<section id="H7F30A835EDEE4EA490DE979589703300" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Green Infrastructure for Clean Water Act of 2009</short-title></quote>.</text></section> 
<section id="H79E4BAF6BFCB41A09B7AB4E70E46D74B" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HE32E07A511914CE5842CC31B8F490EAA"><enum>(1)</enum><text display-inline="yes-display-inline">Many water resources in the United States are declining, particularly in urban areas.</text></paragraph> 
<paragraph id="H32E88E12992F441981558B638176FBF5"><enum>(2)</enum><text display-inline="yes-display-inline">This decline of water resources is the result of an increase in population, water consumption, and impermeable surfaces, as well as the negative effects of urbanization, commercial and industrial activities, and climate change.</text></paragraph> 
<paragraph id="HE60F94F4C8414B6D8B1FD4CC0FCD11D4"><enum>(3)</enum><text display-inline="yes-display-inline">An October 2008 study by the National Research Council found that some of the benefits of green infrastructure include increased water supplies, the creation of green jobs, cost savings, and a reduction of stormwater runoff, surface water discharge, stormwater pollution, and stormwater flows. </text> </paragraph></section> 
<section id="H9AE74D58B5DB4ECDB466DEBA6FD0F3B5"><enum>3.</enum><header>Centers of Excellence for Green Infrastructure</header> 
<subsection id="H86F02C2A72014DE2834C134024563A41"><enum>(a)</enum><header>Establishment of centers</header> 
<paragraph id="H3015788CFDB04962A02B5DFB47E80C1D"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall make grants on a competitive basis to eligible institutions to establish and maintain not fewer than 3 and not more than 5 centers of excellence for green infrastructure, located throughout the United States. </text> </paragraph> 
<paragraph id="H62B6A504414A4C198FB45092DB0B03FC"><enum>(2)</enum><header>General operation</header><text>Each center shall—</text> 
<subparagraph id="H10F8D49E3ACC4A61AF1F6A2033DD5A3E"><enum>(A)</enum><text display-inline="yes-display-inline">conduct research on green infrastructure that is relevant to the geographic region in which the center is located, including stormwater and sewer overflow reduction, other approaches to water resource enhancement, and other environmental, economic, and social benefits;</text></subparagraph> 
<subparagraph id="H1AF32DF401D1455C97ADEC32DA2F1F07" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">develop manuals and set industry standards on best management practices relating to State, local, and commercial green infrastructure for use by State and local governments and the private sector; </text></subparagraph> 
<subparagraph id="HCB139A320437494FB0779B26779AA53A" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">provide information about research conducted under subparagraph (A) and manuals produced under subparagraph (B) to the national electronic clearinghouse center for publication on the Web site created pursuant to subsection (c) to inform the Federal Government and State and local governments and the private sector about green infrastructure;</text></subparagraph> 
<subparagraph id="H75F0F8E9FA884D239A97BE7EA43EEB49" commented="no"><enum>(D)</enum><text>provide technical assistance to State and local governments to assist with green infrastructure projects; </text></subparagraph> 
<subparagraph id="H51135B9413B34F669C17E94EB7330242"><enum>(E)</enum><text>collaborate with institutions of higher education and private and public organizations in the geographic region in which the center is located on green infrastructure research and technical assistance projects;</text></subparagraph> 
<subparagraph id="HDEA15A1C33494CCCB3A252063771E392"><enum>(F)</enum><text>assist institutions of higher education, secondary schools, and vocational schools to develop green infrastructure curricula;</text></subparagraph> 
<subparagraph id="HE5B635F3DC234A458E1B37D0323FE692" commented="no"><enum>(G)</enum><text display-inline="yes-display-inline">provide training about green infrastructure to institutions of higher education and professional schools; </text></subparagraph> 
