraph><subparagraph id="H8DF579CBD15D44E69A9D1A37A66BF519"><enum>(G)</enum><text>alcohol and drug
				abuse;</text>
								</subparagraph><subparagraph id="H65369A9D47D14D558AF12D7A68F9314A"><enum>(H)</enum><text>supervised
				visitations;</text>
								</subparagraph><subparagraph id="HA35DBC6FF3F94926AA134A152856CB35"><enum>(I)</enum><text>child custody;
				and</text>
								</subparagraph><subparagraph id="HA787675AF91543899FF3971C171A1AF8"><enum>(J)</enum><text>divorce.</text>
								</subparagraph></paragraph></subsection></section><section id="H1C6471428E1A4B708CEBF55700B6AF29"><enum>223.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There is
				authorized to be appropriated to carry out this subtitle $12,000,000 for each
				of the fiscal years 2010 through
				2014.</text>
