		<section id="HCFF0502F04F3440290CC0E2C38050AD9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Great Ape Conservation Reauthorization
			 Amendments Act of 2010</short-title></quote>.</text>
		</section><section id="H763B87EE248D4754809154B5F108E690"><enum>2.</enum><header>Amendment and
			 reauthorization of Great Ape Conservation Act</header><text display-inline="no-display-inline">The Great Ape Conservation Act of 2000 is
			 amended as follows:</text>
			<paragraph id="H8B38B9D7DDC94BE39A163E475F9EE59E"><enum>(1)</enum><header>Multiyear
			 grants</header><text>In section 4 (16 U.S.C. 6303), by adding at the end the
			 following new subsections:</text>
				<quoted-block changed="added" committee-id="HII00" id="H701EC9FFA28249AD9FA19C5064924B18" reported-display-style="italic" style="OLC">
					<subsection id="H4CD35CF7218A4004A0AA2F1A67BCC9F2"><enum>(j)</enum><header>Multiyear
				Grants</header>
						<paragraph id="HDA8D1D18C3D74F00AE83C3426F7DEC98"><enum>(1)</enum><header>In
				general</header><text>The Secretary may award a multiyear grant under this
				section to a person who is otherwise eligible for a grant under this section,
				to carry out a project that the person demonstrates is an effective, long-term
				conservation strategy for great apes and their habitats.</text>
						</paragraph><paragraph id="HB94928E1804B49B8B3105A47D92FC3B2"><enum>(2)</enum><header>Annual grants not
				affected</header><text>This subsection shall not be construed as precluding the
				Secretary from awarding grants on an annual basis.</text>
						</paragraph></subsection><subsection id="H79E91A03A1894BE384F43CD68CB5D682"><enum>(k)</enum><header>Excellence in great ape
				conservation awards</header>
						<paragraph id="HE24706B4E8CA40D29D2F82097A0645D5"><enum>(1)</enum><header>In
				general</header><text>The Secretary, subject to the availability of
				appropriations, may implement a program to acknowledge outstanding achievement
				in great ape conservation, to enhance great ape conservation and to demonstrate
				the indebtedness of the entire world to the commitment made by individuals and
				local communities to protect and conserve populations of great apes.</text>
						</paragraph><paragraph id="H3716015AAEB8472B9097DFBE650B7A60"><enum>(2)</enum><header>Awards</header><text>Under
				the program, the Secretary may use amounts appropriated under this subsection
				to make appropriate awards, including—</text>
							<subparagraph id="H7254040985294AE0A41AFF2B882440BE"><enum>(A)</enum><text display-inline="yes-display-inline">cash awards, each of which shall not exceed
				$7,500;</text>
							</subparagraph><subparagraph id="H75D93D1740A34C4094EFE720A3164B1B"><enum>(B)</enum><text>noncash awards;</text>
							</subparagraph><subparagraph id="HB51811CE0DE944EE9C67A59CF9BFD324"><enum>(C)</enum><text>posthumous awards;
				and</text>
							</subparagraph><subparagraph id="H97C437D2D2A8484D889C4AA5B28C7976"><enum>(D)</enum><text>public ceremonies to
				acknowledge such awards.</text>
							</subparagraph></paragraph><paragraph id="HF97DA506485D4575B3C6E86FDA3145D4"><enum>(3)</enum><header>Selection of award
				recipients</header><text>The Secretary may select each year for receipt of an
				award under the program—</text>
							<subparagraph id="H55515ADF9FB84D87B10555CDCCCD3000"><enum>(A)</enum><text display-inline="yes-display-inline">no more than three individuals whose
				contributions to the field of great ape conservation have had a significant and
				material impact on the conservation of great apes; and</text>
							</subparagraph><subparagraph id="HD165C08374344A0D8D3DC2D2664F29B8"><enum>(B)</enum><text display-inline="yes-display-inline">individuals selected from within great ape
				range states, whose contributions represent selfless sacrifice and uncommon
				valor and dedication to the conservation of great apes and their
				habitats.</text>
							</subparagraph></paragraph><paragraph id="H6159CC8A86F242569F0271D8DF1A23C0"><enum>(4)</enum><header>Nomination
				guidelines</header><text>Not later than 180 days after the date of enactment of
				this subsection, and after consultation with the heads of other relevant
				Federal agencies and other governmental and nongovernmental organizations with
