		<official-title>To authorize the Secretary of Labor to make grants to
		  States, units of local government, and Indian tribes to carry out employment
		  training programs.</official-title>

		<section id="idE539C18EBBAF40EE8F32B187CD53F4AE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>New Jobs for America Act of
			 2009</short-title></quote>.</text>
		</section><section id="H76F46B4843714E3384014CD3963C87DA" section-type="subsequent-section"><enum>2.</enum><header>Compensated employment
			 training grants</header>
			<subsection id="HED2A64FEE2674DE9AEB2ACE116C5FF0D"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">Subject to the availability of
			 appropriations for such funds, the Secretary of Labor shall make grants to
			 States, units of local government, and Indian tribes to carry out activities
			 the activities described in subsection (b).</text>
			</subsection><subsection id="H73223B321FB64F23A649B8FC8727C329"><enum>(b)</enum><header>Use of
			 funds</header><text>A recipient of a grant under this Act shall use the grant
			 for the following purposes:</text>
				<paragraph id="H2F81937A4AA84437B3799A14F7E1AA91"><enum>(1)</enum><text>To seek out
			 unemployed individuals struggling financially whose prior training consisted of
			 skills necessary for a faltering or dying industry.</text>
				</paragraph><paragraph id="H4F0A542EC757419B9E34F2FC75D025D3"><enum>(2)</enum><text>To create
			 compensated training programs that offer training in emerging markets and
			 industries (such as green technologies).</text>
				</paragraph><paragraph id="H9D403D95BF3A47B88A2626A9DA59AB03"><enum>(3)</enum><text>To partner with
			 historically Black colleges and universities and Hispanic serving colleges and
			 universities along with local community college systems to create innovative
			 retraining programs for minorities focused on retooling workers for jobs in the
			 growth sectors of healthcare, biotech, and information technology.</text>
				</paragraph><paragraph id="H63D474E24071417F86826ED61C1C1E9F"><enum>(4)</enum><text>To partner with
			 cities and non-profit organizations to provide apprenticeships and
			 internships.</text>
				</paragraph><paragraph id="H21330ED69DB54EC68F2AA31304033C5A"><enum>(5)</enum><text>To provide
			 compensation to participants in training programs to temporarily aide in their
			 financial distress.</text>
				</paragraph><paragraph id="HFB3A9C96395F479EABD9C19E32EC3397"><enum>(6)</enum><text>To provide access
			 to public healthcare programs for participants.</text>
				</paragraph><paragraph id="HDC249FC5506B429CB1B42ED3E9001A99"><enum>(7)</enum><text>To create training
			 programs for ex-offenders in an effort to reduce recidivism.</text>
				</paragraph><paragraph id="H9A7256B4FD7442C0ADEC020CF2AC95C1"><enum>(8)</enum><text>To aide newly
			 trained participants in securing employment within the field of their newly
			 acquired expertise.</text>
				</paragraph></subsection><subsection id="H0B2C6896790942028514D41734ABDF88"><enum>(c)</enum><header>Conditions</header><text>As
			 a condition of receiving a grant under this Act, a grant recipient
			 shall—</text>
				<paragraph id="HB6E64E326C4D4BF8957833624CCC5A4D"><enum>(1)</enum><text>comply with
			 nondiscrimination standards of the Civil Rights Act;</text>
				</paragraph><paragraph id="H2360CA2C86584D9FA9CD3333859A55B0"><enum>(2)</enum><text>allocate not less
			 than 80 percent of the funding allocated under the grant to wages, benefits,
			 and support activities, including child care services to individuals receiving
			 compensated training under such a grant; and</text>
				</paragraph><paragraph id="HE9394730EA49447C888595979D64ADC3"><enum>(3)</enum><text>institute a
			 program to aide newly trained participants in securing employment in their new
			 area of expertise.</text>
				</paragraph></subsection><subsection id="H40B9308B40184369B615CF8CDECC73D5"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated such sums
			 as may be necessary to carry out this Act.</text>
