		<official-title>To amend the Congressional Budget Act of 1974 to require
		  a two-thirds recorded vote in the House of Representatives and in the Senate to
		  increase the statutory limit on the public debt, and for other
		  purposes.</official-title>

		<section id="H894B8B9AACF4448B84909ED89521573D" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Control
			 America’s Purse-strings to Deliver a Better Tomorrow Act</quote> or the
			 <quote>CAP the DEBT Act</quote>.</text>
		</section><section id="HE96CC539AC154B4E95C18DB5777DEA00" section-type="subsequent-section"><enum>2.</enum><header>Two-thirds recorded
			 vote required to increase statutory limit on the public debt</header>
			<subsection id="H94BB9A90B22B43A992A6A91A2CFAB18B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title III of the
			 Congressional Budget Act of 1974 is amended by adding at the end the following
			 new section:</text>
				<quoted-block display-inline="no-display-inline" id="H50F2948043274484BB26BEDCAC89875F" style="traditional">
					<section id="H755224290BF04A3FB37796EA591B7168"><enum>316.</enum><header>Two-thirds recorded vote required to increase statutory
		  limit on the public debt</header><subsection commented="no" display-inline="yes-display-inline" id="H25A2D83ABD3342878482DC5BA4C7BA6E"><enum>(a)</enum><header>In the House of
				Representatives</header><paragraph commented="no" display-inline="yes-display-inline" id="H8E1E3FE44B7544409BD16EA7B2FDF343"><enum>(1)</enum><text display-inline="yes-display-inline">It shall not be in order in the House of
				Representatives to consider any bill or joint resolution, or amendment thereto
				or conference report thereon, that increases the statutory limit on the public
				debt if there is any other matter in such measure.</text>
							</paragraph><paragraph id="H597AFD774D244670A58817954356FC67" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">A
				bill or joint resolution, or amendment thereto or conference report thereon,
				that increases the statutory limit on the public debt may not be considered as
				passed or agreed to in the House of Representatives unless so determined by a
				recorded vote of not less than two-thirds of the Members voting, a quorum being
				present.</text>
							</paragraph></subsection><subsection id="H5DDAAFF71E404D0E9B541DA734A6DE23"><enum>(b)</enum><header>In the
				Senate</header><paragraph commented="no" display-inline="yes-display-inline" id="H3225FEEC7E844B65B17DDFDEA61A7914"><enum>(1)</enum><text display-inline="yes-display-inline">It shall not be in order in the Senate to
				consider any bill or joint resolution, or amendment thereto or conference
				report thereon, that increases the statutory limit on the public debt if there
				is any other matter in such measure.</text>
							</paragraph><paragraph id="H4F83FF805F9E4CF9924A9CCE68BA32B5" indent="up1"><enum>(2)</enum><text>A bill or joint resolution, or
				amendment thereto or conference report thereon, that increases the statutory
				limit on the public debt may not be considered as passed or agreed to in the
				Senate unless so determined by a roll call vote of not less than two-thirds of
				the Members voting, a quorum being present.</text>
							</paragraph><paragraph id="H54EC8849946E434BBD64C27474C3E634" indent="up1"><enum>(3)</enum><text>An affirmative roll call vote of
				two-thirds of the Members, duly chosen and sworn, shall be required in the
				Senate to sustain an appeal of the ruling of the Chair on a point of order
				raised under this subsection.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDFFB0C18A73C49CFA39099003E3B96A4"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents set forth in section 1(b) of the
			 Congressional Budget and Impoundment Control Act of 1974 is amended by
			 inserting after the item relating to section 315 the following new item:</text>

			</subsection></section><section id="H49AF941200CB4ED185517DBE7B23A8BF"><enum>3.</enum><header>Repeal of the
			 Gephardt rule</header><text display-inline="no-display-inline">Rule XXVIII of
			 the Rules of the House of Representatives (relating to the statutory limit on
			 the public debt) is repealed and rule XXIX is redesignated as rule
			 XXVIII.</text>