<subparagraph id="HF8CAE1DFE99A4CE0AD967CAF4CAB154A"><enum>(H)</enum><text>evaluate regulatory and policy issues about green infrastructure; and</text></subparagraph> 
<subparagraph id="H313517FDC9F041E285C1F1E0B0C9765A"><enum>(I)</enum><text>coordinate with the other centers to avoid duplication of efforts.</text></subparagraph></paragraph></subsection> 
<subsection id="H610EC2010B0C44EF88D48BEBD033E2EE"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an eligible institution shall prepare and submit to the Administrator an application at such a time, in such form, and containing such information and assurances as the Administrator may require. </text></subsection> 
<subsection id="H83F8C31AAC574722BACCE72BE6AC7006"><enum>(c)</enum><header>National electronic clearinghouse center</header><text display-inline="yes-display-inline">One of the centers established under section (a)(1) shall be designated and known as the <quote>national electronic clearinghouse center</quote> and shall, in addition to its other functions—</text> 
<paragraph id="H095806E3811640248879BC5147E852C9"><enum>(1)</enum><text>develop, operate, and maintain a Web site and a public database, containing information relating to green infrastructure; and</text></paragraph> 
<paragraph id="H4EE0A0F4C0D44A24BD9DAF777849F2BA"><enum>(2)</enum><text>post information from the centers to the Web site.</text></paragraph> </subsection> </section> 
<section id="HAECA55910DEB4BAF9ACD0D320EDC7472"><enum>4.</enum><header>Green infrastructure grants</header> 
<subsection id="H07693B6C3A1546F08D2B853852C7078C"><enum>(a)</enum><header>Grant authority</header><text display-inline="yes-display-inline">The Administrator shall make grants on a competitive basis to eligible entities to carry out green infrastructure projects in accordance with this section.</text> </subsection> 
<subsection id="HB3C9E2DF6A66417ABF46FF2768C8B1A9"><enum>(b)</enum><header>Green infrastructure projects</header> 
<paragraph id="H2997BEFA1CD54D1489769E57266615E0"><enum>(1)</enum><header>Planning and development grants</header><text display-inline="yes-display-inline">The Administrator may make planning and development grants under this section for the following projects:</text> 
<subparagraph id="H6EA29451E0784AA5B78E4CE2B1AA2F49"><enum>(A)</enum><text>Planning and designing green infrastructure projects, including engineering surveys, landscape plans, and implementation plans.</text></subparagraph> 
<subparagraph id="HB7E43C51F4A1424E9E95F72A2831187B"><enum>(B)</enum><text>Identifying and developing standards and revisions to local zoning, building, or other local codes necessary to accommodate green infrastructure projects.</text></subparagraph> 
<subparagraph id="HBB9774BD9EC04D62BF8C5BCDF45EE8D0"><enum>(C)</enum><text>Identifying and developing fee structures to provide financial support for design, installation, and operations and maintenance of green infrastructure.</text></subparagraph> 
<subparagraph id="HB8ED5E77342E49A487C0368D9C774473"><enum>(D)</enum><text>Developing training and educational materials about green infrastructure for distribution to both those with applicable technical knowledge and the public in general.</text></subparagraph> 
<subparagraph id="H39415E45A2024328AD46C5AD50D5BE7C"><enum>(E)</enum><text display-inline="yes-display-inline">Developing a green infrastructure portfolio standard program described in section 5(e).</text></subparagraph></paragraph> 
<paragraph id="HC75DA60C6477490B872F4E03D3EEF1DA"><enum>(2)</enum><header>Implementation grants</header><text>The Administrator may make implementation grants under this section for the following projects:</text> 
<subparagraph id="H824C691548604DD1A9C561D7BCFFEEB1"><enum>(A)</enum><text>Installing green infrastructure.</text></subparagraph> 
<subparagraph id="H59B66727C1C34AB3AC6BA814B9CF4B95"><enum>(B)</enum><text>Monitoring and evaluating the environmental, economic, or social benefits of green infrastructure.</text></subparagraph> 
<subparagraph id="H2B7F0403200E4C0D94F15ADF70443A88"><enum>(C)</enum><text display-inline="yes-display-inline">Implementing a best practices standard for a green infrastructure program.</text></subparagraph> 
