			 subsection (c)(1)(B)(i), is amended by striking <quote>$200,000</quote> and
			 inserting <quote>$500,000</quote>.</text>
				</subsection><subsection id="HFF9E20A520AD49229C6D09C3DCF58C6B"><enum>(e)</enum><header>Authority To
			 enter into a contract</header><text>Section 3742, as amended by subsection (c),
			 is further amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HDF7A429A69CD4D7098B721DB848CFA02" style="USC">
						<subsection id="H4D35EA30E76B4842BEC63AE7FC46CE55"><enum>(f)</enum><text display-inline="yes-display-inline">The Secretary shall enter into a contract
				with an appropriate entity for the purpose of carrying out the program under
				this
				subchapter.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H69E9261929F74F738A87A7BA6C4BEA1A"><enum>(f)</enum><header>Authority of
			 Secretary To subsidize interest rates of guaranteed loan</header><text>Section
			 3745 is amended by striking subsection (b) and inserting the following new
			 subsection (b):</text>
					<quoted-block display-inline="no-display-inline" id="HFDDE8B8CEABA44C48A4E868675C5434F" style="USC">
						<subsection id="H0FBE128D3B6F4C5A82A65C13EAAA68DA"><enum>(b)</enum><text display-inline="yes-display-inline">For any loan guaranteed under this
				subchapter, the Secretary may pay to the lender such amounts as may be required
				to reduce the rate of interest payable by the veterans’ small business concern
				by up to one-half of one percent, except that the rate of interest payable by
				such concern shall not be less than one-half of one
				percent.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H779AC686994D4D09BBA19FC7EC918EC1"><enum>(g)</enum><header>Preference for
			 members of National Guard and Reserves activated in support of Global War on
			 Terrorism</header><text>Section 3748 is amended—</text>
					<paragraph id="H90386FA8DF0240BDAF71C0B83028148D"><enum>(1)</enum><text>by striking
			 <quote>and, second</quote> and inserting <quote>second</quote>; and</text>
					</paragraph><paragraph id="HF2100EFF31A54224BAD849C44E1D7700"><enum>(2)</enum><text>by inserting
			 before the period at the end <quote>, and, third, to veterans’ small business
			 concern in which veterans who, as members of a reserve component, are activated
			 in support of the Global War on Terrorism have a significant ownership
			 interest</quote>.</text>
					</paragraph></subsection><subsection id="HE4A35F969FB44A86901A872D9FD547AC"><enum>(h)</enum><header>Authorization of
			 appropriations</header><text>Section 3749(c)(1) is amended by striking <quote>a
			 total of $25,000,000</quote> and inserting <quote>$1,000,000,000 for each
			 fiscal year</quote>.</text>
				</subsection></section><section id="HCB88D74E98994BBB83B7178543A3D4DE" section-type="subsequent-section"><enum>102.</enum><header>Promoting jobs for
			 veterans through the use of sole source contracts by Department of Veterans
			 Affairs for purposes of meeting the contracting goals and preferences of the
			 Department of Veterans Affairs for small business concerns owned and controlled
			 by veterans</header>
				<subsection id="H15A1421263BC4A10BEBF521BD2AFE478"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 8127(c) is
			 amended by striking <quote>may</quote> and inserting
			 <quote>shall</quote>.</text>
				</subsection><subsection id="H11EAEC5FFE99419DB481010A114BE2D5"><enum>(b)</enum><header>Deadline for
			 interim policy guidance</header><text>By not later than 30 days after the date
			 of the enactment of this Act, the Secretary of Veterans Affairs shall issue
			 interim policy guidance to carry out the amendment made by subsection
			 (a).</text>
				</subsection></section><section id="H55C8FCCD72134B73B9AC4881FD3A5DB4"><enum>103.</enum><header>Promoting jobs
			 for veterans through the treatment of small business concerns owned and
			 controlled by veterans as socially and economically disadvantaged</header><text display-inline="no-display-inline">Section 8128 is amended—</text>
				<paragraph id="H9326F9D24F6E4BC793BF5E7426E5513A"><enum>(1)</enum><text>by redesignating
			 subsection (b) as subsection (c); and</text>
				</paragraph><paragraph id="H36091DA9DB1D4CE987AC36F3A8D38282"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H63AD319F303F4A15B2F6262F45A39549" style="USC">
						<subsection id="H580EBFE851014148967019FF2207A707"><enum>(b)</enum><header>Treatment as
				socially and economically disadvantaged</header><text display-inline="yes-display-inline">The Secretary may evaluate a bid submitted
				by a small business concern owned and controlled by veterans and award a
				contract to such a concern on the same basis as the Administrator of the Small
				Business Administration may evaluate a bid submitted by a socially and
				economically disadvantaged small business concern and award a contract to such
				a concern under section 8(a) of the Small Business Act (15 U.S.C.
