		<official-title>To amend the Homeowners Assistance Program of the
		  Department of Defense to give the Secretary of Defense flexibility regarding
		  setting the commencement date for homeowner assistance for members of the Armed
		  Forces permanently reassigned during the mortgage crisis.</official-title>

		<section id="H353EBD6C9232408AA0B89DC4B8347977" section-type="section-one"><enum>1.</enum><header>Flexible commencement dates
			 for availability of homeowner assistance for members of the Armed Forces
			 permanently reassigned during mortgage crisis</header>
			<subsection id="HBA95F6A02CC1465BA8D3D2D454FA26C9"><enum>(a)</enum><header>Modification of
			 reassignment, purchase, and sale dates</header><text display-inline="yes-display-inline">Subsection (a)(3) of section 1013 of the
			 Demonstration Cities and Metropolitan Development Act of 1966 (42 U.S.C. 3374)
			 is amended—</text>
				<paragraph id="H00219205ED2A4D47B73026E363CB08B6"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>or
			 an earlier end date designated by the Secretary</quote> and by inserting
			 <quote>or an earlier start or end date designated by the Secretary under
			 subsection (c)(3)(C) for a specific military base or installation</quote>;</text>
				</paragraph><paragraph id="H4A4DFCAC832D45548CAE501E3C00A277"><enum>(2)</enum><text>in subparagraph
			 (D), by inserting <quote>, or a later purchase date designated by the Secretary
			 under subsection (c)(3)(C) for a specific military base or installation</quote>
			 after <quote>July 1, 2006</quote>; and</text>
				</paragraph><paragraph id="H0E5748FC1097483CBB9BF1F6F288ED7A"><enum>(3)</enum><text>in subparagraph
			 (E), by striking <quote>between July 1, 2006, and September 30, 2012, or an
			 earlier end date designated by the Secretary</quote> and inserting
			 <quote>between the purchase date in effect for the military base or
			 installation under subparagraph (D) and the end date in effect for the military
			 base or installation under subparagraph (D)</quote>.</text>
				</paragraph></subsection><subsection id="H554FB0F4348845B39C09FED064107031"><enum>(b)</enum><header>Modification
			 process</header><text display-inline="yes-display-inline">Subsection (c)(3) of
			 such section is amended by adding at the end the following new
			 subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HD8C2ABACFB164451A0E60005CE46CE79" style="OLC">
					<subparagraph id="HA57CD81B92AE4AF992A9E50D29C0FB21"><enum>(C)</enum><header>Modification of
				reassignment, purchase, and sale dates</header><text display-inline="yes-display-inline">In exercising the authority under
				subsection (a)(3) to designate different reassignment, purchase, and sale dates
				for a specific military base or installation, the Secretary of Defense shall
				consult with the Secretary of Housing and Urban Development and the Secretary
				of the Treasury regarding the condition of housing markets in the area of the
				base or installation so that the Secretary of Defense has the information
				needed to effectively assist members of the Armed Forces and their
				families.</text>