<subparagraph id="HDEDEE7D3EF5E47A489F8EA492A7B131D"><enum>(D)</enum><text>Implementing a green infrastructure portfolio standard program described in section 5(e).</text></subparagraph></paragraph></subsection> 
<subsection id="HB05BA0CC28684DBABEECDAC717032477"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">Except as otherwise provided, to be eligible to receive a grant under this section, an eligible entity shall prepare and submit to the Administrator an application at such time, in such form, and containing such information and assurances as the Administrator may require, that includes, where applicable—</text> 
<paragraph id="H1056EC5F0A8E44B29A1D0BE9C81FB2CF"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the green infrastructure project;</text></paragraph> 
<paragraph id="HAAFF9F0612734EC39EA5683EFB78B740"><enum>(2)</enum><text>a plan for monitoring the impacts of the green infrastructure project on the water quality and quantity;</text></paragraph> 
<paragraph id="HEE1DAD315F2141D5AC3B5088F4CDB3ED"><enum>(3)</enum><text>an evaluation of other environmental, economic, or social benefits of the green infrastructure project; and</text></paragraph> 
<paragraph id="H08E43D29F3C745FEA68BB51F7447DA63"><enum>(4)</enum><text>a plan for the long-term operation and maintenance of the green infrastructure project.</text></paragraph> </subsection> 
<subsection id="H63600CC19D7E4F92A1F8C28FA377F211" commented="no"><enum>(d)</enum><header>Additional requirement for green infrastructure portfolio standard project</header><text display-inline="yes-display-inline">A State applying for a grant for a green infrastructure portfolio standard program described in section 5(e) shall prepare and submit a schedule of increasing minimum percentages of the annual water to be managed using green infrastructure under the program. </text> </subsection> 
<subsection id="H4A6ACF2BE10249BCA7C53B5F7045BDE6" commented="no"><enum>(e)</enum><header>Priority</header><text display-inline="yes-display-inline">In making grants under this section, the Administrator shall give priority to applications—</text> 
<paragraph id="HA7287A570EBD4DFA9BEEA2710FDF38AE" commented="no"><enum>(1)</enum><text>submitted from a community—</text> 
<subparagraph id="HD073BE8FB4774EEE8332D741F5757FCD" commented="no"><enum>(A)</enum><text>that—</text> 
<clause id="HD06F76C0697C40838736575AF3092790" commented="no"><enum>(i)</enum><text>has combined storm and sanitary sewers in its collection system; or</text></clause> 
<clause id="H13C76601C52B46AC980CEA7A0D4F3698" commented="no"><enum>(ii)</enum><text>is low-income or disadvantaged as determined by the Administrator; or</text></clause></subparagraph></paragraph> 
<paragraph id="H7038AA15B692446CBDB8B8628B20D9F4" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">submitted from an eligible entity that will use 10 percent of the grant provided for a low-income or disadvantaged community as determined by the Administrator.</text></paragraph> </subsection> 
<subsection id="H6E20C2CC8F5C47EC8B04CEE8CD7A88E0"><enum>(f)</enum><header>Grant limitation</header> 
<paragraph id="HF49B9DFD01BF4F09A33A3F1C64CABA16" commented="no"><enum>(1)</enum><header>Planning and development grant</header><text display-inline="yes-display-inline">The Administrator may not make a planning and development grant under this section in an amount that exceeds $200,000. The Administrator may not make planning and development grants of more than $100,000,000, in the aggregate, in each fiscal year.</text></paragraph> 
<paragraph id="H4A0CAC25BB75452087CAAC217105C0B0" commented="no"><enum>(2)</enum><header>Implementation grant</header><text display-inline="yes-display-inline">The Administrator may not make an implementation grant under this section in an amount that exceeds $3,000,000. The Administrator may not make implementation grants of more than $200,000,000, in the aggregate, in each fiscal year.</text></paragraph></subsection> 
<subsection id="H3ACED2EF2300439EADD3D79B8E0D5563"><enum>(g)</enum><header>Federal share</header> 
<paragraph id="H2E278BE5E2784579B96A2F2B51ED6BF2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided under paragraph (3), the Federal share of a grant provided under this section may not exceed 65 percent of the total project cost.</text> </paragraph> 
