		<section id="H8C7F30A85A3942929E823C2151B6AFB8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Bailout for American
			 Individuals and Families in Distress Today and Tomorrow Act of
			 2009</short-title></quote>.</text>
		</section><section id="H5F6E46D771914261BED8F9EF7ABF43A1"><enum>2.</enum><header>Transfer of
			 repaid TARP funds to Federal employment programs</header>
			<subsection id="H5564AD1790C2414F96779E9198F8987C"><enum>(a)</enum><header>Transfer of
			 funds</header><text>Of funds that were made available under title I of the
			 Emergency Economic Stabilization Act of 2008 (12 U.S.C. 5211 et seq.) that have
			 been repaid to the Treasury by a financial institution, the Secretary of the
			 Treasury shall—</text>
				<paragraph id="H6977F7AE42DA4BE6946A93824382D30A"><enum>(1)</enum><text>make available to
			 the Secretary of Labor $8,000,000,000 which shall be available for obligation
			 on the date of enactment of this Act, as follows:</text>
					<subparagraph id="H7F60AEC1989B44ACB36CF400BFF09BE1"><enum>(A)</enum><text display-inline="yes-display-inline">for activities under the Workforce
			 Investment Act of 1998—</text>
						<clause id="HB6D33BA2862D4FF098172A1DE29EC72B"><enum>(i)</enum><text>$2,000,000,000 for
			 grants to the States for adult employment and training activities, including
			 supportive services and needs-related payments described in section 134(e)(2)
			 and (3) of such Act (29 U.S.C. 2864(e)(2) and (3)); and</text>
						</clause><clause id="H8213735674274D94A802087D5FF294E1"><enum>(ii)</enum><text>$2,000,000,000
			 for Migrant and Seasonal Farmworker Programs under section 167 of such Act (29
			 U.S.C. 2912); and</text>
						</clause></subparagraph><subparagraph id="HAF53DF4EF5B049F5881A352F62B535FF"><enum>(B)</enum><text display-inline="yes-display-inline">$4,000,000,000 for benefits and services
			 under the Trade Adjustment Assistance for Workers program authorized in chapter
			 II of title II of the Trade Act of 1974 (19 U.S.C. 2271 et seq.); and</text>
					</subparagraph></paragraph><paragraph id="H9A64B7E95C4B4863915721546FCD7469"><enum>(2)</enum><text display-inline="yes-display-inline">make available to the Secretary of Health
			 and Human Services $2,000,000,000 which shall be available for obligation on
			 the date of enactment of this Act for deposit into the Emergency Contingency
			 Fund for State Temporary Assistance for Needy Families Programs established
			 under section 403(c) of the Social Security Act (42 U.S.C. 603(c)).</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H4D1BB10945084B088008837B647F6739"><enum>(b)</enum><header>Authorization</header><text>The
			 transfers authorized under subsection (a) shall be deemed actions authorized
			 under title I of the Emergency Economic Stabilization Act of 2008 (12 U.S.C.
			 5201 et seq.).</text>
