		<section id="HE29B018B70384CBD9F12439B445E477D" section-type="section-one"><enum>1.</enum><header>Congressional oversight of
			 intelligence activities</header>
			<subsection id="HF9F72E6B0BEC46EAB8D1257E6D1EB60C"><enum>(a)</enum><header>General
			 congressional oversight</header><text display-inline="yes-display-inline">Section 501(a) of the National Security Act
			 of 1947 (50 U.S.C. 413(a)) is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HEC2109589EF2400BBC5B2DB4FF368806" style="traditional">
					<paragraph id="HFCEBFEAA4E2C42ABB0BA774FD9CE5351" indent="up1"><enum>(3)</enum><text>In carrying out paragraph (1), the
				President shall provide to the congressional intelligence committees all
				information necessary to assess the lawfulness, effectiveness, cost, benefit,
				intelligence gain, budgetary authority, and risk of an intelligence
				activity.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H690CF1CBA4034E3FA9764F5E93BFB6D0"><enum>(b)</enum><header>Reporting on
			 activities other than covert actions</header><text>Section 502 of such Act (50
			 U.S.C. 413a) is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HCA8A22F4C3FB4D59997CB408CCF33D42" style="traditional">
					<subsection id="HD85F2F63688C4B728DB4D9C61EAA3A63"><enum>(d)</enum><header>Distribution of
				information</header>
						<paragraph display-inline="no-display-inline" id="H390D049A19A24ECCA11059E694CA269D"><enum>(1)</enum><header>Request</header><text>Information
				or material provided in accordance with subsection (a) shall be made available
				to each member of the congressional intelligence committees, unless the
				President requests that access to the information or material be limited after
				determining that limiting such access is essential to meet extraordinary
				circumstances affecting vital interests of the United States. A request under
				this paragraph and the extraordinary circumstances referred to in this
				paragraph shall be detailed in writing to the Chair and ranking minority member
				of the congressional intelligence committees.</text>
						</paragraph><paragraph display-inline="no-display-inline" id="H0355A00F6D17443A97746AB5E1600356"><enum>(2)</enum><header>Distribution</header><text display-inline="yes-display-inline">If the President submits a request under
				paragraph (1), the Chair and ranking minority member of each congressional
				intelligence committee may jointly determine whether and how to limit access to
				the information or material within such committee. If the Chair and ranking
				minority member of such committee are unable to agree on whether or how to
				limit such access, access to the information or material shall be limited as
				requested by the President. Any information or material to which access is
				limited shall subsequently be made fully available to each member of the
				congressional intelligence committees at the earliest possible time and shall
				include a detailed statement of the reasons for not providing prior
				access.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB582FBCE3E82471F92708B98A08C38E6"><enum>(c)</enum><header>Covert
			 actions</header><text>Section 503 of the National Security Act of 1947 (50
			 U.S.C. 413b) is amended—</text>
				<paragraph id="HDFBEFFA3D37D4C1DAFDD7DD81B74BE54"><enum>(1)</enum><text>in subsection
			 (c)—</text>
					<subparagraph id="HFF64486260DC4E27A88B1931E4F48485"><enum>(A)</enum><text>by striking
			 paragraph (2) and inserting the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="H3F6193BCB5A04C9D996840F9669B6D19" style="traditional">
							<paragraph id="H41FB8D84A92646EEA8B62359F1A1B171"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H16216754241045089E4E6909B0A32FB2"><enum>(A)</enum><text>A finding reported in
				accordance with paragraph (1) shall be made available to each member of the
				congressional intelligence committees, unless the President requests that
				access to the finding be limited after determining that limiting such access is
				essential to meet extraordinary circumstances affecting vital interests of the
				United States. A request under this subparagraph and the extraordinary
				circumstances referred to in this paragraph shall be detailed in writing to the
				Chair and ranking minority member of the congressional intelligence
				committees.</text>
								</subparagraph><subparagraph id="H12FFD40CAB8949729714F3E337461E3D" indent="up1"><enum>(B)</enum><text>If the President submits a request
				under subparagraph (A), the Chair and ranking minority member of each
				congressional intelligence committee may jointly determine whether and how to
				limit access to the finding within such committee. If the Chair and ranking
				minority member of such committee are unable to agree on whether or how to
				limit such access, access to the finding shall be limited as requested by the
				President. A finding to which access is limited shall subsequently be made
				fully available to each member of the congressional intelligence committees at
				the earliest possible time and shall include a detailed statement of the
				reasons for not providing prior access.</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H2EA17F0C5D0A4E6D811E2E9AA94B3101"><enum>(B)</enum><text>in paragraph (4),
			 by striking the second sentence; and</text>
					</subparagraph></paragraph><paragraph id="H4BDFD9A815C744398F09C1749B45E0EE"><enum>(2)</enum><text>in subsection
			 (d)—</text>
					<subparagraph id="HDF12DC39840648DD92108FC2CDD012B3"><enum>(A)</enum><text>by striking
			 <quote>(d) The President</quote> and inserting <quote>(d)(1) The
			 President</quote>;</text>
					</subparagraph><subparagraph id="H4F89A83D0F074DA7BBD8D98A491B5F25"><enum>(B)</enum><text>in paragraph (1),
			 as designated by subparagraph (A) of this paragraph, by striking <quote>the
			 Members of Congress specified in subsection (c)(2)</quote> and inserting
			 <quote>the Members of Congress to which access to a finding is limited in
			 accordance with subsection (c)(2)</quote>; and</text>
					</subparagraph><subparagraph id="H9E987CDA33B64453A91B21ABC9B7A4D0"><enum>(C)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HE5639E43CF9A4B15A5B380D873A86B37" style="traditional">
							<paragraph id="H6B5DC672C89B413F8762A93B3C266547" indent="up1"><enum>(2)</enum><text>For purposes of this subsection, an
				activity shall constitute a <quote>significant undertaking</quote> if the
				activity—</text>
								<subparagraph id="H4A3B669B28A243E79C7A8FF48D0EFA66"><enum>(A)</enum><text>involves the potential for loss of
				life;</text>
								</subparagraph><subparagraph id="HEDBDE19E371143618574237526BC1A5B"><enum>(B)</enum><text>requires an expansion of existing
				authorities, including authorities relating to research, development, or
				operations;</text>
								</subparagraph><subparagraph id="HB1F884C636EC445E93637E9C9A164494"><enum>(C)</enum><text>results in the expenditure of
				significant funds or other resources;</text>
								</subparagraph><subparagraph id="HEF45107312CE40368AE0446F6503A376"><enum>(D)</enum><text>requires notification under section
				504;</text>
								</subparagraph><subparagraph id="H7EEA89FB49844855AAE4C4F46FAD1802"><enum>(E)</enum><text>gives rise to a significant risk of
				disclosing intelligence sources or methods; or</text>
								</subparagraph><subparagraph commented="no" id="H94659BC1CC2F472B91659781E9795342"><enum>(F)</enum><text>could cause serious damage to the
				diplomatic relations of the United States if such activity were disclosed
				without
				authorization.</text>