<paragraph id="H92C839ABC8154919A6EA24B8335C4117"><enum>(2)</enum><header>Credit for implementation grant</header><text display-inline="yes-display-inline">The Administrator shall credit toward the non-Federal share of the cost of an implementation project carried out under this section the cost of planning, design, and construction work completed for the project with funds other than funds provided under this Act. </text></paragraph> 
<paragraph id="H0785EA5FEB644A2FA9981775520A4E06"><enum>(3)</enum><header>Exception</header><text>The Administrator may waive the Federal share limitation under paragraph (1) for an eligible entity that has adequately demonstrated financial need. </text> </paragraph> </subsection> </section> 
<section id="H188D56E305AB4E868E5699676E24A623"><enum>5.</enum><header>Environmental Protection Agency Green Infrastructure Program</header> 
<subsection id="HB3C925BD60214A64AB73857D3ADC86F1"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Administrator shall establish within the Office of Water of the Agency a green infrastructure program, the purpose of which is to coordinate and promote the use of green infrastructure and to integrate green infrastructure into permitting programs.</text></subsection> 
<subsection id="HDEB2B5E867054972A96A755B9EF1C154"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">The Administrator shall carry out the green infrastructure program by—</text> 
<paragraph id="H18C9EE4BCBC1482FB3114D81F1D1D8A1" commented="no"><enum>(1)</enum><text>promoting the use of green infrastructure in the programs of the Agency; and</text></paragraph> 
<paragraph id="H077C9F81212E41979126AF5FE89C52BA"><enum>(2)</enum><text>coordinating efforts to increase the use of green infrastructure with other Federal agencies, State and local governments, and the private sector.</text></paragraph></subsection> 
<subsection id="HB9206CB836FD46B5B3B442EA4D1A47D8"><enum>(c)</enum><header>Regional implementation of green infrastructure program</header><text>The Administrator shall direct each regional office of the Agency to develop a program to promote and integrate the use of green infrastructure within the region that includes—</text> 
<paragraph id="H55115BE03C7A4F0883BF5805B6EBA6A5"><enum>(1)</enum><text display-inline="yes-display-inline">a plan for monitoring, financing, and designing the green infrastructure;</text> </paragraph> 
<paragraph id="H0BA8053C842540EDB1BA5508383F5106"><enum>(2)</enum><text display-inline="yes-display-inline">outreach and training on green infrastructure implementation for State and local governments and the private sector; and</text></paragraph> 
<paragraph id="H74058FB918384989ACB3875E1197DEE6" commented="no"><enum>(3)</enum><text>the incorporation of green infrastructure into permitting and other regulatory programs, codes, and ordinance development, including the requirements under consent decrees and settlement agreements in enforcement actions.</text></paragraph></subsection> 
<subsection id="H5EFB106320E5440A8D659AD7DD1DF231"><enum>(d)</enum><header>Green infrastructure compliance assistance center</header><text display-inline="yes-display-inline">The Administrator shall create a compliance assistance center, including a Web site, to share information with and provide technical assistance to State and local governments, the private sector, and the public about green infrastructure approaches to reducing water pollution, protecting water resources, complying with regulatory requirements, and achieving other environmental, public health, and community goals.</text> </subsection> 
<subsection id="HAF411E01BEE243F3B426858EAA9B5ACD" commented="no"><enum>(e)</enum><header>Green infrastructure portfolio standard</header><text display-inline="yes-display-inline">The Administrator, in collaboration with State and local water resource managers, shall establish measurable goals, to be known as the <quote>green infrastructure portfolio standard</quote>, to increase the percentage of annual water managed by eligible entities that uses green infrastructure. </text> </subsection></section> 