				expertise in great ape conservation, the Secretary shall publish in the Federal
				Register guidelines specifying the details and process for nominating award
				candidates. Such guidelines shall allow for nominations of both citizens and
				noncitizens of the United
				States.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H87F29E1D70BB4A44A6C77D09DD26BE80"><enum>(2)</enum><header>Panel of
			 experts</header><text>In section 4(i) (16 U.S.C. 6303(i))—</text>
				<subparagraph id="H72D73DF5266843548DEFF2C6048C2E40"><enum>(A)</enum><text>in paragraph (1),
			 by—</text>
					<clause id="HA3390C9E053C47649D1DE02C049B98D4"><enum>(i)</enum><text>striking <quote>Every 2
			 years</quote> and inserting <quote>Within one year after the date of the
			 enactment of the <short-title>Great Ape Conservation
			 Reauthorization Amendments Act of 2010</short-title>, and every 5 years
			 thereafter</quote>;</text>
					</clause><clause id="HC25FEF539F994136B21B50E2FD13ACC1"><enum>(ii)</enum><text>striking <quote>may
			 convene</quote> and inserting <quote>shall convene</quote>;</text>
					</clause><clause id="H677AA21BDA81448BAA0F3CBAE0B2267D"><enum>(iii)</enum><text>inserting <quote>and
			 priorities</quote> after <quote>needs</quote>; and</text>
					</clause><clause id="H4578A58B128F4649A49FF09F4ADD05E6"><enum>(iv)</enum><text display-inline="yes-display-inline">adding at the end the following new
			 sentence: <quote>The panel shall, to the extent practicable, include
			 representatives from foreign range states with expertise in great ape
			 conservation.</quote>; and</text>
					</clause></subparagraph><subparagraph id="HC5210C3279E540E5AE48A67B5A9C2316"><enum>(B)</enum><text>by redesignating
			 paragraph (2) as paragraph (4), and inserting after paragraph (1) the following
			 new paragraphs:</text>
					<quoted-block changed="added" committee-id="HII00" id="H87A30AB40C394008A7B1864B4AD86F63" reported-display-style="italic" style="OLC">
						<paragraph id="HD1D4BF8CA2914D4E9D1CB58CB65B6A34"><enum>(2)</enum><text>In identifying
				conservation needs and priorities under paragraph (1), the panel shall consider
				relevant great ape conservation plans or strategies including scientific
				research and findings related to—</text>
							<subparagraph id="HEC021CDC5F34474B911E7A643BFA8E23"><enum>(A)</enum><text>the conservation needs
				and priorities of great apes;</text>
							</subparagraph><subparagraph id="HB9546570BC404007A41EE1C4DE9E79AE"><enum>(B)</enum><text>regional or
				species-specific action plans or strategies;</text>
							</subparagraph><subparagraph id="HF7E20A835629474C88B9EA0D715EDCBE"><enum>(C)</enum><text>applicable strategies
				developed or initiated by the Secretary; and</text>
							</subparagraph><subparagraph id="H1137833699954244A93DE57625B136BB"><enum>(D)</enum><text>any other applicable
				conservation plan or strategy.</text>
							</subparagraph></paragraph><paragraph id="H309E7E33C5F74CAAB4DF174F0734199A"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary, subject to the availability
				of appropriations, may pay expenses of convening and facilitating meetings of
				the
				panel.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H72133D6F67E843A5AC432C9809DE5C21"><enum>(3)</enum><header>Administrative expenses
			 limitation</header><text>In section 5(b)(2) (16 U.S.C. 6304 (b)(2)), by
			 striking <quote>$100,000</quote> and inserting <quote>$150,000</quote>.</text>
			</paragraph><paragraph id="H0726C7E5031345F085480809B886DDD3"><enum>(4)</enum><header>Authorization of
			 appropriations</header><text>By amending section 6 (16 U.S.C. 6305) to read as
			 follows:</text>

						<paragraph id="H0917266C7449498EACDD3C21A71AAD40"><enum>(1)</enum><text>$5,500,000 for fiscal
				year 2011;</text>
						</paragraph><paragraph id="HEB8F7A3F85BE43A8AFB71C7AC72AB2BA"><enum>(2)</enum><text>$6,000,000 for fiscal
				year 2012;</text>
						</paragraph><paragraph id="HA18203095D6B4614B3DC86FC9B38CAB8"><enum>(3)</enum><text>$6,500,000 for fiscal
				year 2013;</text>
						</paragraph><paragraph id="HAC5B091981CF4A9299EAAAC9A185005A"><enum>(4)</enum><text>$7,000,000 for fiscal
				year 2014; and</text>
						</paragraph><paragraph id="H0BD85E508C774986A5063B9567FCA2C1"><enum>(5)</enum><text>$7,500,000 for fiscal
				year
				2015.</text>
