		<section id="H1B1C2468810C412CB72B5F33549369C3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Nutritious Meals for Young
			 Children Act of 2009</short-title></quote>.</text>
		</section><title id="H1AC52CCE8DB74A30809624AE13C6BC6A"><enum>I</enum><header>Increasing access
			 to nutritious meals</header>
			<section id="HE198735EF5444D8B820A7F658912543C"><enum>101.</enum><header>Child and adult
			 care food program</header>
				<subsection id="H140CDD5F263A470B8B09FB2D574043BC"><enum>(a)</enum><header>National average
			 payment</header>
					<paragraph id="H1552872377D8454EB36B59A9D82AD8F1"><enum>(1)</enum><header>Lunches and
			 suppers</header><text>Section 17(c) of the Richard B. Russell National School
			 Lunch Act (42 U.S.C. 1766(c)) is amended—</text>
						<subparagraph id="HF7287C8E28EF4878AE0D6FDE04DEF430"><enum>(A)</enum><text>in paragraph (1),
			 by striking <quote>the same as the national average payment rates for free
			 lunches, reduced price lunches, and paid lunches, respectively, under sections
			 4 and 11 of this Act as appropriate</quote> and inserting <quote>$2.88 for free
			 lunches and suppers, $2.48 for reduced price lunches and suppers, and 45 cents
			 for paid lunches and suppers</quote>;</text>
						</subparagraph><subparagraph id="H6D40968F96DD4368A5CAD1697E42A4B0"><enum>(B)</enum><text>in paragraph (2),
			 by striking <quote>the same as the national average payment rates for free
			 breakfasts, reduced price breakfasts, and paid breakfasts, respectively, under
			 section 4(b) of the Child Nutrition Act of 1966</quote> and inserting
			 <quote>$1.66 for free breakfasts, $1.36 for reduced price breakfasts, and 46
			 cents for paid breakfasts</quote>; and</text>
						</subparagraph><subparagraph id="HAD3F6CC5D266403FA1388DA27E4EAEF7"><enum>(C)</enum><text>in paragraph
			 (3)—</text>
							<clause id="H13F44AA69B784DDB8DDE5D3A88AB5439"><enum>(i)</enum><text>by
			 striking <quote>30 cents</quote> and inserting <quote>84 cents</quote>;</text>
							</clause><clause id="HC1586FD08762429692440ABA7C721C07"><enum>(ii)</enum><text>by
			 striking <quote>one-half the rate for free supplements</quote> and inserting
			 <quote>47 cents</quote>; and</text>
							</clause><clause id="HED2A6E29DB194B18B138BB8F6300DF7F"><enum>(iii)</enum><text>by
			 striking <quote>2.75 cents</quote> and inserting <quote>16
			 cents</quote>.</text>
							</clause></subparagraph></paragraph></subsection><subsection id="HFC5F536730D94B43ACAC1E9E882208E3"><enum>(b)</enum><header>A third meal
			 option</header><text>Section 17(f)(2)(B) of the Richard B. Russell School Lunch
			 Act (42 U.S.C. 1766(f)(2)(B)) is amended—</text>
					<paragraph id="H2741620C01694E5A8A7A0DCC6FD8CC59"><enum>(1)</enum><text>by striking
			 <quote>two meals</quote> and inserting <quote>3 meals</quote>;</text>
					</paragraph><paragraph id="H25FC26BDB5F6494FA87A302561A6C909"><enum>(2)</enum><text>by striking
			 <quote>2 meals</quote> and inserting <quote>3 meals</quote>; and</text>
					</paragraph><paragraph id="HEA34F2F5103A4C0F81D25136BD191187"><enum>(3)</enum><text>by striking
			 <quote>, for children that are maintained in a child care setting for eight or
			 more hours per day</quote>.</text>
					</paragraph></subsection><subsection id="H39E502D5B64D4EC4976D0A37A033E47D"><enum>(c)</enum><header>Reimbursement of
			 family or group day care home sponsoring organizations</header><text>Section
			 17(f)(3) of the Richard B. Russell School Lunch Act (42 U.S.C. 1766(f)(3)) is
			 amended—</text>
					<paragraph id="H4DFAB4F391B448DF840DC90ACAFA4E8F"><enum>(1)</enum><text>in subparagraph
			 (A)—</text>
						<subparagraph id="HA317683AA9134D1DACEA99AE698E3289"><enum>(A)</enum><text>in clause
			 (ii)—</text>
							<clause id="H034CA076D68342ABA392D9ED05B4F748"><enum>(i)</enum><text>in
			 subclause (I), by striking <quote>50 percent</quote> each place it appears in