				637(a)).</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="HCBA8D087D85B4D55BC9A556EDAB7647E" section-type="subsequent-section"><enum>104.</enum><header>Promoting jobs for
			 veterans through the extension of period of eligibility for certain assistance
			 for small business concerns owned by an individual who is called or ordered to
			 active duty</header><text display-inline="no-display-inline">Section 7(j)(15)
			 of the Small Business Act (15 U.S.C. 636(j)(15)) is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="H49D120E7B966445CB688DFBC8D2457F3" style="OLC">
					<paragraph id="H50E402392E8F486C8B5898BFBADF0A65" indent="up1"><enum>(15)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H404A01FA116042D295F74B9075F78452"><enum>(A)</enum><text display-inline="yes-display-inline">Subject to the provisions of paragraph
				(10)(C), a small business concern may receive developmental assistance under
				the Program and contracts under section 8(a) for a total period of not longer
				than nine years, measured from the date of its certification under the
				authority of such section, of which—</text>
							<clause id="HC44521F5F8E0485D99708CF443261DD1" indent="up1"><enum>(i)</enum><text>no more than four years may be spent
				in the developmental stage of Program Participation; and</text>
							</clause><clause id="H1A8FAB79CC0A49D094694B3139D08756" indent="up1"><enum>(ii)</enum><text>no more than five years may be spent
				in the transitional stage of Program Participation.</text>
							</clause></subparagraph><subparagraph id="H7D2AD2E3DA3847E5BB4BB8324D6D0934" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Notwithstanding subparagraph (A), a small
				business concern that is owned by an individual who is called or ordered to
				active duty for a period of more than 30 days (as defined in section 101(d)(2)
				of title 10, United States Code) may receive developmental assistance under the
				Program and contracts under section 8(a) for a total period of not longer than
				the sum of—</text>
							<clause id="H0F2904A143D54501BD099A7D774F8736"><enum>(i)</enum><text display-inline="yes-display-inline">9
				years, as measured from the date of the certification of such concern under the
				authority of such section; and</text>
							</clause><clause id="H1184CBA5FA5843EEA088998042A2E0BA"><enum>(ii)</enum><text display-inline="yes-display-inline">the length of time such individual is
				called or ordered to active duty for a period of more than 30 days during the
				9-year period described in clause
				(i).</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H007C2D6E932343DF94ADAA7FDCD796F7"><enum>II</enum><header>PROMOTING JOBS
			 FOR VETERANS THROUGH EMPLOYMENT ASSISTANCE PROGRAMS</header>
			<section id="HCEAB668CB6344B189B4F0FAF8D3B9DE6" section-type="subsequent-section"><enum>201.</enum><header>Promoting jobs for
			 veterans through the increase in the amount of subsistence allowance payable to
			 veterans participating in vocational rehabilitation programs</header>
				<subsection id="HB1436FC2E5A54654A6DEEF37D5FF6E2A"><enum>(a)</enum><header>Increase in
			 subsistence allowance</header><text display-inline="yes-display-inline">Section
			 3108(b) is amended by striking paragraph (1) and inserting the following new
			 paragraph (1):</text>
					<quoted-block display-inline="no-display-inline" id="H360D9FB780874EDFBF8183DF47AAAE93" style="USC">
						<paragraph id="H20C1019240214F37B94A2CB3ACE5841C" indent="up1"><enum>(1)</enum><text display-inline="yes-display-inline">Except as otherwise provided in this
				section, the Secretary shall determine the subsistence allowance to be paid to
				a veteran under this chapter. Such amount shall be the greater of the following
				amounts:</text>
							<subparagraph id="H6BE6139502304C5EB60B76D584D6A306"><enum>(A)</enum><text display-inline="yes-display-inline">The amount equal to the amount equal to the
				monthly amount of the basic allowance for housing payable under section 403 of
				title 37 for a member of the Armed Forces with dependents in pay grade E–5
				residing in the military housing area that encompasses all or the majority
				portion of the ZIP code area in which the veteran is pursuing the program under
				this chapter.</text>
							</subparagraph><subparagraph id="H028BF1B6FD6048B7A1D8E0EEDE6FFA2E"><enum>(B)</enum><text>The amount determined by the Secretary