<section id="H5A53DED0E9EB497D9AD12CC2B9CE8341"><enum>6.</enum><header>Report to Congress</header><text display-inline="no-display-inline">Before the end of fiscal year 2014, the Administrator shall submit to Congress a report that includes the following:</text> 
<paragraph id="H8E0E31A6A1B0414AA51BFC5E3FC6233C"><enum>(1)</enum><text display-inline="yes-display-inline">A description of all grants made under this Act and a detailed description of the projects supported and their outcomes.</text></paragraph> 
<paragraph id="H5AEE3296F8AB45988230E28785B3CD7A"><enum>(2)</enum><text>A description of the improvements in technology, environmental benefits, resources conserved, efficiencies, and other benefits of the projects funded under this Act.</text></paragraph> 
<paragraph id="H185117E614F1465FA22BAF2F672EC29A"><enum>(3)</enum><text display-inline="yes-display-inline">Recommendations on improvements to promote and support green infrastructure for the centers, grants, and programs under this Act. </text></paragraph> 
<paragraph id="H53C6DEE453504A5FB225930EE61D31B2"><enum>(4)</enum><text>A description of the existing challenges concerning the use of green infrastructure.</text></paragraph></section> 
<section id="H62BDAC84CF3545398E600856CB3B6AFE"><enum>7.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HAE20DFA4B2744F6FA3E20CB767C6AFA2"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means the Administrator of the Environmental Protection Agency.</text></paragraph> 
<paragraph id="H5446D0C61BE94AFAAF9671AD301E2479"><enum>(2)</enum><header>Agency</header><text>The term <term>Agency</term> means the Environmental Protection Agency. </text></paragraph> 
<paragraph id="HE14787F55ED54FD2BC5E737D8BF2FAC4"><enum>(3)</enum><header>Center</header><text display-inline="yes-display-inline">The term <term>center</term> means a center of excellence for green infrastructure established under section 3(a).</text></paragraph> 
<paragraph id="H9E56A3A251BB43149010C93B5C5635BD"><enum>(4)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text> 
<subparagraph id="H7B77A227FA304E47B7A956A0CBD314AE"><enum>(A)</enum><text>a State or local government; or</text></subparagraph> 
<subparagraph id="HF350F3EE75334A52AD66636E9CFE8D2F"><enum>(B)</enum><text display-inline="yes-display-inline">a local, regional, or other entity that manages stormwater, water resources, or waste water resources.</text></subparagraph> </paragraph> 
<paragraph id="H9686D90C467A46F89325F7354BD3EFFC"><enum>(5)</enum><header>Eligible institution</header> 
<subparagraph id="H40079B4246DD41C288CC97BEAAAA5810"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>eligible institution</term> means an institution of higher education, or a research institution, that has demonstrated excellence in green infrastructure by—</text> 
<clause id="H5550DC4567A742D48D998B48A28B7348"><enum>(i)</enum><text display-inline="yes-display-inline">conducting research on green infrastructure to determine how it reduces municipal stormwater runoff, enhances and protects drinking water sources, and improves water quality;</text></clause> 
<clause id="H9288AFC6721C42D1A79B4D1EECFE2928"><enum>(ii)</enum><text display-inline="yes-display-inline">developing and disseminating information about how an organization can use green infrastructure;</text></clause> 
<clause id="HFB1B3BAA869F4FE08D6AD378BDE7D4DE"><enum>(iii)</enum><text display-inline="yes-display-inline">providing technical assistance to an organization for a green infrastructure project;</text></clause> 
<clause id="HE32BC94F0D994481881A64C4E6449EA7"><enum>(iv)</enum><text display-inline="yes-display-inline">developing best practices standards for green infrastructure;</text></clause> 
<clause id="H72CA18CECA0B44BB86503AA0AC170016"><enum>(v)</enum><text display-inline="yes-display-inline">providing job training in green infrastructure;</text></clause> 
<clause id="H085909C29BFA42B681B882ED6CA5ACC8"><enum>(vi)</enum><text>developing course curricula for elementary schools, secondary schools, institutions of higher education, and vocational schools; </text></clause> 
<clause id="H611F49EAFC9B42CD807AA95C5A8B8969"><enum>(vii)</enum><text display-inline="yes-display-inline">training students in green infrastructure; or </text></clause> 
