		<official-title display="yes">To direct the Secretary of the Interior to
		  conduct a study of water resources in the Rialto-Colton Basin in the State of
		  California, and for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HA3EFAFB190CC4953B54D54DF4A5AC0AB" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Inland Empire Perchlorate Ground Water
			 Plume Assessment Act of 2010</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H641F7C34080B4121950A40D23375C379" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Rialto-Colton Basin, California, water
			 resources study</header>
			<subsection commented="no" display-inline="no-display-inline" id="H82E122A70C0949E398572C1CE7C609EF"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Not later than 2 years after funds are made
			 available to carry out this Act, the Secretary of the Interior, acting through
			 the Director of the United States Geological Survey, shall complete a study of
			 water resources in the Rialto-Colton Basin in the State of California (in this
			 section referred to as the <term>Basin</term>), including—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H8BF554E33E21420CA323D221F53A4B8E"><enum>(1)</enum><text display-inline="yes-display-inline">a survey of ground water resources in the
			 Basin, including an analysis of—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H177CB1AB93734551ACD5D39C022CA654"><enum>(A)</enum><text display-inline="yes-display-inline">the delineation, either horizontally or
			 vertically, of the aquifers in the Basin, including the quantity of water in
			 the aquifers;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA7A720B73A27471486E09F56E836C040"><enum>(B)</enum><text display-inline="yes-display-inline">the availability of ground water resources
			 for human use;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6DC24090EF0C41AC8AA195B9A767F4A8"><enum>(C)</enum><text display-inline="yes-display-inline">the salinity of ground water
			 resources;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H89702D108C264543B686CB486D0B58C9"><enum>(D)</enum><text display-inline="yes-display-inline">the identification of a recent surge in
			 perchlorate concentrations in ground water, whether significant sources are
			 being flushed through the vadose zone, or if perchlorate is being
			 remobilized;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD86AD2FE0E504C2687202C9FFA7C32E6"><enum>(E)</enum><text display-inline="yes-display-inline">the identification of impacts and extents
			 of all source areas that contribute to the regional plume to be fully
			 characterized;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC68A5B35467D4566A396721117D1AF57"><enum>(F)</enum><text display-inline="yes-display-inline">the potential of the ground water resources
			 to recharge;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8BC993A35474406A8D9B8F5DC5102AD0"><enum>(G)</enum><text display-inline="yes-display-inline">the interaction between ground water and
			 surface water;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0FF1FB0FEB0F44BFBB459FB4F90D0537"><enum>(H)</enum><text display-inline="yes-display-inline">the susceptibility of the aquifers to
			 contamination, including identifying the extent of commingling of plume
			 emanating within surrounding areas in San Bernardino County, California;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE0004C28E7BD41239F821117DD440683"><enum>(I)</enum><text display-inline="yes-display-inline">any other relevant criteria; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2A1EB6C6FA0548DF8A5BEF28163A98FA"><enum>(2)</enum><text display-inline="yes-display-inline">a characterization of surface and bedrock
			 geology of the Basin, including the effect of the geology on ground water yield
			 and quality.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA7A683B7FCE94D61AB1B15A174735116"><enum>(b)</enum><header display-inline="yes-display-inline">Coordination</header><text display-inline="yes-display-inline">The Secretary shall carry out the study in
			 coordination with the State of California and any other entities that the
			 Secretary determines to be appropriate, including other Federal agencies and
			 institutions of higher education.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H02860C931CD24438B18F6BB5E7407661"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Upon completion of the study, the Secretary
			 shall submit to the Committee on Energy and Natural Resources of the Senate and
			 the Committee on Natural Resources of the House of Representatives a report
			 that describes the results of the study.</text>