				in accordance with the following table, which shall be the monthly amount shown
				in column II, III, IV, or V (whichever is applicable as determined by the
				veteran’s dependency status) opposite the appropriate type of program being
				pursued as specified in column I:</text>

			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to a payment made for the third month beginning after the date of the
			 enactment of this Act and each subsequent month.</text>
				</subsection></section><section id="H1BB41FD801414E28A79B30F9AF550525" section-type="subsequent-section"><enum>202.</enum><header>Promoting jobs for
			 veterans through the establishment of a vocational rehabilitation internship
			 program</header>
				<subsection id="H016EA7EF41524AD8AB5861FDA57CD132"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 31 is amended
			 by inserting after section 3116 the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H87E2BB5E79FE4D4FA71BBCD4C060C649" style="USC">
						<section id="H12FF12AC607A41EA8B6E9146AE68F7C5"><enum>3116A.</enum><header>Internship
				program</header>
							<subsection id="H547557D50F5D4A319DE25DB1D9593102"><enum>(a)</enum><header>Internship
				program</header><text display-inline="yes-display-inline">The Secretary shall
				carry out an internship program through which the Secretary shall award
				internships to up to 2,000 veterans each year in accordance with this section.
				The recipient of an internship under this section shall be employed in the
				Veterans Benefits Administration for the duration of the internship.</text>
							</subsection><subsection id="HDCB28D2B49664D38A6E0AD4DB9E06BA3"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible to receive an internship
				under this section a veteran shall have completed a rehabilitation program
				under this chapter. In awarding internships under this section, the Secretary
				shall give a preference to a veteran who has completed a program of long-term
				education or training, as determined by the Secretary.</text>
							</subsection><subsection id="H7406BD335A0E4F7C875827E5749F9668"><enum>(c)</enum><header>Salary;
				benefits</header><paragraph commented="no" display-inline="yes-display-inline" id="HE383B3CB341141AB92B5A825E32EF2D2"><enum>(1)</enum><text display-inline="yes-display-inline">Each recipient of an internship under this
				section shall be paid at a rate determined by the Secretary, except that such
				rate shall be at least the maximum annual rate of basic pay payable for grade
				GS–3 of the General Schedule under section 5332 of title 5, United States Code,
				and shall not exceed the maximum annual rate of basic pay payable for grade
				GS–5 of such schedule.</text>
								</paragraph><paragraph id="H156F3B8EED614C8F80982557626F1DFE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Each such recipient shall be entitled to
				leave on the same basis as employees of the Department who are paid at the same
				annual rate, except that such recipient may not be reimbursed for any unused
				leave at the end of the internship.</text>
								</paragraph><paragraph id="HDD05E758780D47C69AF79C61D20FDDFE" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary shall furnish hospital care,
				medical services, and nursing home care to each recipient of an internship
				under this section on the same basis as a veteran described in subsection (B)
				of paragraph (2) of subsection (a) of section 1710 of this title unless the
				recipient is eligible for such care and services under subparagraph (A) of such
				paragraph or under paragraph (1) of such subsection.</text>
								</paragraph><paragraph id="HFB38157F885A431091998079A003FAF3" indent="up1"><enum>(4)</enum><text>The recipient of an internship under
				this section may receive an allowance under section 3108 of this title if such
				recipient is entitled to such an allowance.</text>
								</paragraph></subsection><subsection id="H9CFE5D4ECFC141C2A452AE5063CC0ABB"><enum>(d)</enum><header>Duration</header><text>No
				internship under this section shall exceed 12 months in duration.</text>
							</subsection><subsection id="H5AF1D381778F43C4A4FBACC48A32F239"><enum>(e)</enum><header>Outreach</header><text>The
				Secretary shall notify each participant in a rehabilitation program under this
				chapter of the internship program under this
