		<official-title>To authorize the Secretary of the Army to provide
		  assistance relating to water resource protection and development in
		  Pennsylvania, and for other purposes.</official-title>

		<section id="HD1C299677F2B42C5AF328AFD0969A719" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Comprehensive Water Resource Development
			 Act</short-title></quote>.</text>
		</section><section id="H579690FA274645D4A766E0374F32B242"><enum>2.</enum><header>Establishment of
			 program</header>
			<subsection id="H75DA7E5FD7304B7998DDEE67E8F03180"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">The Secretary of the
			 Army may establish a program to provide environmental assistance to non-Federal
			 interests in the State of Pennsylvania.</text>
			</subsection><subsection id="H992BC229EB7B4E70BFA6150A93F2087F"><enum>(b)</enum><header>Assistance</header>
				<paragraph id="H85644BF60FFA46ABA6178E6394A22984"><enum>(1)</enum><header>Management
			 plans</header><text display-inline="yes-display-inline">The Secretary may
			 develop watershed and sub-watershed management plans to identify problems, and
			 projects to address those problems, for purposes of receiving assistance under
			 this section.</text>
				</paragraph><paragraph id="H3B722D4C7BA3461A8077B79F34522B38"><enum>(2)</enum><header>Projects</header><text>The
			 Secretary may provide assistance under this section for projects identified
			 in—</text>
					<subparagraph id="HF4E71E90D36446A39CBC17D84C6AC7CE"><enum>(A)</enum><text>management plans
			 developed under this section; or</text>
					</subparagraph><subparagraph id="H28B0A75D6DC64283A90287433B10C3BD"><enum>(B)</enum><text>such other
			 management plans as the Secretary determines are appropriate.</text>
					</subparagraph></paragraph><paragraph id="H221F38E1C1674DF0B057ACE3084CB172"><enum>(3)</enum><header>Form of
			 assistance</header><text>The Secretary may provide assistance under this
			 section in the form of design and construction assistance for water-related
			 environmental infrastructure, resource protection and development, flood damage
			 reduction, and ecosystem restoration projects in Pennsylvania, including
			 projects for—</text>
					<subparagraph id="H503A12AD7FF84A74AE32AF3CA398D7EC"><enum>(A)</enum><text>wastewater
			 treatment and related facilities;</text>
					</subparagraph><subparagraph id="H47F96A90B7664F3F81355E5EDFAD29C8"><enum>(B)</enum><text>water supply and
			 related facilities;</text>
					</subparagraph><subparagraph id="H509825D05753435D9D26D8D08160AB97"><enum>(C)</enum><text>ecosystem
			 restoration; and</text>
					</subparagraph><subparagraph id="HF20C642110B04B3E971F37B5AB71628D"><enum>(D)</enum><text>surface water
			 resource protection and development.</text>
					</subparagraph></paragraph></subsection><subsection id="H7C2354CED914408BB4752A0AA58F0597"><enum>(c)</enum><header>Partnership
			 agreements</header><text>Before providing assistance under this section, the
			 Secretary shall enter into a partnership agreement with a non-Federal interest
			 to provide for design and construction of the project to be carried out with
			 such assistance.</text>
			</subsection><subsection id="H34065968E2C343FCBC2DAF9A2E966258"><enum>(d)</enum><header>Cost
			 sharing</header>
				<paragraph id="HC5A32CFC10C146448872E68B78B87FFE"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Federal share of
			 the cost of a project carried out under this section shall be 75
			 percent.</text>
				</paragraph><paragraph id="H5F5E771DAF204945A30FB2F3C19D0A2B"><enum>(2)</enum><header>In-kind
			 services</header><text display-inline="yes-display-inline">The non-Federal
			 share of such cost may be provided in the form of in-kind services, including
			 planning, design, construction, and management services, that the Secretary
			 determines to be compatible with, and necessary for, the project.</text>
				</paragraph><paragraph id="HFA7AC8A9D1E1456BB1078F751AD4814A"><enum>(3)</enum><header>No cost sharing
			 for management plan</header><text>The Federal share of the cost of a management
			 plan developed under subsection (b)(1) shall be 100 percent.</text>