<clause id="H9D2A945CC0054FA3BD7001244198D012"><enum>(viii)</enum><text display-inline="yes-display-inline">providing information to the Federal Government or State and local governments about the implementation of green infrastructure.</text></clause></subparagraph> 
<subparagraph id="HC43F888887E7440AA314C51C6B9FA537"><enum>(B)</enum><header>Additional definitions</header><text>For purposes of subparagraph (A): </text> 
<clause id="HB03170BE8A9846D8B84BFC036315ADFF"><enum>(i)</enum><header>Elementary School</header><text>The term <term>elementary school</term> has the meaning given that term in section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).</text></clause> 
<clause id="HD486BF1A81A240C981EBBF8B4CB836CD"><enum>(ii)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).</text></clause> 
<clause id="HE671E5D1D1C245DCB2110A154BCA0ED0"><enum>(iii)</enum><header>Research institution</header><text>The term <term>research institution</term> means an entity that is—</text> 
<subclause id="HA045F4CDD764409BBFA84645929061C1" display-inline="no-display-inline"><enum>(I)</enum><text>described in section 501(c)(3) of the Internal Revenue Code of 1986;</text></subclause> 
<subclause id="HB71B54EA4EE740D893F3AC68AE8D48F8"><enum>(II)</enum><text>exempt from tax under section 501(a) of the Internal Revenue Code of 1986; and</text></subclause> 
<subclause id="H113E6BFBF6B044818251B4B3596183CD"><enum>(III)</enum><text>organized and operated for research purposes. </text></subclause></clause> 
<clause id="HC6B585E7975045C89766412DED58AF0F"><enum>(iv)</enum><header>Secondary school</header><text>The term <term>secondary school</term> has the meaning given that term in section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).</text></clause></subparagraph> </paragraph> 
<paragraph id="H9FC1015D51884AA09B2E020B86D617C0"><enum>(6)</enum><header>Green infrastructure</header><text display-inline="yes-display-inline">The term <term>green infrastructure</term>—</text> 
<subparagraph id="HB8F7A5FA1FE545AC864A9FECD4A8E43F"><enum>(A)</enum><text>means any stormwater management technique that preserves, restores, enhances, or mimics natural hydrology;</text></subparagraph> 
<subparagraph id="HB8E3A9C567A441239EAE3E12CA20C8AF"><enum>(B)</enum><text>includes methods that promote absorption, uptake, percolation, evapotranspiration, and filtration by soil and plant life; or</text></subparagraph> 
<subparagraph id="H545B748484914284950CED096F99467A"><enum>(C)</enum><text>includes the preservation or restoration of—</text> 
<clause id="H0EE34B01167340A7A72BC69663BF23E4"><enum>(i)</enum><text>natural topography, including hills, plains, ravines, and shorelines;</text></clause> 
<clause id="H63A9853D6AC44A07997C209CCF23E04F"><enum>(ii)</enum><text>ecology, including forests, grasslands, and deserts; </text></clause> 
<clause id="H57C8A923162A447DAD479C0C9038F948"><enum>(iii)</enum><text>bodies of water, including lakes, flood plains, headwaters, and wetlands; and</text></clause> 
<clause id="H3083F23294984D1CA9F2C226CA29380A"><enum>(iv)</enum><text>native soil characteristics of composition, structure, and transmissivity.</text></clause></subparagraph> </paragraph> 
<paragraph id="H2B278B90C8D8451D960308529EDEE812"><enum>(7)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other territory or possession of the United States. </text></paragraph></section>

<subsection id="HB64CFC54B90E4BD392864C13ADC918DC"><enum>(a)</enum><header>Centers of excellence for green infrastructure</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out section 3, $25,000,000 for each of fiscal years 2011 through 2014.</text></subsection> 
<subsection id="H79B49272018D444983520BBF570295F8"><enum>(b)</enum><header>Green infrastructure grants</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out section 4, $300,000,000 for each of fiscal years 2011 through 2014.</text></subsection> 
<subsection id="H6DE2BA70977945B1983A5036DA1146F1"><enum>(c)</enum><header>Environmental Protection Agency green infrastructure program</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out section 5, $25,000,000 for each of fiscal years 2011 through 2014.</text> </subsection></section>