				section.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HD57C697B6C164FC8B7D027FE476691C9"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by inserting after the item relating to 3116 the following new
			 item:</text>

			 General</header><text display-inline="yes-display-inline">Chapter 36 is amended
			 by inserting after section 3687 the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H0DA1DB5912274F22A800F0557A624ACD" style="USC">
						<section id="H1EE227EE0DBA4DB285EE6F13325BA69F"><enum>3687A.</enum><header>Additional
				training assistance for unemployed veterans pursuing apprenticeships or other
				on-job training.</header>
							<subsection id="HBF0A76033C1443EFA5CAA9F840B4D392"><enum>(a)</enum><header>Monthly training
				assistance allowance</header><text display-inline="yes-display-inline">A
				covered veteran shall be paid a monthly training assistance allowance under
				this section for each month that the veteran is enrolled in a program of
				apprenticeship described in paragraph (1) of subsection (a) of section 3687 of
				this title or a program of other on-job training described in paragraph (2) of
				such subsection.</text>
							</subsection><subsection commented="no" id="HFFBF13901C84434B886BDFF934ABA6AA"><enum>(b)</enum><header>Amount</header><text display-inline="yes-display-inline">The amount of the monthly training
				assistance allowance under this section is the amount equal to the monthly
				amount of the basic allowance for housing payable under section 403 of title 37
				for a member of the Armed Forces with dependents in pay grade E–5 residing in
				the military housing area that encompasses all or the majority portion of the
				ZIP code area in which the veteran resides.</text>
							</subsection><subsection commented="no" id="HF181ECDAADD049588E2CED4AFD90AF66"><enum>(c)</enum><header>Duration</header><text display-inline="yes-display-inline">A covered veteran may receive training
				assistance under this section for a single period of not more than 12
				months.</text>
							</subsection><subsection id="HA79C15354ADC487E8428519981CAFA51"><enum>(d)</enum><header>Covered veteran
				defined</header><text>In this section, the term <quote>covered veteran</quote>
				means a veteran who is—</text>
								<paragraph id="H651EFFCE861847A29C93466531D763C8"><enum>(1)</enum><text>unemployed for a
				period of not less than four consecutive months at the time of applying for
				training assistance under this section;</text>
								</paragraph><paragraph id="HDC856D63E1F54CCA88850F97A0F9ECB3"><enum>(2)</enum><text>59 years of age or
				younger; and</text>
								</paragraph><paragraph id="HDA76357577804D8B94896DE9B346A316"><enum>(3)</enum><text display-inline="yes-display-inline">except as provided under this section,
				ineligible for education or training assistance under this title.</text>
								</paragraph></subsection><subsection id="H558E4E130DD0463B99C6F0610F79253E"><enum>(e)</enum><header>Authorization of
				Appropriations</header><text>There is authorized to be appropriated to carry
				out this section $100,000,000 for each fiscal
				year.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H2FA3920AC7CE45D48E3DA41759914420"><enum>(b)</enum><header>Clerical
			 Amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of such chapter is amended by adding at the end the

				</subsection></section><section id="HD9BB2E5CBF5E4185A020BC2DCF53512A" section-type="subsequent-section"><enum>204.</enum><header>Promoting jobs for
			 veterans through the payment of an assistance allowance for rural veteran
			 teachers</header>
				<subsection id="HC84A25AF58DB42D9A07D0AFEAA02578E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 36 is amended
			 by adding at the end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H44FD7ECCD1B54F7B98F07A4FB282C8DF" style="USC">
						<section id="HA481C40CCF304E4F88B87074DE760E5A"><enum>3698.</enum><header>Assistance
				allowance for rural veteran teachers</header>
							<subsection id="HAFBF71284FDD470C8C598FC3AB5E2968"><enum>(a)</enum><header>Reducing
				administrative burden</header><text display-inline="yes-display-inline">The
				Secretary may pay to a rural veteran teacher a monthly assistance allowance of
				$500.</text>
							</subsection><subsection id="H0748409876124D0E8F2F4353F3F1DB8E"><enum>(b)</enum><header>Duration</header><text display-inline="yes-display-inline">The aggregate period for which the