			 items (aa) and (bb) and inserting <quote>40 percent</quote>; and</text>
							</clause><clause id="H5D2CEEB71EEE45338F733CE6533F424C"><enum>(ii)</enum><text>in
			 subclause (III), by striking <quote>the factors in effect on July 1,
			 1996</quote> and inserting <quote>$2.41 for lunches and suppers, $1.39 for
			 breakfasts, and 76 cents for supplements</quote>; and</text>
							</clause></subparagraph><subparagraph id="HCC652198DFB14861BD448CBE946EAA5F"><enum>(B)</enum><text>in clause
			 (iii)(I)—</text>
							<clause id="H97B0A3F4BD134548B91AA1E461500FA7"><enum>(i)</enum><text>in
			 item (aa), by striking <quote>95 cents for lunches and suppers, 27 cents for
			 breakfasts, and 13 cents for supplements</quote> and inserting <quote>$1.53 for
			 lunches and suppers, 64 cents for breakfasts, and 28 cents for
			 supplements</quote>; and</text>
							</clause><clause id="H11C164973BD54AF6A8F3814BBE2B74E8"><enum>(ii)</enum><text>in
			 item (bb), by striking <quote>July 1, 1997</quote> and inserting <quote>July 1,
			 2010</quote>; and</text>
							</clause></subparagraph></paragraph><paragraph id="H46FD809A10834280B9853DAFE88458D4"><enum>(2)</enum><text>by striking
			 subparagraph (B) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H41D3C1E9814642F68635CB8241FE12D7" style="OLC">
							<subparagraph id="HAD56A0A2A8D84B0B9C2BD1602BB6A8CA"><enum>(B)</enum><header>Nutrition
				services and administrative funds</header>
								<clause id="HA0E44CE33B674FEC80E3CD3754A5F4E7"><enum>(i)</enum><header>In
				general</header><text>Effective July 1, 2010 and in addition to the annual cost
				of living adjustment described in clause (iii), the Secretary shall raise the
				maximum allowable levels of the family or group day care home sponsoring
				organization monthly administrative reimbursement by $5 per home.</text>
								</clause><clause id="HB296630201A848C3A315063385C16101"><enum>(ii)</enum><header>Administration
				expenses</header><text>In addition to the reimbursement described in clause
				(i), family or group day care home sponsoring organizations shall receive
				reimbursement for the administrative expenses of the family or group day care
				home sponsoring organizations in amounts not exceeding the maximum allowable
				levels prescribed by the Secretary.</text>
								</clause><clause id="H4E635413C0FD455E8E694B05856F11C6"><enum>(iii)</enum><header>Adjustment</header><text>The
				maximum allowable levels described in this subparagraph shall be adjusted on
				July 1 of each year to reflect changes in the Consumer Price Index for all
				items for the most recent 12-month period for which such data are available
				with the exception of any year for which application of the Consumer Price
				Index would result in a decrease in reimbursement
				rates.</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section></title><title id="H1597D76DC5284BA6BD14D2CC828283C0"><enum>II</enum><header>Streamlining and
			 simplification of program and paperwork requirements</header>
			<section id="H60928C539ACA4D6DBC4EA64D5A5196F7"><enum>201.</enum><header>Streamlining
			 and simplification of program and paperwork requirements</header><text display-inline="no-display-inline">Section 17 of the Richard B. Russell
			 National School Lunch Act (42 U.S.C. 1766) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H8D2CDAC9CBD34379A3E11464A3C4DA9C" style="OLC">
					<subsection id="HE8659DD9538C4568B718D5E0C4CDB227"><enum>(u)</enum><header>Streamlining and
				simplification of program and paperwork requirements</header><text display-inline="yes-display-inline">The Secretary shall improve the ability of
				the child and adult care food program to reach low-income families by
				streamlining program and paperwork requirements, including requirements for
				States, sponsoring organizations, child care providers, and
				parents.</text>
