		<official-title>To amend title 31, United States Code, to require that a
		  vacancy in the position of Comptroller General be filled only by an individual
		  who is a licensed certified public accountant and who meets other qualification
		  requirements.</official-title>

		<section id="H28D0BF567CC147718A589684A18F05BC" section-type="section-one"><enum>1.</enum><header>Requirement for Comptroller
			 General to be certified public accountant and have certain other
			 qualifications</header><text display-inline="no-display-inline">Section 703 of
			 title 31, United States Code, is amended by inserting at the end of subsection
			 (a) the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="H23A309F36CBE423FBC6509D69C8D56D2" style="USC">
				<paragraph id="H762999B07A334AE3938408CBE77993E6"><enum>(4)</enum><text display-inline="yes-display-inline">An individual shall be eligible to be
				recommended under paragraph (3) to fill a vacancy in the office of Comptroller
				General if the individual—</text>
					<subparagraph id="H16569447B709402F8C78F884B5759E27"><enum>(A)</enum><text>is licensed or
				certified as a certified public accountant in a State, the District of
				Columbia, or a territory of the United States;</text>
					</subparagraph><subparagraph id="H14648671B6B54DBABEEF2E28D6BB6014"><enum>(B)</enum><text>has significant
				management experience, including experience in Government service;</text>
					</subparagraph><subparagraph id="H153E6A580DFA42DF99766A77583AE90E"><enum>(C)</enum><text>has significant
				Government auditing and accounting experience;</text>
					</subparagraph><subparagraph id="H978B989E3F3C434F895D1CC67F64CE60"><enum>(D)</enum><text>has a
				post-graduate degree;</text>
					</subparagraph><subparagraph id="H80A6BD0FAF854674BDE6B08F9E905D02"><enum>(E)</enum><text>has a professional
				accreditation issued by a professional association; and</text>
					</subparagraph><subparagraph id="HFC91916855D34C7688655CE7535B1F0E"><enum>(F)</enum><text>has such other
				qualifications as the commission described in paragraph (2) may establish.</text>