				Secretary may pay a rural veteran teacher a monthly assistance allowance under
				subsection (a) may not exceed 24 months.</text>
							</subsection><subsection id="H6C02CBB9C61F43CDB3EE3303B259D6CE"><enum>(c)</enum><header>Rural veteran
				teacher defined</header><text>In this section, the term <term>rural veteran
				teacher</term> means a veteran who—</text>
								<paragraph id="HA0C71499F2264E88AFDC51093D10391C"><enum>(1)</enum><text display-inline="yes-display-inline">is discharged from service in the Armed
				Forces under honorable conditions;</text>
								</paragraph><paragraph id="HFEF3F221E1C1486D97EC62719B0A2CBA"><enum>(2)</enum><text>is employed to
				teach full-time at an accredited elementary or secondary school that is located
				in a rural area (as determined by the Bureau of the Census);</text>
								</paragraph><paragraph id="H3347EA442F314F4AA21560FB4FE56EB2"><enum>(3)</enum><text display-inline="yes-display-inline">on the date on which the veteran applies
				for a monthly assistance allowance under subsection (a), is enrolled in an
				accredited course leading to certification as a teacher; and</text>
								</paragraph><paragraph id="H174CCADB3C9E490A9E7FE345ECCFDC9E"><enum>(4)</enum><text>has not been
				previously employed to teach full-time at an accredited elementary or secondary
				school.</text>
								</paragraph></subsection><subsection commented="no" id="H015D84E3F4244246A2C988E3ECCCEDB4"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated to carry
				out this section $25,000,000 for fiscal year 2011 and each fiscal year
				thereafter.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H69CE31EE72F449CD9CA32E11B41527DE"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of

			 168 of the Workforce Investment Act of 1998 (29 U.S.C. 2913) is amended by
			 adding at the end the following new subsection:</text>

					<subsection id="H30436C57E2874BD4AFD8A9878C3A0F81"><enum>(c)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated for each fiscal year $20,000,000 for programs
				authorized under this
				section.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="HBA9A2C9D27034724A4CAD60F07A06272" section-type="subsequent-section"><enum>206.</enum><header>Promoting jobs for
			 veterans through the promotion of the VetSuccess Internet website</header>
				<subsection id="HD27A0E89B3934F41899CA57FFAB72C78"><enum>(a)</enum><header>Inclusion of
			 hyperlink</header><text display-inline="yes-display-inline">Not later than 60
			 days after the date of the enactment of this Act, the Secretary of Veterans
			 Affairs shall include on the main page of the Internet website of the
			 Department of Veterans Affairs a new hyperlink with a drop-down menu entitled
			 <quote>Veterans Employment</quote>. The drop-down menu shall include a direct
			 hyperlink to the VetSuccess Internet website, the USA Jobs Internet website,
			 the Job Central website, and any other appropriate employment Internet
			 websites, as determined by the Secretary, especially such websites that focus
			 on jobs for veterans.</text>
				</subsection><subsection id="HEBF6F6628DF84D5FBBF61E61A4C457A4"><enum>(b)</enum><header>Advertisement of
			 Internet website</header><text display-inline="yes-display-inline">Subject to
			 the availability of appropriations for such purpose, the Secretary of Veterans
			 Affairs shall, in accordance with section 532 of title 38, United States Code,
			 purchase advertising in national media outlets for the purpose of promoting
			 awareness of the VetSuccess Internet website to veterans.</text>
				</subsection><subsection id="HA2CD7B4169A54FAB96ABDF9561A1BE0D"><enum>(c)</enum><header>Outreach to
			 veterans of Operation Iraqi Freedom and Operation Enduring
			 Freedom</header><text>The Secretary of Veterans Affairs shall conduct outreach
			 to veterans of Operation Iraqi Freedom and Operation Enduring Freedom to inform
			 such veterans of the VetSuccess Internet website.</text>
				</subsection><subsection id="H19D9B1D53FFB40DC97614CE3601BA51C"><enum>(d)</enum><header>VetSuccess
			 Internet website defined</header><text>In this section, the term
			 <quote>VetSuccess Internet website</quote> means www.vetsuccess.gov or any
			 successor Internet website maintained by the Department of Veterans
			 Affairs.</text>
